Youth-to-Youth Forum This year, Career & Education 2013 has the honour of co-organising with Pioneer Junior College for the inaugural Youth-to-Youth Forum. This is achieved through PJC's collaboration with various external organisations and partners. This year, PJC has teamed up with Career & Education 2013 to co-organise the inaugural Youth-to-Youth Forum. Students who participated in the college's Local and Overseas Work Shadowing Programme 2012 would front this project and apply the skills and knowledge they have learnt during their work shadowing stints to the marketing and execution of this event. SPECULATION ON MARKET JOB TREND FOR 2013

According to the JobStreet.com Job Outlook Survey conducted in November last year, Singaporeans are expecting a cautious hiring climate in 2013. Amongst the 550 Singaporean workers who participated in this survey, only 27% forecasted an upbeat hiring pace in 2013. 73% expressed concerns for a conservative job climate with lesser demand for jobs. 100 employers were surveyed and they echoed the same sentiments for the job market this year. However, majority indicated that they will still continue to hire amidst caution. 22% of the employers surveyed said they will require more than 10 new hires within the next 6 months. Despite predicting a slowdown in the job market, 75% of Singaporean workers are still considering changing jobs in 2013. Salary and job advancement were identified as the top pull factors for a job change. Social Entrepreneurship Experience and Development (SEED) Programme 2013 SEED 2012 is a breakthrough initiative that saw success in being a one-of-a-kind programme, providing a platform for participants to gain insights into the Social Entrepreneurial Scene in Singapore. With the support of 16 social enterprises as well as organizations such as the Ministry of Community Development, Youth and Sports, Singapore National Co-operative Federation, SE Association and NUS Entrepreneurship Society, SEED 2012 had attracted over 300 applicants. During the week-long internship, 60 participants were selected to engage in an assigned Social Enterprise (SE)’s daily operations, thus learning how to manage the challenges each SE faced.

“Before the 60s, most people in Singapore lived in kampungs (villages). Some communities shared a common well. More commonly, they shared a common “sound box” called Rediffusion. People from the kampung gathered in front of a Rediffusion to be mesmerised by story tellers. There was a great deal of sharing and caring. We have since progressed to high-rise flatted living, for the most part. The kampungs are communities of the past, but should the kampung spirit of caring and sharing be history too? Last year at the National Day Rally speech the Prime Minister lamented that we are “getting less patient, less tolerant, less willing to compromise in order to get along.” In my reflective response, I suggested that we have the ability to revive the kampung spirit because it is in each one of us. At the beginning of the year, I also wrote that collectively we can bring back the kampung spirit.

For the past decade, Singapore’s approach towards pre-employment as well as continuing education and training (PET & CET) has been focusing on developing a highly skilled workforce for the knowledge economy. This is in direct response to the advent of the knowledge economy identified by many developed countries at the turn of the millennium. PMEs, with their tertiary education and qualifications, have often been assumed to possess knowledge and skills that are valued by their respective industries, and therefore should be less vulnerable to structural changes in Singapore’s economy. The global recession in 2009, however, revealed unsettling statistics that PMEs were not insulated from such devastating economic onslaughts. In fact, anecdotal evidences indicate that PMEs could actually take longer to regain employment, and under-employment would persist for some time even after the economy recovered. This has led some researchers to question whether our education and training strategies have created an over-education but under-employment situation. With even more resources being devoted to CET for PMEs in the coming years, how can we endeavour to avoid the phenomenon of over-education-under-employment?
