Apalachin Lions Club Is Little Meadows Santa’s Workshop?

The club delivered toys and grocery gift certificates to families throughout its service area This significant undertaking is supported by many local people and institutions, and could not be undertaken without community support.

Every year, the Little Meadows community is a major contributor to this program. This year, coordinated by Rusty’s Cabin, and White Tails Bar and Grill, the community collected and donated two pickup trucks of toys plus a significant amount of cash all of which will be distributed to local families in need of assistance. Thank you one and all for your continuing support.

Castellucci Sworn in for Final Term as Owego Town Supervisor

On January 1, 2022, Donald Castellucci, Jr., was sworn in as Town of Owego Supervisor for his final term. “As you may know,” stated Castellucci, “2022 will be my 27th year in office and the beginning of my final term. I

just turned 60 and I honestly did not think my journey would take me this far. I always have said to myself, I would not be one that would stay too long and hinder the next generation from taking the reins.”

We are near completion of the Shared Services Building and moved most of the equipment and manpower in. The salt dome is near completion and we expect to have salt delivered there soon. At that point the highway dept. will be fully operational from that location. The Parks Dept., the Utilities Dept. Administration, and Customer service for Highway and Utilities are now in this building. In the spring there will be a cold storage building constructed and a location for brush drop off. Space will be completed for the storage of highway materials. The Planning and Zoning office issued 165 building permits which included 11 new homes, 10 agricultural buildings, 7 mobile homes and 10 roof mounted solar panels. Other permits include Watson Engineering Offices on 434, the rebuilding of Taylor Recycling center, a new greenhouse at Tioga Gardens and a twobay garage at Niko’s Automotive. Also approved was a new cell tower on Summit Rd. which will help eliminate the gap coverage in Apalachin. The assessor’s office remains busy keeping up with legislative changes at the state level. Beginning with the 2022 roll, manufactured homes in a mobile home park will no longer be eligible for the STAR exemption. They will have to apply to NY for the STAR credit check. On 11/11/2021 legislation passed that changes the beginning of the Vietnam War from 2/28/1961 to 11/1/1955. This impacts many Veterans who previously did not qualify for the exemption of war time. The Town of Owego passed a local law for all Cold War Veterans, honorably discharged. The exemption will be $4,000 off the assessed value of your home. This exemption is only for the Town portion of your taxes. Stop by the Assessor’s Office for a Cold War Veteran’s form - it must be submitted by March 1 to be eligible for the 2022 roll. The Parks Dept. was busy. I believe everyone understands the value of Hickories Park and our park system. This year we set a record at the campground with camping revenues of $309,902. The town

in conjunction with S.C.O.R.E. will install a small ice rink in Hickories Park. It will be available for public use. Thank you to Jim Tofte for his help with this. We will also revamp Tioga Park behind the Red Apple this spring. The 2022 Walk to End Alzheimer’s will be held at Hickories Park on Sept. 18. We look forward to working with Tioga Arts Council and our annual Summer Concert Season. The town attorney’s office is intertwined in all aspects of town business. The Owego Town Clerk’s Office is consistently the first face of the Town that most residents interact with. Whether paying taxes, utility bills, dog licenses, hunting licenses or other services, most of us need this office at some point during the year! Inevitably, tax season is off and running again! Check townofwego.com for payment options. Mark Clark, the Town Highway Superintendent retired Jan 1, 2022. I welcome Mike Roberts as the new highway superintendent and look forward to working with him. Councilwoman Barb Roberts stepped down Jan. 1 to begin her new position as Tioga Co. Legislator. Barb was an asset to the town with well thought opinions on issues and dedication to the town and its residents. I wish her the best of luck in her new position. The Town is facing many of the same issues that are affecting our way of life, our freedoms and the economy. Employment is difficult to maintain, COVID illness in the workforce, mandates and edicts to “comply” with. The Town also has to wait for products that are backed up or construction supplies not available. It is difficult to thread the needle between our freedoms and mandates and rules. I think we have done a good job here, not perfect but good. With all of these going on, we have had state audits, our scheduled annual audit, FEMA projects and the Shared Services Building construction and our everyday business. I hope 2022 is the year we get back to normal! Thank you for your support, comments and suggestions. They are helpful in making the difficult decisions. On December 22, 2021, Supervisor Donald Castellucci, Jr., Town of Owego, sponsored his 25th annual Red Cross Blood Drive at the Elks Lodge in Owego. It was Castellucci’s last blood drive. Castellucci started sponsoring blood drives during his father’s final days battling cancer. For the last 24 years during the month of December, he has dedicated the drive to the memory of his father who died on December 25. “This has become the tradition that I use to honor my dad’s memory and now my mom’s as well. We have helped raise awareness of the importance of donating blood over the last 24 years. I have done that by

sponsoring blood drives in my father’s memory recruiting over 780 donations since his death on December 25, 1997.” These donations have helped save over 2,340 lives. Grace Castellucci passed away in May of 2010 also a victim of 2 cancers. She received blood during her 4 -year battle. Castellucci stated, “It is comforting to know that many people are willing to give an hour of their time and a pint of blood to help others. I have witnessed both the help and the generosity first hand.” Each year a different combination of donors, young and old, help continue to make this drive a success. The goal was to get a record 60 donors in the 2021 drive.

Tioga Co. Conducts Reshaping of Legislative Districts in a Shortened Timeline Typically at the start of a new decade, the U. S. Census Bureau conducts the decennial census and completes data collection by the end of July of the new decade year. Then the Census Bureau releases the population count to the States localities during January of the “1” year in order to start the reapportionment or redistricting process. Therefore, in 2010 the Census Bureau released the 100% population data in January 2011 and Tioga County had the redistricting process complete in preparation for the September 2011 primary elections. As we all know, the new 2020 decade was anything but typical or normal. Further complicating this decade’s redistricting process were two new requirements placed on the local redistricting process. State legislation that passed in late October required that population equity must now be set at no more than 5% variation among districts, replacing the previous 10% requirement. Additionally, another new requirement brought forth by the NYS Legislative Task Force on Demographic Research and Reapportionment was to count incarcerated individuals at their place of residence before they were incarcerated, and not counted at the jail of residence on April 1, 2020, as the previous standard required. This Legislative Law section 83-m, which the NYS Legislature passed in 2011, resulted in a gain of 79 people to Tioga County’s population count, which is now LATFOR-adjusted at 48,534 for the 2020 Census. Because of these aforementioned circumstances, Tioga County could not even start addressing the reshaping of county legislative districts until after the November 2 election. Toombs and James Wahls. Tioga County’s 2021 Redistricting Committee started work on reshaping the county legislative districts in late November 2021. The Committee discussed in which districts the represented population was over and under the 5% required restricted variation, and developed preliminary scenarios on how to fix the problem countywide. It was also determined at this time that Legislative District # 7 in the northern portion of the county, could not be modified in any way because these towns’ populations did not reach the population threshold to be able to split up the district. Districts that did need to be reshaped due to their higher population counts were numbers 5 Waverly and Barton, and 6 Spencer and Barton. District #4 Tioga and Nichols, was at such a population level that it was able to accept the over-count population from District #6. All districts, except District #7, were modified to some extent to achieve equal population and representation for each. The Committee then presented these two redistricting scenarios to the County Legislature at the December 14 Legal / Safety Legislative Committee meeting. After some discussion, the County Legislature chose to move forward with Scenario 1, because it did not force the creation of an additional election district or polling place. Next steps in this redistricting process first includes drafting a redistricting local law creating these new county legislative district boundaries. The County Attorney’s office is now working on this draft local law. Then the County Legislature will introduce the local law and set the public hearing at this special meeting. The County Legislature will hold a public hearing on the new districts just prior to their regular meeting on January 11, 2022. Finally, if the decision is to adopt Scenario1, the County Legislature will vote on the new district boundaries at a special meeting tentatively scheduled for January 20, 2022. Tioga County's

Grant Amount: $6,000 Catholic Charities Tioga Outreach Center - To purchase supplies for presenters to engage students in interactive afterschool activities and support for career field trips for the Youth Empowerment Support Services program in the Newark Valley High School and Spencer-Van Etten High School. Elevator Studio and Adam Weitsman Form Investment Partnership to Purchase Metaverse Land for Business Development New venture completes first land purchase of $1 million in the Bigtime Studios metaverse LOS ANGELES, Dec. 23, 2021– Elevator Studio, a leading production and digital marketing company, and entrepreneur Adam Weitsman have formed a joint venture to invest in and develop land in the metaverse. New law allows New York air ambulances to carry blood Assemblywoman Donna Lupardo, Senator Fred Akshar, and Assemblyman Joseph Angelino last month gathered to celebrate Governor Hochul signing into law S4085A A2561B/ (Hinchey/Woerner), which allows for New York air ambulances to carry blood products. They were joined by Travis Flanagan and members of his family, along with a helicopter from Life Net of New York. This issue came to the legislators’ attention after Travis Flanagan, a local man, was severely injured in a tragic farming accident. He was airlifted from Greene to Syracuse in an air ambulance based in Pennsylvania. The out of state helicopter made all the difference because those based in New York were unable to carry blood. Before this bill was signed into law, New York was the only state in the nation whose regulations prohibited medical helicopters from carrying these life saving products. Assemblywoman Donna Lupardo said, “I became a co-sponsor of this legislation after Travis Flanagan shared his courageous story. He is alive today, in part, because a Pennsylvania based air ambulance responded to his farming accident with blood on board, instead of a NY based service. I am relieved that NYS has finally joined the other 49 states that allow blood products to be carried on medical helicopters. I’d like to especially thank Travis and his family for turning this life changing event into the opportunity to change state policy. Lives will be saved as a result.” Senator Fred Akshar said, “Travis Flanagan’s ability to cultivate positive and meaningful change out of tragic circumstances exemplifies the spirit of what makes our community great. Travis’ determination helped give this legislation the momentum it needed to pass both legislative houses in short order and ultimately be signed into

law by Governor Hochul. I was proud to cosponsor it and I thank Senator Rivera, Senator Hinchey, Assemblywoman Lupardo, and Assemblyman Joe Angelino for working across party lines to help move this forward. Together, we got results and fixed New York’s arcane regulations and help save lives.” Assemblyman Joseph Angelino said, “Early this year, due to a serious accident which Travis Flanagan survived, many of us in the Southern Tier learned that New York still had not legalized medevac helicopters to carry life-saving blood on board to treat patients as they were being transported to hospitals. We set out to change this. Medevac helicopters are critical in emergency medical care throughout New York, especially in our rural communities. Carrying blood on board is essential for patients. Travis’ bravery inspired us. I am proud to partner with my colleagues across the aisle to sponsor and pass this legislation.” Travis Flanagan said, “I’m here today thanks to the first responders who saved my life and the good fortune of having a Pennsylvania medical helicopter respond to my accident. This new law helps ensure that anyone who finds themselves in a similar situation won’t have to rely on luck. The Tioga County Legislature announces its 2022 annual agricultural district enrollment period, which will run from January 2 to January 31, according to Article 25AA, §303-B of the NYS Agriculture and Markets Law and Tioga County Legislature resolution 296-03. During this time, any agricultural property owner may request inclusion of viable agricultural land not already included in a certified NYS Agricultural District. Tioga County has three agricultural districts that are made up of individual parcels or properties, but organized by municipal boundaries. The North Tioga Agricultural District contains agricultural parcels in the Towns of Richford, Berkshire, Newark Valley and the Village of Newark Valley. The Spencer Agricultural District contains agricultural properties in the Towns of Spencer, Barton, Candor, and Tioga. Third is the Owego/Nichols Agricultural District containing properties in those two towns. Any agricultural property owner in any of these three districts may request to have their land included in these districts during this enrollment period. The property owner must demonstrate that the agricultural land is viable or actively farmed. The property owner must also supply the owner name and tax map number of the property and a description of the property, including the boundaries of the parcel. Only whole parcels are eligible for inclusion. The Tioga County Legislature must hold a public hearing and officially adopt the land requested to be included in certified agricultural districts by the end of April 2022. This opportunity is for inclusion only of land in agricultural districts. Requests from existing agricultural district property owners to remove land from an agricultural district can be addressed only during the regular eight-year review periods. There are many benefits to farmers to include active farmland in a certified NYS Agricultural District such as: Right to Farm Probably the most beneficial and well known is the Right to Farm. Under this section of the law, the Commissioner of Agriculture and Markets will investigate nuisance complaints against a farming operation. If the Commissioner deems that the farming practice in question is sound, it is not considered a nuisance. The Commissioner investigates cases only for farm operations located within agricultural districts. Municipalities can also adopt their own right to farm local law. Policy of Local Governments

When town or village boards develop local laws, plans or ordinances, they must do so in a manner that supports the goals and policy of the Agricultural Districts law and does not unreasonably restrict or regulate farm operations with agricultural districts. The Commissioner of Agriculture and Markets will investigate complaints and is allowed to initiate legal action against local governments that do not adhere to this policy Farmland Restoration from Natural Gas Development Activities NYS Department of Agriculture and Markets, Division of Agricultural Protection and Development can provide technical review and recommendations to participating landowners in the agricultural district program in attempt to avoid or minimize agricultural impacts associated with natural gas development such access roads, well pads, and pipeline construction activities. The review includes construction stage mitigation and restoration measures as well as post-construction (follow-up) recommendations on farmland impacts and corresponding rehabilitation measures. Notice of Intent Another benefit is that any public agency proposing a publicly funded residential, commercial, industrial or infrastructure project on or to acquire land within an agricultural district is required to file a Notice of Intent with the Commissioner of Agriculture and Markets. The County Agricultural and Farmland Protection Board then has the responsibility to develop an Agricultural Data Statement which details adverse impacts on farming, including the loss of viable agricultural land. Tax Incentives Finally, if agricultural land receiving an agricultural assessment is converted to a non-agricultural use, back taxes are owed for 8 years. However, if the land is enrolled in an agricultural district, only 5 years of back taxes are collected. Additionally town boards can adopt resolutions authorizing agricultural assessments to be used for the assessment value, instead of full real property assessment for properties within agricultural districts, in benefited areas such as fire districts, ambulance districts, etc. The Tioga County Planning Department administers this Agricultural Districts program for NYS Department of Agriculture & Markets. If you would like to be part of the group, just come to the meeting. Book Club Tuesday, Jan. 11, 6:30pm If you are interested in reading and discussing a book each month, this group might be for you. The first meeting is January 11 at 6:30pm, in person or viz Zoom. There will not be a book to read for the January meeting. Participants will discuss what they like to read and other general topics. “Souper Bowl” Canned Food Drive January 12 - February 12 Food will be donated to the Park Terrace Food Bank. A donation box will be out from January 12 to February 12. Anyone who donates food can be entered to win a gift certificate for a pizza from Alonzo’s. Please, no glass containers or expired food. Maker Space Open House Saturday, January 15, 11am-1pm It’s time to learn some new skills. In January, try calligraphy, weaving, and crochet. There is something for all ages. Try a New Author The library wants to add new authors to the adult fiction collection and is offering a small collection of books by authors who are new to the library. If you check one out, fill out the slip in the book and return it with your comments. Using the Finger Lakes Catalog Brianna will be helping people learn about the Finger Lakes Catalog on an individual basis. Learn how to find what you are looking for, how to find out if it’s in the library, and how to place a hold on a book so it will come to the

library if it’s not here. Everyone with a library card has an account. If you would enjoy learning all this and more, let a librarian know and a time will be scheduled for you. Louise’s hobby is baking bread. Her favorite bread baking cookbook is in the library. Ask a librarian about it if you’re interested in baking bread. Therapy Dogs Therapy Dogs will be coming to the library to be read to by children who need extra practice. If you are interested in bringing a child to read with a dog, call or stop in for more details. Libby, Hoopla Overdrive plans to make Libby the primary way for patrons to use the digital library. If you are currently using Overdrive, you will eventually need to switch over to Libby. Overdrive will take the Overdrive app out of the app store beginning in February 2022. Hoopla is a streaming app available to you with your library card. Not every library in our system offers Hoopla, but Apalachin does. This service brings you audiobooks, ebooks, graphic novels, TV shows, movies, and music.

Aerospace engineer Wernher von Braun predicts that the moon will be colonized and a baby will be born there before the year 2000 is over. King Frederick IX of Denmark passes away at the age of 72. He is succeeded to the throne by his daughter, Queen Margrethe II. Senator Edward Kennedy urges President Nixon to announce a ban on underground nuclear testing. Penny gumball machines are being replaced by ones offering four turns for a nickel. The Food & Drug Administration removes saccharin from a list of safe food additives.
