WorleyParsons prepared an Integrated Deactivation and Decommissioning Plan for over 1,000 facilities slated for eventual decommissioning at Savannah River Site (SRS). This effort took place in 2003-2004. The scope of work involved walk-downs of all facilities, estimating Deactivation & Decommissioning (D&D) cost, identifying hazards, identifying the end state of facilities, and inputting this data into an innovative prioritization model. The model provided a basis for funding and prioritization of facility D&D. Over the next 5 years SRS used the output of the model to decommission over 260 facilities. The results of this effort continue to be used today in determining D&D priorities. WorleyParsons’ performance was exceptional. Decommissioning Decommissioning is the process of removal of hazards, contamination, materials, and waste resulting in the demolition of a facility or plant and subsequent reclamation or remediation of the underlying or surrounding impacted soil and groundwater. Waste Management Decommissioning projects are essentially massive materials management projects where equipment, debris, and waste is generated. The resulting materials and waste must be managed to ensure regulatory compliance, packaging requirements, inspections, and meeting of waste acceptance criteria. WorleyParsons was retained to support project definition and site preparation engineering activities associated with facility/structural modification to accommodate utilization of equipment for reactor core removal. We provided input to a proposed master document list that included all proposed documents to be generated as part of the design and project definition. We also assisted in developing the project activities and design media to develop a detailed reactor core and building removal schedule and baseline.

WorleyParsons Canada was engaged by Shell to perform an evaluation of remediation options for an abandoned natural gas well site in Alberta. The site contained buried drilling mud wastes which had been present since 1959. The objective was to find a remediation method which measurably reduced Shell’s long term liability, along with receiving regulatory acceptance, and minimizing costs to society and the environment. The scope involved two phases. The first was the development of a site characterization by WorleyParsons’ contaminated sites experts, and forming remediation options which would achieve the stated objective. The second phase involved a cost-benefit analysis of all options, using the EcoNomics™ Assessment process, which aligned with the decision making processes laid out in Sustainable Remediation Forum (SuRF) guidelines. The process evaluated both the internal financial costs to Shell, and the costs and benefits to society and the environment for each remediation option. The results were presented to the client and regulators in the form of net present value (NPV) costs and benefits. The results clearly demonstrated in dollar terms that the current business-as-usual practice of excavation and landfill disposal was not the optimum option, either for Shell or for society. Rather, it was shown that options such as capping in-situ or engineered encapsulation resulted in optimized financial costs, and reduced environmental and societal risks. The difference in dollar terms between options was shown to be CAD$4.3 million in 2012 dollars. As a result Shell were able to demonstrate leadership in the area of sustainable site remediation and since this study was completed, WorleyParsons continues to apply the methodology to assess numerous Shell assets in Canada and the US.

Decommissioning & Fast Track Redevelopment CUSTOMER CITY OF NEW WESTMINSTER PROJECT PIER PARK RESTORATION LOCATION NEW WESTMINSTER, CANADA The historic brownfield site with over 150 years of industrial / commercial shipyard use was decommissioned and transformed into an urban park. WorleyParsons acted as overall project lead for all disciplines to streamline decommissioning and full restoration. The site was challenged with limited space/access, strong tides, short timelines & contaminated site issues. WorleyParsons designed & oversaw the complete dismantling/re-building of the wharf structure that was done while site investigation, remediation, & risk assessment activities were completed concurrently. Remediation of soils, sediments, and groundwater including hazardous waste removal included onsite containment & capping structures as part of risk-based remediation approved by provincial & federal regulators (CoC achieved) which greatly reduced conventional remediation costs. Health & Safety risks were also effectively managed.

Materials Management tool WorleyParsons developed the MMtool to inventory, track, and manage projectgenerated materials (waste, debris, and salvageable equipment and metals for recycling) through the disposition selection, generation, monitoring, and disposal process. This tool will track commodity metals for recycling, individual waste containers, and salvageable pieces of equipment to show when each item is identified, packaged, processed, and shipped, while tracking the cost of disposal or revenue realized for each item or commodity.

Project Experience

Hanford Site Closure Planning and Execution CUSTOMER: LOCATION:

US DOE SITE CONTRACTOR HANFORD SITE, WA, USA

WorleyParsons has performed and managed a number of D4 projects at the US Department of Energy’s (DOE) Hanford Site. At the Plutonium Finishing Plant, we developed detailed activity definitions for decommissioning. From these definitions, we prepared an accurate cost estimate aligned with our customer’s goals. For the 300 Area Accelerated Closure, we defined activities and costs for several hundred buildings and developed a master project schedule.

Using the ENDpoints methodology to plan and execute the deactivation of the PUREX reprocessing facilities resulted in savings of tens of millions of dollars annually for surveillance and maintenance.

Power Station Decommissioning and Redevelopment CUSTOMER: POWERGEN LOCATION: LEICESTER, ENGLAND

WorleyParsons completed a detailed site investigation and developed a risk-based remediation strategy for metalsand hydrocarbon-contaminated soils and groundwater. The approach included on-site bioremediation, which resulted in significant cost savings. The Environmental Agency considered this project highly successful and a model for riskbased remediation in the UK.

It was completed on time and on budget. WorleyParsons was awarded Powergen’s Industry Excellence Award (Environmental Sector) for the project.

National Grid Property Holdings retained WorleyParsons to manage a programme of dismantling and reclamation works relating to 16 gasholders across 8 sites in the UK. WorleyParsons provided the following services: programme and project management, projects and programme risk management, development of portfolio wide and site specific specifications, liason and management of stakeholders, management of procurement of specialist demolition contractors and supervision of the dismantling works.

The Restoration Toolkit was used to facilitate the delivery of the project.

WorleyParsons provided key project management, engineering and subject matter expert support for remediation of legacy waste burial grounds and waste sites. The site was involved with fabrication and testing of nuclear reactor fuel and contains multiple liquid and solid waste disposal locations and plumes of contaminated groundwater that cover approximately five square miles.

As an integral part of the remediation efforts, WorleyParsons provided engineering, planning, design, cost and schedule planning and tracking, procurement support, Nuclear Safety Authorization Basis, emergency preparedness, and hazard assessments.

US DOE SITE CONTRACTOR NNSS, NEVADA, USA

WorleyParsons prepared detailed decommissioning activities and an activity-based cost estimate for the decommissioning of Test Cell A, a test facility for a 1960s’ nuclear-heated, hydrogenpropelled rocket program. WorleyParsons staff provided on-site project management to ensure successful execution of critical points throughout the decommissioning project.

WorleyParsons prepared and managed the execution of the explosive demolition of a massive reinforced concrete deflector wall, the first use of explosive demolition at the Nevada Test Site, safely and on schedule.

Unit 1 Retirement Study CUSTOMER: LOCATION:

CONFIDENTIAL MULTIPLE SITES, USA

A study was conducted for a power plant comprised of two coal-fired, steam-electric units. The customer plans to add air quality equipment to reduce emissions from Unit 2. WorleyParsons quantified the impact of retiring Unit 1 on the dry flue gas desulfurization and balanced draft conversion project. This included what, if any, impact the retirement of Unit 1 would have on the budget for the upcoming capital expenditure planned for Unit 2.

WorleyParsons identified the issues associated with retiring Unit 1 that would impact the continued reliable operation of Unit 2, preventing unplanned outages and potential schedule delays.

Manatokan Waste Management Facility CUSTOMER: LOCATION:

DEVON CANADA CORP. ALBERTA, CANADA

Permitting, engineering design and procurement services for the Manatokan Waste Management Facility (WMF). The WMF consists of a combined sand dewatering and Class II Landfill facility, which is the first of it’s kind in Alberta. The intent of the WMF is to allow Devon a more economical & sustainable solution to manage their produced sand waste, which was previously dewatered in a underground sump prior to being hauled to a third party landfill.

This solution achieved the following objectives: • Multi-million dollar reduction of overall waste management costs • Elimination of double handling of waste sand by allowing for a single point of disposal • Reduction of truck traffic in and out of the Plant

Savannah River Nuclear Site Closure Planning & Execution CUSTOMER: LOCATION:

WorleyParsons helped plan the deactivation of a large, highly contaminated reprocessing facility of the U.S. Department of Energy (DOE) at the Savannah River nuclear site. The team prepared detailed EndPoints for deactivation and detailed tasks, resource, and cost estimates.

We prioritized and sequenced facility closure in an integrated D&D Closure Plan that involved 1003 structures and 231 waste sites, including nuclear reactors, fuel reprocessing facilities, tritium recovery facilities, high level radioactive waste tanks, laboratories, liquid and solid waste processing facilities, special nuclear material storage facilities and all of the ancillary facilities supporting operations at these facilities. A WorleyParsons executive served as Chief Closure Officer for the Savannah River Site.

Drilling Waste Processing Facility and Sand Cell CUSTOMER: LOCATION:

ENCANA CORP. ALBERTA, CANADA

Engineering design, procurement, and construction management (EPCM) for a drilling waste processing facility to process, separate, and recycle the 400 m3 of drilling waste generated by each well at the Steam Assisted Gravity Drainage (SAGD) facility at Foster Creek. The novel containment design includes a concrete storage area with a studded HDPE liner.

This is the first of its kind in Alberta and lowers costs and liability for the client. Waste is separated into two streams: a concentrated waste stream and clear reusable fluids to be recycled back at the plant or sent back to the well sites. We also designed and developed a Sand Cell separation facility for processing drilling waste. The purpose of the facility is to separate and recycle sand waste into solid and liquid waste streams. We provided siting, engineering design, quality assurance and quality control (QA/QC), on-site inspection, and project management for the civil works construction.


Gentilly-2 Nuclear Power Plant Spent Resin Extraction, Dewatering and Dry Storage CUSTOMER: HYDRO-QUÉBEC LOCATION: QUÉBEC, CANADA

Removing wet radioactive spent resins from two 170 m3 reservoirs at Gentilly-2 by dewatering and transferring them into 3 m3 stainless steel containers, and storing the containers to the on-site solid radioactive waste dry storage facility. This project consists of transferring the heat transport and moderator spent resins (produced since 1983 to 2013) from the two full spent resin storage tanks (170 m3 capacity) at Gentilly-2 to concrete structures at the site’s IGDRS dry storage facility. The equipment consist of a shielded pumping system to extract, fill and dewater 3 m3 stainless steel containers inside a shielded flask, and transferring them to the solid radioactive waste dry storage facility.

Port Stanvac Oil Refinery Facility Demolition CUSTOMER: EXXONMOBIL LOCATION: ADELAIDE, AUSTRALIA

ExxonMobil announced in 2009 that it was to proceed with the demolition of their Port Stanvac Refinery facility and site remediation. WorleyParsons was awarded the lead-in Phase 1 and 2 work (preparation of tender technical information packs and provision of demolition technical specifications) for the facility demolition. The awarded work phases consisted of obtaining the necessary regulatory approvals, identifying & evaluating potential demolition contractors and conducting a tendering process, and physically preparing the refinery for demolition (including site HSE stewardship, system validation, preliminary risk assessment/risk management planning, locating and removing hazardous substances, and disconnecting services).

WorleyParsons are now undertaking the PMC role on behalf of ExxonMobil managing the overall decommissioning, demolition and restoration of the refinery.

NATIONAL GRID PROPERTY HOLDINGS MULTIPLE SITES, UK

WorleyParsons was retained by National Grid Property Holdings Ltd in 2008 to manage the demolition of redundant buildings within their portfolio at various locations within the UK, on both former gasworks and power generation sites. WorleyParsons undertook structural surveys, arranged ecological assessments and surveys for asbestos containing and ozone depleting materials, arranged service disconnections, obtained regulatory consents, prepared tender documentation and project managed the works. The overall project value was £0.75 -1.0 million across approximately 20 sites across the UK and involved the demolition of 35-40 buildings, ranging from simple masonry to full reinforced concrete framed structures.

A WorleyParsons proposal to manage a second phase of the demolition programme in 2013 has recently been accepted.

DECOMMISSIONING TEAM Jerel G. Nelson

Principal Consultant – Onshore Decommissioning Jerel is currently the Global Managing Consultant for Onshore Decommissioning (comprising nuclear facilities and fossil-fueled power stations) and Technical Director for the Global Restoration Technologies for WorleyParsons. He also manages the Environmental Restoration group in Eastern Canada. He has both technical and project management experience with environmental remediation and facility decommissioning projects in the US, UK, and Canada. He specializes in the development, implementation, customization and use of proactive, custom tools and applications, known as the Restoration Toolkit, to improve planning, estimating, scheduling, waste management, risk assessment and management, issues management, commitments management, and portfolio management – prioritization, sequencing, and optimization for small to large-scale legacy liability programs and portfolios in the energy, environment, and government industries.

Richard Wilkinson

Senior Program Director - Restoration, Americas Rick is a Registered Engineer with more than 35 years of successful experience in program and project management for complex infrastructure, mission critical facilities, hazardous waste and nuclear processing facilities, decontamination and decommissioning (D&D), and closure projects. He is responsible for overall coordination and execution of large programs and projects, with direct responsibility and accountability for health, safety, and environmental performance and for delivery of preliminary and final design, procurement, and construction management in accordance with customer and contract requirements. He is also responsible for leadership, coordination, and assistance in development and execution of restoration programs and projects throughout the United States, Canada, Caribbean, and Latin America.

Alan Stokes

Principal Consultant - Offshore Decommissioning Alan has 45 years of management and project engineering experience, and has been a leader of decommissioning work for the last 6 years utilizing his extensive experience in managing cost estimation and scheduling for all aspects of decommissioning. Recognized as an industry expert in decommissioning. Member of the Oil and Gas UK Decommissioning Work Group (Industry/Government joint working group) where he chaired the committee tasked with updating the Guidelines for Decommissioning Cost estimates and as part of the work liaised with Work Group 5 on their work on Well abandonment Cost guidelines. Alan has extensive experience of working both within oil companies as a staff member and within a contracting organization and is also chairman of safety reviews and HAZOP Chair (I Chem E).

Jay Drew

Principal Consultant - Liability Management & Remediation Jay has 25 years of experience in consulting and over 20 years experience on environmental projects. His work experience spans the upstream and downstream oil and gas, industrial, commercial and municipal government sectors. He has worked across many environmental sectors including regulatory approvals, geo-environmental investigations, contaminated sites, spill response and liability management. He has worked in Alberta, Ontario, Manitoba, Saskatchewan, BC, NWT and the Yukon. In addition to managing a number of our key upstream oil and gas customers, Jay is a Director in our Infrastructure & Environment business and the focal point for our Restoration service for the hydrocarbons sector.

DECOMMISSIONING TEAM Neil Foster Principal Consultant Neil is a Principal Consultant within the Perth based Consulting Group. With over 18 years’ experience as a consultant or environmental regulator, Neil has specialised in the management of environmental liabilities across the asset lifecycle. He has managed multiskilled teams on numerous projects undertaken across Australia and Europe, providing technical input to complex projects in respect of liability assessment and management. He has led multi-disciplinary teams supporting the closure of facilities in the oil and gas, mining, manufacturing, chemical and pharmaceutical sectors.

Steven Whithall

Consulting Practice Director - Restoration Steven is responsible for WorleyParsons’ restoration practice in the UK and Europe. He has over 15 years professional experience delivering complex infrastructure related environmental consulting projects in the UK and abroad. He is an MBA qualified project and portfolio manager and has experience across a range of business sectors including oil and gas, power, water utility, rail and transit and local authority. With a high level of technical expertise in hydrogeology, contaminated land assessment, sustainability and environmental due diligence Steven acts as a subject matter expert in these areas.

Claude Lacroix

Nuclear Waste Management Specialist Claude has over 35 years of experience directing and managing projects, 25 years of which were spent working in the nuclear industry including: development and manufacturing of CANDU nuclear fuel, design, construction, and commissioning of solid radioactive waste storage, development of specialized shielding and handling equipment for radioactive waste, and inspection of strategic systems and components. His expertise extends to quality assurance, regulatory programs, pressure vessels, safety relief valves, mechanical testing, non-destructive examination, thermo-mechanical testing, environmental qualification for equipment and strategic electrical grid components, and railway. He is experienced with regulatory affairs, environmental impact studies and government authorizations.

Michael Kruzic

Decommissioning Team Lead / Geologist Mike is a Decommissioning Team Lead that specializes in planning and managing deactivation and demolition (D&D) of nuclear facilities and environmental remediation of contaminated sites. Mike has been responsible for the successful planning and execution of multimillion dollar projects as a project manager, relying on a robust technical background and well founded project management skills. Mike has performed the full range of project management and field execution oversight of D&D projects from initiation to completion. Mike is also well versed in site characterization, remediation, monitoring and waste management when addressing multiple forms of chemical and/or radiological contamination and hazardous materials.
