Synopsis: Government role in Digital Single Market initiative is much broader than just enabler for the regulatory framework. Short Biography: ICT visionary, an associate professor of intellectual capital theory in the Estonian IT College, founder of Estonian "Tiger Leap Foundation" (utilizing ICT for school education quality), initiator of public internet access points, founder and member of the boards of several mobile communications, broadband and software companies, member of Estonian R&D Council, former advisor to the Prime Minister of Estonia on ICT, innovation, R&D and civic society issues. He is widely heralded as Estonia's "Mr. Internet," for his early visions and success in integrating ICT into Estonian society and daily life.
