… successful US$30M bid was re-submitted in March The Guyana Government and the Hong Kong (Chinese) Investor(s) whose bid has been accepted for the purchase of 20 per cent of Guyana Telephone and Telegraph (GT&T) are still at the confidentiality stage of the agreement. This publication understands that Government is expecting a reply from the investor(s) during the course of this week following a communication that its US$30M bid had been accepted. Cabinet which was chaired by Head of State, Donald Ramotar, on April 4, approved the sale to the Hong Kong buyer(s) and communicated the information but remains obligated to the secrecy arrangement of the confidentiality agreement, according to Head of the Privatisation Unit, Winston Brassington. That agreement was signed into effect early 2011 following meetings with Finance Minister Dr Ashni

Singh and the Chinese investor(s). Dr Singh visited Beijing, mid-January last year and met with the investor(s) after which two sets of lawyers/ engineers/accountants travelled to Guyana later that year to undertake further fact finding. Cabinet at that time which was headed by Bharrat Jagdeo, had asked the Privatisation Board to examine the bid. The Privatisation Unit was about to submit its response to Cabinet when Kaieteur News published the details of that bid. At that time the Chinese company made a proposal to buy the shares for US$30M ($6B) under three phased payment structures. NICIL had recommended that payment option, which would have seen the Government receiving the largest sum upfront— some US$25M. The revelation by Kaieteur News however, proved to be very far

UG launches online library services at Turkeyen Campus Students at the University of Guyana (UG) Turkeyen Campus will be able to access and benefit from the newly launched UG online library services which is being offered free of cost. Students at the University of Guyana Berbice Campus (UGBC) have started to use this Information Communications Technology (ICT) application since it was launched at their campus on May 12, last year. With this latest development at the Turkeyen Campus, more students can now search for study books online, reserve required books for their courses and make purchase suggestions. UG is the first university in the Caribbean to implement this leading Open Source Library Software (KOHA). KOHA is an Open Source Integrated Library System used by many public libraries, universities and community libraries around the world. It includes modules for circulation, cataloging, acquisitions, serials, reserves, patron management, branch relationships and more as well as provides a full-functioned Online Public Access Catalog (OPAC) Service. Users (students, staff and public) can carry out searches using various fields (Keyword, Subject, Title, Class, Barcode, Author, Publisher, etc.). They can order the search results according to several criteria (by author, title, etc). Users who are library members can place holds (reservations) on library items, and give purchase suggestions. reaching, as the Chinese investors at the time immediately backed out of the agreement and withdrew that US$30M bid. The Chinese buyers had also chided the Guyana Government at the time, for having the ‘secret leaked.’ Through diplomacy and other measures the investor was weaned back onto the negotiation table. The negotiations with the Hong Kong Buyer resumed in August 2011 and eventually led to a key two-day meeting in January. The investors in January 2012, after protracted discussion with their lawyers and Guyana Government lawyers, and the two day meeting with NICIL boss, Winston Brassington in Beijing, resubmitted its offer in March 2012. This publication understands that between July 2011 and January 2012 Yog Mahadeo, CEO of GT&T, and the investors engaged in correspondence in the hopes of a meeting in Hong Kong to discuss the offer. This publication was further told that the proposed meeting was supposed to be very broad-based given the confidentiality agreement which was already in force between the Guyana Government and the then potential Hong Kong investor. This meeting with

Mahadeo and the Chinese Buyer was never to take place as was confirmed by the GT&T boss following the announcement of the sale. Mahadeo further said that he never met with the investors. This newspaper was reliably informed that the Guyana Government as a minority shareholder operated under the premise that it has a right to sell its shares to anyone who puts in an acceptable offer. So the meeting between the investor and Mahadeo was mostly for courtesy and discussions as to how best to enhance the Company, should the Hong Kong bid be successful. This publication was also told that among the underlying factors for the Guyana Government to undertake the sale was the impending liberalization of the telecommunications industry and the possible effects that it will have on the revenue base for the local telecommunications giant. The liberalization of the industry was also said to be equally responsible for the investor’s wariness coupled with other compounding circumstances plaguing the telephone company. In late 2010 when NICIL failed to find favour with the public bids it received during an earlier request for proposals for the purchase of the shares, it again invited

proposals to purchase Government’s 20 per cent “en bloc” shareholding in GT&T. The company had previously received an offer of US$6M which did not find favour with Government. Head of the Presidential Secretariat Dr Roger Luncheon on Wednesday last announced that the Cabinet had decided on a proposal made by a Hong Kong-based company to buy the shares for US$30M. This however was preceded by Brassington while in negotiation with the Hong Kong buyer telling GT&T at its most recent Annual General Meeting that the sale was “off the table.” Up until the sale, the government was receiving from GT&T, an annual dividend of US$2.5 million. Dividends will more than likely be used to pay the two US$2.5M installments agreed to by the Government and the Hong Kong buyer. Mahadeo following the announcement by Dr Luncheon expressed surprise at the manner in which the sale was handled. Mahadeo stated that it was only after Dr Luncheon made the announcement and the media attempted to solicit comments from him, that he was made aware that the company’s shares were sold. Health and Age Saturday was “World Health Day” – it was also – not coincidentally - the day the World Health Organisation (WHO) was founded. While there have been many quibbles about the UN as a whole, few question the seminal role of the WHO in fulfilling its mandate to improve health in the world. This year the theme is on “Ageing and health” with the slogan “Good health adds life to years’. And we can see the evidence of the slogan all around us. In Guyana, life expectancy at birth is now 69 years – a full decade more than it was just two decades ago. And we can see where we are headed. In the developed countries, life expectancy has continued a seeming inexorable climb upwards. Sweden predicts that in a few years theirs will be an incredible 100 years – way past the ‘three score and ten’ of the Bible. The ancient Hindus had always measured the normal human lifespan as 100 years. By 2050, the WHO estimates that there will be almost 400 million people age 80 and older — compared to about 14 million people in that age group around 1950. “We’ve come a long way, baby.” In Guyana, as a composite people dragged from various continents and dumped here to work on plantations, old age was considered as a curse by the ruling class – since that meant they had to ‘carry’ non-productive assets. That is what we were – assets judged by our ability for production. Even in the so called ‘developed’ world, which all not so incidentally graduated to that state on the backs of our labour, there is a persistence of the notion that one is judged by one’s ‘productive’ capacity. The production is invariably material. One of the goals of the WHO’s campaign this year is to challenge this stereotype about older people and also others such as that they are not ‘attractive’ and they cannot ‘do anything” – even playing and having ‘fun’. Intriguingly enough, in both African and Indian traditions from which most of our people were conscripted, older folks were revered as repositories of wisdom, which was considered as the most valuable possession of their civilisations. In the development of the west and its ascendancy, the “culture of youth” has become dominant and the “old” must furiously try to keep ‘looking’ young – often with the ‘help’ of plastic surgery and botox injections. The WHO is stressing a whole new perspective on aging: good health practiced can add years to one’s life but ‘life to one’s years”. Meaning that, the older person should be able to be a functional member of society for all his life. Not to be shoved off into the background. More than anything, modern science has demonstrated that good health in general has a great deal to do with good eating practices. While there has been a great focus on the need of better medical services to care for an increasingly aged society, the point is that those services can be minimised if the health problems are avoided in the first case. There needs to be a much more vigorous educational program by the Ministry of Health of what constitutes ‘good nutrition”. We had editorialised recently about the benefits of using ‘brown rice’ over ‘white rice’. This emphasis on good eating habits must begin as early as possible: even when the child is in the mother’s womb. It appears that while we are young, our body can withstand the depredations of bad diet but these accumulate and become overwhelming later. Refraining from smoking and maintaining reasonable physical activity can make a major difference in the later years. The other cost-free difference we can make to older people immediately without spending an extra penny, is to return to our traditional practice of giving respect to them. It is said that a mind is a terrible thing to waste; but think of how more terrible it is to waste a mind that is filled with experience and wisdom.

Let us see real atonement in this Republic DEAR EDITOR, A group referred to as a ‘Christian Community’ invited citizens by modern methods to a Good Friday service for “ A t o n e m e n t , ” interestingly, outside the High Courts, where justice should be dispensed, but ask those who are not well connected about their experiences, First, the majority of those who attended and spoke are obviously good, honest Christians; however, or those who can measure events in today’s Guyana could easily measure how much this event was either State sponsored or even PPP inspired. The venue, the large number of buses used to fetch people from many distant places—a rather costly operation, the identical mobilization of certain election rallies. The theme was supposed to be “Atonement”, but somehow the subject was not emphasized; even H.E President Ramotar avoided the purported purposes of the theme. Atonement means expiation or making amends for wrongs done to someone. Today we must be wary of words like atonement; we want to see deeds. President Ramotar made a pitch about sacrifice, poverty and social evils. But where do we see evidence of sacrifice by this administration, and a real concern for the poor. The late Dr. Cheddi Jagan and Janet Jagan’s daughter has said enough. One can assume that the day to day pressures disallow the H.E and his

colleagues to see the need for atonement. There are some concrete things that can be done in a matter of days. This example is sufficient. Travelling to East Berbice for the first time I experienced the hour-long wait for traffic to flow over the bridge. This allowed me to meet a cross-section of car and truck drivers, even as the Presidential entourage travelled over the bridge going west. Without exception they felt the bridge toll to be exploitative. One truck operator said that he would likely pay $30,000 to cross, and have to pay on the return trip if he has goods. The “Jeep” I travelled in would pay $200.00 to cross the Demerara Harbour Bridge. For the Berbice Bridge we are required to pay $4,000. This is a whopping 20

times greater. Fact, this toll is the highest in the western hemisphere. To cross much longer bridges in the United State we pay US$6.50 or $1,300 Guyana dollars. Why this massive benefit and apart from NBS who are the beneficiaries? We see NBS has raked in many millions for their involvement in the Berbice Bridge. The harsh toll is a wrong done to us. Take some of the largesse and give to old age and Government pensioners something to smile about.—that will be atonement (By the way, you can neither cycle or walk over the Berbice bridge. You can over the Demerara Harbour Bridge.) Atonement ensures that billions spent on medical drugs reach ordinary folks, instead of

making certain supplier multi-billionaires. The coffee company, Vaitarna Log Exports—if their gains from this and similar exercises were mobilized, these resources would allow for free transportation for workers and schoolchildren, who live in East Berbice and use the bridge on a regular basis—that’s atonement. The heavy toll is a wrong. Others who daily rape our patrimony (with apologies to my namesake) can do likewise. No need to burden this letter with many other examples, save to note it appears that the architects of the many instances of exploitation, injustice or plain greed may be those who pulled the strings for this Good Friday rally. This ruling puts a serious damper on the gains made by Women’s Rights organisations DEAR EDITOR Permit me to publically welcome the convenient voice of Minister Priya Manickchand as she joins in the public call for the removal of the Commissioner of Police, Mr. Henry Greene, since this said honourable Minister, while women’s rights were her direct remit, chose to remain silent when the sordid affair with Former President Jagdeo and former First Lady Varshini Singh became public. However, I see her lone voice from among her cabinet colleagues as timely and refreshing in the present circumstances. At the same time, I wish

to state that the ruling by the learned Chief Justice demonstrates some precarious signs in our fragile society and sets a dangerous precedence. First, the ruling by the Chief Justice clearly points to that dangerous line of classism where there is a distinction between the privileged and the underprivileged in our society and that there are some who are prepared to go beyond the call of duty to protect this status quo. Secondly, it put a serious damper on the gains made by Women Rights organisations as it relates to the growing number of victims who are now mustering the courage, despite the obvious

humiliation, to come forward when they feel violated, especially by powerful public figures. Thirdly the ruling is somehow saying to future victims that there is no recourse within the justice system so you either accept your humiliation, bite in your pain and move on or take the law in to your own hands when you feel necessary. This ruling is retrogressive and counterproductive if we are honestly seeking to nurture and develop a society where respect for human rights is paramount and citizen’s faith in the judicial system is at an all-time high. Hunt launched for missing Parliamentary records A Partnership For National Unity’s (APNU) spokesman on Finance, Carl Greenidge, has launched a battle to clear his name as it relates to the accountability of the PNCR regime on the nation’s finances under his tenure. Greenidge has tabled a motion calling on the administration to make available the Parliamentary records, which he says would vindicate his position. The motion which is dated March 26, seeks to have the National Assembly instruct that action be taken to ensure that the full records for the period January, 1985 to December, 1992 are submitted as early as possible or within two months of the motion being published. Finance Minister, Dr Ashni Singh and former Head of State Bharrat Jagdeo, have been extremely critical of Greenidge’s record as Finance Minister. Greenidge in his motion said “if these documents cannot be found or have been destroyed, the Speaker

is to institute an enquiry into the said disappearance or destruction of those records and report the findings to the National Assembly within one month after the tabling of this motion.” According to Greenidge, the motion takes cognizance that the “Official Reports (Hansard) for the period January, 1985 to December, 1992 are the records of the decisions pertaining to the management and debates over the Economic Recovery Programme and other critical decisions in the management of the political economy of Guyana.” Greenidge had recently broken his silence on the matter and had strong words for the administration, saying that “if they believe” that he had breached the financial regulations in any way then they can move to prosecute him. The Parliamentary records that Greenidge is hunting will reportedly clear his name on the allegations that the PPP/ C officials have been laying at his feet as it relates to his “unaccountability” during

Greenidge recently made a damning revelation that when the PPP took office in 1992, several years of Parliamentary Hansards vanished, and the completed audit reports, which they had in their possession, were never laid in Parliament. Speaking about his record as Finance Minister and the repeated claims that he was unaccountable, Greenidge said that it must first be understood that when he

took office as Minister of Finance, the Auditor General’s reports were already behind. He inherited a backlog. “They were years behind when I arrived as a Minister.” The former Finance Minister explained that when he took office, Desmond Hoyte and the then Auditor General, Pat Farnum, were already in advanced discussions on bringing the reports up to date. He explained that Farnum “took the trouble to write me a long memo over what has to be done.” One of the reasons for the backlog stemmed from the accounting procedures, such as with the case of gold sold overseas. He explained that payments were made to overseas Embassies and that the country was already too cash strapped to send auditors to the various missions overseas. “It is absolutely untrue to

Guyana, yesterday, emerged overall winner of a two-day Qaseeda Competition leaving the spoils for its Trinidadian and Surinamese counterparts. This was made possible with the Guyanese junior females copping the first, second and third positions in their category. The Qaseeda competition is an event that is hosted annually on a rotation between Guyana, Trinidad and Suriname. This two-day competition, hosted by the Muslim Youth League, began on April 6 and culminated yesterday at the Anna Catherina Islamic Complex. B r e a t h t a k i n g

performances by participants over the period demonstrated why Qaseeda is a song or poetry sang in praise, love, and honour of the Holy Prophet Muhammad. The participants recited their pieces in Urdu language, which captivated their audiences. Although all the performers sounded melodious, the judges were tasked with dissecting their performances and allocating points for presentation and e n t e r t a i n m e n t , pronunciation, fluency and melody. The junior and senior female categories of the competition were held on April 6. Guyana dominated

the female junior category with Naseeba Nabbi copping the first place and Asiefa Ali and Zaseema Mohamed taking away the second and third places respectively. However, in the female senior category, Guyana’s neighbour to the east, Suriname took away the first and second positions (Nazrien Ali and Fauzia Ali respectively). Meanwhile, Guyanese Farida Nabbi, who is Naseeba Nabbi’s mother, came in third. The male junior and senior categories competition was held yesterday. Trinidadian, Faried Ali Hussain, took away the first place trophy for the male junior category. , Guyanese Muzzammil Bacchus copped second place and Surinamese, Khalied Ghafoor came in third. Bynoe returned as GTU President ...plans to tackle growing teacher indiscipline By Leon Suseran Colin Bynoe was reelected for another two years as President of the Guyana Teachers’ Union (GTU) when the results of the elections were finalized late Saturday evening. First Vice- President is Malcolm Marcus, while the Second Vice- President is Julian Cambridge. Desiree Vanlewin was elected as the Regional VicePresident for Essequibo, while Hazel Pyle will represent Demerara. The Treasurer is Samantha Caryl- Alleyene, while Coretta McDonald remains as General Secretary. When contacted yesterday, Bynoe stated that he was surprised at the results. “I thought that we would have much more new faces from how the conduct of the elections was going and complaints from teachers. However, teachers would have voted.” He noted the low voter turnout at the elections and said that it was “not a true reflection of the confidence [of teachers].” “I think many persons were frustrated and they vented their feelings in a way that we have to take stock of...to really understand why so many people refused to vote.” He added that many teachers might have felt that the Guyana Teachers’ Union did not do enough for them;

Colin Bynoe “that the economic situation in this country is such that teachers’ salaries should be increased several fold...also that all teachers [feel that they] should be given dutyfree concessions and not [just] a selected bunch.” Bynoe stated that the low voter turnout could also be blamed on teachers feeling that they all should be given house lots and housing loans...to help them...[but] they fail to realise in getting such benefits, that we [the union] have to start at a certain category before we can get to the level of everyone.” The GTU President added that there were some discrepancies during the elections in that some teachers did not receive ballots, a matter that will be dealt with. During the next two years, the new GTU President plans to deal with several issues ranging from “the level of indiscipline among teachers right now throughout the country.” He assured that teachers’ [poor] punctuality and regularity at school and “even types of response towards teaching” will all be feverishly dealt with in the next two years. Bynoe noted that it is evident that “some people (teachers) have not been

teaching” and he noted that these issues are very important since they directly affect children in the schools. Many teachers, too, he noted have been misusing and abusing the social media on the internet “to buse out each other.” He added that complaints have been raised by the Central Ministry officials that “they would have seen postings [from teachers on Facebook] during working hours and that is not bad, but it is what they post— abusive language, disrespectful, lewd conversations and some of them even post pictures that are not in keeping with the professionalism of teachers.” Bynoe plans to get the Ministry of Education to start and complete the consultation process “for teachers to understand the professional standards of practices about to be put in place for teachers in the Caribbean”. One of the things that will become a reality out of that is issuing licence for teachers to practice in the school system. “I’d like to see that all education personnel and teachers being educated about that, so when that time comes [to license teachers in Guyana] people will be ready to respond to such processes.” Bynoe announced that the GTU Conference this year will begin on Tuesday in New Amsterdam and he expects many national leaders to be there so that they “can hear what will be said and know what they have to take back when they go to parliament”. The conference, he added, will deal with several issues, and representatives from across Guyana will be there to point the way forward for the new executive. He thanked his supporters for the confidence they have shown once more for him to serve as president.

Hydroclave system cost begs for serious query Georgetown Public Hospital Corporation’s Chief Executive Officer, Michael Khan, has stated that the hospital spent $60M to house its newly installed Hydroclave Sterilization System. It also spent US$1.2 million to procure the hydroclave system and a waste collection truck. However, a conservative estimate of construction works and possible related expenses put the project millions of dollars below the cost cited by the hospital’s Chief. Khan, who was unable to provide an immediate breakdown of how the $60M was spent, said that the

money was used to construct the 50ft x 20ft shed for the equipment and a 20ft x 12ft storage room for waste. That cost also includes airfare from Canada to Guyana for a consultant and training of staff to operate the equipment. Nonetheless, the quotation from Hydroclave Canada for the exact model Hydroclave H-150 System stated that training and commissioning were included in the equipment cost. During a tour of the facility recently, this publication was assured that the shed, air-conditioned waste holding room, electrical works, gantry to run steam pipe, and a hot water system cost $25M.

The hospital did not have to put in a boiler, which would have inflated the cost even further. It was not until, this publication conducted an interview with Keith Burrowes, Head of government’s Health Sector Unit, that it was disclosed that the hospital spent $60M on the construction of the facility. Burrowes was responsible for procuring the Hydroclave Sterilization System and waste collection truck with funding from the World Bank at a cost of US$1.2M. This aspect of the project has also raised eyebrows since a quotation from the company reveals that the Hydroclave system costs US$762,865.

Councillors, Deputy Mayor dismiss corruption claims

Councillor Ranwell Jordan, Finance Chairman Junior Garrett and Deputy Mayor, Patricia Green during the recent press briefing Several Councillors including Deputy Mayor, Patricia Green, have dismissed claims that Chairman of Mayor and City Council’s Finance Committee, Junior Garrett, is involved in corrupt practices. The Councillors are of the belief that Garrett is doing an excellent job that could lead to severe changes in City Hall’s financing system. They also believe that some persons, who are reluctant to see those

changes, have made a deliberate attempt to tarnish his reputation. Garrett is being fingered by a few persons within the Municipality in a possible laptop fraud. During a press briefing in the Deputy Mayor’s office on Thursday to clear Garrett’s name, Green said that there are serious administrative flaws in the system and as such it is unfair to cast blame on Garrett. She stressed that administrative inefficiencies of City Hall are not Councillors’ fault. Green emphasized that owing to Councillors’ interventions, officers of the Auditor General Office are currently in the Finance Department, investigating the sale of the old incinerator, ‘Old Smoky’, and incentives paid to staff in December 2011. In February, Garrett’s lone signature appeared on the payment voucher approving the purchase of a laptop computer for the City Treasurer’s Department from a fictitious company. Chavez returns to Cuba for more cancer treatment CARACAS, Venezuela (AP) — Venezuelan President Hugo Chavez flew back to Cuba late Saturday for another round of radiation therapy, telling his countrymen that he has faith a “miracle” will help him survive cancer. MISJUDGMENT IS NOT A CRIME Why should Henry Greene be removed from office? He has, for all intents and purposes, been exonerated of the allegations of rape leveled against him. He had claimed that the sexual intercourse that he had with his accused victim was consensual. The courts did not find that there was a sufficient rational basis for him to be charged and the Chief Justice arrived at this decision not on some technicality within the law but on the basis of a thorough and meticulous examination of the statements that were given to the Chief Justice by the Office of the Director of Public Prosecutions. Those who have been railing against the decision of the Chief Justice seem to have selective amnesia. They are not even mentioning the fact that the Chief Justice has been quoted in the media as saying that he did not see any statements from the Jamaican sleuths that investigated the case.

Why? Why did the Chief Justice not see this most critical report? It must be recalled that the government in order to ensure an investigation untainted by bias invited foreign detectives to investigate the case against the Commissioner. What has happened to their report and why was it not submitted to the Chief Justice? Instead of dealing with this issue, there have been groups, which, having failed to have the Commissioner prosecuted for rape, now want him to be sent home for abuse of the powers of his office. Abuse of the powers of his office? Are we not missing something here? Was the Commissioner here? Was he not the victim of entrapment? And who was behind this entrapment? We can debate whether the Commissioner acted properly in going out with someone who had seen him in his professional capacity.

But how many persons in this society have not either met their life partner at their place of employment? But no one says that it is unprofessional to strike up a personal conversation with a customer. How many men in the country have not married their secretaries or someone from their office? How many teachers have not married their students? Since when it is against the law to fall in love with someone who comes to seek your assistance? It is not fair to the Commissioner of Police that his conduct be placed under the microscope for abuse of his office while ignoring the possibility that he may have been a victim of entrapment in this instance. In other words, the question of poor judgment on the part of the Commissioner must not be done in isolation from the issue of him being possibly set-up by his accuser who had gone to see him in relation to an investigation

that was staking place into an incident involving her. Under the Constitution, the Commissioner of Police enjoys security of tenure. He cannot be removed from office at the whim of anyone while he enjoys such security. This is why the Constitution provides that for the Commissioner to be removed for misconduct, there is a setout procedure that has to be followed involving the establishing of a tribunal to investigate the issue of misconduct. While the Commissioner has retired and therefore can be removed without cause, given the impact that we are dealing with serious allegations, he should at the minimum be afforded a process that would allow him to challenge the charge of misconduct. While the present Commissioner of Police is being kept on at the behest of the government, and therefore can be removed by the government, he should not be dishonorably removed for misconduct

without some sort of administrative tribunal being put in place to examine the charges against him. Misjudgment is not misconduct. But misjudgment can lead to misconduct and therefore those who are alleging that the Commissioner abused the powers of his office by having a sexual liaison must show how these powers were abused if we are dealing with consenting adults. No such charge of abuse of office was ever made in the case of a former senior policeman who was exposed as having discussed with an opposition politician, matters of national security. No such charges were made when a taped telephone conversation suggested that this senior operative had been having an affair with another female officer who was strategically placed in the force and had even thrown hints about another policewoman’s daughter who was also employed by the police force. So there is a

double standard on the part of those who are seeking to have the Commissioner fired. There were many who were willing to lynch him when he was first accused of rape. As it turned out, there was no case against him. Now there are those who want to see his back on the basis of abuse of his office. Should he not be given a chance to defend himself also against this charge? And in deference to his office, should the same standard that applies to a Commissioner who enjoys security of tenure, not be applied in this instance? Should the Commissioner not be given the option of defending himself in front of a tribunal. People make mistakes. The Commissioner made a mistake. How many of us can claim we never did?

Teen dies after ride on merry-go-round A Two Friends, East Coast Demerara family is mourning the loss of 14-year old Dexter Marshall, whose lifeless body was removed from a merry-go-round early yesterday morning. Marshall was pronounced dead on arrival at the Georgetown Hospital where he was rushed after family members and some eyewitnesses believed he

was electrocuted. Police have not yet concluded that Marshall’s death was a result of faulty electrical connections, although they had briefly detained the operator of the merry-go-round. They are awaiting a post mortem report which is expected to be performed on Wednesday. The police in a statement

said that initial investigations revealed that at about 00:30hour yesterday Marshall was at a birthday party in the village when he began to feel unwell and was taken to the Georgetown Public Hospital Corporation where he subsequently died. However, relatives of the dead teenager are almost convinced that he died on the spot while clinging to the

merry-go-round on which he had taken a ride. They believe that he was electrocuted by a faulty apparatus on the popular ride. Zephene Pollard, the dead teen’s mother told this newspaper that she was with her children near the venue where a fair was being held. She said that she was about to go home when Marshall suddenly ran off towards the fair. “I know that the merrygo-round was there and he must be gone there. So I lef and go home.” About minutes to one o’clock, someone called her and told her that her son was electrocuted at the fair. Pollard said that she hurried to the scene where she found her son lying on the ground with froth coming from his mouth. “Somebody tell me dat he was on de merry-go-round.” According to Pollard, shortly before her son’s demise, a few persons had reported to the merry go round operator that sparks were seen coming from a section of the apparatus.

“Other people feel de current and dey tell he dat de thing sparking and shocking and de man ain’t pay no attention,” Pollard told this newspaper. Another villager informed that at least four persons spoke of feeling the current through the metal frame of the merry-go-round. “My nephew said that he touched de man wha playing de set and he had to pull away because he feel de current.” The relative explained that the venue was wet and some persons reported that they felt current while walking through the water. All of this they claimed was reported to the organizers but nothing was done. “When dis boy get shock, he went pon de merry go round and people thought he was mekkin joke. Is when dey pull out de wire, den he fall off,” an eyewitness told Kaieteur News. But the owner of the merry go round, who was released by police after spending the night at the Cove and John Police Station, explained that Marshall was among the last set of persons

Mother of dead prisoner steps up pleas for investigation The mother of Steve Weever, the prisoner who was kept some 19 days in the Brickdam Police Station with a gunshot wound, has joined other relatives in pleading for further investigations into his death. Mrs. Ilene Weever is adamant that the authorities should have ensured that he received proper medical care during his incarceration. “They say my son was a drug addict, that he was a thief… (but) he should have been given proper medical attention.” Mrs. Weever, who returned from the US last Saturday to bury her son, noted that even a prisoner has rights and the law enforcers should respect them. Steve Weever, 50, was pronounced dead on arrival at the Georgetown Public Hospital after staff at the Georgetown Prisons saw him lying motionless in the infirmary and took him to the medical facility. A post mortem revealed that he died of cirrhosis, rather than from the gunshot injury he sustained in the thigh. A medical source said, given the condition of Weever’s liver, he “was living on borrowed time.” On December 28 last, Weever and another man were shot by a businessman on Waterloo Street, who claimed that the men attacked him with

In an interview at the GPHC, Weever had claimed that he was peeping at another man who had entered the businessman’s yard when the businessman shot him. Mrs. Weever said the family was informed that on the day her son was shot, it was the businessman who informed ranks at the

Brickdam Police Station about the shooting. This publication was told that when the ranks arrived on the scene, the two men, who both had gunshot wounds, were placed face down on the road. Eventually, both men were taken to the Georgetown Public Hospital. On March 17, the woman said, her son was discharged from the hospital after undergoing surgery. Immediately after his discharge, Weever was thrown into the lock-ups at the Brickdam Police Station where he spent 19 days without medical attention, lying on a concrete floor, with boxes of feces and bottles of urine scattered across the floor. Mrs. Weever said her daughters pleaded with police ranks at the lock-ups to allow the injured Weever to go to the Hospital. It is unclear if the police sought permission from the High Court to hold the suspect for 19 days without charging him. On more than one occasion however, one of the dead man’s sisters was allowed to tend to his gunshot wound. The sister said when she pleaded with ranks to ensure that her brother receive further medical attention, she was told ‘the police ain’t got time.’ This was despite relatives (Continued on page 18)

If there is a typical West Indian sport it is not “chokeand-rob” since that has not spread through the Caribbean as widely as its inventors or, put it another way, has not grabbed or held the attention of the rest of the Caribbean as it does in its native country. It is definitely not “bob-ball” as Trinis pronounce the local term for corruption. In fact, the “all” part of it might take in the entire country but is not so rife in the rest of the region to constitute either unanimity or ubiquity. “Weeding” or the use of a controlled vegetable substance, Cannabis, is a growing indulgence but is still legally prohibited and the police are always sniffing around to arrest its aficionados. This leaves “jumping to conclusions” at the zenith of our regional sporting predilections and the highwater mark of our integration. We share with the great sports heroes the fact that we start with visualization, a process by which we map out the route to success, and then we end with world records for the greatest leap, either of faith or imagination. This is how, I suppose, the belief that baldness and riches go together, and the greater the hair loss the greater the pecuniary progress or plentitude of the person so blessed, solidified into hard fact worthy of a truism. In Trinidad, where crimes against property are more frequent than crimes against the person, the possession of an insubstantial head of hair, or any other proof of wealth, a

Porsche or BMW, immediately attracts the attention of criminals. They don’t care who you are so long as you bear the stigma of riches. Toupees do not fool them, wigs do not deceive them. They know that a pate as bald as a billiard ball lurks under the luxurious weave and a fortune awaits them. My wife knows better. Having lived with me for the past sixteen years, she is fully aware that there is at least one exception to the rule and that it disproves rather than proves the rule. When she met me I had an ostensible head of hair. The thinness was not immediately apparent except upon close examination. The depleting density was deceptive and made even more so by skillful application of a comb and a good conditioner. She saw through all that very quickly but persisted with me even when she realized that while my prospects were reasonable my actual prosperity was not merely questionable but decidedly debatable. In other words, my life-style and my means were conducting a tugof-war with the bank. With the passing years, my hair-loss has progressed at an alarming rate. I am not yet so bald that when people look at my head they can see what I’m thinking. I am not at the point that when I wear a turtle-neck sweater people would think I’m a roll-on deodorant. I am almost at the stage that when some careless motorist heads directly towards me, I don’t turn a hair. I am turning the corner though and am almost

there. When I was a boy in Trinidad, we would tell people like me, “You like Tarzan. You balding (bawling).” During the Cold War I could have explained that I have nuclear hair – plenty fallout. The story of Aeschylus, the Greek playwright, is depressing. Legend has it that in his part of the world eagles had developed a unique solution to separating tortoises from their shells. The eagles picked up the tortoises with their talons and dropped them on the rocks far below. An eagle mistook the bald head of the playwright for a rock and dropped the turtle on him, killing him instantly. It was a Greek tragedy. So, there I was, sitting on the sofa, indoors and safe from passing eagles, watching with eagle eyes the televised cricket and glorying in the fact that although Jonathan Trott is younger than me, his hair-loss is greater, and that Jacques Kallis, were it not for his having earned enough money from the Indian Premier League (IPL) to pay for a weave, would have been in the same position. Even Wayne Rooney, at

26, has temporarily and possibly, surgically, covered his baldness. Then I felt those fingers that used to run through and ruffle my hair, massaging my scalp. Then, my wife jokingly said, “Where are those billions you are supposed to have by now?” “Well,” I responded immediately, “I spent them on research on hair loss.” She did not retort, “You wish!” but I could see the thought despite her luxurious coiffure. Actually, the hope that springs eternally in the human breast has now climbed the ladder of success and is residing somewhere in the follicles. According to Science Daily, a gene that causes hair loss has been discovered. Scientists at Bonn and Düsseldorf Universities have discovered an important hair-loss gene. During their study, the researchers investigated over 500,000 positions in the human genome, and found a gene variant which occurs clearly more frequently in bald men than in control persons. In 2005, these scientists had already characterized the first hair-loss gene inherited through the maternal line,

which explained why hairloss in men often reflects that of their maternal grandfathers. This clearly was not my story since my grandfather’s hair lasted longer than mine. Now, they’re saying that what this particular gene shows is that if your father is bald you are likely to become bald also. In some ways I could say it is a bald lie. Until his death in his sixties, my father had hair as thick as a sheepdog’s. But I refrain since my two sons use my lack of hair as a family joke. When I once paid $20 for a haircut, my son George said that I had overpaid. I should only have paid $10 because the barber had less hair to cut. My other son, Zubin, runs his hands over my scalp and grins. I say meaningfully, “Look at my pictures. My hair was once long and thick. Yours will suffer the same

fate.” They don’t believe me. They feel it will never happen to them. Just wait… Except that when I feel the top of my head, there is hair there but when I look in the mirror I see these little wisps sticking out of a shining example of self-deception. I suppose it is a trade-off. I have less hair to comb but more face to wash. As they say, hair today gone tomorrow. *Tony Deyal who no longer travels with a comb, was last seen repeating that for people who keep on repeating their mistakes, experience is like giving a comb to a bald man.

Revetment works at New Hope finally completed Steel sheet pile revetment works conclude at New Hope.

Steel sheet-pile revetment work totaling $310M at New Hope along the East Bank Demerara Public Road, is finally completed. The contractor, Samaroo Investment is currently recapping the roadway, which was destroyed to facilitate the revetment works. The Public Works Ministry had earlier noted that the project was expected to conclude on February 23. Initially, the project was expected to commence in May 2011, but difficulty sourcing steel sheet-piles on the European Market at that juncture was cited for the delay. It was not until November last year that physical works commenced under the project.

According to a representative of Samaroo Investment, the project’s completion is within the timeframe, since the contractor was tasked with additional works. The representative was unable to say when rehabilitative works on the road would conclude but in the interim vehicles would continue to traverse on the $14M diversion road built by BJ Civil Works. Currently, the diversion road could only facilitate onelane of traffic resulting in major build-up, especially during peak hours. In addition, depression in the diversion road, which is almost one-year, is contributing to the slothful

flow of traffic. BJ Civil Works was tasked with constructing the diversion road, 12 feet wide and 330 metres in length with 1.5 inches of asphalted surface. The design of the road includes 18 inches of white sand, 12 inches of sand clay, white sand and cement, four inches of crushed stone, and prime coat, tack coat, and then 1.5 inches of asphalt. Each stage of the works must be compacted. The Public Works Ministry had said that it was necessary to construct a concrete structure instead of a timber bridge, owing to the volume of traffic that traverses the East Bank Public Road.

BOSAI asks for patience to fix Linden’s dust problem BOSAI Mineral Group (Guyana) Inc. is insisting that it will complete the dust collector system at its operations in Linden this year. “Kiln 14 will be completed by the end of June 2012, and Kiln 13 by the end of October 2012,” said Company Secretary, Major General (rtd) Norman McLean. Residents of Linden had expressed mixed views about the success of the project as well as the company failing to meet all of its self-made deadlines. In December, the bauxite company had announced that one of the two US$6 million dust collectors would have been operational by February 2012. “The company unequivocally apologises to the community for not reaching its deadline for completion. We do not wish to go over that history as it is painful for the company and we are embarrassed. We would also like to apologise

to the Environmental Protection Agency (EPA) for failing to complete the project on time as well as completing the Environmental Agreement with the EPA. This will be done,” McLean stated in a press release yesterday. Adding that BOSAI took over the operations of Omai Bauxite Mining Inc. from Cambior and recognized the dust problem even then, McLean disclosed that the project is costing over US$8M. The company currently employs over 600 employees and hopes to expand this number significantly through the construction of a third kiln and the development of two new products – Mullites and Proppants- to optimize production. Chanderpaul puts WI out front

BRIDGETOWN, Barbados – Shivnarine Chanderpaul collected a milestone 25th Test hundred, putting West Indies in a favourable position in the first Digicel Test against Australia on Sunday. The durable left-hander was undefeated on 103, leading West Indies to 449 for nine declared in their first innings on the second day at Kensington Oval. West Indies however, failed to make a breakthrough before the close, as David Warner, not out 27, and Ed Cowan, not out 13, batted with aplomb, as Australia reached 44 without loss before bad light stopped play 6.1 overs early. Chanderpaul held centre stage for most of the dya however. He is now third on the list of Test centurymakers for West Indies, behind Brian Lara (34) and Garfield Sobers (26) and in front of Vivian Richards (24). He also eclipsed Lara’s record of 1,339 for most runs at Kensington Oval. He now has 1,374 at 52.84 from 28 innings in 16 appearances. Bentley back to winning ways Jude Bentley returned to winning ways, making light work of his opponents to win the Powerade sponsored 50mile Cycle Road race held in West Demerara yesterday. He won the race in a time of 1 hour 54 minutes 55 seconds in a dominant performance, claiming two prime prizes in the event which took place from Wales on West Bank Demerara to Bushy Park, Parika before returning to finish at the Demerara Harbour Bridge. Orville Hinds was second with Eric Sankar third, Raymond Newton fourth, Enzo Matthews fifth and Davenand Bissoon sixth. Newton also had two primes, while there was one apiece for Hinds, Matthews and Collis Williams. Michael Anthony was first in the junior category followed by Paul DeNobrega and Raul Leal in second and third place respectively. Action in this year’s Guinness ‘Greatest of the Streets’ Futsal Football Competition continued on Saturday night, at the New Silvercity Secondary School Tarmac with eight more matches being completed. In the opening game, The Amazings and Exodus drew 11 with Travis Leitch’s 3rd minute strike putting the former ahead, before Dorwin Daw responded in the 16th minute to level the proceedings which remained that way until the final whistle. In the second encounter, Top Class gained full points after registering a 2-1 win over El Dorado. Bunny Hamilton netted both goals for the winners in the 3rd and 18th minutes, while Andrew Lambert scored the consolation goal for the losers in the 13th minute.

Speightland and Rough & Rugged then played to an exciting 1-1 draw with Jamie Wilson’s 10th minute effort opening the scoring for Rough & Rugged, before Michael Ramdehol responded in the 17th minute for Speightland. Chelsea Edghill added yet another Caribbean and Regional Table Tennis Federation (CRTTF) Cadet & Junior Championship title to her name last weekend when she won an Under-15 Girls silver medal at the 2012 competition that was held in La Habana, Cuba. Edghill secured the lone medal for Guyana in the competition that Guyana fielded Under-15 and U-18 teams. Edghill had won gold at the same level in the U-13 category. Playing against the r e g i o n ’s s t r o n g e s t a n d more prepared players from hosts, Cuba and the Dominican Republic, Edghill silver medal performance was a beacon of light for the Guyanese contingent in Cuba. Clint Gonsalves & Gordon DaSilva shine on Day 1 Despite not being able to run off as many events on the opening day as in the past due to the falling tide, fans were treated to some exciting action on day one of the 2012 Regatta Power Boat Racing competition taking place at Golden Beach, Bartica. Watched by large and colourful crowd on a sunny and windy day, Pomeroon’s Clint Gonsalves was the toast of the day posting two victories and a 2nd, competing in both the 7590HP and 25-40HP events piloting different boats. Also a double winner on a day that saw His Excellency President Donald Ramoutar and Leader of the Opposition David Granger both gracing the event with their presence was Jet Ski competitor, Gordon DaSilva who also chalked up two wins and a second place. DaSilva rebounded from a minor accident in the first of four Jet Ski races which ended his participation abruptly {in that race}, to brush aside his opposition in the next two but had to settle for the runnerup position to a determined Bobby Rasul in the final event of the day. The day was cut short due to choppy waters and the slothfulness of competitors in reporting to the starting line for the commencement of races. The shortened day was compounded by a late start by one and a half hours. Despite those challenges, fans, supporters and visitors (overseas & local) enjoyed a wonderful day of racing which saw some very competitive events, especially in the 25-40HP events. As the Regional Chairman, Gordon Bradford had promised, the day commenced after the official opening by Mr. Granger, with the 225 to Unlimited event, which is always the most anticipated contest, where the big boys come out to show their power.

The race started in a burst of speed with each competitor eager to show their power but mere seconds into the race, after Scott whose boat is of international standard and equipped with one of the best engines sped into the lead, all the other competitors encountered challenges of varying sorts. Scott maintained and increased his advantage with Randy Belle opting not to push his engine too much, cruising through the race in a distant second place. Scott on the final straight also suffered some engine problems which he was able to rectify and eventually claimed the win. Initially, it looked as if Randy Belle was the winner after overtaking Scott, but that was later rectified by the officials with Belle finishing second to Scott, no other competitors finished that opening event which attracted a first prize of $60,000 sponsored by Aruwai Mining, Belle won the Guyana Beverage Inc. prize of $40,000 in the 5-lap contest. Clint Gonsalves in the next event (75-90HP), aboard Miracle sounded a stern warning to the Belle {traditional powerhouse of Bartica Regatta} clan and the rest of the Bartica crew that the Pomeroon contingent was there to take care of business this year as he romped to a comfortable win following a ding dong battle with Dave Young who was in charge of 3:16. Young, in somewhat challenging waters made some super turns on the course but eventually had to settle for the third place after

Lorenzo looked set for second behind defending champion Casey Stoner for most of the race but took control with three laps left and won the night race by 0.852 seconds ahead of Dani Pedrosa. Stoner suffered from arm pump in the closing stages as he came home third. British rider Cal Crutchlow was fourth, while seven-time champion Valentino Rossi was only 10th on his Ducati.

Young, once again in charge of 3:16 had to settle for the second place with Omar Hussein (Pretty Centre) claiming 3rd in the event that attracted 6 starters. In another big boys clash, 115-200HP (5-laps), Randy Belle came good to stamp his authority on the field in chalking his first win of the day; Sean Belle (Quicksilver) took the 2nd spot with Sherwin Joseph in charge of Mackeson settling for 3rd. The other speed boat event of the day saw Young turning the tables on Gonsalves in another keen contest which went for 3laps. In the Jet Ski events which numbered four (4), Gordon DaSilva took two wins and a second, rebounding after a dismal start in the first race which was won by Chris Baichan (2-laps) followed by Gavin Gouveia and Don King in that order. Two of the six Jet Ski’s had a minor accident due to the choppy waters on the first turn of this race which is run on a shorter course to the power boats. DaSilva won races two and three, Leon Garraway was 2nd and Gouveia 3rd in race two while Garraway repeated with Rasul 3rd in the next. Rasul rebounded in fine style to win the final event of the day ahead of DaSilva and Garraway in that order. Events are expected o get underway with the big boys at 09:00hrs today, the final day to capitalize on the smooth nature of the water which will get choppy as the tide falls with the progression of the day. The course of the event was altered unlike previous years when it started at Kaow Island, this time it was held along the river bank, starting at the Island, 7th Avenue and concluding at 3rd Avenue, outside the Regatta Pavilion. >>> ROAD RACE <<< Rahaman, Lovell, Cummings, Dean & 69-yrold Elane Stephens are category winners The 2012 sports programme for Bartica Regatta 2K12 got off to an encouraging start yesterday morning just outside the Police Station with the annual Road Race which has become one of the signature events of the Regatta calendar. In overcast conditions with light drizzles, Regional Chairman Gordon Bradford sent the runners on their way at about 06:35hrs. Permanent Secretary in the Ministry of Culture, Youth and Sport, Alfred King was also on hand, with many of the view that he was going to compete with his athletic look, but he didn’t. Conditions were ideal for the event which saw 18-yearold Shane Rahaman emerging as the winner of the open category, comfortably. And while many felt that the younger starters would have dominated the event, the elderly had other ideas, as they had a point to prove that age was definitely just a number. Fifty-six year-old Ivelaw Lovell did not only win the Over-50 class but came in 2nd overall and was applauded by the small but appreciative gathering at the finish line which was also the starting point. Third overall was 35-yearold Patrick Cummings with 44-year-old Harold May finishing fourth. Arthur Ward was the second to cross the line among the Over-50s with 70-
