Oakley welcomes new city police department The City of Oakley formally activated its very own police department this year, breaking a contract with the Contra Costa County Sheriff’s Office that has kept the streets patrolled for more than 15 years. Since the implementation on May 6, residents have been protected and served by an in-house, local, law-enforcement crew that received a thumbs-up from the city council over a year ago. This comes as the end result of proceedings initiated in 2014, when city leaders decided to explore new options to keep rapidly increasing police costs down, while still maintaining satisfactory levels of service. The changeover – expected to retain hundreds of thousands of dollars annually – takes place after years of the city relying on the county to staff the ranks of its police rosters, an annual arrangement that has ballooned from approximately $2.5 million in 2000 to roughly $8.7 million in 2014, in part due to increased county-personnel costs. Although the transfer date arrived a few weeks ahead of the original June time frame, the officers themselves were more than ready, including Chief Chris

Thorsen – who believes that going in-house is one of the biggest points in Oakley’s timeline since the city incorporated and became a municipality in 1999. “We’re building on a tradition of professionalism that was started by the sheriff’s office. As we move forward, we’re standing on their shoulders. We truly recognize that,” Thorsen said. Like many of the officers who have transferred in, Thorsen is a familiar face, having served as Oakley’s chief from 2005 to 2010, during his lengthy tenure with the sheriff’s office. He also served as chief of police in the city of Clayton from 2012 to 2015. The new department was originally authorized with 29 sworn officers and approximately six civil staff members filling various positions, according to Oakley Mayor Kevin Romick. These personnel were split between an operations division, which handles patrol-related and investigative functions, and an administration division

that will keep the books and ensure the department remains bound to required mandates. To a curious public eye, though, little change will be noticeable. The city already owns the police equipment used by the sheriff’s deputies, who have worn Oakley uniforms over the years. “Establishing public safety is among local government’s fundamental obligations to its citizens,” said Romick. He later added that the city is expected to save about $700,000 each year with the changeover and will be able to use those funds to hire more officers, expand the department’s traffic unit and renew its canine program, among other adjustments. However, not all ties to the sheriff’s office will be cut. The fledgling department will still depend on the countywide agency for dispatch services for the immediate future – leaving it with an indispensable role to be fulfilled in the city’s new public-safety model. Big Break Regional Shoreline: a gem on the Delta

The Big Break Visitors Center offers an array of displays on the history of the Delta and its wildlife, as well as a community room and a science room where kids can conduct experiments.

There are lots of reasons to visit the East Bay Regional Park District’s Big Break Regional Shoreline Park. It provides access to the Delta shore, which, despite more than a thousand miles of Delta waterways, is otherwise hard to reach without a boat. There’s a fishing pier, an outdoor presentation pavilion that seats 150 and is centered on a stone fire pit, and many threatened or endangered species of plants and wildlife to observe. There’s also the Delta Science Center, a 5,000-square-foot facility with displays on the history of the Delta and its wildlife, a community room and a science room where kids can conduct experiments. There are frequent hands-on happenings held there, too, like Oakley Science Week, where kids get a chance to test water samples, do crafts and check out some of the animals that inhabit the area. There are also a few massive steel reminders of how the Delta levees were constructed. The best part about artifacts like these is that you can walk right up and put your hands on them, literally putting you in touch

with more than a century of history. It’s not known for sure if all these pieces were part of the same rig, however, they all come from the early 1900s, and all were used to repair and reinforce the levees built to reclaim a quartermillion acres of Delta farmland. The first piece is a 2,600pound clamshell bucket, located just outside the Science Center. The clamshell was used to grab 1.5 cubic yards of silt and mud from the river bottom and pile it atop the levee to keep the river in its banks. Closer to the river, and just off the footpath, is a six-foot-tall winch used to raise and lower mud-laden clamshells. Now encrusted by rust, the inch-thick steel cable is still coiled on its spool, which bears the 1908 date it was cast. Located near the park’s fishing pier is the A-frame boom that sat atop a barge and housed the winch. That piece is harder to see these days. They range from praiseworthy accomplishments to sublime scenes, from Best Government Spending to Best Park in Town. And our readers were enthusiastic about them all.

BEST GOVERNMENT SPENDING Oakley is recognized for its construction of the Veteran’s Memorial, with its five red granite columns and blue granite base, for both the Best Government Spending and Show a Visitor awards. With the pillars weighing over 3,000 pounds a-piece, the existing foundation wasn’t strong enough to hold the weight without cracking. It took persistence and a valiant team effort to make the pieces come together for this project. But when the pillars and symbolic eagle were unveiled by retired and active service personnel at the unveiling ceremony, it inspired the town to vote – recognizing this new feature as a beautiful dedication to those who have served our country.

BEST NONPROFIT Readers agreed that the best nonprofit in town is My Dog Rescue, the No. 1 source for rescue dogs and dog adoption. Helping puppies and dogs find their forever-home match, My Dog Rescue strives to lower the astronomical number of canines in shelters across the country. Dogs of every breed are placed in homes every year by this tireless team of animal-lovers.

BEST PARK IN TOWN Readers selected Crockett Park for another year in a row as the Best Park in Town. Crockett Park is home to the World of Discovery all-abilities playground, which draws families from all over East County. Located at 4150 Richards Way, Crockett Park has large lush grass fields, picnic tables, benches and barbeques. The park also boasts tennis and basketball courts, so there is truly something for everyone to enjoy. Best of Oakley voters are also showing love to Creekside Park, which is home to the Marsh Creek Restoration Project and walking paths that allow visitors to interact with the creek and enjoy the rehabbed habitat. The park, located at 3900 Creekside Way, also has a BMX park, group picnic areas, a playground, water play features, a bocce ball court and a sports field.

BEST HISTORIC BUILDING The city’s very own second-hand auction house, Make Me an Offer, has won the vote of the town for Best Historic Building. Sitting at 3510 Main Street, this little redbrick building with green doors and matching windowpanes was built in 1925, just a year after the historic Oakley Hotel burned down. The Make Me and Offer building stands as quaint reminder to passerby of this town’s roots.

BEST-LOOKING BUILDING Speaking of architecture, the Best of Oakley voters have also recognized another building with the Best-Looking Building award. The newer City Hall building, with its beautiful landscape and gushing waterfalls, sleekly curved walls and regal cupola, give downtown Oakley a sophisticated look.

BEST COMMUNITY-MINDED Since the community is the heart of what makes Oakley great, it’s only fitting that it recognizes companies with the Best Community-Minded award.
