The Right Combination When the Race Week News editorial staff put the Tuesday edition to bed in the wee small hours, the race report indicated that the Round the Island Race would be held on Wednesday. An early morning phone call however, set the record straight: it would be on Tuesday, based on an updated forecast from Commanders’ Weather that called for less breeze on Wednesday. In a light southwesterly and on an outgoing tide yesterday morning, the Storm Trysail Race Committee announced that they were sending boats around in a counter-clockwise direction, with the IRC 1, Swan 42 and IRC 2 classes heading out to the first turning mark, two miles out. All other classes would be heading for a mark set at half that distance. After the first of ten class starts, Navy Offshore Sailing’s TP52 Corsair (Annapolis, MD), along with Carkeek 40 sisterships Stephen Murray’s Decision (New Orlreans, LA) and Heidi & Steve Benjamin’s SPOOKIE (Norwalk, CT) headed for shore on starboard tack, where there appeared to be both less current and

more breeze. Corsair had an excellent first beat and began building a lead, with Decision and SPOOKIE in hot pursuit. But when the plebes set their chute at Red Bell 4 just off Southwest Ledge, “Big Blue” took flight and would not be challenged for the rest of the day. As the 183-boat fleet made its way around the west side of the island, John Hele’s Daring (Rye, NY) had a nice lead in the 11-boat Swan 42 class. Although the building breeze was a bit better offshore, the boats that hugged the shore had made noticeable gains over those that ventured out. With the breeze faltering on the east side, teams deployed a variety of headsails and tactics in an effort to find pressure. Those who hit upon the right combination were rewarded with substantial gains. “The east side of the island was a big game-changer,” said Dave Schrader, jib trimmer on Damian Emery’s J/105 Eclipse (New York, NY). “We managed to sail around a big hole outside Old Harbor, and we held our line all the way to 1BI, where they finished us.” Eclipse has a perfect scoreline in the J/105 East Coast

Championship. By 1300, Corsair was around the final turning mark at 1BI and heading to the finish, well ahead of Decision (and everyone else). In a freshening westerly, James Grundy’s Farr 400 Grundoom (Horsham, PA), with several members of the Grundy family aboard, gave SPOOKIE a serious run for her money in an all-out drag race to 1BI. “We couldn’t have had a more pleasant race,” said Grundy, who is sailing with sons Sam and Josh, daughter Meghan and future son-in-law Kurt Sova. “It’s very pleasant to have your kids along and enjoying the sport.” The day’s best breeze began to fill as the bulk of the fleet rounded 1BI. Paul Zabetakis’ Impetuous (Jamestown, RI), the first Swan 42 around 1BI, made a beeline for the shore. Most boats also chose the inshore lane for the final beat. “We used to short-tack along the beach back in the old days,“ recalled Captain Charlie Terry aboard the Race Week media boat. “I know...I was grinding!” This race was an opportunity for savvy navigators to shine, and several boats rebounded from mid-pack positions to post high finishes. “Being slightly behind, we could see opportunities close to the beach,” said Jeff Willis, skipper of the J/44 Challenge IV (Huntington, NY). “We saw a flag on one of the hotels standing straight out, so we headed in toward Old Harbor and that’s where we made our big gains.” With a win yesterday, Challenge IV leads the J/44 East Coast Championship. “The first time I did Race Week was in 1973,” said Ben Hall, co-owner (with Bill Berges) of the Evelyn 32 Bluto (Tiverton, RI), sailing in PHRF 2. “Block Island is really special. It’s a low-key island, and it’s great to bring first-timers here!”

With a 2-1-2, Bluto leads PHRF 2.” It was a spectacular day to go around the island, and it was awesome to see Black Watch go by,” said Chris Fesenmyer, skipper of the San Juan 30 Air Express (Norwalk, CT), currently one point astern of Jay Greenfield’s Evelyn 26 Stealth (Noank, CT) in PHRF 5. The Air Express crew, as always, is sporting the most eye-catching shirts in the regatta: Grateful Deadinspired tie-dyes. “Jerry’s spirit is guiding us,” explained crewman Peter Ritchey. “Today was wonderful...a great sail!” exclaimed Carl Olsson, whose J/105 Morning Glory (Larchmont, NY) finished fourth and is in seventh place. “ I have been coming here since the early ‘80s with a great group of sailors. I really appreciate Commodore Nick Langone and his committee for pulling together this banner year. It’s a lot of hard work getting this many boats to any regatta in the country today. They kept at it like a dog with a bone!” Dave Curtis of Marblehead, MA had a particularly memorable day. The 7-time Etchells World Champion was announced as a 2013 inductee into the National Sailing Hall of Fame, and was awarded the Island Sailing Club of Cowes Tankard (and a Rolex Oyster Perpetual timepiece) for the overall victory in the Round the Island Race. “I was a little surprised,” said Curtis. “My brother John and Jim Crane are doing the navigating, and they nailed it. We were never in the wrong place.” Congratulations to the crew of Dave’s Taylor 38 Rival, who have a perfect scoreline in PHRF 4. Because part of the fleet completed the Round the Island Race at the original finish line and the Committee finished several classes at 1BI, the class winners were determined (under PHRF) using a factor of their corrected finish time and course distance. ■

Amendments

NOTICE OF RACE AMENDMENT 1 NOR 4. ELIGIBILITY and ENTRY 4.3 is amended as follows (changes in italics): Racing will be conducted in Cruising Classes, with spinnaker and non-spinnaker divisions and Double Handed Classes, for boats with PHRF handicaps faster than 175, if sufficient entries are received. Regatta Regulations RR 3. is amended as follows (changes in italics): 3.1 With the exception of the Double Handed Classes, the minimum crew aboard while racing shall be four. 3.2 For all Classes, except the Double Handed Classes, boats may carry one additional crewmember less than 14 years of age. This additional crew will not be a part of the maximum crew or crew weight calculation. PHRF REGULATIONS Is Amended as follows (Amendment in italics): Add: 7.3 Due to the multi-regional scope of PHRF entrants, a consortium consisting of members from YRALIS, PHRF Chesapeake and PHRF New England will review handicaps for consistency and provide a venue for handicap appeals. NOTICE OF RACE AMENDMENT 3 6. IRC REGULATIONS Is Amended as follows (Amendment in italics): Delete 6.2 and replace with: 6.2 IRC Rule 22.4.2 is amended to: The crew shall not exceed the Crew Number printed on the boat’s IRC Certificate plus one additional crewmember less that 14 years of age in accordance with Regatta Regulation 3.2. There is no weight limit. NOTICE OF RACE AMENDMENT 4 In accordance with NOR 4.4, the Organizing Authority is inviting the J-70 Class to enter Block Island Race Week XXV. NOR 4.1 (a) is hereby amended to allow the J-70 Class to be eligible to enter. NOR 5.1 is amended for the J-70 Class only: J-70 owners who enter before May 1, 2013 will be eligible for the 10% discount on their Entry Fee. NOTICE OF RACE AMENDMENT 5 2. RULES Add the following (changes in italics): 2.4 RRS 51 is changed to allow the use of canting keels for boats rated with them. RRS 52 is changed to allow the use of stored power to mechanically move canting keels. Regatta Regulations RR 3. Is further amended (see NOR Amendment 1) as follows (new changes in italics): 3.1 With the exception of the Double Handed Classes, the minimum crew aboard will be three. 3.2 For all Classes, except the Double Handed Classes, J-70 Class and J-80 Class, boats may carry one additional crewmember less than 14 years of age. This additional crew will not be a part of the maximum crew or crew weight calculation. Entrants intending to carry additional crewmembers less than 14 years of age shall so indicate on their Entry Form. Clarification: J-70 and J-80 Classes may sail with a crew of three. Double Handed Class will sail with a crew of 2. Additional under 14 “free” crew will not apply to these classes. Sailing Instructions 1. RULES Add the following (changes in italics): 1.1 RRS 52 is changed to allow the use of stored power or electric winches. Add: 1.5 For the J-80 Class in the Round The Island Race ONLY Class Rules are changed as follows: “Class Spinnakers: If a Code Flag Oscar is flying before the warning signal J-80s are allowed to use either spinnaker for that race” 9.1 MARKS (changes in italics): Red Fleet: Yellow, orange and white inflatables White Fleet: Yellow, orange and white inflatables Blue Fleet: Yellow, orange and white inflatables Green Fleet: Yellow, orange or white inflatables and government marks. 15. TIME LIMITS (changes in italics): 15.3 is changed to: Boats failing to finish within 1.5 hours after the first boat In their class sails the course and finishes, will be scored DNF (This changes RRS 35, A4.1 and A4.2). Add: 15.4 15.4 For Cruising Spinnaker Class ONLY, Boats failing to finish within 3.0 Hours after the first boat In their class sails the course and finishes, will bescored DNF (This changes RRS 35, A4.1 and A4.2). 2. NOTICES TO COMPETITORS Add: Except that all jury notices, including the schedule of protest hearings and request for redress, will be posted on the Official Jury Notice Board located outside the jury room located behind the Narragansett Inn. 16. PROTESTS and REQUESTS FOR REDRESS Add 16.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered: a) Within the protest time limit if the requesting party was informed of the decision on the previous day. b) No later than 30 minutes after the requesting party was informed of the decision on that day This changes rule 66

14. PENALTY SYSTEMS Add 14.4 A lesser penalty than DSQ (which includes no penalty) may be given for an infringement of rules other than those for Part 2, at the discretion of the Jury.


Storm Trysail Foundation is Expanding its Mission The Storm Trysail Club was founded by a group of hardy sailors in 1938, after an extremely rough Newport Bermuda Race, to promote the sport of ocean racing. Prospective members “must have set a storm trysail under storm conditions, offshore, or have weathered a storm at sea under greatly reduced canvas. They must also be experienced bluewater sailors, capable of taking command of a sailing vessel offshore under any or all conditions.” With a mission of creating equally capable young sailors, the STC held its first Junior Safety-at-Sea Seminar at Larchmont Yacht Club in Larchmont, NY in 1997. Since then, more than 3,000 sailors between the ages of 13 and 17 have completed one or more of these oneday, hands-on workshops, which are led by many of the world’s best offshore sailors. In 2008, the club launched the Storm Trysail Foundation, a 501(c)3 charitable organization whose mission is “to support the education of young sailors, junior safety at sea, and intercollegiate big boat racing.” The Foundation’s Junior Safety-at-Sea Seminars, sponsored by West Marine and the Jamie Boeckel Memorial Fund for Safety at Sea, include presentations on safety procedures, big boat organization and crew work, sail handling, in-the-water demonstration of inflatable PFDs and the inflation of a six-man canopied life raft, fire fighting, and man overboard drills, both upwind with jibs and downwind with spinnakers. The seminars have been extremely successful, and the rescues of two young sailors who fell overboard during races on Long Island Sound are attributed to skills that sailors learned in the seminars. Eight Junior Safety-at-Sea Seminars will be held this season: Monday, July 1 Shelter Island Yacht Club, Shelter Island, NY Friday, July 19 Larchmont Yacht Club, Larchmont, NY Thursday, July 25 Raritan Yacht Club, Perth Amboy, NJ Friday, August 2 New England Science & Sailing, Stonington, CT Saturday, August 3 Community Boating, Boston, MA Thursday, August 15 Sail Newport, Newport, RI Wednesday, August 21 Annapolis Yacht Club, Annapolis, MD Date & venue TBD Kittery, ME The STF organizes the world’s largest college sailing event, the Intercollegiate Offshore Regatta (IOR). This year’s IOR, hosted as always by Larchmont YC, will be sailed October 12 & 13, with more than 400 college sailors expected. Sailors that competed in last year’s event are here at Race Week. The United States Naval Academy won the Paul Hoffman Trophy as the overall winners of the IOR last year, and here at Race Week they are currently leading HPR/IRC 1, sailing aboard Corsair, the USNA’s TP52. The Foundation has also teamed up with Oakcliff Sailing in Oyster Bay, NY to offer young sailors the opportunity to train with excellent coaches at a first-rate facility on boats of all types, from Olympic classes to classics, from match racing to distance racing. Oakcliff’s Acorn and Sapling programs train sailors in all the skills they need to succeed in yacht racing, and their Offshore Team has competed in the Transatlantic Race, the Newport Bermuda Race, the Rolex Fastnet Race and the NYYC Annual Regatta to name a few. And, of course there are several sailors competing aboard various boats here at Race Week who have been, or are currently in the Oakcliff program. The Foundation is also working with Stamford Yacht Club in Stamford, CT to build a Corinthian Division in the Vineyard Race that will expose young sailors to distance racing. In 2012, members of the Princeton Sailing Team did the Vineyard Race aboard Kialoa V and had the experience of a lifetime. The 4th Annual STF Golf Tournament to benefit the organizations mission will be held on Monday, August 26 at the Newport National Golf Club in Middletown, RI. With the growing needs of the Foundation, organizers are hopeful for a huge turnout. The jousting competition that followed the ‘Round the Island Race drew a raucous crowd of revelers to cheer on the courageous souls that floated it all out on the line. Having surely channeled the power of Excalibur, it was the brave knights of Team Catapult who bested Team Honalee in the end. The prodding pugilists’ names have been withheld to protect the vanquished.

“Hey, Yo-Yo!” On November 24, 2012, Arthur “Tuna” Wullschleger passed away at the age of 94. He was a dear friend to many and a family member to some, but a legend in the sailing world. Everyone knew where they stood with Tuna, and he was quick to tell it as it was. Of course, if he wasn’t buying your act he’d say, “What a yo-yo!” Tuna earned his nickname in the fateful 1979 Fastnet Race. In rapidly deteriorating conditions, he ordered his crew to take the spinnaker down. The crew called him “Tuna, Chicken of the Sea,” but they won the race. Tuna was one of the committee members instrumental in starting Block Island Race Week in 1965. After all, he participated in Cowes Week many times. Thanks to his and the other committee members’ efforts, Block Island Race Week is in its 25th year. After his racing days, Tuna became best known for assembling some of the best yacht racing juries in the world. Too many to list, they have all been known to work as a team, are highly regarded as knowledgeable, fair, judicious, and universally respected. For those fortunate to be aboard Misty, an “80-foot something” that Tuna used to charter, were privy to mingling with a who’s who of yachting and sharing their war stories. BUT, at exactly 1900 hours, “Tuna’s Rule” went into effect. Everyone had to leave, and only a select few would be invited back to dinner. At 1800 hours on Sunday, June 23, 2013, the Storm Trysail Club held a memorial service for Tuna at the breakwater of Great Salt Pond. Tuna, we will all be having a cleansing ale in your memory.

Race Week Raffle Block Island Race Week XXV celebrates 50 years of Storm Trysail Club sailing and social fun on the Island. As we enjoy our week on Block Island, we need to keep in mind the hospitality the island’s residents have extended to our sailors regatta after regatta. A Rolex for Rival With an overall victory in Tuesday’s Round the Island Race, Dave Curtis’ Taylor 38 Rival (Marblehead, MA) won the Island Sailing Club of Cowes Perpetual Trophy along with a Rolex Oyster Perpetual Submariner timepiece, awarded to a single team determined by organizers to have turned in the top overall performance from among all boats with IRC or PHRF ratings. © PhotoBoat.com Robin Aisher (right) traveled all the way from England to present the Island Sailing Club of Cowes (ISCC) Perpetual Trophy for Block Island’s Around the Island Race. His connection is that he is Admiral of the ISCC (for life, he says, until he decides he wants to hand the responsibility off to another), and his father, Owen Aisher, was the one who initially deeded the trophy, a pewter tankard – complete with engravings of winners, outlines of the Isle of Wight and Block Island and crossed ISCC and Storm Trysail Club burgees -- to the Storm Trysail Club just before the inaugural Block Island Race Week in 1965. The thought at the time of the trophy’s bequeathing was that the Round the Island Race at Block Island closely replicated the Isle of Wight’s Round the Island Race, which was inaugurated in 1935. According to Aisher, now that race is the fourth largest by participants of all sporting events in the UK (the first three being marathons), and it has grown to 22,000 sailors and 2,000 boats. “Our Isle of Wight race is only five miles away from a whole lot of yacht clubs on the mainland and five yacht clubs in Cowes that can feed it,” said Aisher, who sailed today’s and yesterday’s race on Black Watch, which, appropriately, competed in the very first Block Island Race Week. ■
