Dutch Slough Restoration Project: preserving Oakley’s open space The Dutch Slough Tidal Marsh Restoration project, an effort that will restore nearly 1,200 acres of wetlands is currently underway in Oakley, and will accommodate a 55-acre park for the City of Oakley. Dubbed Oakley Community Park, the site is currently a collection of ramshackle buildings that only those addicted to “This Old House” could love, overgrown pasture land and muddy fields. In the future the site could feature baseball fields, an event center, hiking and equestrian trails and a launch ramp for kayaks and canoes. Developing the park to its full potential is expected to take decades, and that extended timeline necessitates careful planning and staging. "This isn’t even the beginning of it,” said Oakley Mayor Claire Alaura. “It began with the concepts and the ideas long before. This is still the beginning stage 20 years later.” Administered by the California Department of Water Resources (DWR) the Dutch Slough project has officially broken ground and the project encompasses three parcels of land –

the Emerson, Gilbert and Burroughs parcels – that will be restored to a combination of wetland, upland and open water habitats. The Emerson parcel will include recreational features like bike and pedestrian trails, shoreline access and fishing opportunities. It also includes the city’s 55-acre parcel that will be developed by the city independently from the state’s project. In the late ’90s, the county planned to purchase and develop all three parcels. The intent was to build up to 6,000 homes. That plan changed with Oakley’s incorporation in 1999. “The restoration area was slated for homes by the county, but when the city incorporated, the city council voted to designate that 1,200 acres as open space,” explained Oakley City Manager Bryan Montgomery. “I’m not sure there is another city our size that has designated so much land for open space.” The cost of developing the city park is estimated by Montgomery at $1 million an acre, which does not include building restoration or demolition. Montgomery admits that is a lot for a

city the size of Oakley. For that reason, city officials are looking to partner with organizations like the East Bay Regional Park District to seek grant money to help fund the park’s development. Proposition 68 was passed last year and made $4 billion available for state and local parks and other environmental projects. It could be a source of grant money for the city. “There are two large grant opportunities,” said Montgomery. “One of them could be up to $8.5 million, which is rare. The largest park grant we’ve had around here is $500,000 for the dog park. That was federal money too ... we’ll ask for $8.5 million, but if we could get $5, 6 or 7 million, we could do something cool to start.” Alaura believes it will be several years before the property is open to the public, but the first steps will include cleaning the site and creating parking and walking trails. “This is a project that’s maybe going to outlast some of us on council as it has with the previous council,” said Alaura. “But it’s cool to be a part of it at this stage.”

Local community groups empower, strenghten, support Lauren Huffmaster can tell you from experience fear is the deteriorating agent that comes with a cancer diagnosis, which is why she’s designed a nonprofit to empower and strengthen those impacted. Adventure Therapy Foundation rolled out earlier this year and has since sent families on trips in which Huffmaster encourages the adventurers to take some kind of fun risk, such as zip-lining. “I want to push people forward … Cancer puts so much fear on you, the practice of taking risks on your own terms, it starts exercising that muscle of tackling fear, so you learn how to face it as a family on your own terms in a positive way,” she said. “I hope it will help (the whole family) deal with the big fear of cancer that people take years and years of overcoming after their diagnosis.” The East County resident also called the trips “sustainable,” as destinations are only about two to three hours away – somewhere the family could visit again. “Some organizations will often fly you around the country, but there’s nothing where it can serve you in your own space,” Huffmaster explained. The mission for this project came on the heels of her own diagnosis and combating the feelings it sparked for the
young wife and mother of three. Living with a Stage 4 cancer diagnosis, she realized there also seemed to be few organizations focused on restoring unity to the core family impacted by the disease. “The more I thought of it, the more significant it became,” she said. “Even throughout all four years of my cancer, no one’s ever asked about my kids – no one’s ever asked about my husband. There’s a lack of understanding for the people around you and how cancer is impacting millions of people while no one is talking about what it’s doing to the next generation.” So she set to work, combining her love of travel and planning with a conviction to help others in a similar situation. Behindthe-scenes work for the nonprofit took about six months before Huffmaster could officially begin recruiting families. Churches have partnered with her mission, nominating those in need and also sponsoring events. Businesses such as Vale Resorts have pitched in as well, contributing supplies where needed. And along with various donations through word of mouth and Facebook, Huffmaster admitted financing the excursions – from food and gas to the trip itself – has not been an issue. She’s been able to place her main focus on providing the family with relief and adventure.

The group tied with Adventure Therapy Foundation for Best Nonprofit. The idea behind Oakley Rocks, is to paint colorfully decorated rocks and hide them throughout town for others to find and keep, or replace with one of their own. Oakley Rocks has over 2,200 members including four of Oakley’s mayors, and the colorful rocks have been found in Germany, Sweden, Japan, Peru, and multiple states," said Illian. The City of Oakley marked the grand opening of the Oakley Recreation Center with a ribbon-cutting ceremony Saturday, April 13.
Oakley Recreation Center brings together community, families Oakley may be celebrating its 20th anniversary of cityhood this year, but it is the community who is receiving the gift. City leaders opened the new, longawaited recreation center at 1250 O’Hara Ave. on April 13 with a ribbon-cutting and open house. The 9,000-square-foot facility, located south of O’Hara Middle School and north of the Contra Costa Canal and De Anza Trail, features a large banquet room with a dividing partition, commercial kitchen, stage, meeting and office rooms and a large turf field. City officials said that the future community hub has been a long time coming, discussed since before the city’s 1999 incorporation. It’s funded using years of projectspecific general fund monies, park impact fees and bonds paid for through facilities impact fees, said Nancy Marquez-Suarez, human resources
manager and assistant to the city manager. “This facility is something Oakley has longed for since incorporating as a city,” she said. “It will be a great amenity to serve our growing community.” The county acquired the site’s seven-plus acres from the Moura family for parks, recreation and related public purposes prior to transferring it to Oakley during its 1999 incorporation. The city jumped into an agreement with the Mt. Diablo Region YMCA in 2004, after the organization committed to installing five temporary modular buildings for recreation programming, with the intent to construct a large recreational facility within five years. But when Mt. Diablo YMCA vacated the property in 2010, the city acquired the buildings. The temporary units — the city’s only recreation facilities — have been

used for recreation classes, summer camps, after-school programs and as community rentals, but are nearing the end of their useful lifespan, said Marquez-Suarez, who noted that one has been removed, and city officials are hopeful the remaining four can last another four to five years. The new center’s design was approved in 2017, and the project has been a work-in-progress ever since. “Replacing some of the aging buildings left to Oakley by the YMCA allows us to continue providing the recreation programs that kids have become accustomed to,” said City Councilman Kevin Romick, “with the added benefit of offering families and community organizations a place to hold activities and events.” For information on renting the recreation center for a special event, call 925-7041. BEST PARK When it comes to Oakley’s popular parks, residents had no trouble picking their favorite; Emerson Ranch Park situated along East Cypress Road. The five-acre park features a walking trail encircling a lake with a fountain, as well as a play structure, baseball field, basketball half-court, a soccer field, BBQs and picnic areas. Emerson Park is so popular with residents, it also took silver honors by our readers who dubbed it the Best Place to Show a Visitor and Best Place to Walk a Dog. Readers also loved Heartwood Park and gave it a silver award for Best Park, including in their praise its great playground and family-friendly environment.
