Abbotsford will continue its quest to leave the Fraser Valley Regional District, and move to single tier governance. Staff were told Monday to investigate the process, which could take up to two years to complete, and requires provincial approval. Abbotsford contributes more than $3 million – almost half the total FVRD budget. According to a staff report, the city does not receive equal value in services. Ending the relationship could save taxpayers between $800,000 and $1.4 million each year, say city staff. Coun. Patricia Ross asked for a deferral until April 4, but was denied. Ross, who is also chair of the FVRD, said the report was based on old 2010 information. A review of the allocation of FVRD services is underway and she believes the district should have the chance to respond to concerns. She added if Abbotsford proceeds, the provincial government could force the city to become part of Metro Vancouver, rather than remain a separate entity. “That will cost even more,” she said, adding the notion of becoming a single tier governance was “a long shot.” Ross emphasized she was speaking as

The Fraser Valley Regional District headquarters is located in Chilliwack. a city councillor and not as the FVRD chair. Mayor George Peary disagreed with her Metro assessment, calling the comments “a little bit of fear mongering.” “The decision itself in not irrevocable. It’s the first step in a long journey ... we should start that journey,” said Coun. John Smith, who asked staff to provide a budget of what it will cost to cover the services the FVRD presently provides. Only Ross voted against the motion, while Couns. Les Barkman and Bill MacGregor were absent from the

meeting. The FVRD consists of six municipalities – Abbotsford, Mission, Chilliwack, Hope, Kent and Harrison – and eight electoral areas. Some of the services provided by the district include 911 services and fire dispatch, mosquito control, planning, and garbage collection. If Abbotsford decides to leave the FVRD, it may have to remove itself from the Fraser Valley Regional Hospital District. The purpose of the district is to raise funds for capital costs associated with hospital facilities and major equipment purchases. According to 2009 financial statements, the hospital district has just under $54 million in outstanding debt. Under the current financial system, Abbotsford is responsible for 49 per cent. “We would have to take that debt with us,” said city manager Frank Pizzuto. “We are paying for it anyway.” Presently, the city pays a yearly amount on the debt, in addition to the just over $3 million the city pays each year to the FVRD. Judy Lewis, Abbotsford’s chief financial officer, said in 2010 the city paid approximately $5.5 million to the hospital district. How much of the debt Abbotsford would accept will have to be negotiated.

There is “zero chance” that any criminal group in the Lower Mainland will be as dominant as the Red Scorpions and United Nations Gang once were, according to a local criminology expert. Daryl Plecas, of the school of criminology and criminal justice at University of the Fraser Valley, commented on the issue following Monday’s announcement of new charges against several UN Gang members. These charges, and numerous prior counts, have spelled the downfall of the Red Scorpions and UN, with several high-profile members now behind bars. This has left a gap in the drug trade that others are scrambling to fill, but Plecas said he is confident the public will not see the same level of violence as in 2009. That year, gunfire erupted throughout the Lower Mainland and multiple murders were recorded – 11 in Abbotsford alone, with eight being linked to drugs or organized crime. “There will be no chance

He said this has created a challenge for police, as they try to determine who’s aligning with whom. He said it appears that many – including former Scorpion and UN members – appear to be biding their time, waiting to see whose roster they want to join. A man believed to have connections with the Duhre Group is facing several drug and weapons charges after police executed a search warrant in Chilliwack on Tuesday night. Police seized seven firearms, ammunition, drugs and cash from a residence in the 47000 block of Brewster Place. The Abbotsford Police Department’s gang suppression and drug enforcement units were involved in the search and seizure, along with the RCMP Lower Mainland Emergency Response Team and Chilliwack RCMP. Among the firearms seized was an Uzi semi-automatic gun. Also found were high-capacity magazines, an extendable metal baton, more than 2,400 rounds of ammunition, thousands of dol-

The home was vacant at the time, but a 32-year-old man associated with the residence was arrested at about 6 p.m. when he attempted to drive past. Close to a pound of methamphetamine was located in his vehicle.

Const. Ian MacDonald said Abbotsford Police were involved in the Chilliwack arrest because an investigation into the suspect’s activities had already begun in this community. “We knew that he had connections to that residence (in Chilliwack) but, historically, we’re dealing with someone who has resided in Abbotsford,” he said. The man, whose name has not yet been released, is known to police. MacDonald said at least one other person connected to the home is under investigation and could face charges. MacDonald said the arrest attests to the work being done by the gang suppression unit, and other police detachments in the Lower Mainland, in identifying and disrupting gang activity. The Abbotsford Police have previously identified the Duhre Group as the dominant gang operating in this city.

NewsBytes EXPENSIVE HOUSING An international survey on housing affordability found Abbotsford is one of the most expensive cities in Canada. The international survey looked at 35 housing markets across Canada, comparing average house prices with median household incomes. Of those, Abbotsford was the third most expensive, requiring an average of 6.5 years of household income to buy a house. Vancouver was highest (9.5), and Windsor, Ont. (2.1) was lowest. To be considered affordable, housing should not exceed three times gross yearly household income. The only cities less affordable than Vancouver were Sydney, Australia (9.6) and Hong Kong (11.4).

PLUG PULLED ON POOL Matsqui Village Pool has seen its last swimmer. After years of debate, the facility has been closed in favour of a new playground and washrooms. Opened in the 1960s in Matsqui Village Park, the small outdoor pool was closed last season, due to a leak that was saturating the surrounding soil with chlorinated water. An inspection revealed several leaks throughout the tank. An estimated $1 million would have been needed to bring the pool up to code and another $70,000 a year in operating costs. Capital funding of $250,000 will be spent to demolish the pool tank and building and set up the playground, designed for kids age two to 12. It will cost $5,000 annually for upkeep. The pool’s fate has been up in the air for years. Staff had recommended closing it in 2002 but a backlash from Matsqui Village residents kept it running. “I feel like we are destroying a piece of history here, and a way of life,” said Coun. Patricia Ross. However, she agreed with council’s decision. Residents will be consulted about what kind of playground equipment is to be installed.

Share the gift When Marshall McLuhan first identified in the 1960s the possibility of a post-literate society in which a visual, individualistic print culture would be usurped by the aural and oral culture of electronic media, the Internet, high definition television and XBox weren’t even a gleam in futurists’ eyes. Now, some observers say that possibility is a reality. Kids spend countless hours honing their reflexes on video games. Watching HDTV is almost as good as being there. And we all spend way too much time surfing the web. Meantime, newspapers and magazines are struggling for readers. Books gather dust on shelves. But even this so-called post-literate society requires a great deal of literacy. There are labels, instructions and guides to be read. And all those little symbols on your computer screen? They’re called words. Not to mention email and text messages.

That’s why today – Family Literacy Day – is so important. If anything, our wired-up, plugged-in multimedia post-literate world has made literacy essential. Yet according to Statistics Canada, approximately nine million Canadian adults struggle with poor literacy skills. Imagine not understanding what’s printed on a cereal box, bottle of medicine, DVD case, shop sign or restaurant menu. In fact, we do so much reading in our daily lives, it’s easy to take literacy for granted. But none of us were born literate. We had to work at it. Ideally, we started that work early, when it seemed more like play, or sharing quality time with parents or siblings as they read stories to us, and taught us some of the words so we could read along. Literacy is a gift that needs to be shared. Be sure to pass it on. – Black Press

NDP’s problems go much deeper Tom

Views As the minutes ticked down to last week’s deadline for NDP leadership candidates to sell memberships, the Adrian Dix campaign brought in stacks of memberships and bags of money, which was then divvied up and attached to memberships. Rival candidates Harry Lali and Mike Farnworth cried foul, but the party brass quickly decided the strict rules they imposed were just guidelines, and they’ll accept the memberships. So Dix is now the front-runner, assuming these thousands of suddenly inspired members from Vancouver’s South Asian and Filipino communities translate into votes for him on April 17. As stinky as all this is, it’s not the NDP’s biggest problem. Dix’s remarks in launching his campaign point to another one. He chose a theme of wealth redistribution. “Analysis from all over the developed

world demonstrates that the polarization of wealth and power, and the growth of poverty, have very significant financial and social costs imposed on our children and our communities by the growing divide in our society,” he said. Dix didn’t indicate how he intends to correct this “morally wrong” situation where some people have lots of money and others don’t. But another political controversy in Vancouver offers a clue. B.C. Liberal MLA Kash Heed is being investigated by the RCMP over campaign leaflets distributed to the Chinese community in Vancouver-Fraserview in 2009. The problem wasn’t the content, but rather the anonymous nature of the brochures and the way they were paid for. One leaflet claimed the NDP supports a “death tax” on inheritance. This would be one way to realize Dix’s dream of government-imposed financial equality, although it’s not one espoused recently by candidates. But if you look up the B.C. NDP constitution, you’ll find it starts by declaring loyalty to “democratic socialist principles,” which are defined as follows: “a) the production and distribution of goods and services shall be directed to

meeting the social and individual needs of people and not for profit, b) the modification and control of the operations of monopolistic productive and distributive organizations through economic and social planning towards these ends, and c) where necessary, the extension of the principle of social ownership.” Now this is watered down from the

But there remains a definite whiff of Cuba and Venezuela, where the state seized the means of production from private owners and ran it into the ground. Dix and leadership rival John Horgan both worked for the NDP governments

of the 1990s. Horgan describes what he calls a “capital strike” that hit B.C. after the NDP was elected. His terminology hints at a conspiracy of capitalists to pull investment from B.C., to punish the NDP. To Horgan I would reply that this is an understandable reaction by investors to a party that remains explicitly opposed to profit. To Dix, I would say I look forward to details of this analysis of the terrible effects of income inequality in the developed world. My understanding is that if it weren’t for private capital, competition and rewards for efficiency and innovation, there wouldn’t be much of a developed world to analyze. The root of the recent turmoil in the NDP has been described as a lack of policies. That’s not accurate. Judging by the party’s foundation document, the problem is policies so discredited they can’t mention them. Actually there is a modern policy that equalizes wealth by supporting the poor and placing more of the burden on those most able to pay, while encouraging investment. Regarding the initiative by the local chamber of commerce for Abbotsford to withdraw from the Fraser Valley Regional District (FVRD) I think that they should think again. The land and its communities both large and small that the FVRD represents covers a vast area. Without the FVRD, Metro Vancouver would become an even bigger bully. Large corporations and businesses would do even more harm to the environment than they are currently doing.

This large area needs one voice or ‘united we stand divided we fall,’ is a saying that comes to mind. Could the bigger agenda be in freeing us up so that we can becom a member of Metro Vancouver (MV) to be followed closely by Mission? If this were the case, the monies saved by leaving the FVRD would be small change when compared to the millions that being part of MV would cost the taxpayer – then add 10 to 12 cents a litre on gas. Asbestos dredging will continue in ’11 Neil CORBETT

The City of Abbotsford will have to continue dredging asbestos out of the Sumas River in 2011. The naturally occurring material is carried from a watercourse in the U.S., and settles in the river sediment. The river has been dredged annually for flood control, but the presence of the carcinogen means city workers must take special measures, including protective gear for workers. “WCB commended us on the job we did (last year),” said Jim Gordon, city general manager of engineering. Wet asbestos is not a known hazard, but if it is inhaled the substance can cause cancer. There is a chance that if the Sumas River waters flooded, the material could spread, and as it dried, people could be exposed to health risk. “There’s a chance it could be dangerous,” said Gordon. “If there’s a chance, we have to take the proper measures.” In 2009 officials from the U.S. Environmental Protection Agency warned the city about the asbestos. There is a Sumas Mountain in Washington state, and a slide on the mountain has exposed naturally occurring asbestos. It is picked up by Swift Creek, which drains into the Sumas River and ultimately the

Fraser River. Asbestos levels were actually higher in the Sumas River than in Swift Creek last year. Gordon said the city has also been in touch with U.S. officials, to see whether they can stop or reduce the amount of asbestos. According to a city press release, sampling of the sediments dredged from the Sumas River in 2010 showed similar trends to 2009 results. “Testing indicated that sediments from the dredging locations closer to the Canada-U.S. border contained higher asbestos levels than locations further downstream,” said Mayor George Peary in the release. “Also similar to the 2009 investigation, there was a spike in asbestos levels at the location downstream of the confluence with McKay Creek, however, no contamination was found in McKay Creek.” Following the results of the sediment testing, Peary sent a letter to the provincial environmental ministry urging them to discuss the matter with the US Environmental Protection Agency and encourage them to employ efforts to minimize the release of the naturallyoccurring asbestos sediments in Washington State into the Sumas River. The dredged asbestos is taken to the Valley Road landfill, and covered with soil.

For fans of the Abbotsford Heat, the off-ice events of Wednesday morning were at least as interesting as what was happening on the ice. The Heat had a rare morning game – a 4-2 road loss to the San Antonio Rampage – but equally intriguing was the future of Calgary Flames centre Craig Conroy. Conroy, a veteran of 1,009 NHL games, cleared waivers on Wednesday after being a healthy scratch for 27 of the parent club’s last 28 contests. That left the 39-yearold at a fork in the road: Retire as a player, or accept an AHL assignment with the Heat. Conroy’s presence in Abbotsford would be a huge boon for the Heat, in terms of on-ice contributions, marketing potential, and the ability to mentor one of the youngest teams in the AHL. The prototype for such a leadership role would be Mike Keane – the three-time Stanley Cup winner spent the twilight of his career with the Manitoba Moose be-

fore retiring last summer at age 43. But at age 39, and with a family to consider, Conroy told the Calgary Sun on Wednesday he’s leaning towards retirement. Jay Feaster, the Flames’ acting general manager, said the organization would give Conroy through the all-star break (Jan. 29-30) to decide his future. As news broke that Conroy had cleared waivers, the Heat were in action at San Antonio’s AT&T Centre. They were at their roughand-tumble best in the first period, out-shooting the Rampage 13-6 and claiming a 1-0 lead. Matt Keith, on a two-man advantage, did the honours with his team-leading 14th goal. But the Rampage found traction after the first intermission, outshooting Abbotsford 23-18 over the rest of the game. Bracken Kearns, Alexandre Picard, Brett MacLean and Jonas Ahnelov scored to give the hosts a three-goal cushion, before Heat defenceman T.J. Brodie tacked on a late power play goal.

Basketball action this weekend!

V-ball, hoops on menu at UFV It’s shaping up to be a huge sports week at the University of the Fraser Valley. The festivities at the Envision Athletic Centre begin Thursday, as the Cascades volleyballers host their crosstown rivals from Columbia Bible College. The women start things off at 6 p.m., followed by the men at 7:45 p.m., in a match-up that has come to be known as the Battle of Abbotsford. The men’s game figures to be particularly fascinating. The CBC Bearcats men are second in the B.C. Colleges Athletic Association (BCCAA) with a 7-4 record, and are ranked

No. 11 in the country after sweeping the Camosun Chargers and Vancouver Island University Mariners on the road last weekend. But the fifth-place Cascades matched that feat, sweeping the Island squads in a pair of fiveset thrillers, and they’re hitting their stride. On Friday and Saturday, the UFV hoopsters welcome the Regina Cougars for a pair of CIS basketball doubleheaders. The Regina women are one of the marquee programs in

the country – at 13-3, they’re second in Canada West and ranked No. 5 nationally. The Cascades women (8-8) have been coming on strong, though, posting a notable upset on Jan. 14 over the Alberta Pandas, who were tops in Canada West at the time. The UFV men, meanwhile, are intent on improving their postseason position. At 6-10, they currently occupy the eighth and final Canada West playoff spot. The Regina men (106) are in fifth place.

BROCK Denis James Brock passed away January 20, 2011 at Abbotsford Regional Hospital with family and friends at his side. Denis was born in London England on December 23, 1947. He moved to Canada in 1994 and continued his career as a Lighting Gaffer in films and television. Denis will be deeply missed by his loving wife Sue, his sons Gareth and Rhys, father James, brothers John, Colin, Mark, sisters Brenda and Margaret, his nieces, nephews and all his many friends. A celebration of life will be held at Woodlawn Mission Funeral Home, 7386 Horne Street Mission on Saturday January 29, 2011 from 2- 4. KERYLUIK Jane (Janna) (nee Mikolajczyk) Born April 29, 1933 Passed January 23, 2011 It is with great sadness the family of Jane Keryluik announces that she passed away peacefully into the presence of the Lord at Abbotsford, BC, at the age of 77 years. Jane is survived by Mike, her husband of 59 years, her daughter Sharon (Phil) of Chilliwack, her son Gerry (Peggy) of Abbotsford, and her son Michael (Jennifer) of Prince George. She is pre-deceased by her daughter Karen (Randy). Surviving her also is one brother, two sisters, 7 grandchildren, and 4 great-grandchildren. Jane met and married her husband Mike in Prince George, where they resided for over 50 years. After they retired they lived as ‘snowbirds’ for 11 years, travelling with their RV throughout Canada and USA. They have made Abbotsford their home for the past 8 years. A celebration of Jane’s life will be held at Cascade Community Church, Abbotsford, BC, on Thursday, January 27, 2011 at 11:30 am. The family requests that donations on her behalf are to be made to the Heart and Stroke Foundation of Canada.

GARDIN Barbara Ann 1919 - 2011 Passed away peacefully on Saturday, January 22nd, surrounded by her family. She was a tireless advocate for those less fortunate. Barb worked as a nurse for over 40 years, a career that took her to Montreal and Colorado before settling in Alberta and finally B.C. She always challenged people to be their best, and her enthusiasm and zest for life will be missed by all who knew her. She was the matriarch, the support system, and the ‘go to’ person for her family and friends. She volunteered for the Mission Community Services, The Transition House, the food bank, birthright and the Cancer Society. Jane Tessaro (nee: Leavitt) passed away on January 13, 2011, at the age of 91 in Abbotsford, BC. She is survived by her son Stacy, grandsons Mark and Chad Deering; sister-in-law Nora Baldwin; and many nieces and nephews. She was predeceased by her husband Victor and daughter Vicki (Bob) Deering. Over the years she was a member of the Women’s Institute, Job’s Daughters Council, PTA, Toastmistress Club, Christian Women’s Club, Eastern Star and Hospital Auxiliary, and served as a trustee on the MSA hospital board for 18 years. She also kept busy in church activities and assisting at blood donor clinics. She loved her sewing club and her happiest volunteer duty was comforting sick children in the Pediatrics Ward of the old hospital. The family thank the staff of the Menno Home for taking such good care of Mom and Grandma. No funeral service will be held at her request.

STAINES Harold William “Harry” November 1943 – January 2011 After a courageous battle with cancer, Harry passed away quietly on the morning of January 23rd with his wife of 42 years, Suzanne, at his side. He leaves behind his children Tracy (Joey) and Len (Judy), treasured grandchildren, Kaitlin, Alexis, Nolan & ‘Lil’ Kaitlyn, brother-in-law Craig (Gwen) Ruddick, mother-inlaw Shirley Ruddick, a niece and nephews. Harry worked for Corrections Canada for 33 years before retiring in 1999 to spend time raising and showing Chows(Chinabar Chows). He volunteered for many years with the Lower Mainland Dog Fanciers of BC hosting the largest dog show in Canada at the Tradex. A special Thank You to the doctors, nurses, staff and volunteers at the Christine Morrison Hospice for your wonderful support and care of Harry. Join us Thursday February 3rd 2:00 pm at the Best Western (Mission City Lodge) for a Celebration of Life. In lieu of flowers, donations to the Mission Hospice Society would be greatly appreciated. WEBSTER, James Bruce (1925-2011) Bruce passed away January 19, 2011, ending a valiant 10 year battle with Alzheimer’s, in Campbell River, B.C., with his loving wife of 56 years, Marion (Adams) at his side. Left to miss him are his wife Marion, sons John (Marion), Graham (Joanne), and daughter Shawn (Steve Foley). Also remembering him are grandsons Chris Webster(Adrianna), Adam Webster(Samantha), Landon Foley, and Griffin Foley, as well as granddaughters Erin Horvath and Kathryn Webster, and greatgrandson Daniel Webster. His sister Evelyn Boland and family of Victoria, B.C. will also miss him greatly, as well as brother-in-law Bud Adams (Norma) and family, and sister-in-law Peggy MacDonald (Skip) and family of Campbell River. Bruce was born in Drumheller, Ab. but the dirty 30’s saw his parents return to Kirriemuir, Scotland, where he was raised and got his schooling. After a stint in the RAF, Bruce went to forestry school and then immigrated to the forests of British Columbia to work for the BC Forest service. While working on Vancouver Island, Bruce met Marion in Campbell River, and they settled to raise their family in Mission, B.C. where they resided for 37 years. Bruce was very involved in the community, through Kinsmen, the Hospital Board, St. Andrew’s United Church, scouting, the Recreation Commission, Legion Branch 57, and many other organizations. Bruce and Marion retired back to Campbell River in 1996. Special thanks to Dr. Mechin, Jane Feniuk, Adult Care, and New Horizons. D

olores Hay recognized the signs. It was more than just memory loss related to her parents’ age. The stove would frequently be left on, medication was not taken and baths were sporadic. There was also the confusion, personality changes, mood swings and poor judgment. Hay experienced it all first-hand as her mother and father both succumbed to Alzheimer’s, the most common form of dementia. “It’s an ugly disease,” she said. “The journey is very demanding and exhausting. There’s lots of guilt, resentment, anger, hate, love – sometimes all at the same time. It’s heartbreaking.” Hay took care of her parents for eight years before they were placed in Abbotsford’s Tabor Home in 2007. She used to commute to Burnaby several times a week while working full-time, managing their financial needs, meals, doctor and home health care visits. In order to avoid burnout, she took early retirement from her job as a special needs teaching assistant. “I literally became the parent to my parents,” said Hay, an Abbotsford resident in her 50s. Baby boomers are getting hit from both sides when it comes to dementia. They’re either caring for parents afflicted by the disease or, now in their 50s and 60s, are being diagnosed with it themselves. Boomers are the largest age group in Canadian society. Walk For Memories supports Alzheimer services The 10th annual Investor’s Group Walk For Memories is on Sunday, Jan. 30 at the Landing Sports Centre in Chilliwack. The indoor event includes a silent auction, music, face painting, door prizes and treats provided by Tim Horton’s. Walk for Memories is the largest fundraising event for the Alzheimer’s Society, raising neces-

sary funds for programs and services that support caregivers and people living with Alzheimer’s disease and related dementias. Funds raised will also go towards Alzheimer’s research. “It’s just a day where people can raise awareness and raise money,” said Jillian Armit, local support and education coordinator for the B.C. Alzheimer’s Society. “We need all the money we

can get so we can keep helping others.” Last year, 250 walkers raised $19,500. Organizers are hoping to exceed that amount this year. plus Canadian population will be over 65 by 2015. There will be more seniors than children. Given that Alzheimer’s is a disease most commonly associated with age, this group is most at risk. More than 70,000 British Columbians currently live with Alzheimer’s disease or related dementia, 10,000 of whom are under the age of 65. Every five minutes a person is diagnosed. That risk doubles every five years after turning 65. Yet, according to an online survey conducted by the Alzheimer’s Society of Canada, the majority of baby boomers are unaware of the signs and symptoms associated with Alzheimer’s and other related dementia. Twenty four per

cent of baby boomers in B.C., which make up 30 per cent of the province’s population, couldn’t name any of the early signs of Alzheimer’s, and less than half of those surveyed were able to identify later-stage symptoms other than the most commonly known loss of memory. There is no cure for Alzheimer’s, but early diagnosis and treatment can slow the progression of the disease. Diabetes, depression and stress are known factors that increase the risk of dementia. Exercise, and maintaining good blood pressure and cholesterol levels can help reduce the chance of diagnosis. “The more education you receive, the more power you have,” said Hay, who is now a facilitator for

HAY a caregiver’s support group. “Speak to others who understand your frustrations and anxiety. I can honestly say it saved my life.” Caring for a loved one diagnosed with dementia can be a complex process filled with grief and loss. Hay said her faith and sense of humour helped her through the tough times. “I really believe

that you’re given the strength you need when you need it. You have to believe in a higher power, otherwise you would walk away from it.” Hay’s father passed away last February. Since then, her mom Irene has told her several times how much she appreciates her daughter’s efforts. A recent memory loss test required her to write a sentence. Without any promoting, Irene wrote, “I love Dolores.” “It touched my heart,” said Hay. “That is all the reward a daughter needs, but we needed to travel the path to get to this point in our journey.” - with files from Katie Bartel

The choir and orchestra will showcase familiar music by Johann Strauss, Giuseppe Verdi, Andrew Lloyd Webber, and a lively arrangement of Lord of the Dance. The concert starts at 7 p.m. on Feb.13 at the Abbey Arts Centre, 2329 Crescent Way. Tickets are $25, including refreshments. There will be a silent auction to raise money for CVAM scholarships.
