Martha Sauerbrey Re-elected Tioga County Legislative Chairwoman for 2024

Owego, NY – The Tioga County Legislature held their First Special and Organizational Meeting of 2024 on January 2, 2024. Martha Sauerbrey was re-elected as Chair of the Tioga County Legislature for 2024. Chair Sauerbrey has the responsibility of running the day-to-day business of the county as the Chief Elected Official. Legislator Sauerbrey was elected to the Tioga County Legislature in 2005 and this year marks her eleventh consecutive year serving as the Chair of the Tioga County Legis-

lature. Legislator Tracy Monell was elected to the Tioga County Legislature in 2009 and was elected to serve as Deputy Legislative Chair for 2024. Legislator Monell has served as the Deputy Legislative Chair since 2023. Legislative Chairwoman Sauerbrey commented, “Thank you for your support. The Tioga County Legislature is an engaged and strong Legislature and that is critical in running an effective and strong government. I look forward to completing the County’s Interoperable Radio Communications Project and having a communications system that improves the emergency systems across the county. I also look forward to stabilizing our workforce by filling vacancies, training our staff, and getting full employment up and running. Lastly, I would hope that other counties across the State would rally to fight to retain our Home Rule rights regarding our elections. Thank you again and I look forward to the busy year ahead.”

Historic Central Fire Station Bell Installed in Steamer House

1911 Fire Bell will ring again once project is complete.

Owego, N.Y. – Construction of the Owego Hose Team’s Steamer House located at the former Lloyd’s Barbershop site on North Avenue next to Owego Fire Station #2 is well underway. Recently the 1911 Central Fire Station bell was installed atop the building. The bell was removed from Central Fire Station in May 2022 and was restored by the Verdin Bell Company in Ohio. The Steamer House will be home to the Owego Fire Department’s 1866 Amoskeag Steam Fire Engine (currently under restoration) and 1939 Sanford Hose Truck now under care, custody, and control of the Hose Team. “The Steamer House portion of our overall Steam Fire Engine project is coming along nicely,” said Hose Team volunteer and past Owego Fire Chief Danny Gavin. “A bell that rings again downtown is something we are excited about.” The bell has a b-flat tone that will be heard throughout the village once operational. The Verdin Company sandblasted the bell with a fine polish and ensured the bell was in working order. An electric ringing system will be installed by the company after enough funds are raised. Manufactured by MeNeely Bell Company of Troy, New York, the bell was presented to the Village of Owego by Dr. Sidney Wells Thompson on December 11, 1911, the year Owego Central Fire Station was built. Dr. Thompson, a prominent Owegoean, was well known as the 2nd automobile owner in Tioga County purchasing his first vehicle in 1901. The World War I Veteran was President of the Village (now called Mayor) and Vice President of the New York Automobile Association for several years. From colonial times through the twentieth century one of the only means of calling firefighters to action in event of fire was the cry of “Fire!” which was taken up block after block until

the church sextons could run to their steeples and start ringing church bells. Even where there was a regular fire bell system, as was the case in Owego, churches usually chimed in, so every volunteer firefighter was sure to hear some bell alerting them to respond. The early Owego fire bells called the “Bell of Summons” were in the Tioga County Court House. One of these original bells can be found in the Tioga County Courthouse Square. Nicknamed “Old Joe” the bell operated from 1867 to 1915 before it cracked. Once removed, it was dedicated as a memorial to Joseph S. DeWitt an eight-year Owego Fire Chief. The Hose Team is still raising funds to make the bell functional and ring again by selling “Doc ‘T’ Preferred” bell stock as a nod to Dr. Thompson. For a $25 tax deductible contribution an individual can buy pound(s) of the historic bell with only 813 pounds, the bell’s weight, to be sold. To date, 684 shares have been sold with only 129 remaining. On December 9, 2023, the Apalachin Lions Club completed its yearly Christmas Basket effort. Twenty-four families consisting of 54 adults, 55 children, and 6 senior citizens were provided toys, food coupons, and store gift certificates. Also, several hundred pounds of food were delivered to the Apalachin and Little Meadows food pantries. The Apalachin Lions expended 276 hours towards this project. This

Tioga County Legislature Adopts 2024 Budget Last month, at the December 2023 Legislative Meeting, the Tioga County Legislature passed their Budget for 2024. Chair of the Legislature, Martha Sauerbrey thanks all county departments for their work on the budget preparation and especially the Budget Officer for his tireless work creating a valid and concise budget. The following is a brief report of revenue and expenditures, including the rate for the year 2024 provided by Tioga County Budget Officer, Jackson D. Bailey II. The NYS Tax Cap calculation for 2024 allows for a 1.17% increase in County Tax Levy, and this will mark the 12th consecutive budget year that Tioga County has been able to stay under the New York State imposed property Tax Cap. The 12-year average increase in the Tax Levy has been approximately 1.72%. Total adopted expenditures for 2024 are $102,603,603. An increase from 2023 of approximately $3,131,360 or 3.1%. Total estimated revenues for 2024 are 68,411,426, an increase from 2023 of $7,781,106 or 11.4%. The total deficit before the tax levy is applied is $34,192,177. After the application of the proposed tax levy of $26,296,389, the County has proposed using $7,875,788 in Unrestricted General Fund Balance to close the budgetary gap for 2024. The proposed budget will maintain all programs and services currently provided to Tioga County residents for 2024. It’s important that the public understands that Tioga County pays nearly $2.5 million annually in college chargebacks, this amount has continually grown and is anticipated to be nearly $3 million in 2024. Approximately 98% of Tioga County’s proposed Tax Levy makes up the expenditures of State Mandated Services including Medicaid Management Information Systems “MMIS”, Jail Facilities, Community College Chargebacks & Safety Net/ Child Welfare Services. The largest funding streams for the County are Real Property Taxes, Sales Tax, and State Aid. Sales Tax amounts received have been well

over what has been anticipated, but the amounts are forecasted to decrease in the near future. We greatly appreciate the Tioga Downs Casino Revenue however it is an especially unstable source of revenue as it not only depends on the performance of the casino itself, but the amount awarded is considered to be State Aid. This amount as such is formulated by the State of New York and can be re-formulated and ultimately reduced at any time. In 2021 the county was awarded $9,362,868 in American Recovery Plan Act “ARPA” funds by the US Treasury in response to the global COVID pandemic to aid municipalities in the continuation and betterment of Governmental services. The Tioga County Legislature has designated the entirety of funds awarded to the following initiatives: $4,000,000 – Public Safety Communications Upgrade (Emergency Response Radio Upgrade Project) $1,613,500 – Capital Infrastructure (Truck Wash Facility, DPW Equipment, HVAC Upgrades) $1,600,000 – Outside Agency Support (Tioga ASAP Organization, Affordable/Transitional Housing Initiatives) $100,000 – Aid to County Tourism $750,000 – County Wide Broadband Upgrades $298,368 – Provision of Governmental Services (Veterans Suicide Prevention, Ortho Imaging, Records Study) $974,384 – County Building and IT Security Upgrades (Cyber Security, Data Encryption, Building Security) $26,616 – ARPA Administrative Expenses (Administrator & Consultant) To date, the County has spent $4,058,279 towards those initiatives. Per the Final Rule issued by the US Department of Treasury, funding must be obligated by December 31, 2024, and jurisdictions have until December 31, 2026 to fully expend their funds. The only remaining Bond for the County is the 2010 Bridge Rehabilitation/Build America Bond which is expected to mature in 2030.

The Miami Dolphins beat the Minnesota Vikings 24-7 in the Super Bowl. Skylab 3 astronauts set a record with a space flight of 84 days. Experts determine that the 18minute gap in the Watergate tape is due to erasures. Space Mountain opens at the Magic Kingdom in Disney World. Congress receives demands to end Daylight Saving Time because it is a hazard to children who have to travel to school in the dark. During the State of the Union address, Nixon says, “I have no intention whatever of walking away from the job that the people elected me to do.” Edward Hubbard, 49, is reelected chairman of the Tioga County Legislature. The State Supreme Court’s Appellate Division ends an attempt by two local men to block the demolition of the First City National Bank at the corner of Front and Lake Streets in Owego. The State Department of Transportation installs high-intensity over-

head lights along the Court Street Bridge in Owego. Tioga County’s first snowmobile patrol begins. Johnny Cash appears at the Broome County Veterans Memorial Arena. TV cameras film the audience’s reaction to the concert. The footage will be included in an upcoming episode of “Columbo” in which Cash plays an evangelist/ gospel singer who commits murder. The Owego-Apalachin School District reorganizes: Jerry Lockwood is appointed vice-principal of Owego Free Academy, succeeding Robert Macy who becomes the principal of the Apalachin Middle School, succeeding Lewis E. Bradley who is named principal of Owego Free Academy, succeeding George Stimik who is appointed the first director of secondary education for the district. The Tioga County Chamber of Commerce announces the name for the new bridge in Owego. Commonly referred to as the “New Bridge” or the “IBM Bridge,” it is now the “Hiawatha Bridge.” Sunday night TV shows include Walt Disney, The FBI, Mannix, Barnaby Jones, and The New Adventures of Perry Mason. Top tunes include Show and Tell by Al Wilson, Smokin’ in the Boys’ Room by Brownsville Station, You’re Sixteen by Ringo Starr and The Way We Were by Barbra Streisand. Tioga Arts Council Solo Exhibit by Michael Husted Tioga Arts Council (TAC) is honored to present RESONANCE: A Solo Exhibition by Michael Husted that is on display now through January 27, 2024, Wednesday through Saturday, 12:00 Noon to 4:00 pm, at TAC’s gallery at 179 Front St. in Owego. Michael Husted is a long-time resident of the area. He graduated from from Owego Free Academy in 1975, majoring in art, and studied studio art at Elmira College where he discovered an aptitude for metalworking that launched a career as a bench jeweler. “I apprenticed under several talented craftsmen before opening my own trade shop which I ran for many years before landing at Van Horn Jewelers in Owego as a jewelry designer,” stated Husted. “A professional highlight was when I achieved the level of Certified Master Bench Jeweler from the Jewelers of America organization in 2000. Tioga County Legislature Recognizes State Champion Football Teams Tioga Tigers and Waverly Wolverines Owego, NY – The Tioga County Legislature will convene their first regular Legislative meeting of 2024 on January 9, 2024, at 12:00 pm in the Hubbard Auditorium, Ronald E. Dougherty County Office Building, 56 Main Street in Owego, proudly recognizing and applauding the Tioga Central High School and Waverly Central High School Football teams on their accomplishments and earning the title of State Champions. The Tioga Central High School Football team defeated Stillwater 6314 on Saturday, December 2, 2023 at the JMA Wireless Dome in Syracuse, and became the reigning New York Public High School Athletic Association Class D State Champions for the third consecutive year under the leadership of Head Coach Nick Aiello and Assistant Coaches Adam MaCauley, Jordan Hathaway, Jason Bellis, and Tyler Spires. The Tioga Tigers won their first Class D State Championship in 2015. The Waverly Central High School Football team defeated Fonda-Fultonville 46-26 earning them their first-ever New York Public High School Athletic Association

Class C State Championship on Saturday, December 2, 2023, at the JMA Wireless Dome in Syracuse under the leadership of Head Coach Jason Miller and Assistant Coaches David Shaw, Derek Bowman, Peyton Miller, Jeff Mastrantuono, Josh Mastrantuono, Andrew Yeckinevich, Chad Rylott, Pete Girolamo, Trevor Bauman, and Joe Tomasso. The Legislature recognizes the value of extracurricular activities and sporting events and the strong foundation upon which studentathletes can go to lead extraordinary lives. Chairwoman Sauerbrey stated, “It is with great honor that we will be recognizing the outstanding accomplishments of our county’s studentathletes and to congratulate these superior teams on their 2023 victorious seasons earning them the title of State Champions.”
