About Us UTCAM is an institution of higher education established in 1997, located in Ciudad del Carmen, Campeche, Mexico.

Based on an excellent relationship with state government and Pemex, in 2005 we decided to expand into the corporate sector. Our main goal was to start operating as a reliable service supplier for Pemex. As of today we not only reached our goal, but exceeded through our vision of “Plus one” Customer Service. To date, we have more than 140 agreements for Pemex nationwide. Our 10+ years of experience and success working with Pemex have prepared us to be able to face and manage the changes and challenges of working with Mexico’s new Energy Reform Law.

Specialized Services A. Processing of Government Paperwork
Traditionally, getting certain permits or licenses in Mexico is an overwhelming challenge under the existing system that limits government management, highlighting the following aspects: • Excessive regulation hinders the management process and / or service. • Long response times in managing the process and / or service, in most cases, well above user expectations. • Various service offices to perform the same procedure and / or service, so the user has to go to different places to do it. • Improper selection, training, compensation, motivation and performance evaluation of staff attention while remaining deficient in the preparation, attitude and quality of service. • Excessive centralization of procedures and services requiring users of states and municipalities to travel to Mexico City to perform or complete the procedure and / or service.
