by the infrastructure and functional zoning, but the micro level – with high quality landscaping and the people communication possibilities. Public space that is saturated with content could act as some sort of a catalyst for a change – establishment of the waterfront which is now neglected and abandoned. Significant aspects in creation of the public space along the Daugava River include activation of the visual and physical relationship between the riverbanks, development of tourism and recreational opportunities. The rise in cultural activity directly contributes to the growth of public awareness, social and cultural heritage. The principles for prospective development of the public open space of the Daugava are very close to the document “10 Principles for Sustainable Waterfront Development” that were drawn up at international seminars promoted by Wasserstadt GmbH, Berlin and approved at the conference United Nations Urban 21 [8]. Principle 2 expresses an essential point of view that “Waterfronts are part of the existing urban fabric”. It is pointed out that: “New waterfronts should be conceived as an integral part of the existing city and contribute to its vitality. Water is a part of the urban landscape and should be utilised for specific functions such as waterborne transport, entertainment and culture”. It is also underlined by Principle 3 that “The historic identity gives character” and that “Collective heritage of water and city, of events, landmarks and nature should be utilised to give the waterfront redevelopment character and meaning. The preservation of the industrial past is an integral element of sustainable redevelopment.” According to Principle 4 “Mixed use is a priority”, where “Waterfronts should celebrate the water by offering a diversity of cultural, commercial and housing uses. Those that require access to water should have priority.” One of the most important urban conclusions is expressed in the Principles 5 “Public access is a prerequisite“namely “Waterfronts should be both physically and visually accessible for locals and tourists of all ages and income. Public spaces should be constructed in high quality to allow intensive use where it does not disturb work in progress”. The document provides a summary of the basic guidelines stating that cities should benefit from sustainable waterfront development not only in ecological and economical terms but also socially. Waterfronts need to be redeveloped step by step so the entire city can benefit from their potentials. Public administration must give impulses on a political level to ensure that the objectives are realised independently of economic cycles or short-term interests. All master-planning must be based on the detailed analysis of the principle functions and meanings the waterfront concerned. The embankments should be developed gradually so that this development would be of benefit to the whole city. The urban planning should be based on detailed analysis of the functional principles and of the significance of the embankment relations. The international guidelines for urban planning, as well as the conclusions of specific project competitions and workshops should be included in the Riga Development Plan 2006–2018, and in the Long-term Development Strategy. Sustainable development of the public space of the Daugava is possible with determined implementation of only the worthy planning documents.
