INTERNATIONAL PARIS AIRSHOW 2023

The prestigious International Paris Airshow 2023, recognized as the world’s largest air show and aerospace-industry exhibition event, took place this week. With over 130,000 attendees and participation from 2,400 exhibitors representing 49 countries, this event serves as a vital platform for global aerospace industry leaders. Organized by SIAE, a subsidiary of GIFAS (French Aerospace Industries Association), the 54th edition of this esteemed gathering fostered collaborations and facilitated networking opportunities among industry stakeholders.

We proudly joined the Invest Monterrey delegation. As PRODENSA, our company actively participated in this event with a specific focus on exploring potential opportunities and promoting the North America Region as an attractive destination for aerospace foreign investment. We welcomed all individuals interested in discovering the exceptional prospects that our country offers within this industry.

During our time at the International Paris Airshow, we commenced our engagement by visiting the Mexican Embassy in France, alongside the esteemed Mexican delegation. It was an honor to have a meeting with Blanca Jimenez Cisneros, the ambassador of Mexico to France.

One of the highlights of our experience was witnessing the momentous inauguration of the Mexico Pavilion, symbolizing our country’s commitment to fostering growth and innovation within the aerospace sector.

Furthermore, we were thrilled to announce the noteworthy investment made by our client, Regal Rexnord.

FOXCONN AND STELLANTIS CREATE A JOINT VENTURE TO PRODUCE CHIPS FOR CARS

Taiwanese tech giant Foxconn and U.S.-European carmaker Stellantis announced Tuesday the creation of a joint venture to design high-quality chips for automobiles.

The company, SiliconAuto, will be based in the Netherlands and could start selling its products in 2026, the companies explained in a statement, without providing financial details.

“SiliconAuto will offer customers an automotive-focused semiconductor source for the growing number of computer-controlled functions and modules, especially those used in electric vehicles, the statement said.

Semiconductors, which power a multitude of devices from smartphones to toys to hypersonic missiles, were in short supply during the coronavirus pandemic because their factories shut down as demand for electronic devices soared.

Many technology companies, such as Foxconn, have been trying for some time to avoid producing in China because of the strict anti-Covid policy it imposed during the pandemic, a series of industrial setbacks and diplomatic tensions with the United States, which hurt production.

Stellantis, the world’s third-largest automaker in terms of revenue, said last month that, with fewer semiconductor shortages, sales rose in the first quarter of the year.

Stellantis’ electric car sales grew 22% year-on-year between January and March, and the group expects to have 47 all-electric models by the end of next year.

Foxconn - officially Hon Hai Precision Industry - is the largest contract electronics manufacturer and the main assembler of Apple’s iPhone handsets.

Foxconn’s production chief, Jerry Hsiao, said the new joint venture could lead to “a future of extraordinary electric mobility.”

• Clandestine LP Gas Tapping: When asked about the accident at a clandestine LP gas sales point in the State of Mexico, the President mentioned that during his administration he has been combating fuel, gas and gasoline theft; the problem has been identified mainly in Puebla where there have been the greatest number of accidents, mainly leaks. The President assured that he is seeking to apply the recently approved reform to consider fuel theft as a serious crime, since to date judges are not classifying the crime in the correct manner.

• Changes of the Fourth Transformation: He affirmed that there are no businessmen who say that they have lost money or have done very badly as a result of the changes promoted by the Fourth Transformation. He indicated that they have done legal business with reasonable profits; likewise, the middle class pays less for electricity and gasoline, they have more job opportunities for professionals and there is more security; he added that even though there is still a lot of work to be done, this is something to commemorate.

• Gracia Luna trial: The President affirmed that Garcia Luna and his associates, during their time in the Federal Government, raised a lot of money with gov-

investigation on civil organizations that pay exorbitant salaries or make millionaire transfers to tax havens when they are supposedly non-profit. In that sense, he asked if the SAT is already investigating such foundations or those that large companies create to evade taxes. The President responded that the SAT is investigating whether such organizations actually help people or whether they are only used to evade taxes and launder money. If elements are available, a report could be given at the conference.

He is waiting for the new congress to be integrated and will present it before leaving.

• Secretary of the 4T: When asked about the proposal of former Foreign Minister Marcelo Ebrard regarding the creation of the Secretariat of the 4T, the President pointed out that he does not want to give his opinion on the subject of the poll to elect the coordinator of the defense of the transformation because he will not remain as a leader, moral leader or caudillo. However, he added that the transformation is going to continue and requires leadership. There is no favorite, and he is happy that those who are participating in the process are “top-notch”.

• Electoral Season: The President said that he will not get involved in issues involving candidates or pre-candidates; it is the time when this type of eventualities are going to occur, however, he does not intend to get involved.

• Resignation of the Minister of the Interior: In view of the resignation presented by Adan Augusto Lopez Hernandez, to participate in the internal process of MORENA to elect a coordinator of the transformation, the President stated that it is necessary to give continuity to the transformation process that has been carried out so far. He informed that, for the time being, Alejandro Encinas will remain in charge of the office, but they are still thinking about who will replace him.

• Head of SEGOB: The President appointed Luisa Maria Alcalde, current head of the Ministry of Labor and Social Welfare (STPS), as head of the Ministry of the Interior, without specifying who would replace her. He pointed out that, during the course of the week, Alcalde will meet with Alejandro Encinas to carry out the transition. He also highlighted his work at the head of the STPS, through actions such as the increase in the minimum wage.

INFRASTRUCTURE

• Hydraulic works progress: German Martinez Santoyo, General Director of Conagua, presented the progress of hydraulic works and informed that the government is investing more than 93 billion pesos to carry out 15 priority hydraulic projects that will benefit more than 21.3 million inhabitants. The progress of the following projects was shown:

• Healthy Water for the Laguna (Coahuila and Durango). Total investment of 14,793 million pesos. It will supply 200 million cubic meters of surface water per year from the Nazas River.

• Benito Juarez Water Treatment Plant (Tabasco). Total investment of $661 million pesos. As of June 2023, there is 86% progress. Its objective is to supply drinking water to the municipality of Macuspana, Tabasco, with a flow of 500 liters per second.

• Carrizal II Catchment, Usumacinta Aqueduct and Carrizal II Water Treatment Plant (Tabasco). Total investment of 950 million pesos. Its objective is to supply drinking water to the city of Villahermosa, Tabasco, with a flow of 4,000 liters per second.

• Protection works in Paso Largo (Veracruz). Total investment of $590.2 million pesos. Flood protection works for the benefit of communities to be

completed in December 2023. - El Realito System (San Luis Potosi). Conagua will seal leaks at the “El Realito” dam and the aqueduct will be rehabilitated.

• Mayan Train: The Mayan Train is showing significant progress in sections 5, 6, and 7, with the construction of 621.3 km of track. Of note is the construction of the Tulum airport and Tren Maya hotels in Tulum and Calakmul. In addition, 20 thousand jobs have been generated in these sections. In section 5, a viaduct and elevated section are being built to protect the ecosystem. Work is being carried out 24 hours a day to inaugurate the work in December, and the first train is expected to arrive on July 8. SEDENA is participating in more than 500 km of construction, including 43 km of elevated viaduct. In section 5 north, a physical progress of 19.67% has been achieved in 43.3 km. Section 6 has a physical progress of 23.96% in 255 km, while section 7 has a progress of 24.92% in 254.5 km. The Tulum airport is 46.13% complete and advanced technology is being used in its construction. The Mayan Train seeks to be less polluting, with 46% of the track being traveled by electric trains and the rest using environmentally friendly diesel. It is expected to mitigate 2.84 tons of CO2e in the environment. The project represents an opportunity for economic growth for the region, and financial inclusion programs and indigenous justice projects are being implemented to benefit local communities.

ECONOMY

INTERNATIONAL

• Latin American tour: The President announced that he will be in Chile on September 11 to commemorate the 50th anniversary of the coup d’etat of President Allende. He added that he will visit Colombia first and is evaluating the possibility of going to another country. He will also be in Canada in November, possibly at the North American Summit. In addition, he announced that yesterday he was sent a letter from some Latin American leaders to President Biden to help Argentina out of the crisis, and that the IMF and other organizations should assume their co-responsibility.

• Meeting with representatives of the European Union: Regarding his meeting with Ursula von der Leyen, President of the European Commission, he informed that Mexico’s importance in the concert of nations and Europe’s interest in signing an economic and trade agreement with our country was recognized.

ENVIRONMENT

• Transgenic Corn: Regarding the case of corn in Sinaloa, the President pointed out that, thanks to the efforts of Governor Rocha, it was decided to purchase more than one million tons of white corn from small and medium-sized producers. It was also decided not to allow the use of transgenic corn for human consumption and to control the entry of transgenic white corn.

• Agrotoxins and the Environment: The Minister of the Environment, Maria Luisa Albores, said that thanks to the decree published on December 31, 2020, glyphosate, which is linked to GMOs, is prohibited. In August 2021, 12 Mennonite governors met in Campeche, where it was recognized that they cultivate GM soybean and yesterday the dialogue with Mennonite groups continued. He also said that in response to the request from the director of PEMEX to allow fracking, he reiterated that fracking is not allowed in the country either.

• USMCA Consultations over GM Corn: The Mexican government is facing USMCA lawsuits and consultations over its decisions on yellow corn. Glyphosate is claimed to be harmful and there is concern about the low price of white corn due to overproduction. The president mentions that GM corn is banned for human consumption and the term of use for feed and food was extended. A study on health effects was proposed but was not accepted. The government is about to sign an agreement to use only white corn in tortilla factories and to apply tariffs to corn imports. Support for small producers is emphasized and guarantee prices, fertilizer delivery, and tariff measures with countries without trade agreements will be maintained.

HEALTH

• IMSS-Bienestar Health Plan: The president announced a plan to federalize health systems with the support of the governors. The system is expected to be operational before the end of the year and will provide free medical care to more than half of the population without social security. Agreements have been signed with several states and negotiations are underway with others. The IMSS-Bienestar program includes the transfer of hospitals, specialty units, and health centers, as well as the hiring of doctors and nurses. Large sums of money have been invested in hospital infrastructure and medical equipment. This health system is expected to be the largest in the world by the end of the year. The governors of the aforementioned states expressed their appreciation for the agreement with IMSS-Bienestar and highlighted the advances in medical care, infrastructure, and supply of medicines in their regions.

BAJA CALIFORNIA

As part of the business retention activities, the Baja California delegation that is at the international event “Paris AirShow” met with executives from the companies Honeywell Aerospace, Safran, Gulfstream, and Ascent, which have operations in the state, to present the specialized talent training initiative, reported the Secretary of Economy and Innovation, Kurt Honold Morales. The delegation, made up of representatives of economic promotion organizations, industrial developers, and educational institutions, seeks to emphasize the advantages offered by the State for the growth of already established companies and the arrival of new investments in the sector.

SONORA

The Secretary of Economy, Margarita Velez de la Rocha, attended the Paris Airshow international fair on behalf of Governor Alfonso Durazo, in order to promote Sonora as a point of investment in the aerospace industry and ensure that more investments reach the entity. With the participation of Sonora in this international aerospace fair, it seeks to preserve the industries already installed in the entity and expand the number of investment projects that arrive in Sonora, said Vélez de la Rocha.

NUEVO LEON

The Ministry of Economy of Nuevo Leon will grant loans to micro, small, and medium-sized enterprises (MSMEs) to promote their exports abroad, through the “International Factoring” modality, which is part of the Nuevo Impulso Nuevo Leon program. For this purpose, a global fund of 400 million pesos is available to grant preferential credits.

On Tuesday, June 13, the state Ministry of Economy signed a collaboration agreement with the Fintech DRIP Capital, a technology company that provides financial services, with which it will offer support to MSMEs.

CHIHUAHUA

The Governor of the State of Chihuahua, Maria Eugenia Campos Galvan, is on a working tour of France at the Paris Air Show 2023 Aerospace Fair, where she was present and participated in the inauguration of the Mexico Pavilion.

Her participation in this inauguration was part of the work agenda, where she was together with Carlos Robles, president of the Mexican Federation of the Aerospace Industry (FEMIA), was also present the rector of the UACh, Luis Rivera, among other international personalities.

The Mexico Pavilion hopes to join efforts with the general coordination of FEMIA, the Mexico 2023 Aerospace Fair Promotion Commission, the Mexican Embassy in France, state governments, clusters, academic institutions, and other industry-related organizations.

TAMAULIPAS

With the objective of strengthening dialogue and linkages to promote the industrial growth of Tamaulipas, the Secretary of Economic Development, Ninfa Cantu Deandar, held a meeting with presidents, directors, and board members of the National Council of the Maquiladora Export Industry, Index.

During the Council meeting, Cantu Deandar reaffirmed the commitment of Governor Americo Villarreal’s administration to create synergy with this sector, which in Tamaulipas is made up of 423 establishments that generate employment for 269,751 workers.

COAHUILA

The arrival of Tesla in the state of Nuevo Leon will be of great benefit to the state of Coahuila, which in just the first five months of the year, has managed to attract 15 companies that will be part of the supply of this electric car assembly plant, as announced by Governor Miguel Angel Riquelme.

The state governor emphasized that the state is positioned in a privileged place in the electro mobility industry, with the start-up of electric car manufacturing in Coahuila, and for being part of this new industrial corridor that is being formed in the northeast of the country.

During the first semester of 2023, the city of San Luis Potosi experienced the arrival of 42 million dollars (mdd) of foreign investment, in addition to receiving another 600 million pesos (mdp) in business expansion, according to the Economic Development Department of the City Council.

Jaime Chalita Zarur, head of the municipal agency, said that these revenues demonstrate the confidence of businessmen in the legal framework for the installation of new companies and the simplification of processes by the municipality.

He added that currently, the capital of San Luis Potosi has around 44 thousand economic units of different sizes and business lines, for this reason, it has been instructed to grant all the necessary facilities to attract more foreign investment in the city.

GUANAJUATO

Diego Sinhue Rodriguez Vallejo, head of the government of Guanajuato, made the symbolic delivery to beneficiary companies of the MSME Support Fund, to which 25 million pesos have been allocated this year.

This support fund reaffirms the commitment of the government of Guanajuato to continue promoting exports from the state, but above all, the commitment to continue promoting MSMEs, so that they continue to be the main source of employment.

QUERETARO

The governor of Queretaro, Mauricio Kuri Gonzalez, participated in the inauguration of the Mexico Pavilion of the Mexican Federation of the Aerospace Industry (FEMIA) during his visit to the Paris Air Show in France. The purpose of this space is to promote Mexico’s competitive advantages in the aerospace industry and to highlight investment opportunities in the sector. AGUASCALIENTES

Tere Jimenez, Governor of Aguascalientes, held a meeting with Victor Rosales, President of the Canada-United States-Mexico International Chamber of Commerce, with whom she agreed to strengthen the ties of collaboration between this organization and her government to promote the attraction of investments and boost the economic and social development of the state.

The Governor of the State of Jalisco, Enrique Alfaro Ramirez, announced the arrival of the renowned Irish automotive company, Aptiv. At a press conference, it was revealed that the company will make an investment of 40 million dollars to establish a new manufacturing plant in the municipality of El Salto. This important investment will generate an estimated 2,200 new jobs in the region.

Aptiv, a world leader in its field, is mainly dedicated to the development of operating systems, the central brain of the electrical components of automobiles. The company plans to manufacture these components in Jalisco for the electric car industry, which will position the state as a key player in the production of electric vehicles in Mexico and internationally.

For the first time in their economic history and in order to take advantage of nearshoring, Mexico City and the State of Mexico will have the same automotive cluster. In an interview with El Economista, the Director of the Estado de Mexico Regional Automotive Cluster, Elisa Crespo, explained that this Mexican business group will expand as of June 2023, with the aim of including this industrial sector in Mexico City, without neglecting the tertiary vocation of the country’s most important city. The strategy is to take advantage of nearshoring. It is to create collaboration strategies and implement the necessary mechanisms to make Mexico City and the State of Mexico visible as the most important region in the country to be able to receive this type of investment and capture the largest possible amount of what comes to Mexico.

As part of the actions promoted by Governor Alfredo Del Mazo Maza, Ciudad Mujeres was created, which has two offices in La Paz and San Mateo Atenco, where services are offered, in the first instance by the Secretariat of Women (SEMUJERES) and in its area of competence, the Secretariat of Social Development (SEDESEM) also participates. CENTRAL MEXICO HIHO

Chinese leading aluminum industry company and renowned supplier of rims to major automakers such as Nissan, Chrysler, Volkswagen, Mercedes Benz, and BMW, is investing $100 million in Apaseo el Grande, Guanajuato. This expansion will create approximately 600 new jobs in the region.

TOYOTETSU

Japanese automotive manufacturer Toyotetsu is investing $90.2 million to expand its automotive parts plant in Apaseo el Grande, Guanajuato, creating 253 new jobs. The expansion aims to meet the increasing demands of its customers in the region and North America.

SUMINOE TEXTILE

Suminoe Textile, a Japanese company specializing in textile manufacturing for the automotive industry, has announced an expansion in Guanajuato, Mexico. The company will invest $19.5 million, creating 150 new jobs in the region. This expansion signifies Suminoe’s commitment to meeting the growing demands of the automotive sector.

OKITA IRON WORKS

Okita Iron Works, a leading Tier 1 supplier from Japan, is investing $40 million to expand its operations in Abasolo, Guanajuato. This expansion will create 200 new jobs and enable the company to expand its production into North America.

Japanese automotive supplier, Samtech, will invest $19 million to expand its plant in Leon, Guanajuato. The expansion will increase production capacity for automotive forging components, leveraging advanced technology. The investment will create 30 new jobs and support the region’s position as a leading hub for automotive manufacturing.

MATA AUTOMOTIVE

Mata Automotive, a Turkish company, is investing $19.8 million to build a plant in Aguascalientes, Mexico. The plant will supply decorative carbon fiber components to Tesla and create 400 new jobs. This investment demonstrates the growing presence of Tesla suppliers in the Bajio region, known for its comprehensive automotive supply chain.

Aptiv, an Irish automotive company, will invest $40 million in a manufacturing plant in El Salto, Jalisco. The plant will produce low-voltage harnesses for electric vehicles and create 2,200 new jobs.

Kiriu, a prominent automotive manufacturer, is investing in its Lerma plant in the State of Mexico. The investment involves transferring two production lines from the United States, creating 95 new jobs. This move strengthens Kiriu’s production capacity and reinforces its position in the automotive industry.

Hyundai Polytech, a Korean automotive supplier, is investing $13 million to expand its operations in Ramos Arizpe, Coahuila. The expansion will focus on manufacturing anti-vibration systems and thermoplastic parts, further solidifying Hyundai Polytech’s presence in the automotive industry and will create over 120 new jobs.

JIAHUA CHEMICALS

Jiahua Chemicals, a Chinese polyurethane producer, will invest $20 million to build a new plant in Ramos Arizpe, Coahuila. The plant aims to serve the automotive industry and is expected to begin operations in early 2024.

AMERICAN COMPANY REGAL REXNORD WILL INVEST $13.5 MILLION DOLLARS IN CHIHUAHUA

Governor of Chihuahua, Maru Campos, announced that Regal Rexnord, a prominent U.S. company, will invest $13.5 million in Chihuahua. This investment will pave the way for the manufacturing of connection mechanisms for aircraft and helicopter stabilizers, which are critical components for safety, with advanced materials and specialized processes.

The investment by Regal Rexnord is set to create 240 new employment opportunities for the local workforce. These operations will be housed in a 125,000-square-foot industrial building.

The announcement was made at the Mexico Pavilion in Paris Air Show 2023, Aerospace Fair in France, with the participation of Governor Campos, Jamie Quilter, Vice President and General Manager of the Consumer and Aerospace Sector of Rexnord Corporation, and Prodensa team members, discussing the details of the company’s upcoming operations in Chihuahua.

Regal Rexnord selected Chihuahua as its preferred investment destination after an extensive search for suitable locations in Mexico. The capital city of Chihuahua stood out as the best option for the company’s manufacturing needs.
