The Community Foundation is a devoted advocate for the vitality and well-being of our region.

We’ve granted over $8 million to local nonprofits since 1997.

Everything we do here stems from our devotion to this region – each and every fund established, each and every grant made. Our partnerships with generous donors allow us to advance life-changing initiatives throughout our region. We honor each new donor’s charitable intent now and into the future, building remarkable and permanent philanthropic legacies. The 2017 fiscal year was strategic in the life of The Community Foundation. As we approached our 20th anniversary, we embraced the opportunity to review our signature events, programs, and initiatives to identify our most promising areas of engagement. With a forward-looking lens, our Board of Governors considered our growth and development over the next 20 years. As we marked our 20th anniversary milestone, we validated our role as a community leader for powerful and meaningful giving. We identified ways to ensure our continued expertise with regard to the needs and challenges in our region. The resulting plan shapes a strategic vision that further develops our competences and expands our communications. This year was indeed a celebration! Generous donors increased our fund balance by $2.4 million to reach nearly $19 million in assets. We steward 139 named funds. In 1997, the foundation raised $117,582. Twenty years later, historic contributions reached $23 million! These increases allowed us to grant nearly $1 million to area nonprofits and to award $127,062 in scholarships to high school seniors this fiscal year. To celebrate our 20th Anniversary advancing local philanthropy, we launched a special Visionary Grant cycle distributing four grants of $20,000 each over the course of the year. Four categories were chosen – Environment, Education, Health/Human Services, and Arts. Nonprofit applicants were asked to envision how their organization can impact our community over the next 20 years. The foundation then asked for a proposal for a one-year, $20,000 grant that would launch their efforts and help secure their 20-year vision. Read more about the winners on page 11.

Scholarships Tax Credits opportunity for donors. As a Scholarship Foundation with the Virginia Department of Education, The Community Foundation is now awarding scholarships to help qualifying low-income students access increased education opportunities. Donors to this program receive a 65 percent state tax credit in addition to standard deductions. In 2017, we were able to contribute $80,245 to local students in need. On the occasion of our 20th Anniversary, and on behalf of my fellow board members, I thank our 10 founding members for their vision for our community and their willingness to take action. I thank each of our past and current board members for their leadership and guidance over these past 20 years. It is a distinction and privilege to play a significant role in the foundation’s growth over these two decades. Most importantly, we thank our community of donors. You are visibly building a thriving region today, tomorrow and for generations to come. The Community Foundation – and our beloved community – are successful because of people like you, and we are grateful.

For people with a desire to make a difference, The Community Foundation is the ideal partner in giving. Foundation donors typically gain the maximum income and estate tax benefits allowable by law. As a 501c3 public charity, the foundation and its component funds are free from the government regulations imposed on private or family foundations. We are not subject to an excise tax or

mandatory distribution rules. The Community Foundation can accept almost any asset and the range of giving options and of grant recipients is equally broad. Of special note this year - our new Education Improvement Scholarships Tax Credit program allows for a 65 percent state tax credit for qualifying donors who support access to education for low income students.

Unrestricted Funds / Think Broadly Donors who contribute to the foundation’s Community Fund or establish their own unrestricted fund can participate in The Community Foundation’s annual competitive grants program. These donors can support a broad range of local concerns, including fast-emerging issues and future needs that we can’t yet anticipate. These flexible funds put the responsibility of identifying community needs and researching and selecting worthy charities on to the foundation, relieving donors of these challenges. The Community Fund Donor Advised Funds / Stay Involved Donor Advised Funds provide a simple, powerful and very personal approach to giving. Donors stay actively involved in suggesting uses for their gifts. Donors can recommend charities to support at any time during the year, or work with Foundation staff to identify which community nonprofits are doing the best work on the issues most important to the donor. Scholarship Funds / Invest in Deserving Students Donors help students achieve their dreams through education by establishing or contributing to a scholarship fund. Community Foundation staff help donors establish guidelines for students to apply for financial assistance through the fund. Scholarship eligibility might be based on a student’s achievement or a demonstration of financial need. Some scholarships focus on community involvement, a commitment to a particular field of study or demonstration of leadership ability. The foundation’s original Board of Governors wasn’t certain what our region would be like in 20 years, but they knew we’d need significant resources to address needs and leverage opportunities. The Community Fund of the Community Foundation is an achievement built upon our founders’ vision. To celebrate the foundation’s 20th anniversary, Visionary Grants of $20,000 were awarded from The Community Fund. The winning projects each launch a promising local nonprofit toward an inspiring new 20-year vision for our community.

• Friends of the Rappahannock received $20,000 for a River Report Card that distills hyper-local water quality data into a user-friendly report that will inform citizens and inspire a “community of clean water.” • Germanna Community College received $20,000 for their Meta-Majors project, a college-wide project that maps an efficient path for students to the classes and credentials they need to compete for local jobs. • Lloyd F. Moss Free Clinic received $20,000 to form a Medical Legal Partnership with Legal Aid Works – a formal collaboration that prevents legal barriers that stand in the way of health and safety for low income individuals.
