The two Abbotsford charities that hold major Christmas fundraising campaigns are both behind where they were last year at this time. The Salvation Army and the Abbotsford Community Services’ Food Bank/ Christmas Bureau have not reached their fundraising goals of $475,000 and $500,000 respectively, although there is still time for the public to help. The money raised at this time of year goes toward supporting the agencies yearround. The Sally Ann has held steady with its Red Kettle campaign, but mail-in and drop-off donations are down about $70,000 from the same point last year, said Deb Lowell, public relations director. “This concerns us because every dollar we are short means cuts to vital programs and services that we offer,” she said. Food bank coordinator Dave Murray said the organization

is not as far behind as it was earlier in the month. The total for the Christmas Bureau is about $315,000 – $5,000 below last year at the same time. However, both organizations said their client numbers are up, meaning their money has to stretch further than ever before. Both agencies currently serve about 4,000 clients a month. Murray said he is optimistic the community will come through. “If the community believes they should feed the hungry, provide shelter for the homeless ... they will support us. I believe our community believes in those ideals.” Donations for the Salvation Army may be made by mail, by phone (604-852-9305), online (careandshare.ca) or in person at either the Centre of Hope (34081 Gladys Ave.) or Cascade Community Church (35190 DeLair Rd.). No deal on tax freeze

A proposed business tax freeze is on ice. Presented to council by the Abbotsford Chamber of Commerce in November, the four-year tax exemption plan was not part of the 2011 budget passed last week. “We weren’t totally surprised it didn’t get into this year’s budget,” said David Hull, executive director of the chamber. Calling the proposal innovative and new, Hull said he’s disappointed council didn’t investigate the economic development idea more thoroughly. He said the concept would not have businesses paying less tax – rather the rate would remain consistent at 2010 levels. However, with a tax increase of 4.3 per cent this year, residential taxpayers would have to make up the $1.7million shortfall. According to a report by Judy Lewis, general manager of finance and corporate services,

While encouraged the deal is not dead, Hull doesn’t agree with the arguments put forth against the freeze. “Call me crazy, but you could cut the budget,” he said, rather than passing off the shortfall onto taxpayers. “Maybe it’s time to have some radical changes in how we provide services in this city.” Hull acknowledged that it isn’t an Abbotsford issue as much as a Canada-wide problem, calling the municipal tax system “broken.” Things need to be different and Hull wants Abbotsford to lead the way. “They’ve been robbing the capital Peter, to pay the operating Paul,” said Hull, adding all cities’ infrastructure is beginning to crumble and the money isn’t there to maintain it. He maintained taxes will just keep going up. With businesses paying roughly 2.6 times the amount of municipal tax that property owners pay, Hull isn’t going to give up the fight. “We won’t be beat down by this one setback. We may not always agree, but we’ll work with the city to get it right.”

An Abbotsford woman and her family will whip up Indian cuisine for the fourth consecutive year, and provide a free meal to the community on New Year’s Day. Gurdip Dhaliwal said anyone is welcome to enjoy the spread of samosas, rottis, steamed rice, curried chick peas, vegetables and rice pudding at the Salvation Army’s Centre of Hope on Gladys Avenue. Lunch is served from 11:30 a.m. until about 2 p.m. on Saturday, Jan. 1. Dhaliwal, who provides home care for seniors, pays for all the ingredients herself. She and six or seven of her family members – including

They create enough food for about 200 people. Any leftovers are delivered to the Sikh temple on South Fraser Way. They prepare everything in Dhaliwal’s garage, where she sets up a gas stove and all the cooking supplies. She first prepared the feast in 2007, after approaching the Salvation Army with an idea to help feed the hungry on Christmas Day. Dhaliwal was told there was already plenty of food being offered around that time, but nobody was doing anything for New Year’s Day. She said it’s a lot of work, but she looks forward to helping others. “From my heart, I want to donate something,” she said.

E-COMM TOWER A 50-metre telecommunication tower will be constructed at 39844 Old Yale Road, despite protests from local residents. Concerns regarding the health effects of living next to the structure, and how it may obstruct views, were the main concerns voiced last week. Residents were told the tower was being built, not for cellphone use, but for the new E-Comm radio service for the Abbotsford Police Department. One area resident asked council for a guarantee that cellular service would not be added later. “I can’t tell you what future councils will do,” replied Abbotsford Mayor George Peary. “I can tell you that this council has no plans to add cellular service.”

HOUSING STARTS Multiple family units made up more than half of the 56 housing starts in the Abbotsford CMA during November, according to figures released by Canada Mortgage and Housing Corporation (CMHC). Despite the uptick in multiple family starts in November, single family homes have accounted for the majority of residential building in the Abbotsford CMA this year. There have been 331 single family housing starts year-todate.

NATURAL GAS TRUCKS Abbotsford’s Vedder Transport Ltd. has ordered 50 Peterbilt 386 liquefied natural gas trucks from Westport Innovations Inc. in Vancouver. The new trucks will be used on routes within Southern B.C., primarily servicing the Bulk Food Grade Industry such as the B.C. Dairy Producers. “Adding natural gas trucks to our fleet will help us reduce transportation-related emissions, ultimately improving air quality while reducing fuel management expenses,” said Fred Zweep, president of Vedder Transportation.

The Fraser Valley needs to get – and pay for – a much higher level of bus service, but a rail transit service that would wind its way along the old Interurban line is not among the recommended options. A long-awaited provincial government review of Valley transit concludes a new commuter rail service on the Interurban corridor from Abbotsford to Surrey would cost $70 million a year – almost as much as a more urgently needed expansion in local, regional and inter-regional bus service that would take the current system from $11 million a year to $90 million. Providing premium express bus service on Highway 1 in dedicated lanes would be much cheaper than rail, it says, freeing up more money for the improved bus service, which is estimated to serve 20 times as many passengers. “Although an inter-regional railway service between the Fraser Valley and Metro Vancouver may be part of a long-term future, a strong foundation of local, regional and inter-regional services as presented in the Vision is an essential starting point.” More passengers would likely be served using light-rail trains, the analysis shows, but at a higher cost of $108 million per year to Abbotsford and $176 million to

Chilliwack. The report recommends a fivefold increase in local bus service in the Valley to 420,000 service hours over the next 20 years, up from 85,000 today. Bus Rapid Transit (BRT) lines would let passengers board every 10 minutes or less on the hightraffic South Fraser Way and Yale Road corridors. Express bus routes using more comfortable highway coaches would link Abbotsford west through Langley along both the Highway 1 and Fraser Highway corridors to SkyTrain in Surrey or else Burnaby via the new Port Mann Bridge. Another express route would go north from Abbotsford to Mission and then west through Maple Ridge and on to the Tri-Cities. Others would connect Abbotsford to Chilliwack and Chilliwack to both Agassiz and Hope. The highway buses would range from service as often as every 10 minutes to hourly (to Agassiz) and five trips per day to Hope. Also envisioned are grids of interconnected frequent transit corridors – guaranteeing buses every 15 minutes, 15 hours a day. Consultants also looked at extending West Coast Express across the Fraser River into downtown Abbotsford, but the cost would be $11.6 million.

The wording of your expression regarding nonstop yearly property tax increases says something of you as a person. Regarding another councillor’s comment, “there isn’t enough in this budget for what we need, let alone what we want”: Right! There was real need for spending $1 million on a friendship garden. Abbotsford Entertainment and Sports Centre and related white elephants costing over $100 million in upfront costs and millions a year in debt servicing and operating deficits is something that citizens here can’t live without. So that was very urgent need of course. Bringing in the Calgary Flames’ farm team for that arena justifies the need even more; you know the people here were dying to watch Calgary’s farm team in this Canucks nation. I guess that need was even more important than saving up the money for looming water and sewer system upgrades, needed in a couple of years. People can live without water but not without the Flames’ farm team. I don’t know what it costs, but having a sister city in Japan is another urgent need. I could

spend some more time here explaining money spent on “needs” (bike lanes) but what for? Nothing changes, it’s business as usual in this city. There was a question from another councillor to Bill, that he needs to come up with practical suggestions regarding taxation. Bill, you didn’t offer any at that time, but I am sure if you sit down and think hard you can offer something. Where there is a will, there is a way. Will is what is lacking in our leaders right now. It is way easier to continue doing what has been going on. It’s like sheep following each other in a herd without thinking, but it takes a real leader with a vision and some innovative ideas when a change in direction is needed. A leader is someone who steps up to the challenge and make some hard decisions, if needed. It can’t go on like this forever, it is unsustainable. And for one councillor asking another for some practical suggestions – this is what all councillors got elected for, what all councillors are serving people for. Here is an invitation to all our civic leaders: Bring some practical suggestions so that this vicious cycle can be stopped. Amarinder Khangura

One of the things of concern to me for some time is poor voter turn out and general lack of interest in voting. Also, the fact I don’t have a choice when it comes to premier, unless I vote for the candidate politically connected to that individual. Maybe it is that lack of individual choice and individual vote power that is causing the lack of interest in voting? It seems past time for a new political structure in B.C. and, for that matter, across Canada. The most logical way for the majority wishes of any constituency to be upheld is by electing an independent, accountable only to their constituents, not a political party. I have great faith in the collective wisdom of the citizens and majority rule. Those running for premier should be on every ballot, provincewide. After that, all elected would form government. The premier would then pick people to head government departments, sort of a board of directors, (cabinet), accountable to the whole assembly. Len Visser

Commitment to transit

The provincial transportation ministry has created a road map for an integrated transit system that will guide the Fraser Valley for the next two decades. But is there the political will to see it through? In the sprawling report, “Strategic Review of Transit in the Fraser Valley” released last week, words like “unprecedented” figure prominently. The report recognizes that the Fraser Valley has lagged in a commitment to public transit. Significant effort would be needed simply to catch up, the report says. However, the “vision” calls for much more. It sees 420,000 hours of local service in the Fraser Valley, from the current level of 85,000. Contained in that vision is a system that includes a mix of rapid, express and neighbourhood transit options, running at 15-minute intervals at peak times within urban areas. These urban centres (Chilliwack, Abbotsford and Mission) would then be connected by

transit coaches, offering riders comfort and convenience along designated highway lanes. The cost of this service would climb from the current $10 million annually, to $90 million. And there’s the rub. Realizing the vision outlined by the transportation ministry would take an aggressive readjustment of how much we pay for transit. Currently, Chilliwack dedicates only a fraction of the property taxes it gathers to transit – only $9 per capita, versus $26 in Kamloops and Kelowna. Obviously that would have to change. Finding “stable and predictable” funding is key to realizing the report’s 20-year vision. It will take a frank and honest agreement that the road map charted by the transportation ministry is the direction we want to go. And it will take an active public campaign to convince residents that the system is worth paying for. Let’s see who’s willing to step up. – Black Press

Other Hand Attending one of the many Christmas get-togethers that are customary this time of year, I was standing quietly trying not to be too obvious in my surreptitious ogling of the servers, when a kind, sweet gentleman approached me. After the introductory “Hi, how are yas,” he gushed on about how much he enjoyed reading my column. Basking in egotistical glow, I listened on, until he smilingly and helpfully pointed out that “You look older than your picture.” (GASP!) After an embarrassed laugh, I indicated that no matter when a picture is taken, we are always older than the moment the shutter was snapped. I also noted in explanation for my obvious-tohim-aging, that the photo attached to this column is five years old and perhaps since then my hair had become a little more grey. A fact that I had to accept

I also had to accept that among my various talents and abilities, being photogenic is not one of them. I take a lousy picture. I do, however, provide a certain mirth for family members when sharing photos of me taken out in the snow, or returning from the barn, looking like a dork in gumboots still wearing pajamas and housecoat. Fortunately most of them are shot from so far away you wouldn’t notice the wrinkles, turkey neck or peppered hair, as was unfortunately the observed case of the gentleman at the party. It also doesn’t help one’s celluloid, and now digital, image when the person taking the picture asks you to pose repeatedly because the camera isn’t set up properly or the flash is almost dead and takes an eternity to recharge. How long can you maintain a smile while mentally screaming, “Get on with it,” knowing that by the time the shutter finally trips, the image will preserve a grimaced visage rather than the contrived ‘joy’ of the moment?

And who really wants these photos anyway? Certainly not me, nor I’m sure the person or persons I was jointly coerced into posing with … meaning most will be humorously passed on by the photographer, enhanced with comments such as “Mark (and/or

Not that he made me look like George Clooney, but at least my eyes give the impression I’m smiling rather than conveying my usual annoyance of repeated posing. If, however, I take the kind gentleman’s observations as a reality check, then

perhaps a call to the photo department for an updated retake (without acceding to the temptation of Grecian Formula) is in order … and while I’m at it I should consider retakes for my driver’s licence and passport because those are true horrors, looking more like police mugshots following a heinous crime. Regardless of how you view yourself in photos, the end result is always based on the impression left in the eye of the beholder. So keep on smiling, with mouth and eyes, and remember that good or bad you are leaving a legacy for others. Just beware that eventually someone will say something off the cuff. All you need to do is hope the remark is more along the lines that you look better in person than in photographs. The cross I shall bear, however, will continue to be “you look older” until a new photo is taken. On the other hand it does provide an opportunity to write a column, so thank you kind gentleman for pointing out reality, making me smile genuinely and creating the impetus for this missive. markrushton@abbynews.com

The holiday is comparable to Christmas, she said, with the city shutting down and families getting together for huge feasts. “You make a really deep connection with the people you stay with,” she added. “You reach a deeper level than you would in any other experience.” Au pairing is becoming increasingly popular. According to the International Au Pair Organization, every year 100,000 young people around the world take part in an au pair placement. A handful of Hodges’ friends have also discovered the

opportunity. One recently travelled to France, another just left for Australia, and 19-year-old Melissa Levesque is spending 10 months in Coatesville, New Zealand next year. Experiences shared by friends has sparked Levesque’s interest in the cultural exchange. “I’m nervous but really excited,” she said. “I’ve been wanting to do something like this for awhile. It’s a good way to travel without having to worry about trying to find a job once you’re there and where you’re going to stay. You have those connections already.”

With 2010 almost history, The News takes a look at the top five sports stories of the past 12 months

1. Olympic spirit shone brightly The Vancouver Olympics were the dominant sports story of the year in B.C., and the Winter Games’ impact extended to Abbotsford as well. Skeleton athlete Amy Gough, a graduate of Abbotsford Senior Secondary, thrilled local sports fans with an impressive performance at Whistler Sliding Centre. She finished seventh, and only a subpar second run kept her off the podium. An estimated 20,000 people showed up at Rotary Stadium on Feb. 7 for the local Olympic torch relay celebration, and they watched local track and field coaching legend Gerry Swan light the cauldron. The Japanese short track speed skating team and the Russian figure skating squad held pre-Games training camps at Abbotsford Recreation Centre, and the Norwegian men’s hockey team took on the UBC Thunderbirds in an exhibition game at the Abbotsford Entertainment and Sports Centre.

Star Safety System Toyota is the first full-line manufacturer to make the features of the six Star Safety System™standard on all vehicles. All six Star Safety System components feature advanced accident-avoidance technologies, including the following: Vehicle Stability Control (VSC)

Brake Assist (BA)

Vehicle Stability Control, or VSC, helps to keep your wheels from slipping. It does this by monitoring and comparing the direction you are steering and the direction the vehicle is actually moving. When it senses that the two are NOT the same, it reduces engine power (to keep it from getting any worse) and automatically applies braking to the individual wheels to correct the slipping.

Brake Assist is probably the easiest of the five components to understand… it is designed to detect sudden, or panic braking, such as when a child or animal suddenly darts out in front of your vehicle. When the system detects you moving from the gas pedal to the brake, and giving it more than light pressure, it applies the full force of the brakes to help you stop faster, even if you don’t get the brake pedal pushed down all the way.

Traction Control (TRAC)

Electronic Brake-Force Distribution (EBD)

Traction Control, or TRAC, helps to maintain traction control when driving on slippery surfaces, like ice, gravel, or even just wet pavement. Sensors pick up when any of your wheels begin to lose traction and start spinning. When this happens, the TRAC system applies brake force to only the wheels which are spinning, which increases the relative power to the wheels that DO still have traction, allowing you to avoid going into a slide.

Anti-lock brakes have been around for quite some time, and nearly everyone has heard of them, though not everyone actually knows what they do. When you slam your brakes on in an emergency, the brakes can lock, causing you to skid (meaning you take much longer to stop than you expect). ABS works to prevent this by having sensors in each wheel that detect that locking as it happens, which triggers the brakes to begin pulsing on and off, with each pulse lasting only a fraction of a second. This breaks the “lock” and keeps helps you to stop faster.

When engaged, the system will reduce engine power to help the brakes bring the vehicle to a stop. Factors including speed, road conditions and driver input can all impact stopping distance. When you stop suddenly, for example, momentum causes the vehicle to tilt forward slightly, reducing the power to the rear brakes.
