Looking over the Edge
This is an incredibly full and busy issue with lots of new adverts and plenty of editorials, I do hope you enjoy it and may I ask you to support local businesses - it is the only way that the high street will survive. I also take this opportunity to thank the regular contributors for their informative articles that make the Edge so readable. In particular, Andrew Govier, for his regular “fiinger on the pulse”. Andrew is an incredibly busy and dedicated man who takes time and trouble to provide a balanced and unbiased update on issues that impact on the Town. Thanks also to Colin Spackman whose articles on the history of Wellington are very popular and provide a fascinating insight into the buildings and personalities that are the bedrock of the town. Also thanks to Town Clerk, Greg Dyke and his Deputy Debbie Bere for their support for the Edge and their input to the Town Council Newsletter. Debbie is now off on maternity leave and Gill Croucher is back to fill in for a few months. Also thanks to Nick Cater for his excellent articles on recycling - I hope you find them as useful as I do. We have no Spotlights this month as I just didn’t have the space. hats On WELLINGTON Art Exhibitions
Blue Planet may be the most influential TV programme for many years. It speaks so directly to people’s endless fascination with the sea. “We are tied to the ocean. And when we go back to the sea, we are going back from whence we came,” wrote John F. Kennedy, a career navy officer before becoming US president. Painter Claire Western shares that deep and endless fascination with the world of wave and tide. Her first onewoman show for 10 years, entitled Water’s Edge, is a collection of new work that homes in on the Westcountry’s shorelines. “I grew up by the sea in Exmouth so my earliest memories are of being on the beach and looking across to Dawlish and the headlands towards Torquay,” said Claire. “Work and family have taken me to live in other places over the years by but never far from the sea. I still spend many weeks a year sailing or walking around Devon and Cornwall’s coastlines. “However, there are pluses to living now between the Quantock and Blackdown Hills. The rivers and streams where my spaniel loves to swim are giving me other perspectives on water in motion and some of these paintings are part of the new exhibition.” Claire has been Head of Art at a Taunton school for the past decade but has continued to paint, with her work featured in galleries and exhibitions across Devon and Cornwall. “I’m leaving my job this summer to focus my teaching energies on a series of adult classes, plus another exhibition in the New Year,” she explained. Criag Holmes, the Chair of the Wellington Dementia Action Alliance, told the Edge that the application focused on three key areas: •
Develop a working relationship with the local leisure centre and other activity providers in the area designed to encourage participation by those living with dementia, their families and carers.
•
Recognise that the education of retail and customer facing staff is crucial in ensuring that people are made to feel welcome and comfortable in these public environs.
•
As a dispersed community with many of the towns population spread into agricultural/rural areas we had already recognised the need to forge links with community groups Dementia Awareness week has changed to Dementia Action Week this year and runs from 21st to 27th May. Details of the program of activities will be announced shortly.

The spring meeting of Churches Together in Wellington & District is on Tuesday 17th April at 7.30pm in the United Reformed Church Hall. Our Guest Speaker will be Gaby Bellamy, who will tell us about Village Agents. The role works to reach people isolated in our rural communities and respond to their needs, with which our rural parishes can help. We shall also receive updates from the many other projects where we work with our Councils, agencies and police. Grants Wivey Link – £1500 for expanding it’s community transport options. Although the scheme was based in Wiveliscombe and covered surrounding parishes they regularly collected 46 people in Wellington and Rockwell Green but were sure that there were more residents who were not aware that they could access the service. WHERE - £2000 a year for 3 years within a Service Level Agreement. After considering an application for £1,300 in January in relation to the work that WHERE did with its Partially Sighted Group the Council felt the overall works of WHERE should continue to be supported. Andrew Martin, GB Parabadminton player - £500. Towards his training and costs, he hoped to compete in the 2020 Paralymic Games in Tokyo.

Town Centre Working Group The Council have set up a Working Group to investigate and report back on the current issues faced by shops and businesses in Wellington, with an emphasis on: • Shops and other commercial premises which are currently vacant; • The problems and issues faced by the businesses already operating in Wellington; • Facilities and amenities open to the public (including public open spaces); and • Proposing practical solutions to issues identified which are affordable and within the scope of the Council’s powers. The terms of reference of the Group allowed the co-option of members of the public who will have some particular relevant experience or expertise. The membership of the Working Group will be split between elected Councillors and co-opted members of the public. The Councillors involved will the Mayor together with Councillors Shepherd, Lithgow, Govier and Russell-Cairns. High Street Promotional Space In November last year the opportunity arose for the Town Council to take on responsibility for licensing the promotional space in front of the Old Post Office. The Council saw this as an opportunity to help contribute to the vibrancy of the town centre and at the same time gain some income from commercial letting of the space. A charge of £100 per day be will be made for commercial bookings but use of the space to promote local events, clubs, societies and organisations will be free of charge.
Wellington Monument Detailed design work for repairs to the 175 feet high obelisk are being done this year and the National Trust expects to go out to tender for companies to carry out the repairs by the end of the year. Work would then start on site in early summer 2019 and continue for most of 2020. But the trust expects to only be able to repair the most badly damaged areas of the monument, because so far it has only been able to raise half of the nearly £4 million needed to do a full repair. Wellington Monument project manager Helen Sharp said: “We have raised half the money so far and we will shortly recruit a community fundraiser but the remaining £2 million needed is an ambitious target. “We are hugely grateful for all the help and support we’ve already received, including from our volunteers and Wellington Town Council. We’re going to need to keep working together if we are to hit this target. “The monument is deteriorating. Our intention is to start work on the most damaged parts and repair the top third as well as correct the bulging north face and continue to work down while we fundraise. “If we can raise enough money, the repairs will reach ground level and we will be able to safely reopen the monument to visitors once more.” The money the trust has raised so far includes a £1million grant from fines levied on the banking industry for manipulating the LIBOR rate but the trust recently had an application to Heritage Lottery Fund turned down.

Wellington Community Office Taunton Deane have told us about the forthcoming changes to the way they handle cash for payment of Council bills. Ways to pay for Taunton Deane Borough Council Bills From the 29th March, the cash machine in Wellington Community Office is to be removed and TDBC are providing, as an alternative, “a more modern system which is more convenient for customers�, therefore if you still wish to pay cash for a Council Service then you will be able to use one of the many shops and convenience stores who are signed up to the Paypoint network or any post office. All you will need to do is take your bill which will have a bar code on it to one of the outlets and pay cash in the normal way. Alternatively It may be easier for you to pay your bill over the phone. There is a 24/7 payments line 01823 356598 or you can pay at any time online using the website www.tauntondeane.gov.uk

Finger on the Pulse By Councillor Andrew Govier As I write my latest article for the Edge, the snow continues to fall outside and everything is covered in quite a thick blanket of snow. The snow has returned after Wellington was getting back to normal after being hit by the ‘Beast from the East’ a couple of weeks ago. I know that snow is the same as Marmite, you either like it or hate it. On the positive side, it was very encouraging to see how the community comes together when snow comes our way. There are, of course, those wonderful people who have to work whatever the weather, to ensure that vital services can operate. Our thanks go to the hardworking teams at Somerset highways and the other council staff who helped to clear our roads and pavements. In addition, this time around there were many volunteers who used their skills and vehicles to keep services open and functioning. Well done to our local Mayor, Gary James, who visited care homes and other vulnerable residents to ensure they had the medication and food that they needed. Also, to the many local residents who called in on family and neighbours to ensure that they had the essential items they needed. I know that the gas pipe replacement work in the town has added to the frustration of local motorists and residents, causing delays and tailbacks. The work is due to be coming to an end and the County Council have agreed that they will implement the new junction layout and traffic light sequencing in the near future at Longforth Road. These changes are hopefully going to be combined with resequencing the town centre lights and we all hope that this will improve the situation. It needs to be pointed out that it won’t solve the problems completely but it will hopefully make a positive difference. I have commented before on the excellent sports clubs that we have in the town and the positive work they do with our young people. This continues to see the numbers of young people participating increasing. This has started to put pressure on the availability of pitches in the town. I mentioned last year that the local clubs were working with the town council and TDBC to try to ensure that there was a comprehensive plan to address current and future needs. I pleased to say that at a recent meeting there was further agreement on the way forward and a potential site for a new football-based hub could be located. The plan is to move all the football pitches to one location, freeing up existing spaces within the town, for additional cricket and rugby provision. This is an exciting venture and one that will benefit current and future generations of sports men and women for years to come. On a less positive note, services for local residents continue to be at risk and I am increasingly concerned that decisions are being made ‘behind closed doors’ and without appropriate consultation with those most affected. There was another example of this in the last few months where medical support services for some of the most vulnerable children in our local community, young boys and girls who have severe medical conditions, were targeted for cuts. The proposed cuts were discussed and started to be implemented without any consultation with parents, schools and most importantly the children themselves. I was pleased to support these families by requesting that the matter was discussed at a recent meeting at County Hall. I attended the meeting with the families and staff from the service and I was delighted that the committee unanimously supported my request for the implementation to be put on hold until further consultation has taken place. The matter will be discussed again at the next scrutiny meeting on 20th April at County Hall. I sincerely hope that the decision makers at County Hall will listen to these amazing families and reverse these damaging cuts. First sign of spring?
What do you notice first about the spring? Is it the new green growth in the garden, the appearance of blossoms….or is it a sneeze, itchy eyes, streaming nose or congestion? Hayfever is an unwelcome sign of spring for some.

Hayfever leads to irritation and inflammation of the nose, eyes and throat, leading to sneezing, streaming redness and congestion.

The Triangle of Trust ‘Tell me about someone you admire’ is a question that I have asked numerous pupils at interview. Some will speak of a public figure, often a sportsman or woman, and explain in detail how they came to success. There is almost always a clear realisation that this took effort and practice and that there were setbacks along the way. It is not the destination that is admired, but the journey. It is both notable and warming, however, that the majority of pupils immediately respond with the name of a parent. What is quickly clear is not only the love and appreciation for their parents, but also a strong understanding and recognition of their qualities. Children see and admire the ability and hard work of their parents, but they also sense their parents’ values and try to emulate them. At Wellington, we strive to provide a top quality academic education, a wealth of co-curricular opportunities and excellent pastoral care. Beyond this, however, we are also trying to build on the positive DNA and sense of values, which has been set at home. I do not believe that a school can instil these from scratch, but it can help pupils to test, broaden, reaffirm and ultimately strengthen their values. The scope of education is huge and there will always be debates within it. Whether one believes in the prioritisation of knowledge or skills, the Arts and Humanities or STEM, a traditional or more progressive approach to learning, I hope we are agreed that a key aim is to prepare children for the future. We know, however, that the future is a moving target and not all that we have taught within the classroom will prove useful in the most practical terms. Nevertheless, I do believe that a sense of values will always be useful. Indeed, whilst I want the education received by pupils at Wellington to equip them for future happiness and success, it is vital that this is balanced by the ability to do right thing when required, whatever the challenge or potential cost. The success of education depends on many factors, but the relationship between the teacher, parent and pupil is vital. For many years, I have spoken about the ‘Triangle of Trust’, which simply points out the need for the school, home and child to work together. It’s obvious really, but problems mainly arise when communication breaks down and one of the three points on the triangle feels or becomes isolated. I mention this because there seems to be more anxiety and uncertainty in parenting in our generation and I speak as a father of four young children as well as a Headmaster. The pace of our own lives and those of our children is quickening and we are undecided about whether we need to slow this down with the fear of being left behind or running ever faster to keep up. The need for partnership and the ‘Triangle of Trust’ has never been greater and I believe that parents and schools need to have confidence in themselves and each other in order to help children thrive. One of the hardest things for a teacher to do is to give a parent negative feedback about their son or daughter, particularly on an issue of behaviour. For a parent, this may mean hearing about a trait in their child that they have never seen before and cannot quite believe.The truth is that some children will present themselves slightly differently at school, but their fundamental DNA will not have changed. Teenage years can be about pushing boundaries, but I prefer to see them as roller-coaster of self-discovery, which are as confusing for a child as for the parents. The teenage tunnel can be short or long, bright or dark, but there is always a light at the end.This is, however, when the triangle of trust needs to be at its strongest and values at their clearest; each teenager will go through this period once; each parent may go through it with a child on more than one occasion, but schools and teachers have seen pupils through it many times. For my part, it is one of the greatest rewards of being a schoolmaster and lies at the heart of education. As with parenting, there are no magic wands in education. Boundaries must still be set, resistance and punishment still used when necessary, but our children need our support, patience, encouragement, understanding and forgiveness as much as ever. Beware of the free lunch… by Greg Sellers – Investment Manager at Hawksmoor Investment Management. There’s no such thing as a free lunch or if it’s too good to be true then it probably is. I could go on. These may be clichés but when it comes to tax avoidance, they are undoubtedly apt. Tax avoidance is the legal way of avoiding tax (not to be confused with tax evasion which is a criminal offence). The government ‘encourages’ a modest amount of tax avoidance. For example, Individual Savings Accounts (ISAs) are one of many ways of partially escaping the taxman’s clutches. However, if the government feels that tax avoidance is being abused, then it will act and the consequences can be painful for investors. The problem with many tax avoidance schemes is that clever people in financial services develop schemes which, although legally speaking do not contravene the law, nevertheless are not in the spirit of the original legislation. The government has become increasingly strict on such aggressive tax avoidance and is not afraid to act. Such action is often retrospective and can cost unwitting investors dear. As I write, there is likely to be a further clampdown on both Venture Capital Trusts (VCTs) and Enterprise Investment Schemes (EISs) that are not in the spirit of the original legislation. Both VCTs and EISs were established by the government to encourage investment in high-growth but naturally high-risk UK early-stage companies. In return for taking such an investment risk, the taxman gives you generous tax breaks, notably up to 30 per cent reduction on your income tax bill and exemption from inheritance tax (IHT) if you hold the EIS/VCT shares for two years. It is the risk element that is important. However, clever financiers have developed EIS and VCT schemes that try to reduce the risk by offering downside protection. An example may be an asset-backed scheme such as a film-production scheme which already has distribution contracts in place. Such ‘low-risk’ options are likely to fall foul of the government’s new ‘risk-to-capital condition’ that may shortly become law. The Chancellor certainly does not want to give such generous tax breaks to the ‘free lunchers’. Now for a shameless plug. At Hawksmoor, we offer an Alternative Investment Market (AIM) portfolio service. This is a legitimate tax avoidance scheme. We invest in a basket of junior companies on the AIM market which meet our exacting screening process. For those with a potential IHT problem, this may be a useful tool in mitigating some of this tax because many companies on AIM qualify for Business Property Relief (BPR); an investment in such a qualifying company is exempt from IHT after a two-year holding period. AIM was established by the London Stock Exchange to encourage investment in small, growth companies at the early stage of their development. On AIM, there are fewer listing requirements and a lighter regulatory touch. This makes it cheaper for a company to raise money from the market but naturally increases the risks for investors. Importantly, we adhere to Source: Factset the spirit of the original legislation. We invest in genuine UK-trading companies and stick rigidly to the rule book – there are no ‘funnies’. For example, we will not invest in businesses engaged in dealing in shares, land or buildings because this is not allowed for BPR. AIM is not for the faint-hearted (see chart) and there are risks. You should take professional advice before investing and explore your options for IHT planning with an adviser as an AIM portfolio is not suitable for all investors. To control risks, we buy quality businesses at good prices, maintain diversification across sectors, limit the size of any one holding and use continuous monitoring software. Importantly, we stick to the spirit of the law. There are other IHT mitigation schemes available which use BPR as their main selling point. Beware of anyone touting a low-risk IHT mitigation scheme – it may not be the free lunch they claim after all.

Not so fantastic plastic By Nick Cater Nick Cater is Senior Communications Officer at Somerset Waste Partnership, which manages waste and recycling services on behalf of all local authorities in Somerset. It is encouraging that the new debate about plastics has focuses on what each and every person in and around Wellington can do about this problematic material, such as avoiding single-use items, from so-called “disposable” coffee cups to the even less disposable nappies. And it is impressive how many people feel empowered to take action, from making changes in for their families to getting organised within their communities. Plastic delivers us plenty of dilemmas impossible to ignore. Convenient light-weight packaging protects products and extends the life of foods, and plastics have many uses in almost everything we regard as essential, from power supplies to transportation. But since all the many billions of tonnes of the myriad forms of plastic ever made, unless incinerated, still exists in some form, its persistence leaves it littering our streets, polluting our oceans, entering our food chain and troubling our consciences. In taking your own steps to cut your plastic footprint, key to making a difference is opting for simple choices in line with the waste hierarchy guidance of reduce first, then reuse and only then recycle. That could be reducing the plastic you consume by buying unpackaged fruit and veg, getting milk delivered in glass bottles, using a bamboo toothbrush, and buying loose tea rather than tea bags that include plastic in the bag. And you could reuse plastics by taking your own water bottle and coffee mug when out and about. Easy actions in your community can be fun, productive, educational and very positive for your environment, such as taking part in a local litter pick, joining a group active about plastics, and not leaving plastic bags of your dog’s poo everywhere. If you want to go further, the internet has plenty to suggest about going plastic free or even zero waste, from the benefits and locations of “scoop shops” to how to create your own plastic-free home-made toothpaste. For our part, Somerset Waste Partnership (SWP) is here to help with services, support and online advice as we invest the essential time and millions of pounds in realigning all that we do to improve recycling and rubbish collections for the county’s residents, tackle plastics and cut costs. That will include rolling out the new Recycle More kerbside service from 2020, which every week will take far more of the plastic packaging that you decide you cannot do without, and then collect the far emptier rubbish bins every three weeks. Extensive trials in Somerset have shown that this will make a big difference. We already collect millions of plastic bottles every year, but none of those 3,500 tonnes of plastic ends up in the ocean, or goes to China, because they are now all recycled in the UK. As is 96% of Somerset recycling, due to twice-sorted kerbside collections (you and your crew) and recycling sites that produce high-quality, low-contamination raw materials that, crucially, the market wants. That includes the three main plastics used in plastic bottles. 58

Equally, no plastics discarded into your rubbish end up in China or the ocean; today they are landfilled in Somerset. With that 2020 realignment of your waste services, all rubbish â&#x20AC;&#x201C; including, we hope, far less plastic - will then be carefully incinerated in Avonmouth to generate electricity, For now, your kerbside collection includes plastic bottles and no other plastics. To recycle all plastic bottles, including hand-held trigger sprays, please discard tops, rinse out and squash them, and add each one to you kerbside boxes. At Wellington (Poole) Recycling Centre, which is open Mondays 8am-7pm; Tuesdays, Wednesdays and Saturdays 8am-4pm; and Sundays 8am-1pm, you will find a skip or bin for almost everything, including lots of plastics, such as all those plastic bottles, all the plastic-lined Tetra Paks, other beverage cartons and single-use coffee cups, and in a trial to check both quantity and the crucial quality, all plastic pots, tubs and trays, as in yoghurt pots, margarine and ice cream tubs, and fruit trays.

Meanwhile, SWP is backing efforts by councils and many other organisations to reduce or eliminate single-use plastics, including acting as the Somerset hub for the Refill project that encourages cafes, restaurants, pubs and similar retailers to offer free water to anyone dropping in with their refillable bottle. And SWP has already begun funding a year-long county-wide Schools Against Waste programme of 90 visits to primaries by the Somerset eco-education charity Carymoor Environmental Trust so that our children can start taking smarter decisions about plastic than past generations made. Ray Robinson has always enjoyed eating smoked foods and often visited a Smokehouse in Suffolk on family holidays. This nurtured the dream of one day owning his own smokehouse and eventually Ray achieved that dream with the opening of Robinsons Smokehouse in November 2015. Once a storage barn on the outskirts of West Buckland. Ray with the help of Ronni Buckley, who ran the Suffolk Smoke House of his childhood dreams, has painstakingly renovated the barn to become a traditional Smokehouse. Visitors are welcome to visit the Smokehouse to see how the process is carried out and to sample and purchase the produce. Ray appreciates good food and is passionate about producing excellent smoked food and therefore he takes considerable care when selecting suppliers who are all local. Ray said "we have selected only the best produce as we want to provide our customers with a premium product that they will enjoy. We use local oak logs rather than wood chips which is the traditional way of smoking and imparts greater flavour. In particualr we do not use additives and preservatives". Two types of smoking take place on-site, cold and hot. The cold smoking is used to ensure optimum flavour in the product, whether it is meat, fish or cheese. The hot smoking is then used on some products to ensure it is tasty, crisp and ready to eat. When pressed, Ray, said that his favourite product was the ham hocks. He said they were full of flavour, perfect to cook and delicious to eat. The retail outlet at Robinson's has been designed to display all the produce which is reasonably priced and perfect for that special meal or dinner party.
