The Owego Elks Lodge 1039 inducted 4 new members to its lodge at a regular meeting on October 15, 2020. The Owego Lodge currently has 192 active members and is a non-profit organization that supports a variety of local community programs that help chil-
dren grow up healthy and drug-free and help youth develop lifelong skills, provide scholarships to send students to college, offer time and resources to meet the needs of today’s Veterans, and provide support and facilities to local charitable organizations and our community.

Every fall, The Kiwanis Club of Owego prepares the Hiawatha Bridge exit circle to be a welcoming sight for visitors & residents alike and to honor our veterans. This year, the local club’s efforts also coincided with Kiwanis One Day - a day of global service provided by Kiwanis members on an international level. The Kiwanis Club of Owego volunteers cleaned up debris and set the American Flags in a “V” formation to honor our veterans. Wearing
masks, toting garbage bags, and wearing the familiar bright yellow highway vests, members and helpers from the community completed the task with enthusiasm and a spirit of patriotism. The Kiwanis Club of Owego welcomes guests and anyone interested in joining in the work they do to serve the community. It will be a different Veterans Day. Corona virus pandemic cancelled the public ceremony in Warner Hall of Veterans of Foreign Wars Post 1371. Instead, thanks to Hometown Radio Owner Dave Radigan, the traditional Veterans Day Ceremony will be broadcast live at 11:00am on WEBO AM and FM with MC Jim Raftis. Tioga County Veterans Service Agency Director Michael F. Middaugh will read the Honored Names of Deceased Tioga County Veterans from Memorial Day. He will also speak about the services provided and how things are being handled currently during the pandemic. Honor Guard of VFW Post 1371 never forgets Fallen Heroes. They will have a brief service at 11:00 am at the Tioga County Veterans Memorial with commentary from Vietnam Veteran Dean Morgan. The community is asked to do things to “Honor All Who Served.” Like Owego Kiwanis with small American
flags in Kiwanis Circle off Rt. 17C by McDonalds, Tops Friendly Markets honoring U.S. Veterans and active military with an 11% discount this Veterans Day, in-store support for the Buddy Poppy Program in Apalachin at Blue Dolphin, in Owego at River Rock Diner, Value Hardware, Parkview, Community Shop, and John’s Fine Foods. Other ideas suggested include “Thank You Veterans” banners on both side of the North Avenue Underpass and entrances to communities, patriotic decorations and displays downtown, Abundance of American flags, Thank You notes to veterans at Riverview, Elderwood and Oxford Veterans Home. Little things but important: leaf raking at a veterans home, fire alarms and sirens on fire trucks and emergency vehicles sounding for a few minutes, churches ringing their bell eleven times at 11:00 am, and sharing stories of veterans with the younger generation before it is too late. Think of other activities.

Owego Elks Lodge Announces Fall Harvest Campaign Last year, the Owego Elks Lodge 1039 donated the equivalent of $198,000 to our community through use of its facility, volunteer hours, and cash donations. This included 4,700 volunteer hours by Elks members and 1,900 additional hours by Elks family and friends at sponsored events. This year, because of the restrictions imposed by the CoronaVirus Pandemic, the Owego Elks Lodge has not been able to provide the support as it normally would. Many of the activities that the Elks fund or provide facilities for have been cancelled. At the same time, the Elks recognize that the continued restrictions and job losses have created a significant impact on the local food banks and they are stepping up and asking the rest of our community to join them to support our local food banks through the Elks Fall Harvest Campaign. The Owego Elks will be collecting cash or food donations for Food Banks
in Tioga County and will make a matching donation up to a total of $5,000. Donations will be evenly distributed between the Tioga Rural Ministries, the Open Door Mission, and Catholic Charities Food Banks. Donations will be collected from November 1 to November 15 and can be mailed to the Owego Elks Lodge 1039 PO Box 6, Owego, NY, or they can be dropped off at the Owego Elks Lodge at 223 Front Street in Owego on Wednesday or Friday nights from 5:00 to 7:00 pm or at the Owego Elks Emporium on Sunday, November 1 or November 15, from 8:00 am to 3:00 pm. A confirmation of gift receipt will be sent if a name and email are included with the donation. All monies collected will be distributed to the food banks along with a matching grant of up to $5,000 from the Owego Elks Lodge 1039.

The family of Community Independent Bible Church (CIBC) in Little Meadows, PA, recently welcomed their new pastor, Pastor Justin Canfield Pastor Justin has some words of encouragement to share with you: “I have obtained degrees from Moody Bible Institute and Moody Theological Seminary. My wife Debbie and I met in 2017 and were married November 11th, 2018. I have had experience in various types of ministries from youth to young adult. I am so excited to begin ministering to the people of Little Meadows and the sur-
rounding community. It is a blessing and an honor to serve in an area that I have long called home, having grown up in Bradford County five minutes outside of Wysox, PA. My greatest passions are preaching the Word of God and caring for God’s people through visitation, one on one mentoring, hospital calls etc. My pursuit in ministry is to love God deeply so that I can love His people deeply, inspiring them to love Him, one another and the world. My prayer for Little Meadows is that we grow in: the wonder of our Worship to God, the togetherness of our walk and the wealth of our witness. I look forward to preaching, being in homes, sharing cups of coffee/ tea, caring for the ill and celebrating with those who are rejoicing and most importantly, serving and ministering with the people of Little Meadows.” Pastor Justin will be preaching and teaching on November 8. Town of Owego Budget Hearing The Town of Owego will hold a public hearing on the 2021 budget scheduled for November 4 has been rescheduled for Wednesday November 12 at 6:30 pm at the Owego Town Hall. The hearing has been rescheduled to com-
plete final adjustments on the budget. As of Oct. 30, the budget is under the tax cap of 1.56% this year, water and sewer rates will remain flat and lighting district charges will be reduced.

Pride of OFD Heads to Maine for Repair
1866 Amoskeag Steam Fire Engine Due Back in 2021
OFD’s 1866 Steam Fire Engine and recently repaired trailer. The Owego Fire Department’s 1866 Amoskeag Steam Fire Engine, known as the “steamer” and often referred to as the “Pride of the Department,” was transported to Firefly Restorations in Hope, Maine, by Owego Hose Team members last month. The 153-year-old steamer has not been operational since the late 1980s at which time it was the oldest operating licensed steam fire engine in the US. Now under the care, custody, and control of the Owego Hose Teams, the steamer will undergo a complete restoration allowing it to reclaim the “oldest operating” title. The overall steamer project is divided into three phases. Phase I involves the steamer’s restoration, making it operational again, and repair of the steamer’s 1984 trailer. Global Industrial Services recently donated parts and labor for the trailer repair that included new brakes, wiring, and lights allowing the steamer to be transported. While at Firefly Restorations, the steamer work includes fire tube boiler replacement (old boiler will be retained for display purposes); engine, pump and other work as required; construction of accurate reproduction of steamer tiller (tongue) with “S” curve so the steamer may be hand pulled; repair of lamps and mounts; manufacture and attachment of “ash” pan with draft control and clean out provisions preventing the steamer wheels from catching fire; replacement of hard suction hoses; painting, gold leaf lettering decoration reflective of the 1866 time period; rebuilding and certifi-
cation water and steam pressure gauges to include new mounts; and right front wheel repair. The overall cost of Phase I is estimated at $50,000. Phase II involves the construction of a “Steamer House” that will house the steamer along with the Owego Fire Dept.’s 1939 Sanford Hose Truck. The cost of Phase II is estimated at $50,000. Phase III calls for the training of hose team members on steam fire engine operations and a partnership with the Owego-Apalachin School District. The total project cost of the steamer restoration and “steamer house” is expected to be in upwards of $100,000. Significant financial support has already been received from the Mildred Faulkner Truman Foundation and the Fannie C. Hyde Charitable Trust. Limited fundraising due to the COVID-19 crisis by the hose team is underway that includes ongoing chicken BBQs. An account at Neighborhood Redemption Center on 5th Ave. in Owego has been set up so people can apply their return funds to the Owego Hose Team account. Individuals can participate in the hose team’s “Steam Booster” donor program. For a $100 tax deductible contribution name(s) will be placed on a cast iron bronze plaque that will hang on the steamer house building. Donors will receive a letter and certificate thanking them for their donation. Donors can purchase benches that will surround the steamer house. For more information, go to: www.OwegoHoseTeams.com
Upcoming Exhibit at Tioga Arts Council “New York Abandoned”
“New York Abandoned” is an upcoming exhibition by photographer, Greg A. Chianis. The exhibit opens Friday, November 6, from 11:00 am to 8:00 pm in Tioga Arts Council’s gallery at 179 Front St. in Owego. Chianis states, “This unique collection of black and white images focuses on the abandoned structures of New York State. The image locations may be geographically diverse across the state, but they all share a common element of places that have been forgotten. Each structure has been left to die their own slow death. The cause of death in most cases is water, weather, vandalism, or simply gravity. Each image presented here is a reminder of a place that was once alive and well. These places served as someone’s home, a factory where things were made or people worked, or even a place designed to help heal people.” “My goal with capturing any image of abandonment is to convey an aware-
ness of history and time and to artistically be able to tell the viewer a story about a particular place at a particular moment. Your interpretation of these images and what you see in them is yours, and yours alone.” The exhibition will open during Owego First Friday, but there will be no formal reception. All visitors are required to wear masks and observe social distancing while in the gallery. Groups of four or more are encouraged to make an appointment before visiting. (Otherwise, your group may be asked to wait outside.) After the opening, the exhibition will run from November 7 to November 28, 2020, Tuesday through Saturday, 11:00 am to 4:00 pm. Senator Akshar was joined by Binghamton Mayor Rich David and officials from the Binghamton Police Department and the Sheriff’s Offices from both Broome and Tioga Counties to recognize four individuals for their quick action in saving the life of a fellow law enforcement officer last year. Detective J. Matthew Barcak, and civilian Erika Harder of Broome County Sheriff’s Office, Deputy David Schoonover of the Tioga County Sheriff’s Office and Sergeant Dennis Pavelski of the Binghamton Police Department (BPD) were instrumental in saving the life of BPD officer Brad Kaczynski on September 9, 2019. That day, Barcak, Schoonover, and Pavelski were working as instructors on the property of the old Binghamton Psychiatric Hospital for the Officer Survival portion of the Zone 6 Police Academy recruit training. As the instructors were finishing the day’s training and preparing for the following day, B.P.D Officer Brad Kaczynski began to exhibit signs of a medical emergency, including lightheadedness and disorientation. Detective Barcak immediately called 911, and instructed Broome County Sherriff’s office civilian employee, Erika Harder, to search Kaczynski’s car for evidence of a pre-existing medical condition. Shortly thereafter, Officer Kaczynski’s breath became shallow and he lost consciousness. Fortunately, Kaczynski briefly regained consciousness long enough to mumble the words “bee sting” before appearing to go into shock. The instructors leapt into action and quickly loaded Officer Kaczynski into Detective Barcak’s vehicle and swiftly drove him down the hill to the to meet with emergency medical personnel, but
during the short drive, Kaczynski stopped breathing. Upon reaching the bottom of the hill, Detective Barcak provided rescue breaths and CPR until emergency medical personnel arrived. Officer Kaczynski remained hospitalized and in serious condition for several days before eventually turning the corner and making a full recovery. “If it hadn’t been for the quick thinking and astute actions of Detective Barcak, Deputy Schoonover, Sergeant Pavelski and Ms. Harder, Officer Kaczynski might not be here today,” said Senator Fred Akshar. “They displayed courage and calm under pressure, and were instrumental in saving a young officer’s life. On behalf of the 52nd Senate District, I couldn’t be prouder to have individuals of their caliber keeping our communities safe, and on behalf of Officer Kacynski’s family and friends, I say thank you.” “I know you would have done this for anyone, but I’m so fortunate that you were there for me that day,” said Officer Brad Kaczynski during the ceremony. “There’s no doubt in my mind that I wouldn’t be here today if it weren’t for the four of you. On behalf of my wife and my three children, thank you for everything you’ve done for us, not just on that day but in the weeks and months that followed.” Earlier this year, Senator Akshar authored and passed a Senate Resolution (J.3181) honoring Detective Barcak, Deputy Schoonover, Sergeant Pavelski and Ms. Harder. Today, he presented them each with framed copies of the resolution and the New York State Liberty Award Medal, the highest honor bestowed by the New York State Senate.

Every year, the Blues Brothers LEMC selects a recipient to receive the proceeds from their annual ride that is held on the first Saturday in June. The selection criteria focuses on choosing an organization that demonstrates superior support to our first responders (police, firefighters, military, EMS). This year, the ride had to be cancelled due to COVID. The LEMC decided that despite the cancellation, they would uphold their annual tradition to make a contribution. They chose the Vestal Elks Veterans Committee for their fine work in supporting our military personnel
serving overseas. The LEMC is a nonprofit organization. Their logo signifies that they stand for a blue line that can’t be crossed. They hold the line against violence and victimization by criminals; they will defend, and if need be, give their lives for the innocent public who would be victimized by the wolves in the night. Their primary goals in becoming a law enforcement motorcycle club are to develop a bond between law enforcement officers, firefighters, officers of the court, lawyers, judges, military, and like-minded individuals. To help those who serve in their time of need and to assist the widows and children of those who lost their lives in the line of duty.
