Vendors of the Smart City projects need to work hand in hand Urban areas are expected to house 40 percent of India’s population and contribute 75 percent of India’s GDP by 2030.Projections are such that, not only will investment in sectors like roads, airports and smart cities create better quality infrastructure, but it will also generate private equity investment opportunities into the core sectors. India is expected to move very fast in its Smart City mission; however the biggest challenge that lies for the country in this regard is its legacy systems. In India there are different regions, environments and cities. The existing infrastructure is a hurdle at many cities and the urban planners need to work around it making it difficult to implementation. Hikvision 2017 Annual Report reveals revenue growth of 31.22%

Hikvision, the world’s leading supplier of innovative video surveillance products and solutions, has published its annual report for 2017. This shows a 31.22% growth in overall revenues, with sales revenue up from RMB 31.93 billion in 2016 to RMB 41.91 billion in 2017. Collectively, the figures demonstrate an increase in operating profits of 26.77%.

Hikvision was able to achieve these impressive financial results due to a number of factors. These include optimised R&D systems and processes, development of solutions for vertical industry sectors, and customisation of solutions in line with changing market needs. Improved product delivery capabilities and strengthened sales and service networks have also contributed to the company’s success in 2017. z Government forms committee for air cargo terminal security plan against terror, sabotage acts

Facebook sets up e-threat hotline for netas Facebook said it has introduced a “cyber threats crisis” email hotline for politicians and political parties in India. The social media giant, recently embroiled in a major controversy over misuse of private data, is also working on an “election integrity” microsite for India.

The government has constituted a special committee to suggest ways for better securing airport cargo terminals in the country against terror threats as it has a bearing on the overall safety of adjoining passenger terminals. A senior official in the security establishment told PTI that a committee under its special secretary (internal security) has been formed by the Home Ministry.

It will chalk out an anti-sabotage and counter-terror plan that can be deployed at the un-guarded air cargo terminals and enhance such systems which have an armed cover of central paramilitary CISF.

The committee will have representatives from the Home Ministry, Central Industrial Security Force (CISF), the Bureau of Civil Aviation Security (BCAS), the Intelligence Bureau and few other cargo handling agencies.

Emergency Response Team (CERT-In), which works under union ministry of Electronics and IT, can write to indiacyberthreats@fb.com in case of a security breach. Facebook also released a “cyber security guide” for political accounts. These include basic security practices such as setting up two-factor authentication and not clicking on dubious links. The announcement comes a day after the company, co-founded by Mark Zuckerberg, submitted its responses to the union government’s questions on user privacy and election integrity – the government’s second such round of questions to the company.

At present, nine air cargo terminals at Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Kolkata, Nagpur, Calicut and Trivandrum have CISF protection while 28 other major such facilities are guarded by private security personnel. “The committee will find out ways as to how these cargo facilities can be effectively guarded as huge volume of goods, of general and sensitive variety, is transacted from these avenues to country-wide and overseas locations on a daily basis,” said a Senior Official in the security establishment. The CISF security apparatus is a very professional and capable security instrument, he said, adding the committee will talk to all stakeholders as to how a security arrangement can be made at the remaining cargo terminals so that they are not misused by terrorist or other nefarious elements that may sneak in hazardous items. z NCERT issues guidelines to schools, parents on cyber security, safety Allowing only authorised people to access computer labs, banning use of USBs, blocking pop ups and keeping a check on appearance of new and unfamiliar icons on desktop are among the cyber security and safety guidelines issued to schools and parents by the NCERT. The National Council of Education Research and Training (NCERT) has sent the detailed guidelines to schools defining the role of teachers as well as parents in promoting safe, legal, and ethical use of internet by students. “The students should be taught to not engage or argue with cyber bullies as it might encourage even worse behaviour. They should use the built-in filters to prevent further harassment through e-mail or instant messaging by cyber bullies.

Now, GPS-based real time surveillance on Rajdhani, Shatabdi Express trains To curb rising cases of theft onboard premium longdistance trains, the Western Railway on Friday introduced an upgraded software that will not only aide in real-time monitoring of coaches but also help keep tabs on slacking staff. A multiple 5-member teams armed with body cameras and GPS-based mobile apps are being deployed on all Rajdhani and Shatabdi Express trains.

“The students need to be told that they should never meet people they have known only through online internet and should not do anything online which is not preferred to be done in the presence of others,” the guidelines read.

Earlier, in an attempt to bring transparency in dealings with passengers, on-duty police staff on Rajdhani trains had been equipped with body cameras that stored 32GB footage in in-built storage devices. The footage was reviewed only in dire situations.

The teachers have been advised to monitor students for behavioral changes and difference in their attitude.

THE SOFTWARE The e-patrolling mobile app will be set up on the patrol staff’s phones and paired with the body camera. Details including the officer’s name, rank, beat and assigned patrolling perimeter on the train will be fed into the app. It will then record and relay all the information to the main control room including the number of rounds undertaken by the concerned officer and his current location.

“Students should not log in as someone else to read their e-mails or mess with their online profiles; attempt to infect or in any way try to make someone else’s computer unusable and not download any attachments from an unknown source as they may contain viruses,” the instruction manual said. Security in schools and colleges are a complex issue. Many still have to rely mainly on gates, fences, and turnstiles usually supported by access control and intruder alarm systems. In recent events, the actual risk has been from within, and by students not intruders. The biggest issues facing schools at this moment in time are knife crime, gun crime and radicalisation of students. It has been observed that the education sector ranks very high in the list of targets for cyber-attacks too. Investigations have shown that these institutions are woefully lacking in preparedness to handle cyber threats and attacks.

The security and safety challenges continue to transform at a rapid pace and are no longer outside the ambit of ‘VUCA’. In an ideal scenario, the educational institutes must cater for routine, peak - routine, emergency and incident specific security and response systems.” He continued, “The incidents in the recent past have forced the Education Managers to evolve their unidirectional threat perception into a multidirectional

To overcome these lacunae the Security industry needs to take a hard look at affordable ‘cognitive computing based security solutions’. These solutions would enhance the situational awareness of the Managers and aid immediate response to prevent a possible crime or damage control of an untoward occurrence. (b) Consultancy - A low cost integrated consultancy service would do a lot of good for the Institutes running at very tight budgets. (c) Workshops - The companies should conduct workshops and encourage young students to engage in R&D and innovate ingenious security solutions for Educational Institutes. (d) Awards – The industry should set benchmarks for the Safety and Security of Educational Institutes and recognise the Institutes who painstakingly implement the safety and security measures in their respective Organisations. (e) Training – It is very important for the industry to offer training camps for the users. The initiative would provide for the user – vendor interface and opportunity for a market update to the consumers.

Installing cameras alone will never be enough. With strategies, guidelines and policies in place, everyone in the system will have the basic capability to act in case of a security emergency, and the course of action to be taken therein. It will also ensure a disciplined environment within the premises so that any security breach can be deterred or detected at the nascent stage itself.” According to Ashish P. Dhakan, “Education is the only principle segment involving vulnerable children – and as such the role of the government becomes all the more important. Thankfully, our government is extremely proactive in these critical areas and already there have been norms laid down by CBSE about the mandatory installations of surveillance systems in School buses and school campuses. But unfortunately a large portion of it has remained on paper itself. Beyond mandates, what is necessary is also a strict minimum implementation guideline.” He continued, “The policy makers need to keep a strict vigil about this, the government needs to spend a larger portion on this and the OEMs need to offer their own voluntary assistance in offering site surveys to identify vulnerable areas in each school. It would also behove a responsible company to enter into CSR activities in whatever way they can, offering concrete help, in tightening security in schools, and the government should offer all possible support and encouragement in this regard.”


According to Col.Ajay Kotwal, “The strategies, guidelines and policies are the foundation for a uniform and fool proof safety and security framework for our Education institutes.” (a) The manual on ‘Safety and Security of Children in Schools’, developed by the National Commission for Protection of Child Rights gives out the common understanding of the basic safety and security guidelines for schools. It is a compilation of twenty two existing and approved manuals/guidelines on the subject, developed by various agencies. The Education Boards, State Police Departments and the local Govt bodies have also laid down stringent rules and regulations regarding safety and security measures for the Educational Institutes. (b) The Government also needs to bring in a uniform policy code for Educational Institutes which could be one of the statutory requirements for their Affiliation process. A panel of Solution providers, Academicians and Education Administrators should form these policies to ensure a holistic and implementable policy framework.

• Clearly define the goals of your campus card solution. Include precisely what you want your cards to do and the technology platform best suited for those uses. • Create a baseline evaluation of your current campus card solution. • Begin by ensuring that all stakeholders are included in the process- IT, Card Services, Food Services, Safety Certification Compliance, Outside Vendors, etc. Include everyone that could potentially takeadvantage of this technology to help shape how the new card service will be activated and used. Thisis critical as the lack of stakeholder inclusion was reported as the number one obstacle to successful adoption. • Identify Card to Reader Ratio: The size of your student population and the number of card readers you have will help you determine whether you should implement a complete overhaul and reprint new cards for everyone at once. Government should make the installation of CCTVs and other surveillance equipment mandatory for schools, university campuses and other educational institutions. Fine should be imposed on the educational institutions neglecting safety and security guidelines. Also, there should be provisions for revoking the certificate of registration in case the institute found guilty of negligence of safety of its staff and students. The state should make special allocation of funds in its budget to education for covering the cost of safety and security equipment in educational institutions.”

Wisenet Cameras, supporting Medical Students’ Education at Beykent University

The University has deployed Wisenet cameras and recorders in order to help create a safe and secure environment for students and teachers throughout the campuses including VIP house, classroom, auditorium, outdoor campus and Medical School and Faculty of Dentistry in Avalon Campus. CHALLENGE Beykent University in Istanbul Turkey was established as a non-profit organisation by Adem Celik-Beykent Educational Foundation and started its education programs in 1997. Since then, it has grown its teaching and research facilities over five campuses for a population of approximately 29,000 students. The university offers a high quality learning experience which includes 72 Associate’s degrees, 69 Bachelor’s degrees and over 50 post Postgraduate programs.

Medical students at Beykent University need to take lab exercises including audiometry and advanced simulation. However, in audiometry lab, only 3 out of 20 students among a class are able to be in the silent cabin and there is no other access to this cabin from outside. Also, patient simulation by students needed to be reviewed more closely while and after performing the exercise for educational purpose.

About 450 Hanwha Techwin cameras were installed at multiple campuses of the university from Oct. 2015 to Aug. 2017. Especially 5 Megapixel high resolution cameras (5 of SND-6084R, 11 of XNO-8080R) were installed in labs to support medical students’ education. In the audiometry lab, Wisenet cameras installed inside the cabin made the rest of 17 students standing outside able to

observe what is happening when hearing tests are being carried out. For the advanced simulation lab, Wisenet cameras were transferring images and sounds of the exercise performance collected from 3 simulation rooms to 1 observation room, making it possible for students to see the mistakes and the good examples on projection or television screens.

Hofstra University Standardises on Boon Edam Security Entrances Hofstra University uses Boon Edam’s full height turnstiles along with a card swipe access control system to manage and monitor the access of students and guests into residential halls.

ocated 25 miles east of New York City in Hempstead, Long Island, Hofstra University campus boasts 115 buildings on 240 acres, 1180 faculty members and over 7000 full-time undergraduate students. With so many students in a densely populated area of Long Island, Hofstra takes student safety quite seriously. C H A L L E NG E Prior to installing Boon Edam, Resident Safety Representatives monitored thousands of students the residential halls as they swiped to enter through sliding doors.

For entrances within residential complexes, Hofstra uses Boon Edam’s transparent, Turnlock 200EL full height turnstile to create a security entrance with an aesthetic, open appearance. The clear Lexan panels allow light to pass through the entrance while the rugged engineering handles the high throughput.

Tailgating was common, especially with large groups, and the RSR’s would have to confront and intervene. This was an uncomfortable and potentially dangerous situation.

Due to the success of the Boon Edam entrances, McDonald and his team have plans to install Boon Edam turnstiles at all the remaining residence halls, bringing the total number of entrances covered to 11. “Once we saw the safety benefits for the students and the positive difference the turnstiles made for our employees, we began incorporating them into our future plans and budget,” said McDonald. “These Boon Edam turnstiles are really helpful in deterring unlawful, illegal entries. They have been extremely helpful, I would say.”

M I SSI O N Dayalbagh Educational Institute (DEI) is an esteemed university and one of the most recognized institutes providing quality education in the field of arts, commerce, science and technology. It is located on the outskirts of the historic city of Agra with a 100 acre campus. Dayalbagh Educational Institute has 10,000 students and staff across its campus, and wanted to ensure a safe and secure environment. It aimed to design an intelligent surveillance system that could be operated on solar power, reducing the carbon footprint and dependence on electricity. SO LU T IO N Dayalbagh Educational Institute’s management decided to set up an Open Security Laboratory, to design its own unique solar-powered surveillance solution system. This would involve the students and faculty in creating and implementing their independent surveillance solution. The students were given an opportunity to build an integrated security system, which also provided them with hands on training. Initially, the project was implemented on a small scale to understand its capability and later, after an extensive process of selecting the best network cameras, DEI chose an Axis network video solution. This provided superior image quality and exceptional compression capabilities available at competitive price points.

The wonderful thing about the security industry is that contrary to public opinion it is thirsty for the right skill set rather than being biased about gender. I guess, it has been our own perception of equating security with the image of muscular bouncers that we have not in the past pictured women in that role, or corrected that image itself!

I act as the CEO to IIRIS, a boutique risk consulting and intelligence management firm, headquartered in India and spread across globally. By education (and previous professional experience) I have been

a corporate lawyer, with exposure to industries of banking, manufacturing, real estate and other domains. Apart from an initial mental block about perception, I don’t think there is any other significant challenge that the industry throws up to the female gender. Of course, to acknowledge that one must also consider that there are inherent physiological differences between a man and a woman and if that defines preference for a project, it is not bias but a fair preference. Similarly, I feel that our gender cannot really be advantageous when it comes to doing well in an industry. Women are naturally more analytical


than men and that always plays an important point in favour. Rest, it is your passion and good work that defines your position in the industry. Q. What are the latest products available for the security of women and children? A. There are aplenty, considering how tech savvy we have become. However, on a personal note, when it comes to individual safety nothing beats awareness and self-motivated techniques – products can help you be “safer” but “safety” per se is something that you define through the self-aware steps you take. Q. How well are these products accepted in the Indian market in comparison to the Global market? A. The Indian market today is almost at a comparable par with the western counterparts courtesy the surge of e-commerce and easy availability of personal safety gadgets through over the counter access. Yes, however there are certain products (like tasers) which are easily available in the west, but not allowed under Indian laws. One needs to be therefore aware of the local legislations before making a comparison of the market size and product acceptance / availability.

A. My journey was shaped by my colleagues, family, and society. I also faced challenges marching alone in male dominated profession, was judged, frowned, rebuked, and laughed at: that how can a 5ft 3in lady, dressed in a saree, be anyone’s bodyguard. I had an attitude that was being a rebel and it worked. There were challenges of gender and societal acceptance, physical appearance. I had to go through specialised trainings in various Mixed Martial Art and had to mentally prepare myself. It took me five years to make people psychologically accept this fact that I can also guard them & fifteen years to get the acceptance from security industry. I am a change agent & challenge the status quo and am happy that I carry the title “Lady Bodyguard” Q. What are the advantages as well as the challenges faced as a woman in the security industry? A. Being a female has its own advantages because they can blend in with crowds easily, without being noticed, they can't be doubled as security professional and their 6th sense is stronger. The disadvantages being: Stereotyping-like expectations to take care of family, expected to work in normal hours and gender biasing. Q. What are the latest products available for the security of women and children? A. Security apps in the smart phone which can send distress signal along with the location of women can act as a security device. I have developed my own app (My security my responsibility-available on Android).Other security devices are pepper spray, stunner, pens, smart lights, safety pins, shoe with knuckles. I strongly believe that all women need to take professional trainings and workshops which is my passion. Children remain the most vulnerable because of their age. The children location locator in the form of toy, key chain, wrist band and watches can be used. Q. How well are these products accepted in the Indian market in comparison to the Global market? A. It is unfortunate that in India security devices mostly used are in the form of CCTV and security camera at home. Not many women vehicles are innovated with camera or GPS tracking system. Even Indian railways is focusing on “women and child safety” this year, it plans deployment of women police personnel in suburban trains during night hours besides recruitment of women in the RPF among others. The railways also propose to have ‘panic buttons’ in the coaches which will be linked to the guard coach.

A growing population of tech-savvy millennial parents, the rising popularity of children using high tech products are driving the trend of integrating artificial intelligence (AI) with home appliances there by making the systems vulnerable and users open to abuse. Recently Government has issued guidelines for safety and security of children at all child care institutions. They must have adequate number of security officers, 76

guards, CCTV cameras and fire extinguishers to ensure safety and security of the children in such institutions. Sometime back at Ukhrul, Manipur the taxi drivers were trained on how to identify victims of trafficking, how they can be vigilant in identifying the victims as well as the perpetrators. The Berhampur Police rolled out ‘Surakshya’ vehicle under ‘Swayamsiddha’ programme to help women in distress, on the occasion of the Mother’s Day. The motto of the ‘police station on wheels’ initiative is to reach to every woman at her doorstep and extend them help. He continued, “The allocation towards the scheme for safety of women (Nirbhaya Fund) has increased to Rs 19.75 crore, against Rs 11.20 crore. The allocation for Women Helpline has been increased to Rs 28.8 crore as against Rs 10 crore. So, both the Union Government and the State Governments

MEASURES TAKEN FOR CREATING AWARENESS IN CHILDREN FOR THEIR SAFETY According to Robbin Shen, “The National Commission for Protection of Child Rights (NCPCR) has come out with an informative manual on protection of children. This manual is a compilation of various existing guidelines, circulars, notifications, government orders on Safety and Security related issues in schools issued from time to time. The manual has certain objectives such as: 1) To provide relevant information collated from various existing guidelines on the Safety and Security of Children in Schools. 2) To inform and equip relevant stakeholders in monitoring the measures of school safety and security, so as to ensure the Safe and Secure environment for the children in schools. 3) To facilitate awareness generation and building capacities of relevant stakeholders i.e. school management, teachers, staff and other personnel, School Management Committee (SMC) Parents Teachers Association(PTA) and on safety and security of children in school. 4) To highlight the roles and responsibilities of teachers and other school staff of the school ensuring safety. Child Safety Checklist given at the end of this Manual need to be customised by the school authorities in consultation with SMC members, school staff, parents and students. This shall be used for the purpose of safety audits in the schools by the Education Departments and Boards. The effective implementation of these objectives will help in bolstering the security for children." To prevent child abuse, especially sexual abuse, the Delhi government’s Women and Child Development (WCD) department has come up with awareness modules for three age groups —5-8 years, 9-12 years and 12-18 years.” • The module for the 5-8 years age group, for instance, will describe examples of positive and harmful practices, define sexual abuse, stress on persona safety, good touch and bad touch. • The module for 9-12 years will explain forced sexual activity, sexual abuse and its prevention, understanding their bodies, changing physiology and needs, among others. • The module for 12-18 years will deal with empowering those in the age bracket with legal provisions, among other things. He continued, “These schemes & programmes will only work when there is a mass interests & participation from the citizens. “Being Aware & Report” should be the motto when it comes to safety of every child.”

He further continued, “There are some Cyber-Security measures to follow when children are actively using internet too.” • Identify what their online activities are, the sites visited and make them aware that sharing information would lead to pornographic contents, use of information for future exploitation, certain links could lead to harmful downloads, viruses, hacking the computer and data, stalking, theft etc. • Constant monitoring of web searches, contents uploaded, data shared by your child. • Use of Mobile based GPS trackers & Child Monitors. • Use of Social Media security Monitors that can help collate and remove any kind of objectionable & abusive content about the user & help protect the identity of women & children on social media. • How to respond to unknown requests. • Workshops on how to recognize the original/secured and fake/hacked websites, links and emails. • Conducting workshops on how cyber bullying takes lives. • Psychiatric support and counseling must be made available to anyone who has fallen prey to cyber bullying.

ZK’s New Auto Parking Barrier Gate - PB3000 Series ZK Parking Barrier is a product which ZKTeco owns the independent intellectual property rights. Its boom prevents unauthorised vehicles entering restricted area, and can be raised by the remote control, access control system, and long-distance reader. If a loop detector is installed, impact can be avoided. The boom will be automatically lowered after the vehicle passes through the gate; otherwise, the boom can be lowered manually by using a remote controller or press button.

he parking barrier can be equipped with photo cell. When people / vehicle obscures the infrared launched from photo cell, boom will be stopped and then raised during lowering. After people / vehicle leave, the boom will be automatically lowered. With the Boom illuminator system, light turns green when boom is raised and turns red when boom is lowered. It help driver to determine the position of boom and avoid hitting the boom.

The first leg of three day HCSA training program was conducted from 26th April to 28th April 2018 in Mumbai. The first batch of Hikvision Certified Security Associates (HCSA) Program received the certificates along with the enriching technology and product training experience. The HCSA training program will be conducted regularly in the coming months. The three day comprehensive HCSA Program, included training sessions on Optics basics, Turbo HD Analog Solution, PTZ Configuration, Network Basics, IP Camera, NVR ,Fish Eye Camera, iVMS 4200 and Smart functions and Applications. The intention is to give hands on training and demo as a part of the training program. As part of this certification program a dedicated online examination was conducted after training sessions and HCSA certificates were given to the successful participants. The Hikvision Certified Security Associate (HCSA) level certification focuses on training participants in essential configurations, operations & maintenance of Hikvision video surveillance products and its features. It is designed for technical engineers who have worked in the security industry for several years and have already gained some security basics.

The certification program is open to anyone looking at to gain expertise in video surveillance and total security solution. The trainee should have at least one- year of work experience in the security industry and be familiar with security basics.

Hikvision has set an industry standard by offering professional video surveillance certification to validate video expertise under Hikvision Certified Security Associate (HCSA) program in India. Hikvision certification program is upcoming and open to Indian customers and partners. Hanwha Techwin Participated in Korea International BOAT SHOW 2018

anwha Techwin participated in the ‘Korea International Boat Show 2018’ from May 24th-27th at KINTEX in Goyang, South Korea. One of Asia’s top three boat shows, the 11th edition of the grand event was the largest in scale in the show’s history. Hanwha Techwin, the sole global security company to participate in the exhibition, is Korea’s top video surveillance company and a global leader in the sector. With the rise of the marine leisure industry, Hanwha Techwin’s presence emphasised the importance of safety at sea and demonstrated maritime security solutions to minimise weather dangers and prevent accidents. Hanwha Techwin’s main presentations at the event included stainless and thermal cameras and the functions of defogging and digital image stabilization (DIS). Stainless cameras made with stainless steel are highly resistant to corrosion and acid even against the high salinity of seawater and humid weather, which makes them ideal for installation on vessels such as boats or yachts. Additionally, their waterproof certification allows them to be useful in surroundings that are easily exposed to water such as vessels, harbors, ports or beaches. Thermal cameras ensure precise monitoring of surrounding environments even in the middle of the dark ocean through infrared light to detect radiant heat. Due

to little or no lighting at sea during nighttime, accidents can occur such as vessel collision with floating matter. Thermal cameras greatly reduce the risk of such accidents by detecting objects invisible to human eye through subject identification via heat detection. In addition, the Defogging and DIS functions, both of which are essential to maritime video surveillance solutions, were also shown at the show. Defogging automatically corrects blurriness on screen caused by sea fog into a clear display. Hanwha Techwin also showed a live demonstration of image comparison of CCTVs with and without defogging function. Another superior technology demonstrated at the show was a function that stabilizes shaky video images of CCTV due to hull vibration. Furthermore, Hanwha Techwin displayed its multi-directional cameras for use at harbors and ports that allow 360 degrees of full range surveillance

with a single camera. Explosion-proof cameras that ensure safety even in explosion and fire-prone areas were also presented at the show.

Growth of the marine leisure industry requires the type of support that assures safety of vessels, internal and external parts of ships, harbors and ports.
