Leader’s welcome Welcome to the Winter 2015 edition of Living in Havering. In this edition, we’re focusing on reasons for being proud to live in the borough. Since the last edition, the Ingrebourne Visitor Centre in Hornchurch Country Park has opened, and is being managed by Essex Wildlife Trust, which already runs the visitor centre at Bedfords Park. Also, the National Trust has opened Rainham Hall to the public after major refurbishment. Two excellent examples of how the Council is working with other important organisations to promote the history and green spaces available to our residents. Both are featured in this edition, but I’d encourage everyone to go and visit, and I promise, you will feel proud.

Christmas Christmas is a joyous festival for friends and family, but sadly, it can also be a lonely time for some. In recognition of this, we are working with Hornchurch-based Tapestry to offer a befriender service, and a listening ear to those who need it. But we still need more volunteers to help, so if you have an hour or two to spare each month please do get in touch. Next month, there will be Christmas celebrations taking place in different town centres across the Borough, thanks to partnerships with businesses and community groups that provide the ideas and people to make these events such a success. Our well renowned Romford Market is set to be transformed this Christmas with new stalls selling festive food and goods, as well as late night opening until 9pm. Our centre spread gives details of what’s happening, where, and when, so do bring the family along and enjoy the magic of Christmas.

Awards The Havering Business Awards 2015 were a great success, as you can see from the double page spread in our Business Focus feature. It was a great evening celebrating the success of our local businesses and the fantastic contribution they make to our community. Havering’s volunteer Police Cadets made history by winning the Thriftwood Competition for the second consecutive year, something that has never been achieved by any other group. I’d like to offer hearty congratulations to all those young people who give their time and energy to support the good work of our local police. Over the summer, the Council won some national and international awards reflecting the high standard of service that is provided for local residents. The awards were right across the Council’s work from dementia care to London in Bloom, from community safety to green bin renewals.

In Havering, we are proud of the way we have managed record budget reductions while protecting the services that matter the most to residents. In an age of austerity we saved £40m in the four-year period to 2013/14. We now need to save £57m by 2018/19, £30m of that was approved by councillors last year, and now we're consulting on a range of savings options and income generation proposals totalling £24m to 2018/19. The savings and income plans can be seen in detail on the website and show how we are managing demand, innovating, becoming more efficient and moving towards self-sufficiency. Radio training

Radio Harold Hill, based at St George’s Church Centre in Chippenham Road, has received a Big Lottery Fund grant to train more volunteers in radio production, script writing, radio interview techniques and customer services. London Road Safety Council Chair

Career Options Secondary school students from across Havering attended a Moving On event at Hornchurch Sports Centre, where they were able to learn more about their career options. Aimed at year 10 and 11 pupils, a range of exhibitors attended the event including Havering College of Further and Higher Education, the Metropolitan Police, the Army and Prospects. Emerson Park student Josie Skinner, 14, said: “I came to learn about my future and decide what career paths I want to go down.” Fellow student Eloise Cotter, also 14, added: “I want to know more about becoming an interior designer.”

National Carer Award For the next three years Councillor Wendy Brice-Thompson will be Chair of the 99-year-old London Road Safety Council (LRSC), which brings together elected councillors and professional Road Safety Officers from London boroughs.

Care Act financial changes delayed The Government has postponed phase two of the Care Act until 2020. The changes, including capping the amount people pay for social care and giving more people help with their care bills, were due to come into force in April 2016. Havering resident, Ben Hawley, has won one of six Lloyds Pharmacy National Carers Awards for being a remarkable carer for his wife, and for improving the lives of other carers and people living with dementia. Mr Hawley, 70, has been caring for his wife Janet, 68, since she was diagnosed with vascular dementia five years ago in 2010. They have been married for 48 years. Mr Hawley was

nominated by the leader of ‘Singing for the Brain’, a music group for those with dementia and their carers that he and his wife attend three times a week.

Mr Hawley organises outings for the group including concerts, seaside trips, restaurant meals and a visit to an airfield, all in his own time.

Fly-tippers in court Underage sales are A Havering Council campaign to take fly-tippers costly in court to court has had more successes. £4,289 cost for builder Mr Liam Poynter, a builder of Maxey Road, Dagenham, was hired by a householder in Belvedere through the MyBuilder.com website, to complete some decorating work and remove waste. On 11 July 2014, this waste was dumped in Little Gerpins Lane, Upminster. At Barkingside Magistrates Court on 25 September 2015, Mr Poynter failed to attend but was found guilty and fined £3,000, with costs of £1,169 and a victim surcharge of £120, a total £4,289.

Havering Council has successfully prosecuted two Elm Park retailers selling alcohol to people under the age of 18 years. Both cases were heard at Barkingside Magistrates Court on Friday 25 September.

£1031 for underage wine sale Sercan Ates from Sparkling Food and Wine pleaded guilty to selling a bottle of wine to a person under 18 on 15 January 2015. He was fined £200, with £811.75 costs and a victim surcharge of £20, a total of £1031.75. Mr Ates was the designated premise supervisor of Sparkling Food and Wine in Elm Park.

Fly-tipping at Little Gerpins Lane cost a builder £4,289

Householder ordered to pay £612 Mr Trevor Dawson, of Barnstaple Road, Harold Hill, dumped several black bags of domestic waste by trees near his home. Mr Dawson admitted the offence and accepted a Fixed Penalty Notice of £50, which he failed to pay. On Friday 21 August, at Barkingside Magistrates Court, he was fined £150, with £442 costs and a £20 victim surcharge, which totalled £612.

The second case involved Kotan supermarket, which traded as Elm Park Express in Broadway Parade, Elm Park. The case was unusual in that, following an underage sale of alcohol, Trading Standards officers found foreign labelled cigarettes, blunts and rolling tobacco under the counter. Mr Caner Cocelli, the designated premises supervisor, pleaded guilty to one licensing offence for an underage sale of alcohol, one offence under the licensing act for keeping smuggled goods on the premises, one offence under the Consumer Protection Act for lack of English labelling on the cigarettes and two offences under the Trade Marks Act 1994. Mr Cocelli was fined £1,500 for the smuggled goods, £500 for the underage sale and £500 for the foreign labelled cigarettes. No separate fine was made for the Trade Marks Act offences. Mr Cocelli was also ordered to pay £700 in costs and a £120 victim surcharge, a total of £3,320.

Havering Cadets are number one again Havering Volunteer Police Cadets (VPC) won the Thriftwood Cadet Competition, beating teams from across London, for the second consecutive year. The competition tests their skills, knowledge and fitness, including a stretcher run, shield run, assault course, log run and raft race. Havering VPC Co-ordinator PC Matt Ingram said: “Havering won first place in all three competitions last year and repeated that achievement this year. Winning twice in two years has never been done before in the 20-year-history of the Thriftwood Competition.” The VPC is a voluntary youth organisation open to 13 to 18-year-olds and has two groups in Havering, one based at The Drapers Academy, Harold Hill and one at Gaynes School, Upminster. Queen’s tribute to teacher

John Morris is no ordinary headteacher. He started his career in Havering at St Edward's Primary School in 1982. In July he completed 33 years teaching in Havering. He became Deputy Headteacher at Crownfield Junior School, Collier Row in 1987, and became Headteacher of Ardleigh Green Junior School, Hornchurch in 1990. Now, some 25 years on, John is still Headteacher at the school and has enjoyed unprecedented success at the helm.

He has led the school through a succession of Ofsted inspections and has consistently been graded as Excellent or Outstanding in each one. Despite years at the top, John is always ready to try new ideas and approaches. Never standing still means that John and the school are always innovative and cutting-edge, leading the way in new developments and trialling new ways of working in the quest to remain outstanding - and all that that means for generations of children at Ardleigh Green Junior.

Family business John's wife Val is Headteacher of Ardleigh Green Infant School, which is also an outstanding school. Three of their four daughters teach at other Havering schools. It came as no surprise to anybody working within education in Havering to hear that in January 2015, John was awarded an OBE for ‘Services to Education’. The award is a fitting tribute to a man who has given his working life to improving childrens' education.

Your views sought on budget plans Havering Council has been faced with a lower level of funding than many other councils, since the start of Government austerity in 2010. However, we have taken a sound, practical and transformational approach to managing the budget, often far ahead of other local authorities. This has saved many millions of pounds and assisted greatly in protecting frontline services for our residents.

Services protected

We continue to challenge how we work and operate, always trying to drive down costs where we can, to ensure the Council is run as effectively as possible. We have carried out reviews of many services, from adults and children’s social care, to back office functions. This allows us to streamline our working practices, improve the customer experience for residents and remove bureaucracy for staff.

The Council has already made a considerable dent in the savings required while protecting the services that matter the most to residents and delivering your most keenly-felt priorities: a Clean Borough, where local people are Safe and where residents are Proud to live. Over the four years to 2013/14, we have saved £40 million, despite receiving the fourth lowest Government grant in London per head of population. Our current financial position shows that we still need to save £57 million by 2018/19, and so far savings of £30 million have been approved by Councillors. We are now consulting on proposals totalling £24 million.

Income generation We have to work towards becoming self-sufficient – to allow us to not only cope, but thrive when faced, inevitably, with further Government changes. Across Havering, the pattern of demand for Council services is increasing, while the pressure to reduce expenditure is unrelenting. To make further savings, while protecting the most vulnerable in

Rising demand Rising demand due to increased expectations – from fixing potholes and collecting more rubbish, to providing responsive customer services to a growing and changing population, there is a greater demand on limited resources. We are committed to continue changing the way we work to ensure we deliver value for money, as well as high-quality, innovative and sustainable services.

Council Tax proposals The budget proposals for consultation suggest a Council Tax increase of up to two per cent – the same as this year – which would be an increase of £2 per month for Council Tax Band D. A one per cent increase in Council Tax raises around £1 million per year. The Greater London Authority (GLA) plans to reduce its element of the Council Tax by £19 in 2016/17. Any increase of two per cent or above needs approval through a referendum of residents, which would cost around £250,000 to organise and run. Residents are asked if they wish to increase the Council Tax by more than two per cent.

Great Charter Close opening

We recently opened Great Charter Close, in Hornchurch, a residential development for adults with learning disabilities or autism, the first of its kind in the borough. The development is made up of four selfcontained bungalows and four flats. The project allows adults with additional needs to live as independently as possible, with appropriate support. Previously, some residents had to be placed out-of-borough, so living at Great Charter Close is not only helping them to live happier, more independent lives, they are also closer to their families in the borough.

Reduce and reuse to cut costs Currently more than £13 million of your money is spent disposing of waste, with the cost going up each year.

Improved recycling centres are now available across the Borough

We now recycle more than a third of waste produced, but we need to do more. We are focussing our efforts on encouraging residents to reduce and reuse more, which will have significant benefits for the

environment and cut down the money we spend on disposing of waste. We are committed to weekly rubbish collections, but need to lower the amount of waste collected. As part of this consultation residents

London Green Points is a scheme that rewards Havering residents who waste less and recycle more. Green Points can be spent on more than 1,000 products, vouchers and experiences. Everybody who signs up will get a discount card to access special offers and discounts in businesses across the borough, as well as online. More information www.havering.gov.uk/ greenpoints

Renewable energy will generate cash for services We’re looking at making a significant investment in renewable energy, by creating wind turbines and solar farms. This would allow the Council to sell energy back to National Grid. A project like this would reduce energy costs, provide a local energy supply and deliver enormous environmental benefits. It has fewer chemical pollutants compared to traditional energy generators, and will generate income to help pay for Council services. Renewable energy is sustainable and by making the change now, we’re securing clean energy for all those who will follow us in the many years to come.

More local homes planned In May 2015, Cabinet members signed off proposals to allow the Council to build new properties in the Borough. We are committed to providing more social housing, including plans to build 1,000 new homes in the Borough in the next 10 years. These will be for local people, who have lived in Havering for at least five years, and for members of the armed forces. The homes will be funded from the Housing Revenue Account and will increase the number of council houses built to around 544 over the next three years. In addition we are creating an arms-length firm, owned by the Council, that will create properties for market rent and some for sale,

which will be aimed at those struggling to get on the housing ladder. It is planned that the new homes will bring in extra revenue to the Council and protect valuable front-line services. This is going to be a real opportunity for us to deliver well located and well managed private rented or for sale homes. The company will be 100 per cent owned by the Council so we’ll be able to make sure that any profits go towards looking after our Borough, and not to private investors.

Better online We are working hard to find ways so we can deliver customer services in a more cost-effective way so they are available 24/7. On average, an online service is 20 times cheaper than a phone transaction, 30 times cheaper than by post and 50 times cheaper than face-to-face meetings. That is why we are encouraging residents to go online. From applying for a blue badge or a parking permit, reporting a missed bin collection to paying council tax, we’re making it digital. Using electronic web-based forms is already delivering big savings, and will continue to do so.

Army Reserves in action The arena at this year’s Havering Show gave spectators a taste of army life when local Army Reservists put on a display.

A casualty is recovered during the demonstration

The 151 Regiment of the Royal Logistic Corps demonstrated combat logistic patrol tactics, and how they use fighting logistics during an ambush. That was followed by a ‘casualty’ being evacuated from the field by the 254 Medical Regiment. The display culminated with a demonstration of how a damaged vehicle is recovered by the 103 Battalion Royal Electrical and Mechanical Engineers. Soldiers from the regiments have been on operations in Iraq, Cyprus and Afghanistan. Reservists also provided security for the Olympic Games. Army Reserves are recruited from volunteers across the community who are fit and well-motivated, often with family and job commitments to juggle, along with their dedication to the army. Coaches needed for Havering Hurricanes Havering finished in 10th place in last year’s Balfour Beatty London Youth Games and the campaign is now underway for the 2016 competition. Havering is the most successful team from the 33 London boroughs, having won the overall title 15 times since the games started in 1977. All the young people in the team rely on volunteer coaches who give their time for the training and competition sessions.

Last year we didn’t enter the angling, handball, rowing, squash and weightlifting competitions, so if there is a coach out there willing to help train a team, and if there are any young people between the ages of seven and 18 wanting to represent Havering in those sports, please get in touch using the online form.

Ingrebourne Visitor Centre welcomes you With stunning views over the Ingrebourne Marshes, the Ingrebourne Valley Visitor Centre, in Hornchurch Country Park, was officially opened by BBC Springwatch presenter Iolo Williams, following a £1.4 million improvement programme. The Centre – a partnership project between Essex Wildlife Trust and Havering Council – will be run by the Trust and features an observation hall, education room, café, shop, wildlife and heritage education activities. There’s also a memory booth, where visitors can download and share their experiences. Rooms are available for hire at the centre, which will also be running a programme of events, courses and activities.

Rainham Hall: a hidden secret One of Havering’s hidden treasures, Rainham Hall, opened to the public last month after a major restoration by the National Trust.

Rainham Hall is a remarkably fine example of a Queen Anne house, built in 1729 when the Thames was the gateway to the world, by a merchant and ship’s captain, John Harle. The hall, and its associated buildings, were a focal point for his trading activities, which were key to the development of Rainham Village. It is a rare surviving witness of the river trade which forms an important part of local history. The hall is nestled in the heart of Rainham village on the far eastern fringes of London. Surrounded by a contrasting landscape of big skies, wild marshland and thriving industry, Rainham Hall has been quietly biding its time. The National Trust successfully applied to the Heritage Lottery Fund for a grant of £1.46 million which, combined with grants from Veolia North Thames Trust and Biffa Award, allowed the completion of an exciting project built on understanding, community involvement and innovation.

Seven days of fun and entertainment will launch Christmas celebration

Romford The fun begins on Thursday 19 November in Romford Market Place with the big Christmas lights switch-on event. From 4.30pm there will be action packed entertainment, including The Gruffalo, who will be making personal appearances throughout the evening. Frosty the Snowman, Father Christmas and his best friend Rudolph will also be present along with performances from pop sensations and a grand firework finale to light up the sky at 6.30pm So come along and enjoy the family festive atmosphere, fantastic entertainment and make it an evening to remember. Hornchurch Come and have a cracking time at Hornchurch from 2pm on Saturday 21 November, when children can visit the Christmas characters throughout the town centre to complete a trail before seeing Father Christmas. Free festive on- street entertainment, circus skills and activities for all the family to enjoy including free children’s funfair rides and not forgetting The Queen’s Theatre pantomime characters from Aladdin, who will be performing the switch on of the Christmas tree lights at 5pm at the Hornchurch roundabout.

Upminster From 4pm on Thursday 26 November Upminster will be celebrating Christmas in style. Children can complete a treasure trail to three locations within the town centre to collect a free Christmas Elf Hat. Harold Hill Light Up Harold Hill for Christmas on Thursday 3 December from 4pm at the Hilldene Shopping Centre. The free festive entertainment includes activities and fun for all the family. Come and tell Santa your Christmas wish in his grotto; sing along to Christmas Carols with local schools and book a free session to ‘make your own Christmas decorations’ at the Harold Hill library. Free funfair rides; face painting, street amusement, refreshments, music entertainment and much more will be available throughout the event. The switching on of the Christmas tree lights will take place at 5pm.

Collier Row Mistletoe Madness reaches Collier Row on Friday 4 December from 4.30pm until 7.30pm. Follow the festive trail around town to meet Santa, then pet his reindeer and sit on his sleigh. There will be rides, festive stalls, street entertainment, refreshments and much more. A great festive family event for all. The Christmas tree lights will be switched on at 5.30 pm.

It’s good to know, you’ve got a friend Tapestry's Befriending Co-ordinator, Ranmal Burkmar, explains the scheme. As a befriending co-ordinator for Tapestry, I get to meet a lot of interesting people, and I recently had

the pleasure of catching up with Ernie, one of our clients in Sheltered Housing. Ernie is a very friendly chap and enjoys talking about his family - he has two sons, two daughters and nine grandchildren. One of Ernie’s greatest achievements is his musical career, especially as a drummer for a Shadows Tribute band; the ‘Hi Fives’. Ernie played in pubs including The Pompadours and The Red House in Harold Hill, and The Bell in Upminster. He said: “We used to study all their videos to make sure we looked and sounded exactly like them.”

Caring for adults who need assistance to live independently at home

Another great achievement of Ernie’s is his autobiography ‘My Trucking Life’. It tells the story of his life as a lorry driver. It took Ernie a long time to finish and he was pleased to give copies to his family. Ernie said he really looks forward to Mondays when his befriender from Tapestry comes to visit:“I do like a chat – I can talk about anything. I feel as if I’ve known her for years. She takes an interest in me and I feel very at ease with her. If you are thinking about having a befriender, go ahead and do it because I think everyone needs someone in their life to talk to. The trouble is a lot of people don’t have family or can’t get out and it would do them the world of good to talk to someone.”

The service explained Tapestry runs a befriending service, on behalf of Havering Council, to provide older people with someone who can give a helping hand or just a listening ear and a chat.

Schools monitor air quality Four Havering primary schools are taking part in a pilot project aimed at measuring air quality across the Borough, which will run until April 2016. Pupils at Gidea Park Primary School, Rainham Village Primary School and Nursery, The Mawney Foundation School and Upminster Junior School are all having special lessons, delivered by experts from the London Sustainability Exchange, aimed at helping them to understand the science behind air quality monitoring and what can be done to improve air quality.

Lichens alert Pupils have attached small plastic tubes containing a chemical which reacts with Nitrogen Dioxide (NO2) present in the air, to bus stops, fences and lamp posts. The tubes stay up for two weeks before being taken down and sent to the laboratory to

Lichens are plants that grow in exposed places such as on rocks, walls and tree bark and can be used as air pollution indicators. Air pollutants dissolved in rainwater create acids that can damage lichens, and makes them natural indicators of air pollution in the area they are growing.

reaps rewards The Active Living programme completes three years years this month and has had some impressive results. The Active Living programme was a partnership project with organisations such as, Havering Citizens Advice Bureau and Havering Museum. The programme was designed to give residents the opportunity to have fun, learn new skills, take part in social activities or make a valued contribution to their local area. All residents over 50, whatever their abilities and interests, can benefit from a variety of projects and activities. Evidence shows that staying active as we grow older has significant health and well-being benefits. People who are socially active are said to have a 50 per cent less chance of developing dementia and significantly reduced chance of having high blood pressure.

Job Clubs Four Job Clubs will be run until 31 March 2016. They will be in Collier Row, Harold Hill, Rainham and Romford.

Scams Awareness The Don’t be Rushed, Don’t be Hushed campaign saw 5,898 postcards and 137 posters distributed across Havering with 124 older residents’ purses fitted with purse chains and 698 people advised about scams and how to avoid them.

Techy Teas NatWest, in South Street, Romford host these on the third Thursday of each month, and will continue to do so when the Active Living programme ends. In the last year 78 people have come along for help with their iPad, smart phone and laptops and there are five new volunteers awaiting training to give help at these sessions.

Older Person Champions Seventeen people have been trained to provide information to residents over the age of 50.

Pathways to positive ageing A total of 359 questionnaires were completed during August leading to 398 referrals to partner agencies and 712 information packs being provided. A total of 74 benefit checks took place with eight people being entitled to claim additional benefits. Havering Citizens Advice Bureau received 196 referrals, primarily about debt and housing. Havering Community Safety Partnership won the international Herman Goldstein Award for Excellence in Problem-Orientated Policing, which was awarded in Portland, Oregon, United States of America. The award was collected by Havering Police on behalf of the partnership. The recognition is for the work done on reducing violent crime in the night-time economy, a key part of the Safe and Sound, Day and Night programme. That work has seen a 58 per cent reduction in such crimes since 2009 with Romford now being a safer place to visit.

ard winning Council Double award for Dementia Alliance Havering’s Dementia Action Alliance has received two national awards for its valuable work in helping residents with the condition have the best quality of life. Having been launched just a year ago the Alliance scooped the Best Dementia Friendly Community Initiative in the Dementia Friendly Awards 2015 and won the Community Organisation Award for Disability Category in the National Diversity Awards 2015, which attracted more than 20,000 entries. The alliance was formed by local companies and charities across the Borough, including the Council, Havering Clinical Commissioning Group, the local Alzheimer’s society, and Havering Mind to raise awareness and encourage businesses and organisations to be more understanding towards individuals with the disorder. With more than 3,000 people in Havering

Little Adventurers come from big dream Dreams can sometimes come true, and they did for Lee Stimpson, who opened the Little Adventurers Nursery in Cranham in April 2015. Nursery owner Lee’s primary vision was always the same, written proudly on the entrance sign: “At Little Adventurers we believe that childhood should be just that – an exciting adventure, a time for children to discover, explore and investigate the world around them.” With room for up to 52 children aged up to five-years-old, the nursery serves Romford, Hornchurch, Upminster and Cranham. Nursery Manager, Ginny Andreas, said: “Our key ethos is that childhood should be fun. Each of our children comes to Little Adventurers with the opportunity to expand the skills they already have, with complete support from their parents.”

Flytipping costs builder £2,621 Mr Andi Pemaj, of Andi Contractor Ltd, a builder and decorator in Saville Road, Romford, appeared at Barkingside Magistrates Court on Friday 21 August. One of Mr Permaj's sub-contractors, who was working on an Andi Construction project, dumped a load of building waste in Bedfords Park. This was subsequently traced

back to Mr Permaj's client by Council investigators. Mr Permaj refused to name the contractor who dumped the waste, but pleaded guilty to knowingly allowing a fly-tip to happen, for which he was fined £750, with a further fine of £750 for failing in a duty of care plus costs. The total was £2,621.

Head of Client Services, Catherine Polli, said: “At Pinney Talfourd we love to get into the Christmas spirit with the community. “Pupils at Corbets Tey School, in Upminster, design our Christmas card, something they have been doing for more than 10 years. The imagination and artistic skill of these young people makes for fantastic designs “

Carols On Friday 11 December the firm takes over The Queen’s Theatre, Hornchurch, for its annual Carol Concert. Dawn Chorus is the choir that leads the 500-strong audience at the free event. Catherine added: “Invitations go to our clients, contacts and supporters to join us and if anyone has transport difficulties our staff collect them and return them home. “There is no charge to attend although there is a raffle and we ask for a donation if people enjoy the event – last year we raised around £1,000 and divided the money between the theatre and our own chosen charity for the year, which this year is Bertie’s Battle.”

Upminster Lights When Upminster Town Centre switches on its lights on Thursday 26 November, Pinney Talfourd’s staff will be there in force as the firm will be switching on its own Christmas lights in the Station Road, Upminster office followed by a reception for staff.
