(Left) Laura Loudon SCOPE/Healthy Abbotsford coordinator and Shazhan Amed from BC Children’s Hospital Endocrinology and Diabetes Unit.

People battling childhood obesity in Abbotsford have adopted a new mantra: 5-2-1-0. Five: Is the number of servings of fruit and vegetables that children should get each day. Two: Is the maximum hours of “screen time” a child should have each day, be it television, computer, console games, etc. Presently, the Canadian average is 5-6 hours of screen time per day on weekdays, rising to 6-7.5 hours on weekends. One: Every child should have at least an hour of physical activity every day. Zero: Children should not be drinking any beverages that use sugar as a sweetener. “The evidence shows these four factors mean a lot in childhood obesity,” said Laura Loudon, who is best known as the community coordinator for Healthy Abbotsford. She also coordinates SCOPE – Sustainable Childhood Obesity Prevention

through Community Engagement – a provincial initiative aimed at children. Two pilot communities for SCOPE were announced in May – Abbotsford and Prince George. This week, organizers launched a new website, www.scopebc.ca, and adopted the 5-2-1-0 message. Loudon said 5-2-1-0 is a great rallying cry for SCOPE. “It keeps it nice and simple, and we can focus our message on that. We can start looking at activities we can do to promote those guidelines.” SCOPE may eventually be a province-wide initiative, and the government is watching progress in Abbotsford and Prince George. Loudon said 23 per cent of children in the eastern Fraser Valley, including Abbotsford, are considered overweight or obese. Worse, 74 per cent are not sufficiently active, according to the Health Canada’s recommendation of a minimum of 90 minutes

More water woes for Clayburn Kevin MILLS Abbotsford News

Heavy rainfall on Sunday morning had Clayburn Village residents scrambling from their beds and onto the streets to sandbag their properties – again. The area has now flooded seven times in the past eight years. With the weekend deluge, water from Clayburn Creek was pouring across the road, threatening to swamp homes. City of Abbotsford workers and fire crews joined the locals in what has become an annual struggle. The flooding happened quickly. On Saturday night, resident Neil Carson checked the measuring gauge of Clayburn Creek. The water level was at three feet. By early morning it had doubled to six. Many local residents maintain that extensive residential development on neighbouring Sumas Mountain, combined with overflowing catch basins, is to blame for the flooding. Just over a week ago, village residents went to council to protest a new project. They claimed

the 65-home townhouse development, located at 4633 Sumas Mountain Road, would create more water run-off into the Clayburn watershed. “The engineers with the city need to get off their duffs and start really planning with the housing,” said Sheldon Reinheller, a village resident for the past 18 years. “They have to do selective tree

video-online www.abbynews.com clear out and not clear cutting,” he added. He believes the catchments designed by the city don’t help the situation. “Once it’s full, it’s useless. Water just comes out of it and goes everywhere,” he said. An Integrated Stormwater Management Plan (ISMP) for the Clayburn Creek watershed is currently being prepared for release in the spring of 2011. Clayburn residents are hoping new development on the moun-

tain will be postponed until the report is complete. Abbotsford Mayor George Peary said flooding is “nothing new” to Clayburn, calling it a “chronic problem.” While he appreciates the residents’ concerns, Peary isn’t convinced development is the cause of the flooding. “The mountain hasn’t seen a lot of development in the past two or three years, but the flooding keeps happening.” He pointed to the city’s inability to create larger ditches, because of Agricultural Land Reserve restrictions, and more importantly, the difficulty to clean up Clayburn Creek, due to federal fisheries regulations. Over the years, the bottom of the creek has become higher due to accumulating sediment. Peary said this could be one of the causes of the frequent flooding in the past decade. Both sides of the argument hope the ISMP will answer the questions. “The good thing about the (ISMP) report is that it will bring Continued on A7

of physical activity each day. These numbers are in line with national trends that have health care providers alarmed. Dr. Shazhan Amed, pediatric diabetes specialist at Children’s Hospital and SCOPE leader, noted that preventing obesity will also prevent Type 2 diabetes. Formerly known as “adult onset” diabetes, she notes it “was unheard of in children before the 1980s,” and is one of the serious effects of obesity. She said the 5-2-1-0 guideline is also used by the American

Academy of Pediatrics and the Let’s Move national awareness campaign in the U.S., championed by First Lady Michelle Obama. “We want the message to resonate with the community,” she said. Schools, daycares, parents, grocery stores and restaurants are just some of the places SCOPE will bring the message. “Everyone gets the opportunity to be part of the solution,” she said. “We would like the community as a whole to stand behind it.”

Abbotsford News I Tuesday, December 14, 2010

Most suspensions for drugs, fighting Drugs and fighting are the top two reasons for school suspensions, according to a report released yesterday to the Abbotsford board of education. The annual suspension report covers the period from Sept. 4, 2009 to June 30, 2010. There were a total of 766 out-of-school suspensions throughout the district during that time, compared to 754 the year before. This is down from a

five-year high of 950 in 2006-07. A total of 132 suspensions were for drugs, while 134 were for fighting. Harassment was also high, at 97 incidents, as was defiance (89). Other reasons for suspension included assault (47), truancy (44), weapons (41), alcohol (38) and vandalism (27). The highest number of suspensions were issued to Grade 9 students (192).

Sediment a factor

all parties to the table,” said Peary. Jim Gordon, general manager of engineering and regional utilities for the city said more sediment in Clayburn Creek is one factor in the flooding issue but the purpose of the ISMP is to look at all the issues. “Development on the mountain is really quite small compared to the entire watershed,” said Gordon who said logging, climate change and other issues also impact the area. “The plan will establish what factors are contributing to the problem and then we can decide on the best

solutions.” Council is scheduled to vote on the new mountain housing development on Dec. 20. Weekend flooding wasn’t just contained to Clayburn Village. Portions of Straiton Road, just above the village, also suffered from flooding and mud slides, while a newly paved section of Townline Road was described by neighbours as a waterfall. David Jones, a meteorologist with Environment Canada said 68.1 mm of rain fell on Sunday, the ninth wettest December day in history. In total, 80 mm fell in the 48-hour period.

Two residential fires

Two residential electrical fires over the weekend resulted in more than $40,000 in damages. The first incident was on Friday just before 9 p.m. at 2800 Alwood St. The fire was out by the time crews arrived, and was attributed to having too many items

connected to a gang plug, which overheated. The second fire occurred yesterday (Monday) at about 3:15 a.m. at 28528 Huntingdon Rd. It was quickly extinguished. Authorities believe it started where the electrical service connected to the panel in

the garage. Each of these fires is represented by a red bulb being lit on the Christmas wreath at Hall 1. The wreath started with 31 green bulbs to represent each day of the month. A red bulb replaces a green one when a preventable residential fire occurs.

Patience preferred Clayburn Village once again finds itself battling an old foe – water. On Sunday morning, residents took to the streets to pile sandbags in front of their homes, hoping to hold back the water. By the afternoon, the overflowing creek began to recede. Until the next major rainfall. Clayburn Village is located on a flood plain, so occasional battles against the elements are to be expected. However, in the past several years, flooding has increased, and residents point to development on Sumas Mountain as the cause. Some officials don’t agree, arguing that sediment in the creek and a litany of other factors are more likely causes. What both sides do agree on is that a new Integrated Stormwater

Management Plan (ISMP) for the Clayburn watershed should hold answers. Problem is, it won’t be ready until mid-2011 and developers are lining up to build on the mountain. One project is poised to start immediately, with council voting on Dec. 20 whether to give it the green light. It seems prudent for the city to wait. Delaying mountain development for half a year or so would not be a catastrophe. The land remains, and developers will always be there to build on it. However, if the development continues and the ISMP report substantiates the villagers’ assessment, then the city leaves itself open to a flood of legitimate criticism, if not actual liability. Let’s see what the study finds.

Rushton On the

Other Hand Recent circumstances have had a strange way of conspiring against me. One of the biggest political events in recent history – the announced resignation of Gordon Campbell – occurred while I was in the boonies. Another, virtually unprecedented departure last week, five minutes after I filed my column for publication, was Carole James packing it in. Thus, she was a current leader and still struggling with her caucus demons rather than written off as historic toast. Unfortunately, the same can’t yet be said of Sarah Palin, though if her program on the TLC channel is any indication of the woman’s depth, she is destined to follow a similar path to ignominy. While I wasn’t looking for it, and only vaguely even aware of the show’s existence, this weekend I stumbled not once, but twice on episodes of “Sarah Palin’s Alaska.”

From what I saw, supplemented with previews of future shows, the main topic of the program is shooting guns with, between bangs, some spectacular scenery tossed in as an afterthought. If this was the Outdoor Channel or some other hunting-type show it wouldn’t be an issue, but on TLC (doesn’t that stand for Tender Loving Care)? It’s not so much the use of guns that is the overkill, if you’ll pardon the pun, it is that the program presents the ridiculous notion that everyone in Alaska packs big iron, at all times. And if the first show I watched is any indication, at least Palin’s family doesn’t do it well. There was Sarah, complete with full make-up, eyeliner and fashionable ‘updo,’ leaning over a backpack with her sights on a caribou, a very small one I might add. It was her father’s gun, but after missing the animal with at least five shots, she finally downed it with the guide’s rifle. Dad’s comment on the accuracy of his firearm was something like “Usually it’s dead on.” Gee, don’t you think that before he went on television (and for the sake of merely wounding an animal) he’d have actually shot it beforehand to ensure the

bullet went where the gun was pointed? The next episode was a camping trip, with all the due preparations on how to shoot attacking bears, complete with some sort of wildlife officer demonstrating with a bear skull how a grizzly would bite Sarah’s daughter’s butt!

If Sarah Palin’s TV show is any indication, she is destined to follow a path to ignominy. This is the truth, I swear. Then finally the camping trip begins, complete with some socialite who hated it, yet actually brought some reality to the painfully staged event. As one who often spends time sitting around a campfire, I was more than amazed at Sarah’s (and her supposedly woods-wise family) efforts at building one. For the most part, all they used for fuel was dead twigs until, near the end of the show, a pile of green spruce boughs was

tossed onto it. I guess they needed some smoke so the rest of the viewing world outside Alaska could see there was actually a fire burning. The smoke also helped, I’m sure, to keep down the hordes of flies and mosquitoes, since Sarah apparently forgot to bring along bug spray. As for hearty camp cooking, Sarah – despite the hooded raincoat still looking like she’d just left the salon – laid on frozen burger patties and hotdogs, rounded off with ‘smores.’ Then, following the debutante’s departure after bitching all day about the rain and wondering why people go out of their way “to live like homeless people,” the Palin clan climbed into their various tents and, to end the show, emulated the ubiquitous closing lines of the old TV show The Waltons, in which every member of the family shouts out their goodnights to everyone else, in turn. Painful though it may be to watch, be aware that these incredibly amateurish attempts at personal embellishment are from someone who, while shootin’ ’n campin’ ’n doin’ stuff, wants to become leader of the free world. God help us if it ever comes to pass!

Undermining study then, cash was paid for entire phases of developments in lieu of installing storm water-detention facilities designed to slow the exchange of water from impermeable surfaces to the downstream community. These milestones of progress coincide with the phenomenon of increased flooding in Clayburn Village. Concerns should remain on the need to reform the city’s water detention requirements, clearly evinced from statements of former city councillor and Member of Parliament, Ed Fast, who in 2009 said, “most, if not all, of the problems Clayburn Village is encountering are due to upland development approved by the City of Abbotsford.” I am writing to ask, why spend resources

on watershed studies unless you believe there is a need for their results? And, secondly, why approve developments that assume the answers to these studies? The study will conclude in late spring, and Mayor Peary posits that no promises have been made to the people of Clayburn Village in the meantime, a position which, he feels, warrants development approvals. However, there is still time for Peary and others to be inspired by the virtue of informed stewardship and responsible city planning before yet another council falls victim to the “cash now for problems later” development model that Abbotsford has habituated.

On Dec. 20, Abbotsford city council will consider whether to approve development in the Claybur n Creek Watershed. Experts emphasize the small comparative size of the development to the large watershed, but fail to recognize that the watercourse is broken; symptomatically, it has flooded six of the past seven years. While a study has been commissioned by the City of Abbotsford to investigate the sources of this flooding and suggestions to solve it, the city presses ahead with “progress” that may further the destruction of the watershed, and ultimately undermine the study it has commissioned. The watershed is large, which helps developers justify their small contribution to its problems; however, it uniquely has only one exit. Its flow is characterized by flash floods caused by upland development. Former studies conducted by developers have caused expressions of concern as to their role in the flooding. The W.J. Mouat Hawks stole the show at the Abbotsford Police City Basketball Tournament on the weekend. All four Mouat teams – senior boys, senior girls, junior boys and junior girls – won their respective division titles at the city-wide hoops extravaganza, which featured upwards of 750 athletes in six divisions. “We all came in knowing it would be a fight,” said Kayli Sartori, who starred for the Hawks senior girls. “It’s good to show everyone we’re a solid basketball program.” Sartori’s squad, ranked No. 2 among AAA teams in B.C., turned in the most impressive performance on Championship Saturday at Columbia Bible College, blowing out a solid Yale Lions team 94-43 in the final thanks to an aggressive defence and a multi-faceted offence. Sartori, a six-foot senior forward, epitomized Mouat’s versatility, scoring 31 points on a dazzling variety of three-pointers, free throws and drives to the hoop. She earned player of the game honours, while Jaslyen Singh (21

Wolves cool off Heat 5-2 loss to Chicago snaps three-game win streak

Dan KINVIG Abbotsford News

An otherwise-solid homestand ended on a flat note for the Abbotsford Heat, as they dropped a 5-2 decision to the Chicago Wolves on Saturday. In a penalty-filled contest, the visitors made the most of their scoring chances, while the Heat saw their three-game winning streak snapped. “It wasn’t a game that had a lot of flow to it, noted Heat rookie winger Greg Nemisz. “There were so many penalties, and it’s tough to build momen-

tum either way. They were just bearing down on their chances more than we were. The Heat and Wolves combined for 17 power p l ay s, w i t h Chicago conver ting 3-of-8 chances and Abbotsford clicking on 2-of-9. Chicago opened a 2-0 lead on first-period goals by Angelo Esposito and Andre Deveaux. Stefan Meyer got the Heat back in the game with a power play goal at 8:19 of the second period, but just over two minutes Continued on A12

“Right now in British Columbia one out of five Grade 4 students don’t read, write or have the math skills at a Grade 4 level.” – Premier Gordon Campbell, Oct. 27, 2010

Twenty percent of children cannot learn to read and write by the methods used in B.C. schools. Their reading problems are caused by phonological processing deficits that can only be trained with special technologies. One to two years in reading skills are gained in 8-12 weeks. As seen on The Nature of Things, Scientific Learning’s Fast ForWord programs train phonological processing so the child can process the sounds within words and learn to read. These programs are now available in Langley and Abbotsford for just $29 per session.

Heat hit the road this week

later, Chicago’s Ryan Garbutt got that goal right back, banging home a rebound after Heat goalie Leland Irving stopped Darren Haydar’s initial wrap-around try. Wolves winger Nigel Dawes converted a beautiful slap-pass from Jason Krog on the power play to make it 4-1. Nemisz and Deveaux, with his second of the game, exchanged third-period goals to round out the scoring. Things got a little crazy in the late going. Haydar was given a 10-minute misconduct for abuse of officials, and linesman Chris de Haan was escorting him to the exit when the Wolves forward shoved him. De Haan – an Abbotsford native – then took a more hands-on approach to removing Haydar from the ice surface, leading to further pushing from Haydar at the Wolves bench. The Heat had other concerns. “We’ve been playing really well, but tonight wasn’t our best effort,” Meyer pointed out. “Older guys, me headlining, have to be better.” Abbotsford (15-12-0-3, 33 points) fell into a tie for second in the AHL’s North Division with the Toronto Marlies, who have one game in hand. The Heat wrap up their pre-Christmas schedule with a four-game road trip, beginning Tuesday against the Rochester Americans. FROM PAGE B1

New heart, new moves, new soul, new Caravan Dodge continues its new product onslaught with the new 2011 Dodge Grand Caravan, a minivan with the driving dynamics of a performance sedan — and a little bit of attitude. “At Dodge, we believe that just because a driver needs the versatility of a minivan doesn’t mean that the experience has to be boring,” said Ralph Gilles, President and CEO — Dodge Brand, Chrysler Group LLC. “Our engineers redesigned and retuned virtually every system in the new Grand Caravan’s suspension. That suspension overhaul, combined with a new V-6 engine that delivers best-in-class horsepower, gives Grand Caravan drivers a dynamic driving experience that other minivans in the segment just don’t deliver. We encourage you to get behind the wheel, and enjoy a driving experience once never thought possible in such a functional vehicle.” The 2011 Dodge Grand Caravan will be available in four configurations that fit almost any lifestyle: the Express, Mainstreet, Crew, and arriving in spring 2011, the Dodge Grand Caravan R/T. At the heart of the 2011 Dodge Grand Caravan is an all-new powertrain. The new 3.6-liter Pentastar V-6 engine is mated to a smooth-shifting six-speed automatic transaxle. This potent combination replaces all three of the previous minivan engines. Gone are the

3.3-liter, 3.8-liter and 4.0-liter V-6 engines, all replaced with one high-tech, high-performing and highly responsive motor that hits the sweet spot between power and efficiency. With the Pentastar engine, the new Grand Caravan delivers best-in-class horsepower (283 hp compared with 197 hp in the previous 3.8-liter V-6 engine) and more torque (260 lb.-ft. versus 230 lb.-ft.) without sacrificing fuel economy. The 2011 Grand Caravan also features a new driver-selectable fuel economizer mode. Drivers can change the transaxle shift schedule with the flip of a switch to maximize their fuel economy. In addition, a 12 mm lower ride height, new premium, lower-rolling resistance tires, a new spoiler and reduced brake caliper and rear bearing drag all contribute to Dodge Grand Caravan’s class-leading aerodynamics and excellent fuel economy. Dodge has also redesigned the 2011 Grand Caravan to match its new attitude about driving. A new front fascia that sports the new Dodge signature “split crosshair” grille, a new hood and quad headlamps all combine to give the face of the 2011 Grand Caravan a more aggressive feel. A new, more sculpted rear fascia and liftgate, new rear “ring of fire” LED taillamps and new Dodge badge complete the look from front to back.

Old Christmas cards can also be reused and made into gift tags. Make sure you save gift bags, boxes, ribbons and bows to be reused year after year. Abbotsford Community Services Recycling Program wants the public to remember the environment this holiday season. Gift wrap is enjoyed for a few moments on Christmas morning and then spends years in a landfill. Traditional gift wrap is not recyclable because of the poor paper quality, high dye content and the plastic ribbons and bows that often remain attached which can contaminate the paper product. Organizers offer these ideas: Instead of using gift wrap, make your own Christmas wrap using brown paper bags or a roll
