INTRODUCING SHIPSTON Shipston's handsome High Street, typical of buildings throughout the centre of town

S

hipston-on-Stour is located in the southern part of Warwickshire, in the district of Stratford-on-Avon, just to the north of the Cotswold hills. The population was around 4,460 at the last census. The town comprises a compact centre surrounded by a range of historic and modern housing, nestled in the valley of the River Stour and lying just off the Fosse Way (at this point the A429). In addition to the residential and commercial properties of Shipston, there are many community facilities. There is a primary school and a secondary school with an excellent reputation and status as a specialist technology college; a

community hospital (vital given the distance to the nearest district hospitals); a well-used community centre; three sports clubs and even, due to the richness of the town’s heritage, a town museum, something which many places of twice the size cannot manage. The town’s idyllic rural location and distance from the seats of local government have helped to generate a self-sufficiency of which the town is justly proud. Over recent years, residents and visitors alike have been able to benefit from an annual programme of festivals to keep them entertained, including the Wool Fair on Whitsun Bank Holiday,

the Shipston Proms, which take advantage of the light, summer evenings, and the Victorian Evening, which brings a taste of a traditional Christmas to the town in early December. From 2010 these are to be complemented by a MidSummer Festival plus a number of Continental fairs and markets and more specialised exhibitions planned to take place in the town. There have been a number of new housing developments, chiefly to the north of the town, in recent years, but the town is set to see a substantial new development to the west on the site of the former Norgren engineering works.

TALKING ABOUT TOURISM

oth gateway to the North Cotswolds and close to Shakespeare’s Stratford, famed for its independent shops, boasting an exciting calendar of festivals and fairs, what’s not to like about Shipston? The Shipston Tourism Group thinks we’ve got a lot to shout about and are making sure everybody knows who we are, what we do and where we do it. The group has compiled details of events, from fishing festivals to

the Shipston Proms. It has drawn up lists of accommodation and eating places, of things to do and places to go, of trips out and days in. The aim is to provide a one-stop source telling visitors why they should base their stay in this beautiful market town. There is a website, with databases that allow searches for accommodation that suits your needs, not just a list; that tell you the places to eat and drink and what facilities they have; that show

you what’s coming up. There will be a presence in other areas’ visitor centres in the form of pamphlets and posters, and the group will be linking with other tourism groups locally, nationally and internationally. It means we are going to be promoted worldwide. which was subsequently used by the Anglo-Saxons. Several years ago, evidence was uncovered of the existence of a Roman villa just a mile from the centre of present day Shipston and it is likely there were other villas along the river. Following the Roman withdrawal, the area was part of the Kingdom of Mercia and Shipston was part of the parish of Tredington. During this time, Tredington and neighbouring lands including Shipston, were given to the Bishop of Worcester by the Anglo-Saxon noble, Uhtred. As a result of this gift Shipston became an enclave of Worcestershire surrounded by the county of Warwickshire until 1931 when it was absorbed into Warwickshire. The Domesday Book of 1086 mentions a “Scepweston” and valued the town at two hides, and the mill at ten shillings. Markets were the chief means of distributing goods in Medieval society and the rights to hold them were a source of great wealth and therefore jealously guarded. After the Norman Conquest, the rights to hold new markets was in the gift of kings.

Shipston was already a trading post when, in 1268, Henry III granted the Prior of Worcester a charter to hold a weekly market here on Saturdays and an annual three-day fair on the festival of St Barnabas (June 10-12). Thus Shipston’s role as an important commercial centre was established. However, the town was not without its competitors. The monks at Worcester were protective of the revenue generated by Shipston; when, in 1423, one of their serfs, Thomas Lette, had the effrontery to sell four pigs at the market in Brailes instead of in Shipston, they demanded a penny toll from him! By 1280 a bridge had been built over the river, establishing the beginnings of the modern road plan of Shipston. The bridge standing today is over 300 years old. By the 14th century the town’s population was around 300-500 and it was a centre chiefly for the trade of sheep and grain, whilst more sophisticated traders such as ironmongers and drapers were found in nearby Chipping Campden. As the 14th century progressed, these traders began to rent stalls in the town, providing a Continued overleaf

hipston-on-Stour is an attractive market town, still preserving its medieval street plan and many substantial houses, shops and commercial buildings dating from the 16th to the 18th centuries built in a combination of Cotswold stone, Blue Lias and brick. In Anglo-Saxon times, the town gained the name of Scepwaeisctune - Old English for “Sheep Wash Town” - which we have from the 8th century. Over subsequent centuries the name has been recorded as Scepwestun (11th century), Sipestone, Sepwestun and Schipton(13th century) and Sepestonon-Sture (14th century). As regards the name of the river, there are no fewer than five major rivers bearing the name Stour in England. The name is thought, like many English river names, to have Celtic origins meaning ‘strong’. To the west of the town lies the Fosse Way, the Roman road running from Exeter to Lincoln. The Romans built a fort at Moreton-in-Marsh and later a walled town at Dorn, a mile to the north. The discovery, at Stretton-on-Fosse, of human skeletons dating back to the Roman occupation suggests the existence of a Romano-British cemetery,

wider range of goods. From the 14th to the 19th centuries, the town lay on a drover route; cattle were brought from as far away as Carmarthen in the west of Wales, following a route through Worcester and Evesham, down through Shipston, Chipping Norton and on to the cattle markets of London. A modern echo of this can be found in the road name ‘The Driftway’ and a number of ‘Pounds’ where livestock was held. In 1337, King Edward III stopped wool exports from England and banned the import of woven goods from Europe. This led to spinning and weaving becoming two of the main occupations in Shipston. By the end of the 17th century woollen velvet, known as ‘shag’, was being produced. This industry was established singlehandedly by John Hart who made his fortune employing an army of home-workers. Such was the wealth which he accumulated from this enterprise, that in 1738 he was appointed High Sheriff of Worcestershire. During the 17th century, Shipston fell under the influence of George Fox, considered the founder of Quakerism. In 1991, a curate in Shipston, Edward Bownes, wrote that, out of the whole parish of Tredington, “half the people are Quakers”. At one time there were two Quaker meeting houses in Shipston, and a Quaker school.

One of the meeting houses, built in 1685, now serves as Shipston Library. Shipston’s historic inns also tell of a prosperous time for the town, during which they flourished in the era of coaching. The Elizabethan period saw the rise of a merchant class and a requirement for them to travel more extensively to sell their wares. This, coupled with the town’s position on the drovers’ route, meant that it was an early beneficiary of the hospitality trade. The Napoleonic Wars at the beginning of the 19th century caused economic devastation in rural England. Shipston attempted to solve the problem of the destitute through the workhouse system. In 1837, under the provisions of the Poor Law, a purpose-built workhouse was constructed to accommodate an increasing population of impoverished families and this building still stands on Darlingscote Road, having recently been re-developed to provide social housing. The town continued to be an important retail centre into the early 19th century, however, this period of prosperity was cut short by the opening of the London to Birmingham railway in 1838, which resulted in a rapid decline in the coaching services through the town. At this time, there was a horse-drawn tramway service from Moreton-in-Marsh which mainly

carried goods, and in the 1850s, there was also a passenger service. However, two proposed mainline railways that would have benefited Shipston failed to materialise. In the 1880s the Great Western Railway converted the tramway from Moreton into a branch of the Oxford-Wolverhampton line, but passenger services ceased in 1929 and the line was finally closed by Dr Beeching in the 1960s. In the 1914-18 war, 267 men of Shipston, representing 17% of the population answered the call to arms, many never to return. Whilst, due to the style of warfare, losses in the 1939-45 conflict were less, the Commonwealth War Graves scattered across Europe are the final resting places for many sons of the town. The general down-sizing of the UK economy, coupled with the withdrawal of the rail service, required Shipston to adapt in order to survive. The return to strong retail and trade sectors allowed the town to grow, as did the demand for modern housing in rural areas. Shipston has entered the 21st century with a diversified economy still catering to a wide area, but without losing sight of the humble sheep and the wool products that made such diversity possible. The Wool Fair has become a popular fixture for the town (www.shipstonwoolfair.org). From this was born the new Shipston Heritage Centre, which will give visitors and locals an overview of the history and significance of the wool industry and sheep farming to the area. As it is made up of mobile display stands, graphics, artefacts – and a tapestry! – it will pop up in different sites around the town, from temporarily empty shops through to schools. And so, fittingly, modern concepts and technology will keep the old world history and traditions of our town very much alive.

TOWN COUNCIL

Shipston-on-Stour Town Council occupies the former Police Station on West Street

T

he town council is an elected body, it is the first tier of government, it exists to provide support and lobby services on behalf of the residents of Shipston. Its responsibilities include: provision of allotments; as a burial authority, the upkeep of the cemetery grounds, the chapels and the administration of the cemetery records; upkeep and maintenance of six play areas in the town and delegated responsibility for maintaining grass verges and town cleansing. In 2012 the police station was purchased by the town council as its new offices and council chamber, this has given the added benefit of a close working relationship with the local SNT (Safer Neighbourhood Team), who retain an office in the building as a work base. A neighbourhood plan is in

progress: once completed and agreed it will allow the town council to give a more informed contribution to the future development of the area and will also have the added benefit of funding from the Community Infrastructure Levy (an updated version of the Section 106 developer community contribution). These funds can be used for

projects highlighted as needs within the neighbourhood plan. The town council works hard to promote the town within the county and continues to instigate or support events and initiatives in the town, for example: the Wool Fair; the tourism group – “Visit Shipston”; the “Proud of my Town” litter picks, snow warden scheme and flood resilience.

SOMETHING TO SHOUT ABOUT

yez, oyez... the traditional cry of the British town crier: it is an ancient tradition, and although it has disappeared from most towns, happily it is still very much alive in Shipston. The town appointed a new town crier, after a break of some 10 years at the 2009 Wool Fair. A competition was held, and local resident Marian Ladd (pictured), although she had no previous experience, decided on the spot that she would compete and she won. Marian, a former headteacher’s PA, used to be a member of the prestigious Association of Speakers Clubs. Now semi-retired, she lists among her jobs “looking after the

grandchildren”. “Town crying is not the same as public speaking, although it helps to be able to project your voice well. You have to convey basic information clearly - I suppose the tradition comes from a time when people couldn’t read and this was almost like a talking newspaper! I see my role very much as promoting Shipston-onStour. I would like in the future to tour the villages and carry the news about what a lovely town this is. I see this appointment as a great honour.” Among the town crier’s roles is announcing events such as the Christmas lights switch-on and civic functions.

CHAPEL TO CHURCH

S

hipston originally lay within the ecclesiastical parish of Tredington where the church of St Gregory, parts of which date from the 10th century, demonstrates through its size and soaring spire, visible for miles, the prestige held by the parish. St Gregory’s used to be in fact the parish church for a wide area including Shipston, Tidmington, Armscote, Darlingscott, Blackwell, Talton and Newbold. Although Bishops of Worcester were secular lords of the manor, the ecclesiastical parish was independent of the priory. In such cases, parishes appointed 'rectors' as opposed to 'vicars' and this tradition was transferred to the new parish of Shipston and Tidmington when it was created in 1719. At this time, Jesus College

Oxford became a patron of the parish, anxious to secure livings for its newly qualified clergy. There was a building for worship in the town itself as early as the 11th century. This was a ‘chapel of ease’, an arrangement which allowed residents to worship locally rather than having to travel to the parish church two miles up the road in Tredington, a sign that Shipston was already comparatively well populated and its prestige was growing. In keeping with its role as a non-parochial church, it was built deliberately small and had to be extended over the centuries as congregations increased. Burials took place at Tredington - right of burial in Shipston was not granted until 1516. The small churchyard was full by the end of the 19th century, so a new cemetery had to

be opened on London Road. The only surviving element of the Medieval church is the 15th century tower which used to be crowned with eight pinnacles (removed in the 20th century). The rest was rebuilt in 1855 to a design by G E Street (later architect of the Royal Courts of Justice). The new building makes efficient use of its restricted site and is notable inside for the pillar capitals and the window tracery, each differing subtly from the next.

or a town of its size, Shipston is particularly well endowed with sporting facilities, partly by virtue of its location serving a large rural area and partly owing to the determination of its residents to ensure that all needs are catered for locally. The main sporting locations within the town are the Shipston Sports Club ground to the south, the Sheldon Bosley Hub to the west, the leisure centre to the north west and the rugby ground to the north of the town. At its pleasant setting by the River Stour, Shipston-on-Stour Sports Club is the home of the towns football, hockey, cricket, and tennis teams, as well as a having bowling green and clubhouse. It runs large youth sports programmes. The town’s own sports club,

Shipston Sports Club on London Road, caters for all ages but has made it its particular mission to develop activities for young people, including one of the biggest youth football, cricket and tennis programmes in south Warwickshire. The Sheldon Bosley Hub, formerly the sports and social club serving the Norgren engineering factory, is also an important local resource with a permanent bowls team and regularly hosts activities such as cyclo-cross.
