“We are fortunate at Heritage to work with many families that view philanthropy as a core value. When we combine their charitable intent with income tax, cash flow or estate tax planning, it is amazing how many different goals generous people can achieve with one gift. When our clients want to educate their children about finance – an important foundation for sustaining wealth across generations – charitable giving is one of the easiest ways to begin a conversation about what it means to be wealthy. We enjoy seeing families utilize their donor

advised fund or charitable trust as a means to begin accumulating family intellectual capital. The Community Foundation is a natural fit for our clients. The foundation gives our clients a platform to start building a charitable plan, or to add to their current plan. Best of all, The Community Foundation and its staff are familiar with nonprofits a family may want to support and can help educate donors, or make recommendations for the most effective ways to address the community issues that mean the most to them.” Dee Ann Remo, CEO Heritage Wealth Advisors

Investing in Education Scholarship Funds

Hard Work and Community Spirit

Building an Enduring Foundation

Generous people and businesses entrust scholarship funds to The Community Foundation. The foundation invests their gifts with a goal to ensure long-term appreciation while meeting charitable needs over time. This way, renewed financial support is available to deserving students in our region year after year.

Thanks to her hard work and community spirit, Ava Purcell won four separate scholarships from donors who give through The Community Foundation. The Chancellor High School graduate attributes her commitment to service to her mother – a middle school behavioral education specialist and active community volunteer.

The Community Foundation uses the power of philanthropy to invest in our community now and in perpetuity. The generous people who give through the foundation are committed to our region and willing to invest in its vitality for generations to come.

Today, the foundation manages 42 different scholarship funds on behalf of generous individuals and families that want to strengthen the greater Fredericksburg community.

Following in her mother’s footsteps, Ava has been a school and community leader – serving as a National Honor Society Secretary, Key Club President, STEPVA special needs camp volunteer and a Mental Health America of Fredericksburg’s Teen Council member. For her senior year independent study class, she created a volunteer project called Reading Corner Crusade where she advocated to help young children learn to read and raised funds to place fully furnished reading corners in classrooms at Parkside Elementary.

The Community Foundation awarded $149,174 in scholarships to 54 area students in June 2019! Below: Ava Purcell and her mother are pictured with scholarship fund donor Doris Pinkard and her granddaughter.

Now in her first year at University of Virginia, Ava’s intended major is Youth and Social Innovations at the Curry School of Education. She hopes to become a public relations director for a humanitarian organization.

Together we are building an enduring foundation: • An organization that is increasingly able to address community needs. • A collection of charitable assets, invested wisely to benefit our community in the future. • A community of prepared leaders who are dedicated to the greater good. For the 2019 fiscal year, The Community Foundation continued to grow charitable assets with great results. We offered individuals, families and businesses resources for effective charitable giving that are tailored to each donors’ passions and goals. The result was clear. We are excited to report gifts from our generous donors of over $2.5 million. As of June 30, 2019, The Community Foundation stewarded $24 million in charitable assets for our community. We are proud of the work the foundation did to offer winning solutions for complex donor requests, for example the new Spotsylvania County Community Investment Fund. The Community Foundation helped sPower, the nation’s largest solar asset company, create this fund as an efficient and effective way to deliver financial support to Spotsylvania County for public safety, schools, parks and more. As The Community Foundation has grown, our staff and board must ensure that our organization’s practices, policies and staff continue to accommodate that growth. In 2019, we addressed this in several ways:

We restructured board development to ensure that all board members have a voice in the process and to extend our reach as we recruit a diverse board that represents our entire region. We performed a detailed board effectiveness survey and identified competitive performance in all areas as benchmarked against other community foundations. We also identified areas where we can become even better - a task 2019/2020 President Stu Ashton and his team are already pursuing.

easier. Now any donor who gives through the foundation can review her or his fund balance or statements at any time of day or night. It is also easy to recommend a grant or discover new ideas about impactful charitable giving. While we worked to advance The Community Foundation’s capacity to serve the region’s most generous people, we also strengthened area nonprofits. For 2019, the foundation’s Board of Governors identified an opportunity to direct The Community Fund - our flagship resource for community impact - to grow the capacity of area nonprofits to serve their mission. See page 7 to learn more. Together, The Community Foundation distributed $1,783,835 in grants and scholarships to preserve and grow the quality of life in our region. These grants touched every aspect of our community from the arts and history, to the environment and animal welfare, to poverty, hunger, health and human services and beyond. It is an honor to be counted among The Community Foundation’s many advocates for our region. Our work is successful because of people like you. Thank you.

Youth in Philanthropy Sets Peace Corps Volunteer Nick D’Addio on His Path

YIP

Enabling Institutions to Exist Jan and Björn Bieneck

The Community Foundation of the Rappahannock River Region

“In Youth and Philanthropy, I felt privileged to be trusted to allocate grant funds to some of the best causes in the region, especially as a junior and senior in high school. It made me feel like I had a hand in growing and improving the town where I grew up. My experiences in YIP made me realize that privilege and opportunity come with the ability to fill gaps in the lives of others. Youth in Philanthropy gave impetus to my Peace Corps dream a few years later.

Today, I am a Peace Corps Volunteer in Thailand. I am an English teacher for about 120 first through sixth graders and I co-teach with a team of five Thai counterparts. My job is to make the learning environment dynamic, inclusive, and student-centered by implementing stronger teaching methods. After my service, I hope to leave behind a lasting appreciation of English learning and five motivated, well-equipped English teachers.”

“With one of us growing up in Sweden, we learned more about the importance of philanthropy when we settled in the United States. Americans are the most generous and charitable people in the world, often virtually enabling a community and its institutions to function - and sometimes even to exist - through charitable giving. We decided to establish our own fund at The Community Foundation to channel support to projects and endeavors that are dear to us in the community where we live and

work. When the time was right, we contacted the foundation, and Teri McNally proficiently guided us through the process. We have always been proud of Fredericksburg’s history and realize that conserving and educating about it requires volunteer efforts and citizen support. Our hope is that grants from our fund will further improve, preserve and demonstrate Fredericksburg’s important testament to American history.”

WINGS, one of the region’s earliest established and most effective women’s giving organizations, created a new charitable giving fund at The Community Foundation in January 2019.

The WINGS (Women in the Giving Spirit) Charitable Fund is a permanently endowed charitable asset that will support local women and girls in perpetuity. “We are honored to help carry on the legacy of the many generous and hard-working women who built WINGS and made it such an asset for our community,” said foundation Executive Director, Teri McNally. Enhancing, Expanding and Preserving City Parks Jane Shelhorse Director Jane Shelhorse has been serving the Fredericksburg Parks, Recreation and Events mission for over 25 years. Over the years, Jane has met dozens of people who want to support the city’s varied park facilities and programs like summer camp and youth sports, but they lacked an efficient and effective way to channel their giving. “People love our parks like their own backyards!” she said.

Jane learned that The Community Foundation offers everyone an easy and effective way to give. She established the Fredericksburg Parks and Recreation Director’s Fund with a permanent designation to enhance, expand or preserve parks and recreation facilities, programs and outdoor spaces to increase accessibility, improve social equity and provide opportunities for healthier, more fulfilling lifestyles for the citizens of Fredericksburg. Anyone can contribute and be a part of the city’s park system with a gift to the fund of any size. Visit cfrrr.org.

The Community Foundation offers a powerful way to support local nonprofits that are hard at work caring for our region: The Community Fund. The foundation’s Board of Governors created this fund to ensure charitable resources are always available when there is an urgent need or promising opportunity in our community. For 2018/2019, the Donor Services Committee of the foundation’s board chose to invest in local nonprofits that could best leverage direct support to grow their organization’s capacity and amplify mission impact. The Community Fund request for proposals asked area nonprofits, “What do you need to take your success to the next level?” After careful review of the proposals submitted, nonprofit capacity building grants were awarded.

Youth in Philanthropy Sets Peace Corps Volunteer Nick D’Addio on His Path

Thank you.
