City Manager’s 2011 Budget Message Today I would like to talk to you about Council’s directions and the alignment between the City’s budget and Council’s strategic priorities. Additionally, I would like to begin to discuss the Capital budget.

In preparing the draft budget for Council, staff focus on Council’s top priorities when considering how funding should be allocated. Currently policing, community crime reduction, community safety, and transit are Council’s highest priorities. There are several documents that Council uses to establish these priorities:

The City’s Strategic Plan: One of the key strategic goals contained in the City’s Strategic Plan is “to build a safer, healthier, more inclusive community through enhancing community connections.” Also at the top of the list is for the City to “achieve economic and fiscal balance.” These strategic goals are at the forefront of budget preparation. The Mayor’s Task Force on Crime Reduction and Community Safety – Report to the Community. The Mayor’s Task Force reports that a safe and healthy community requires a focus on “children, family, and youth engagement”, “neighbourhood capacity building”, “housing and social policy development”, “bylaw enforcement and civic pride”, and “crime prevention through environmental design.” These pillars, together with well resourced police services, will lead to a healthier, safer, and more vibrant community. The Ipsos Reid Community Survey: This survey was completed in 2010 and clearly identifies that community safety & policing, infrastructure, transit, and taxes are top concerns for residents. The priorities established in the above documents are approved by Council and are the only areas being considered for enhanced funding. In all other tax supported program and service areas, funding is being reduced or frozen. The City’s budget is comprised of two components, the Operating budget and the Capital budget. Over the last few weeks, I have been discussing the specifics behind the Operating budget. I would like to shift our focus now to the Capital component.

The City’s Capital budget sets out the funding priorities for the development and maintenance of the physical infrastructure in our community – this includes things like recreational facilities, roads, sidewalks, ditches, drainage, and buildings. If you use the analogy of the City compared to your house, the expenses you incur related to the purchase of such items as a new roof, replacement windows, or furnace would all fall under Capital type budget expenditures. The expenses related to things like natural gas, electricity and day to day upkeep would be considered Operating budget items. One good example of infrastructure spending for the City is the construction of the two overpasses that are being replaced at Clearbrook Road and McCallum Road. The cost of these two projects is close to $50 million – two-thirds of which is being funding by the Provincial and Federal governments. The City’s onethird investment in these projects means that our City reaps the traffic flow benefits of two new interchanges, and in addition, have generated employment for local residents and have supported the local economy. Managing the physical infrastructure of the City is a significant endeavor. Our physical infrastructure represents approximately one billion in assets. In any given year there are significant projects that require funding to simply maintain this infrastructure. However, in 2010, $16 million of these projects could not be funded, and many additional projects were deferred to future years. Maintaining our City’s infrastructure is extremely important. Our capital reserves (or our bank account) cannot support all the requirements we have for the development and maintenance of our infrastructure. This is why, for the past two years, and proposed again for 2011, staff have recommended a 1 per cent tax increase allocated towards replacing and upgrading our infrastructure. REWARD OFFERED A reward of up to $10,000 is being offered for information that leads to the identification and prosecution of the person(s) responsible for the Aug. 26 fire which destroyed the Sant Baba Vasakha temple in the 31900 block of Townshipline Rd. The building was of historic and cultural significance and its loss impacted many people. The Abbotsford Police Department and Abbotsford Fire Rescue Service have been investigating the fire and are appealing for more people with information to come forward. The Abbotsford SPCA was hit by a breakin over the Thanksgiving weekend. The thieves got a just small amount of cash, but it stings nonetheless, and that speaks to the seriousness of the funding shortage the organization faces. “It’s been a very difficult year for us,” said branch manager Jodi Dunlop. “Any penny counts. Five dollars to us right now is a lot of money. We need that to help the animals.” The SPCA is not provincially funded, and runs solely on donations and fundraising efforts. Contributions have dropped 50 per cent, or about $58,000, in Abbotsford this year. S e p t e m b e r ’s Paws for Cause – the SPCA’s main fundraiser – brought in www.abbynews.com $10,700, down from $23,000 in 2009. Regular donors have continued to support the charity, but are giving less money. “I don’t know why we’re being hit so bad this year,” said Dunlop. “A lot of people are just really concerned about the economy and tightening their belts. Unfortunately, animals seem to be the lowest on the priority list.” The Abbotsford SPCA branch is not alone. Lower donations to animal shelters has become a regional trend. The Chilliwack SPCA posted a net loss of $62,199 in the first half of the year. The Surrey and Maple Ridge locations

Steve Brown is searching for justice, and on Oct. 19 he plans to share his opinions with the public at a town hall meeting. Brown is the brother-in-law of the late Ed Schellenberg, an Abbotsford man who was murdered on Oct. 19, 2007 in what has been dubbed as the “Surrey Six” slayings. The slayings at the Balmoral Tower apartment complex in Surrey were the worst gang-related hit in B.C’s history. It is believed that Schellenberg, a gas-fitter working at the apartments at the time, was in the wrong place at the wrong time. Police suspect he was killed because he was a potential witness. It’s been three years since that tragic night and while several suspects are in custody, no court date has yet been set. For Brown, there are still many unanswered questions and he hopes some of those questions may be answered by holding con-

structive discussions about the justice system. “It’s been three years and in that time there have been about 50 more gang-related murders (in B.C.),” said Brown. “I want to keep this issue in the public’s mind.” Brown feels that the public may not realize how serious the situation has become. The Oct. 19 meeting takes place at 7 p.m. in the Matsqui Centennial Auditorium. The panel of speakers include: Q Abbotsford Police Chief Bob Rich discussing the role of the police in the criminal justice system; Q Retired provincial court judge Wallace Craig speaking on the constitutional rights of ordinary Canadians and; Q Steve Brown, explaining why he believes restorative justice is a myth. The moderator will be Abbotsford Mayor George Peary. People are encouraged to come prepared with questions.

An Abbotsford man is on trial in Chilliwack Supreme Court on child pornography charges. Martin Smith was busted by Abbotsford Police in 2008. The slight, middle-aged man with grey hair and moustache, appeared in court this week, facing charges of possession of child pornography, accessing child pornography and two counts of importing or distributing child pornography. Because of the sensitive nature of the material to be presented at the trial, the court has banned publication of evidence. The case was to be heard in part this week, and adjourned to a later date.

SHOOTING A 23-year-old Abbotsford man suffered gunshot wounds at a Mission home early Friday morning, resulting from an apparent targeted attack. Mission RCMP responded to a shots fired call at about 3:30 a.m. in the 8500-block of Cedar Street, finding the man with non-life threatening injuries, and able to walk to the ambulance. The man is known to police, said Mounties, who are looking for the public’s help.

Shelters are struggling to meet operational demands, with expenses mounting and revenue drying up. â&#x20AC;&#x153;We have continuing costs for feed, spay/ neuter and medical. Those fixed costs donâ&#x20AC;&#x2122;t decrease when donations decrease. It really does hurt us,â&#x20AC;? said Bob Bush, SPCA general manager of operations. â&#x20AC;&#x153;We can only hope that spending increases across the province as people recover from the recession.â&#x20AC;? The Abbotsford shelter is currently caring for 14 dogs, 60 cats and kittens, with another 30 in foster homes, eight rabbits, one chinchilla and a Muscovy duck. Pet adoptions are down this year, while the number of strays and animals surrendered keeps piling up. Dunlop said many animals are dropped off by owners who canâ&#x20AC;&#x2122;t afford vet bills. The Abbotsford SPCA receives seven to 13 new animals a month, the majority being cats. The shelter is currently at full capacity, but continues to take in those who would otherwise be left to fend for themselves on the streets. Last year, the local SPCA received at total of 1,079 animals. That number has jumped 25 per cent to 1,218 so far this year. To-date, 468 animals have been adopted, down from 653 during the same period. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s definitely taking its toll on us,â&#x20AC;? said Dunlop. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re always full at this shelter. Abbotsford East MCC store manager Karen Heisler and the Mennonite Central Committee are celebrating the re-opening of two expanded thrift stores. Today, at 10:30 a.m., the MCC East shop (#5-34150 South Fraser Way) is officially opening its doors. Yesterday, the MCC Furniture and More Shop â&#x20AC;&#x201C; now located at 31877 South Fraser Way (formerly The Brick) â&#x20AC;&#x201C; was opened. That shop will have mostly furniture and appliances, while the original location, across the street, will contain used clothing and housewares. The Abbotsford East store will contain all of these commodities under one roof, in a 5,000 square foot store. The MCC sells donated and refurbished items, with the efforts of volunteers. The proceeds are used locally for those in need, and globally for disaster relief, sustainable community development and for peace building work promoted by MCC.

On Point A press release landed in my email the other day on: The Five Most Important Things You Need To Teach Your Kids About Money At An Early Age. And I thought, gee, I know five important things my kid should know about money. In fact, I know more than five things, and she’s probably heard them all, umpteen times, which is why whenever I start to talk about money, she rolls her eyes, and says, “Daaaaad!” She is about to turn 13, which means she knows everything she needs to know in life ... except the stuff she doesn’t know yet, which she won’t know until she finds out. However, on the off chance she might read this, or someone else does and mentions it to her, here we go: Five Important Things About Money:

1. Money is not cheap. Unless you’re born wealthy (sorry kid), it generally takes a lot of time and effort to make money. That’s a good thing, since it makes you respect money, particularly when it’s your own. When you spend it, you know it will take more effort to replace it. This is a critical principle. 2. Everyone wants your money. Especially governments. Not only do they want it, they take it – usually without asking. They could take some lessons in manners from you. Anyway, banks, stores, charities, they all want your money. I’d want your money too, if you weren’t getting it from me. I know you want your own money. That would be good. Then I wouldn’t have to give you mine. 3. Wealth does not bring wisdom, or respect. Give a twit who is poor a lot of money, and you have a rich twit. Rich twits are very annoying. If you want to work at it (there’s that effort thing again) money can be used to make you smarter. It’s called a good education. That’s a very good investment. Investing is also good. Do a lot of

that. Start now, and you’ll have a lot of money later. That is also good, since by the time you get your inheritance, I may have spent it. There are a lot of toys I don’t have yet. 4. Money can get you into far more trouble than it can get you out of. Like debt. Or drugs. Or prison.

What you do not want is a fat bank account and an empty memory bank. Or all the above. Or marriage to someone who just wants your money. Actually, money can get you out of that last one. It’s called a divorce, which also carries the potential of a new mother-in-law in the future, and that’s a real gamble. Speaking of gambling, don’t. There are very few rich gamblers in this world. On the other hand, there are

millions of poor losers. 5. There is some stuff that money can’t buy. Money can buy a lot of things. Some of it can even bring happiness, like interesting trips abroad, ﬁne food, and a rechargeable, combo cordless drill, jigsaw and ﬂashlight kit. Or, helping out someone who doesn’t have a lot of money. That’s all good stuff. Buying stuff is easy – especially with credit cards, which don’t really seem like money. They don’t run out, like cash in a wallet. Strangely enough, while credit cards can get you deep in debt, they can’t be used to get you out. (See rule 4.) And then there’s the stuff money can’t buy. Like time. You may never run out of money, but you will run out of time. By the time you get to that point, what you do not want is a fat bank account and an empty memory bank. Memories of a loving family, true friends, and a rewarding, meaningful life can’t be bought. If you have those memories, consider yourself rich.

Before it spends public-transit funds on non-automated light rail (LRT), government should first acknowledge that not only is SkyTrain (Automated Light Rail Transit) the safest mode of public transit, but itâ&#x20AC;&#x2122;s also the cleanest and most efficient. Most public transit funding should go to extending SkyTrain to wherever the potential utilization of its services warrant. Because it runs above and below the ground, SkyTrain, unlike LRT, does not hinder traffic movement, reducing stop-and-go traffic and its polluting effects. Abbotsford’s transit system is expected to improve – slowly. BC Transit has pledged to “continuously improve system performance, efficiency and effectiveness” in all communities, and last week Mike Davis, vice-president of business development for BC Transit, presented an overview to council. BC Transit will introduce new fare boxes which can gather data to help judge

The United Way of the Fraser Valley is excited that the City of Abbotsford and the District of Mission have approved an increase from 500 transit passes per month to 1,760, for their Emergency Transit Assistance Program (ETAP). “Last fall we surveyed social service organizations and we were shocked that the need had increased so much,” said Wayne Green, executive director of United Way. “We provide the passes to social ser-

vice organizations serving Abbotsford and Mission, who then distribute the passes to those needing assistance,” he said. “This generous contribution allows individuals without the financial means, to attend medical appointments, job interviews and other services.” Green said transportation is key to allowing individuals to fully participate in the community. “I’ve seen young mothers with their children walking along South Fraser Way while I am in my

car going to a meeting, and those same mothers, an hour later, still walking in the same direction. I’m sure families like that will see a huge improvement in their lives with access to transit passes.” Mayor James Atebe, chair of the Mission Abbotsford Transit Committee, commented on the partnership. “The support of the District of Mission and City of Abbotsford for programs organized by the United Way of the Fraser Valley is an example of how partnering together can strengthen social development initiatives,” he said. Ask Mitch Wahl about the prospect of facing his buddy Kyle Beach this weekend when the Abbotsford Heat clash with the Rockford IceHogs, and he breaks into a grin. “Beach and myself, we’ve kind of had an interesting relationship over the last four years,” mused Wahl, a rookie centre with the Abbotsford Heat. Four years ago, Wahl might have classified Beach as an enemy. Wahl was a member of the Western Hockey League’s Spokane Chiefs, while Beach was a frequent antagonist with the archrival Everett Silvertips. Last season, the Chiefs obtained Beach in a trade, and he and Wahl found explosive chemistry on Spokane’s top line. Sniper Beach led the WHL with 52 goals, while table-setter Wahl racked up 30 goals and 66 assists en route to first team allstar honours. “He got me a lot of points, and I think I got him a lot of goals,” Wahl said. “We became really good friends over the past year, and it’ll be fun playing against him (on Friday). We’ll have our battles again, but we’ll probably have a bite to eat (together) after the game. It’ll be fun.” Beach is a Kelowna native, and many hockey fans in B.C. were clamoring for the Vancouver Canucks to pick him in the 2008 NHL entry draft. The Canucks opted for Cody Hodgson with the 10th overall selection, and the Chicago Blackhawks snapped up Beach with very the next pick. Weitzel wins title Jake Weitzel of Abbotsford’s Blue Corner Boxing Club brought home the B.C. welterweight championship belt after a victory at Cascades Casino in Langley last week. The last time Weitzel faced Shawn McDonald, the reigning division champ, he lost a controversial split decision. This time, Weitzel won all five rounds. He also weathered a cut over his left eye en route to victory. Weitzel was one of three Blue Corner boxers at the “Clash at the Cascade 4” promotion. Also victorious was Yves Schubert, after his opponent’s corner threw in the towel in the third round.

Coaches honoured Steve Iliesu and Shallon Heinzig of Abbotsford’s Twisters Gymnastics Club have won the Gladys Hartley Award as Gymnastics B.C.’s provincial-level coaches of the year. The Hartley award goes to the highestranked women’s artistic gymnastics coaches, based on the success of their athletes throughout the season, as well as contributions to provincial programs and volunteer commitment. Iliesu and Heinzig help to lead the women’s program at Twisters, which sent more female athletes to the 2010 Western Canadian Championships than any other B.C. club.

Attack sixth at nats Dan KINVIG Abbotsford News

When you’re playing at a national championship tournament, experience can go a long way. The Abbotsford Attack found that out last weekend at the Ross/ Victory Cup at McGill University in Montreal. The local senior men’s field lacrosse squad was attending the national tourney for the first time since 1998, and inexperience on the big stage may have been a factor as the Attack went 1-4 and finished sixth overall. “Sport is physical, but it’s also mental,” Attack midfielder Tom Potter pointed out. “I think we played pretty well – we just couldn’t handle the pressure.

“We had quite a young team,” Potter added. “It was a good experience for a lot of the young guys who want to go back to nationals at some point. I think they would maybe play a bit different (with more national experience). They wouldn’t necessarily put as much pressure on themselves.” The Attack opened with a promising 12-11 victory over Toronto, but dropped their next two games to the host McGill squad by scores of 17-8 and 13-7. Then they lost a rematch against Toronto 15-5, and wrapped up the tourney with an 11-6 defeat against Wakefield in the fifth-sixth placing game. Abbotsford midfielder Derek Lowe was named to the all-tournament team.

BEARCATS ROUNDING INTO FORM The Columbia Bible College men’s volleyball team finished fourth at an exhibition tournament at Douglas College last weekend. The Bearcats had a strong showing on the opening day of the event, defeating CIS foe Thompson Rivers University and Keyano College of Fort McMurray, Alta. The CBC squad ran out of steam in the semi-finals, falling in straight sets (25-21, 25-23, 25-19) to Trinity Western, despite 10 kills and four blocks from Matt Kaminski. The Bearcats finished with a loss to UFV in the bronze medal game.

The Eugene Reimer Ravens whitewashed the Howe Bulldogs 36-0 in Grade 8 football action this week. Daniel Cercel and Riley Garrett led the way, scoring two touchdowns apiece for the Ravens. Kirat Badesha also found the end zone, while James Ma and Karan Dhaliwal each had a twopoint convert. Reimer’s player of the game, named by the coaching staff, was quarterback/ linebacker John Boschmann.

DADES, Arnold David passed away into the presence of our Lord and Saviour on October 12, 2010 in Abbotsford B.C. at the age of 81. He was born in Vancouver on November 4, 1928. He was predeceased by his wife Muriel; daughter Wendy; and by his parents, Gus and Lena. He is survived by children Gail (Bernie), Mike (Christine), and Les. He is also survived by his sister Gay, 11 grandchildren, and 9 great-grandchildren. Arnold had a passion for working with wood, and his projects and creations will be a tribute to his craftsmanship. Always willing to help. His generosity and caring were character traits which exempliﬁed the giving man that he was. He will be lovingly remembered and missed by all his friends and family. A Traditional Service will be held in the chapel on Monday, Oct 18th, 2pm at Forest Lawn Funeral Home, 3789 Royal Oak Ave, Burnaby The Broken Chain We little knew that evening That God was going to call your name In life we loved you dearly, In death we do the same. EXPERIENCED BOOKKEEPER

Anna Friesen was born to Julius and Katherine Toews (nee Funk) on February, 22, 1920. She was the oldest of nine children and was raised on a farm three miles east of Waldheim, Saskatchewan where our parents provided for us a caring and loving home. Anna attended Waldheim School. Early in life she learned to be Mother’s helper and enjoyed sewing and cooking. When she was twelve years old, she attended Evangelistic meetings, conducted by Evangelist Ed Erickson and Rev. Herb Peeler. One night, she was convicted of her sins and she accepted the Lord Jesus as her Saviour and found forgiveness and peace with God. Attending Bethany Bible School, increased Anna’s interest in Missions, and she taught Daily Vacation Bible School for 25 summers and also taught Sunday School for many years. Ann (as we called her), greatly enjoyed this and loved the boys and girls as well as the young people later on, when she was the matron and cook at Swift Current Bible School in Saskatchewan, and also at the Rosthern Bible School where she served in a similar capacity. On October 30, 1960, Ann was married to John Friesen. We enjoyed many family gatherings in their home. In 1992, John and Ann moved to B.C. to retire in North Oak Manor where they made many friends. When their health declined, they moved into assisted living at Tabor Court and eventually into Tabor Home where John passed away in February, 2010. Ann suffered much pain and was looking forward to going to her heavenly home, Her earthly journey came to an end in the early morning on Wednesday, October 13, 2010. Ann leaves to cherish her memory, her ﬁve sisters and one brother; Katherine Siemens, Margaret (& John) Willms, Martha (& Eilif) Anderson, Edna (& John) Pankratz, Herb (& Lori) Toews and Nettie (& George) Neudorf and sister-in-law, Bernice Davis; 24 nephews and nieces and their children, as well as many relatives and friends. Her memorial service will be held Wednesday, October 20 at 1:00 p.m. at Grace Evangelical Bible Church, 2087 McMillan Rd., Abbotsford.

Roberta Dale Gosse (nee Monteith) passed away peacefully after a courageous battle with cancer in the early hours of Tuesday October 12, 2010 at Cascade Hospice in Chilliwack. She is lovingly remembered by her family; Walter her husband of 41 years, daughter Kathy and husband Tim along with their sons Brady and Mark, and youngest daughter Debbie. She is also remembered by her sister Merna and husband Ray, sister Evelyn and husband Tom and brother Irvin and wife Maureen and many nieces and nephews. Dale was born in Thunder Bay, Ontario on May 19, 1938 and moved to the West Coast in 1966. She then moved with her family to Abbotsford in 1975 and resided there until 2005 when she moved to Chilliwack. Dale was a proud member of the Order of the Eastern Star for 52 years and served as Worthy Matron twice in Electa Chapter, Abbotsford. She was also a member of Chilliwack Chapter. Dale was involved with Job’s Daughters and also with Girl Guides of Canada for over 40 years in BC and Ontario. A Celebration of Life reception will be held at the Chilliwack Masonic Temple on Sunday, October 17th at 2pm at 45905 Hocking, Chilliwack. In lieu of ﬂowers, donations to the Chilliwack Hospice Society or the Canadian Cancer Society is appreciated. The family would also like to thank the nurses and volunteers at the Cascade Hospice in Chilliwack for all their support.

Sovio, Riitta April 15, 1923 - Oct. 6, 2010 It is with great sadness we announce the passing of Riitta Sovio, our beloved mother, grandmother,great-grandmother, friend, and wife. She is survived by her husband of 64 years, Matti, her 3 sons, Olli (Sandi), Henry (Janina), and Andy, her grandchildren, Katrina, Luke and Paul (Kim) and their children, Jacob and Raiya. She also leaves behind 2 sisters (Ritva and Anneli), sister-in-law (Iina) and their families in Finland. Riitta taught kindergarten in Finland before moving to Surrey with her husband and boys in 1958, where she quickly became a conﬁdante of the neighbourhood children. She was devoted to her family and took great joy in visiting with her grandchildren and listening to their stories. She loved talking with friends, baking for her family and gardening. Flowers and nature gave her great peace. Riitta took pride in making her home a warm, welcoming place for all, including the pets she took in and lovingly cared for. Her family and friends will remember her as a caring, outgoing person who left an impression on everyone she met. She will be dearly missed. A memorial service will be held at 2 pm on Tuesday, October 19, 2010 at Peace Lutheran Church - 2029 Ware St., Abbotsford, BC

People will remem remember us for who we are and not for what we have. A valuable lesson my profession has taught me is to leave a Lasting Legacy. A legacy is something we leave behind that continues to live in the lives of people. What is your legacy? Have you ever thought of what you would like to leave behind? Some people want their names enshrined on a university, or on a special project in the community, or even have a street named after them. Who do people say, you are? I sometimes wonder what people would say about me. I wonder if they will talk about the impact I have made on their life or will they brag about the possessions that I have. Last year, I drove past

Mt. Rushmore in South Dakota and saw the heads of four great American presidents carved in stone. Each one of them had made a major contribution to their country. Each of them had left a legacy. They are regarded for their contributions to their country. When I visit my mamma’s grave I am reminded of her legacy. It was not what she owned that left an impression on me. It’s what she instilled in me that has left a lasting impression. She was a compassionate and gracious person who impacted my life. Her legacy is now being lived on through her family. As a funeral director I want people to receive compassionate and gracious care.
