theexpressNewsUpdate Sculptures to be swapped building Nelson & area community since 1988

Friday, Apr. 10, 2015 Vol. 5, No. 14

Baker Street’s gallery of outdoor sculptural art is soon to see a swap, just in time for the arrival of spring. And, according to Nelson’s Cultural Development Officer, Joy Barrett, if you fell in love with one of the existing sculptures, now is your chance to own or lease it and extend your enjoyment. Five sculptures currently grace the downtown: Seed by Nathan Smith, Rhythm of Being by Regine Neumann, To See & To Say by Serge Mozhnevsky, To Love Is To Be by Martin Eichinger, and Fir Cone by Kevin Kratz. All will come down in the beginning of April, to be replaced by five new works of art that will beautify the downtown for another year. The downtown sculpture program, urged by Nelson citizens who helped create the City’s Sustainable Waterfront and Downtown Master Plan, has proven to be a very cost-effective way to increase public art in the community, amounting to just one tenth the cost of outright purchasing the art. www.nelson.ca submitted

Aquatic Centre bids rejected

The Regional District of Central Kootenay (RDCK) has rejected all bids for renovating the Nelson and District Aquatic Centre, the Regional District of Central Kootenay said today, meaning that the centre will not close on May 1st, as previously announced. Before going to tender, the RDCK consulted with an external design team and a quantity surveyor to estimate the cost of the project. The commission and RDCK board approved a $4.92 million budget with borrowing not to exceed $4.5 million for all renovations. The two qualifying bids received were over budget by at least $1.2 million. Renovations had been scheduled to begin May 1 and take about eight months to complete. To establish a new project timeline and tender process, RDCK staff will further review the two tenders it received, meet with the project design team over the next three weeks and report back to the Recreation Commission on April 27. http://www.rdck.ca

suspect sent to Alberta On Wednesday, Apr. 1, at approximately 8:15 p.m., the Nelson Police Department received information from the RCMP regarding a male wanted on several outstanding warrants from Alberta for trafficking, possession for the purpose of trafficking, breaching court orders, and failing to attend court. On Thursday, April 2, just after midnight, this male was recognized by a member of the Nelson Police Department walking in the downtown core and subsequently arrested. The male was escorted to the Nelson

RCMP and later transported back to Alberta to deal with his outstanding matters. suspect sent to Quebec On Friday, Apr. 3, while investigating an unrelated matter, the Nelson Police Department went to a residence and found an insecure door. After making numerous attempts to have someone come to the door, the attending members entered the residence to ensure no crime had occurred and there was no need for police or any medical concerns. The attending members encountered a

male who verbally provided his identity. Shortly after, the Nelson Police Department discovered the male provided a false name and determined that the male was wanted in Quebec for robbery, kidnapping, forcible confinement, pointing a firearm, possession of a weapon, fleeing from police, and had been incarcerated but fled from the institution. The male was arrested and transported to the Nelson Police Department to be transported to the originating province in the upcoming days. submitted by the Nelson City Police

Opinion&Editorial My Opinion

by Spencer Pollard

Cats are often animals that are often either loathed or loved. Where do I stand on such a hot topic issue? Coming from a dog lover, I personally love both animals. They provide comfort at times of need and are companions that we can all cherish greatly.

Cats: The Argument

Cats are great. Sure, they don’t listen, and sure you can argue whether or not they really care about their owners, but they provide companionship for many of us unable to own a dog, or those who would just prefer to have a cat. Cats also have a tendency to sleep everywhere, which is adorable.

I am personally more of a dog person. However this does not mean that I don’t love and adore cats as well. It’s an argument you may assume has a side to choose, but the reality is that it is not. Feel free to get one or the other or even get both, I’m sure they will greatly appreciate it.

Survey&Editorial Is being a politician a career position or a community service? I am a member of Canadian Federation of Independent By Nelson Becker Businesses. They regularly send out questionnaires which serve both the purposes of encouraging a better business climate in Canada as well as giving us things to think about. The most recent survey questioned whether municipal politicians should have a limit

on terms of office. On the plus side to being no term limits, their argument was the longer someone is in office, the more experience they have and potentially the more effectively they can do their job. On the other side, term limits encourage fresh new ideas and push politicians to be more expedient in addressing citizen concerns. One of the reasons that this association is asking this question

is because voter participation is at a new low. I believe the mayoral position should have a limit of two terms and then be forced to take a minimum of a one term break. At this time, I would not put a limit on long-standing councilors. I think this would have the effect of keeping voter interest up and would work as one more tool to encourage voter participation.

This Week’s Survey Question Do you believe that Mayors and Councilors of municipal governments should have a limit on number of terms in office? Just Mayors? Just City Councilors? Both?
