Foreword This booklet, containing a summary of our two weeks of activities in Brazil, gives a glimpse of the good opportunities for collaboration in the Metropolis Baixada Santista, São Paulo. The opportunities are many if we consider that urban planning should not have the ambition to command and control this metropolitan area but has to recognise the challenges facing the Baixada Santista in the current and future context of urbanization; shaping the collaboration of the different parties. Hence our focus on dialogue in a three level’s programme: school children, academics and professionals and government bodies. Thought this Metropolis is a site of complex relations, the programme explored possibilities on important relations: economic, political, social, cultural and infrastructural. Only after understanding these relations can we have a more profound dialogue regarding the future of our relationship between biodiversity and urbanization. We, Dutch and Brazilian parties, now strongly believe that this area requires an equally complex range of perspectives and response that can address both current conditions and future possibilities establishing groups of interconnected activities and at different levels. Projects of this type need to develop over several years in order to produce meaningful and reliable results. We are confident! On behalf of the team, Paola Huijding

Metropolitan Ecolution Project

Introduction Metropolitan Ecolution Project This project set up an international programme to promote and encourage an increase in the exchange of knowledge and good practice among professionals, universities and government bodies of Brazil and the Netherlands. The collaborative character of this project aims to enhance these interrelationships by means of guaranteeing a favourable outcome for everyone involved calling for the enforcement of long term collaboration. The proposal is founded on the premises that we need a more holistic approach towards tackling challenges related to our metropolitan habitat. Combining the local knowledge of the ecosystem of the metropolitan area Baixada Santista with issues regarding its urbanization as wetland dynamics, mobility, social housing, slums, water management and sustainable life styles. The exchange programme has achieved its goal in three different levels:

1) Primary schools Collaboration between Dutch professionals and the Municipality of Santos. The activities focused in raising children’s awareness of sustainable cities by means of interactive programme to achieve the ideal, sustainable city.

2) Universities Collaboration between Dutch professionals and two Brazilian universities. The activities focused in raising student’s and professors’ awareness of the importance of multidisciplinary approach to sustainable urbanization’s processes. Research in a wide variety of disciplines is increasingly making it clear that life on earth and all human societies depend on the maintenance of a number of delicate balances within and between a whole series of complex, interrelated physical and biological processes. 3) International seminar Collaboration between Dutch and Brazilian professionals exchanging knowledge with the governmental representatives of Municipalities of Santos and


Guarujá and the Departments of Water Management and Social Housing of the State of São Paulo. The three days seminar focused on the interrelationship of the representatives of both countries reinforcing the network built by Paola Huijding - Volpi Urbane - during the activities of her research project ‘Selfservice Urbanism’ in Santos (2011-2012).

Project’s structure Since awareness and attitude changes are vital to achieve sustainable urban planning within the bio-capacity of our cities, the project Metropolitan Ecolution aimed first to set up an interactive interchange in different levels and sectors of the society. Hence a programme based in three parts to identify necessary changes in society:

International seminar: to discuss urban matters with professionals and government bodies. The seminar was open to the public. School programme: workshops and debates with children of public schools to build their sustainable city. University programme: interchange between students of the Architecture and Urban Planning faculty and students of the Sea Institute to collaboratively work towards developing a better understanding of how to enable more sustainable cities interacting with the knowledge of both faculties. 7

Biography and work

Metropolitan Ecolution

Wolbert van Dijk (1978) is a Landscape and Urban designer, raised in the Netherlands. He has a fascination for Deltas, especially in an urban context. That is why he is currently living in Rotterdam and has worked in Buenos Aires for more than a year. In 2010 he won the second price for the Dutch Urban Design Competition, StedenbouwNu, with the project ‘Het Dijkplateau’. For this project he developed a strategy for the coastline of the river Maas in the region of Rotterdam, the Netherlands. In 2011 he got a grand by the MondriaanThe Netherlands Architecture Fund to start his own firm and to do research about the construction and design of new land along the Rio de la Plata and the Delta Parana. For this research he moved to Buenos Aires in 2011. At this moment he is working on a publication about the history of designing and constructing new land in The Netherlands and Buenos Aires. This he is doing in the perspective of the theme of climate change. He also researched and made designs for several other deltas like the Rijn-Maas Delta Delta of IJssel-Vecht and the IJsselmeer in the Netherlands. In his work he emphasizes the integration of landscape, social- and technical aspects and natural requirements. With this in mind he develops spatial strategies and designs waterfronts, ecological parks and other public spaces.

An other theme he is working on is the use and design of public space. With a focus on the street; what is the design of a good street and how can people use that street? One of the projects where this is reflected is the design and realization of “The Geveltuinen XXL” (2012). Together with residents, he had given the street a facelift. The last issue where Wolbert has specialized in is the design and creation of (temporary, collective) gardens. The design of a garden goes beyond the aesthetics. The garden is a reflection of its users and how they want to maintain the garden. Several projects, he realized, and the Tussentuin in the centre of Rotterdam is the most famous. Here is a design for a temporary garden with a stage for musicians. The program of Entertuinment is the reflection of the involvement of the residents and the dynamics of this space. A project is never a standalone and often part of a social trend. For that reason Wolbert is always looking to partnerships to carry out projects in a relevant context and positioning. Depending on the project, he performed together with residents, colleagues, educational institutions, sociologists, writers, governments and foundations. He gives lectures and is guest critical at the Academy of Architecture Rotterdam, TU Delft Faculty of Architecture and Urban Design and FADU (Faculty of Architecture, Design and Urbanism in Buenos Aires).

Steven started his professional career at the Nemo Science Centre in Amsterdam, where he designed award-winning educational gaming environments on banking, telecommunication and transport. In 1997, Steven co-founded NorthernLight and is currently director of the company, together with Peter Slavenburg. As such, Steven has overseen the design and development of a wide variety of visitor attraction’s, museums and expo’s in Europe, the Middle-East and the Americas. Always on the look-out for new creative ventures, Steven, is also involved in new startup and initiatives.

Due to urbanization, coastal developments mangrove forests are disappearing the world over. Sustainable urban development is a global issue but local messages are far more likely to resonate with people. Community support and citizen participation are essential for the success of all change projects. NorthernLight develops experience platforms that change perceptions through live long learn how they perceive their relationship with nature in order to change their attitudes and build support. For this purpose we develop outreach programmes for schools, student participation programmes and touchpoints in the urban fabric that inspire and inform the general public. These environments can be playful, colourful and engaging, like discovery tours, webgames, or themed playgrounds. Or a mangrove community house that illustrates diversity and the history....anything that thrills the audience, generates a positive buzz and activates participation for the project.

International Seminar Metropolitan Ecolution A three days dialogue between Brazil and the Netherlands The seminar took place on 11th, 12th and 13th of November 2013, at the auditorium of the Catholic University in the city Santos. Representatives of governmental bodies from the Metropolis Baixada Santista and from the State of São Paulo, professionals engaged in the process of improving urban environment and professors of two Brazilian universities participate on the programme. By means of interchange, this seminar turned out as an interesting dialogue’s platform inspiring both parties, Brazilian and Dutch, towards tackling challenges related to urbanization.

International Seminar

The Dutch professionals had the opportunity to acquaint the issues of the metropolitan area of Baixada Santista as well as to introduce themselves, and their work, to relevant players in this part of Brazil.

The seminar got started with a formal opening and speeches of: Prof. Dr. Valéria Petri vice-rector of the Federal University of São Paulo. Prof. Me. Dialogue Since a dialogue was the main goal of the seminar, its programme has been set up following a block scheduling in order to concentrate experiences of subjects.

The speakers have been scheduled by subject. At the end of each two presentations, a Brazilian and a Dutch one, there was the opportunity to discuss about the presented subject having interesting dialogues. A panel of professionals and public have changed ideas based on the practices of both countries.

In 2011-2012 Cheryl has led the SPREAD Sustainable Lifestyles 2050, EU FP7 Social Platform project, which has developed a vision and roadmap for sustainable lifestyle models of the future. In 2012-2013 ng markets. From 2004-2010, Cheryl worked with leading multinational corporations as the focal point for the World Business contribution to the WBCSD -2009 scenarios project, Vision 2050. From 2001-2004 Cheryl was focused on the health agenda, and a process for dialogue related to corporate responsibility and impacts on health. From 1995 2001 Cheryl held various corporate positions in the areas of sales, marketing, e-business and human resources. Cheryl is the author of several articles and a frequent speaker on the topic of sustainable consumption and sustainable lifestyles. Cheryl is Canadian and currently based in Geneva, Switzerland.

elhi 2050 is an open process to fundamentally rethink the long term future of Delhi, the capital of India, by combining relevant disciplines, conducting exhaustive research and gathering larger public opinion. The phased process of DELHI 2050 began in December 2010 as a collaborative multi-disciplinary exercise. It is also our aim to spread awareness about the city processes and to act like moderators to convey this information in an uncomplicated manner to the general populace. We carry out information exchange through various methods like workshops, exhibitions, panel discussions and radio shows. We completed the Step 6 of the process in July 2013 where we reached out to various Knowledge institutes in the city and interacted with experts from various fields who are involved in the city making process. The Delhi 2050 findings were also presented to a large public forum via the International Architecture Biennale in Rotterdam in April 2012. For more information log on to, www.delhi2050.com

Over a period of 18 years Anne Feenstra has worked with

different architecture firms on varying scales including master plans and design of more than 50 buildings in the European continent and Asia. During five years with William Alsop Architects, he worked on Rotterdam Centraal, Almere Hart, CiBoGa Groningen. In 2001 he established an office for Alsop in Rotterdam and in 2003 he established his own design group AFIR in Amsterdam. By the end 2004, he moved to Kabul where he started to teach at Kabul University (pro bono) and continued his practice. His team has worked on National Museum in Kabul, Maternity Waiting Homes for UNICEF, Visitor Centers for two National Parks and several projects for GTZ. In 2008 a second AFIR office was opened in Kholm, in North Afghanistan. In 2009, he set up arch i – Architecture and Research Platform in Delhi, which is working on a range of multi-disciplinary projects including conservation of a 165 year old active Hamman, Hamam Khiste-Kupruk (Kholm), building a learning centre at 4200m altitude in Kargyak, mapping of Garli- The first heritage village in India, exhibitions, as well as the ongoing urban scale research/ academic exercise “Delhi 2050”. Anne Feenstra has been teaching/ lecturing in Nepal, United Kingdom, Afghanistan, Germany, India and The Netherlands. He is a visiting faculty at the School of Planning and Architecture in Delhi since 2009 and is currently teaching at the Tribhuwan University, Kathmandu. His distinct works has recently won him The Global Award for Sustainable Architecture 2012 by LOCUS foundation, Paris.

Ton Venhoeven is a well-known Dutch architect and urban planner, and founder of VenhoevenCS architecture+urbanism. He was Chief Government Advisor on infrastructure in the Netherlands and Professor of Architectural History & Theory at Eindhoven University. As Chief Government Advisor (2008 - 2012) Ton Venhoeven advised the Dutch government

on complex infrastructural projects and sustainable urban development. Topics included a/o creating conditions for sustainable development of cities in relation to national and regional infrastructure and safeguarding environmental quality regarding spatial integration of infrastructure. Ton Venhoeven established his office in Amsterdam in 1995 and since then it has

developed into an international practice, recognized with numerous publications, awards and exhibitions in the Netherlands and abroad. VenhoevenCS architecture+urbanism focusses on designing sustainable architecture, urban development, infrastructure and strategic planning. VenhoevenCS is specialized in finding integral, spatial solutions for environmental, social and cultural issues, on every possible scale. Das Bureau Dingeman Deijs is a architect and one of the founders of the Amsterdam-based studio Das Bureau. Dingeman Deijs and Jeroen Atteveld are both winner of the Archiprix , the prize for best final projects in the Netherlands. Das Bureau is a design office working on complex spatial projects in the city and land, by research and design. We acknowledge three challenging and relevant tasks for our generation: water (climate change), urban transformation and waste. Das Bureau wants to contribute on these themes with spatial, strategic solutions and new innovative concepts. Project: WaterBergen WaterBergen is a design research project looking at new strategies for handling stormwater in highly urbanized areas as well as how to implement multifunctional (rain) water storage in public space. The proposed strategy ‘aquapuncture’ offers opportunities to improve the quality of public space and surrounding buildings while increasing economic value in the area by dealing with rainwater storage in a smart way. This is a highly relevant task, as due to climate change water nuisances will increase during heavy rainfalls in the future. The proposed strategy is situated in the Zuidas, a densely urbanized area in Amsterdam. Here aquapuncture is suggested as an alternative to the current water management system where stormwater is diverted to the borders of the district. Under the current situation no added value is created for the viability and climate resilience of the public realm: investment and water retention infrastructure remain largely invisible.

Participant’s Impressions Water as an opportunity!! Dingeman Deijs Introduction Both Brazil and the Netherlands have to deal with various water issues in their cities and landscapes. The Netherlands has battled with water (protection) throughout history and is currently learning to cope better living with water. Water is also one of the most important challenges for the Metropolis of Baixada Santista. The metropolis is situated in the Sao Paulo region on the (southern) Atlantic Ocean. The metropolis is surrounded by water and shaped by water. Pollutants threaten the availability of drinking water and flooding threatens the accessibility and liveability in various municipalities and the neighbouring landscapes (mangroves). This has resulted in a situation where water is seen as a threat to the region – that demands a technical solution – instead of having the potential to improve spatial quality and contribute to liveability in the metropolis.

This demands a change in the way we look at water. Instead of seeing water as a danger (risk), water can be seen as an opportunity to create a beautiful and balanced city, self-sufficient and with a stable climate for the future.

Three “water” recommendations on various levels could offer the metropolis and, in particular the city of Santos, new opportunities.


Canals The canals in Santos transverse the urban fabric of the city. During (tropical) rainfall these canals serve to discharge the water. The canals are (as good as) empty and unused for most of the year; an invisible water system in the heart of the city that is inaccessible and unliveable. The Santos canals could be given a new lease of life (impulse). A qualitative superior public space with water and greenery could generate a fresh and healthy living climate in the middle of the city (also preventing the ‘urban heat island effect’). Resulting in new areas for recreation, water transport and various accommodation options.

Rainwater The rainwater that falls during (tropical) rainfall is currently drained (and dumped into the sea). The rainwater could be collected and reused. This could occur on various levels, such as public spaces, buildings (roofs) and infrastructure and the greywater could be used for various purposes (flushing toilets, irrigating plants etc.). The rainwater could be vaporised to naturally cool the buildings, and thus reducing the energy consumption of the (environmentally-unfriendly) air conditioners. A major issue they have is how to guarantee the quality of the (contaminated) water. How can the water be (naturally) purified and will we ever be able to drink water from the taps in Santos? 39


Favelas Many favelas (shanty towns) have emerged (been constructed) on the edges of the city where the land and water meet. In the current plans, these residential areas on poles are being (carefully) demolished and replaced by newbuilds. These urban developments demand new, temporarily solutions. In the so-called interim the residents could be housed in temporary, floating residential areas. Self-sufficient water homes (provided with energy, heat, cooling and drinking water) could offer a safe, new residential environment in the dynamic landscape. The floating water homes could be constructed from local materials together with the local population.

The above “water� recommendations could offer Santos new possibilities in the areas of recreation, ecology, health, architecture, urban planning, landscaping and for the economy. The water could be used to offer new opportunities to the city of Santos and its surrounding landscape and the local population.

Design your dream city Objectives The workshop invites to think about different perspectives in the design and the planning of a city. It is a role-play based on the exchange of point of views for a sustainable city development, where People, Planet and Profit discuss about and combine their proposals. The activity attempts to get the children together with diverse roles such as Architects, Biologists, Civil Engineers and Businessmen, to start the debates about the city planning. The participants will try to defend their interests and eventually to reach a balance in the city design, and ultimately to collectively achieve the most suitable urban planning for all the city inhabitants.

The public aim is 11-12 year old school children. The children are at the 6th year of a total of 8 years programme primary school.


Schools Participants The schools have been chosen by the programme PIBID (Programa Institucional de Bolsa de Iniciação à Docência), a collaborative educational programme between the University Unisantos and the Municipality of Santos (Secretaria de educação). These are public schools for children of low income families. Workshop Overview

School Programme

At the beginning, the school children are divided in four groups of professionals: the architects, the biologists, the civil engineers and the businessmen. Every participant receives a handbook with a mission and activities according to their profession. For instance, a Civil Engineer finds information about how to be an Engineer, what the respective mission is, what the characteristics of the job are and the elements and attitude needed for work. Besides, every handbook proposes activities to observe, describe, draw, strategically think and imagine possibilities of change.

Once the children complete the handbook, they gather in groups of different professionals, exchanging views and negotiating the city planning and design, to come up afterwards with a model of the ideal city.

The evaluation is over 123 children, attending the 6th year of a total of 8 years programme primary school.

Designing the city The handbook asks children to think strategically and draw the location of several buildings in a city map. The proposed buildings are different depending on the profesion-role of each handbook.

It is interesting to highlight the amount of activities that are related to the computer as internet or facebook, and related to screens as video games, television and cinema. There are no many selected activities related with nature and only a few people chose the beach. In the next page, we analyze the children in relation with the environment where this lack of close contact with the local wildlife is clearly demonstrated.

The questions intend to be crazy enough to encourage children to think and write down their own ideas about the city of their dreams regardless it looks “impossible”.

Recommendation The school workshop “Design your dream city” have been proved to be successful in terms of raising children’s awareness of sustainable cities, team work, motivation, participation and thinking new idea, between others. In addition, this report recommends further work to: • Plan the use of the time for workshop activities. The past experience showed that two hours for the completion of the handbook and building the model is too little time. We should allow the children to have time enough to discuss from the different professions and interests the building of the model.

• Rethink and reformulate the “What if…?” activity. Although only the 45% of the children complete this activity, the concept behind it is an important part of the workshop. It is a starting point for change, where children are encourage to dream with the ideal city and environment. We should analyse what is not working; could be that the assignment is not clear, or there is no time enough to complete this part, or it is difficult for this children to think up unreal situations.

• Link the school’s teachers with the workshop’s themes before its realization. In this way, we could provide materials for teachers and children to work the topics in their classes.


Ideas to work before workshops To enhance the scope of the workshops and make a full experience for children, we suggest some activities to do before the workshop day. The workshop team would send, in advance, different ideas and materials to work in class in order to approach the children to the workshop themes. In this sense, when the workshop day arrive, the children would be completely familiar with he topics, ready to discuss and participate.

Transformation of the harbour

Student Programme

The harbor is a growing organism and is an important aspect of the city. The port is not only an economic engine. It is an engine for many other activities and opportunities. The growth of a port has consequences for her city. Old harbour areas will be redevelopment and there will be a transformation in traffic. These subjects have an effect on the social relationship between the inhabitants of the city and the port itself. Port, society and nature are three subjects in port cities which often working independently of each other. Looking at pleasant and lively port cities, these three topics are integrated whit each other. In this workshop we will investigate the three topics in Santos and how they are integrated in the port and urban developments. The goal is to organize and design a better relationship between the Port of Santos and the city of Santos and the metropolitan region of Baixada Santista. What is the identity of the city and how can we organize a coalition between port, city, society and nature to improve a better relation between them. The use of water is the overall topic.

Multidisciplinary workshop In this program we made a collaboration with the Catholic University of Santos (UniSantos) and Federal University of S達o Paulo (UNIFESP ) to investigate the spatial development in the metropolitan region. The both universities have a different perspective. The one from an architectural manner (faculty of architecture and urban design) and the other from a hydraulic engineering and technical manner (water and ocean sciences). The workshop was jointly developed between the cross-fertilization of the disciplines of engineering, architecture and urbanism. This multidisciplinary way of working showed a new way of working, which resulted in interesting discussions and topics. There were 36 students participating in this research. Besides the substantive goal, both universities had a goal to work in multidisciplinary teams. For that reason we organized six mixed up groups. In an investigative way the relationship between the city and the harbour has been analysed. The knowledge and skills of the students has been used to do research on the water and the ecology of Santos. Making drawings and observing the spatial situation was the research method during the workshop.

Workshop Topics In the workshop we wanted the give an answer on the following six topics: 1 Ecosystem, mangroves and the landscape. How can the port have a relationship with the landscape of mangroves and coastal nature? 2 Spatial and social relation between city and harbour. What is the development of the port over the years and what are the characteristics of the relationship between city and port? What is the benefit of the relation between city and harbour? Can a harbour contribute to a better city life and ecology? 3 Water and urban space. What is the relationship between the inhabitants of Santos and the water?

4 Water and the use. What is the social, recreational value and ecological setting of water in the harbour?

5 Rubbish and water pollution What is the reason of the rubbish and pollution and in what kind of way is this organized? What is the effect of the rubbish and pollution? 6 Participation. In what kind of way can we make new alliance and cooperation to increase the qualities of life in Santos? How is the influence of residents organized?


Structure Main goal was the multidisciplinary structure of the teams. Technics are working together with architects and urban designers. Each group had his own topic. This topic has been researched and developed into a solution during 1 week. The workshop started with a few presentation about these topics by Prof. Dr. Cleber Ferrão (UniSantos ), Prof. Dr. José Marques Carriço, Prof Dr. Clarissa Souza, Paola Huijiding (Volpi Urbane) and Wolbert van Dijk (Wolbert van Dijk Landscape and Urban Design). The tutors assisted each team, if necessary. At the final day the teams presented their proposals to the tutors and to two external visiting critics, Ton Venhoeven and Anne Feentra. Recommendation • Time: The first workshop has taught us that a week is very short to finish a project into detail. To get more depth into the discussion, the students should be given more time to do the research. We think of at least two weeks to do good analysis, so they can get more grips on their fascination. In this way the students can find more and better argumentation and see the context of the research. • Collaboration: The teams were constituted by two different disciplines; architecture, urban design and water, ocean sciences. Working with multidisciplinary teams is productive for the projects. To pursue this quality we consider that the students are working with more disciplines. So the workshop will be supported by more organizations and agencies. • Exchange between the teams: In the first workshop, we saw that the groups were working separated. They worked on their own project. There was a little of cooperation between the teams. Too learn from each other and to encourage the exchange, moments of exchange are advisable. In this way students are encourage to give more presentations and to think more outside their own project.

• Presentation in between and final presentation: Within the program there was plenty of space for informal contacts, but there was not an official presentation in between. In order to give the student more direction and guidance, it’s advisable to organize a presentation in between and invite external critics. This is useful for the process of the students and lead us to a more substantiate project.

• Visiting critics: During the final presentation there were two external Dutch visiting critics. Their presence gave an extra professional charge at the workshop. Particularly if the externals can feed the discussion and lead the projects to a broader perspective point of view. By inviting outsiders from various disciplines a platform for discussion and exchange is created. This will benefit the final product.


Ideas to work before workshops The results of the workshop will be the beginning of a substantive exploration of the relationship between the port and the city of Santos, a scientific exploration of this theme. The end of the workshop, we would like to say, could be seen as the start of a beautiful collaboration between the two universities and the promoters. A collaboration that we want to develop in an intensive program for two weeks. The goals is that we can understand the metropolitan area of Baixada Santista better, so we can reflect it to other delta regions in South America and beyond. In order to have a good understanding about the relationship between cities, harbour and water the students should have more background information about this subject. In this way the students can explore there themes further and are more familiar with the issues. This allows them to have a better focus on the project during the workshop. Ideas to work before the workshop day: • Search for collaboration between other faculties, trade and industry. • Compare other deltas in the world and search for similarities in urban setting and landscape; for example delta Missisipi and delta of Venice. • Analyse the six themes and compare them. • Put together a list of books with interesting topics; for example Delta Urbanism: The Netherlands.
