own Council Newsletter EBRUARY & MARCH Budget 2018/19

Town Council has agreed a 3% rise in its share of the local council tax for the year starting in April. This amounts to £41.62 per annum per household, a rise of £1.22 per annum, and will raise an income £213,633 in 2018/19. The proposal was that Wellington Town Council needed to be financially prepared to take on new services and responsibilities in an era of cuts to district and county council resources. The Council have been working in partnership with Taunton Deane’s street cleansing contractor, I D Verde for the past year to provide the part time services of a Community Warden who supplements the street cleaning service. Some of the increased precept will go towards employing him for an extra day week in an effort to improve the town environment. We will also continue to support the local Youth Centre, provide grants to clubs, societies and organisations, help with public footpaths, maintain Longforth Road toilets and improve the environment by funding extra grass cutting and roadside weedkilling Councillors get and allowance of £200 per year to help with expenses. This has remained the same for 11 years. It was felt that after 11 years it was time for the allowance to be increased. This has therefore been raised to £280 per annum (gross) Details of the full 2018/19 budget can be found on the Council’s web site.

Grants Wellington Wildcats - £1000 – towards the cost of hiring the hall/astro pitch used for indoor and outdoor football training. Wellington Museum - £750 - towards the cost of providing and fitting a new carpet in the Museum. Wellington Federation of Sports Clubs – up to £800 – from the Community Safety Budget towards funding a defibrillator to be located on the exterior wall, car park side, of the Football Club. Proposal to create a single council covering Taunton Deane and West Somerset When this matter was previously discussed by the Town Council in January 2017 the following views were submitted as part of the consultation process: •

Members were opposed to the changes due to concerns that Wellington’s voice would be diluted within the larger new council.

•

This process involved a lot of money being spent which could have been used for much needed infrastructure improvements in the town.

Although there was some support from within the Council for this proposal with a minority of members feeling that it would save money and retain services, the majority of members continued to be opposed. It still was not clear how savings would be achieved or how funds from TDBC would not have to be used to support West Somerset DC. It was felt that the required savings could be made in other ways. Before the Minister took his final decisions on these proposed mergers there was a period until 19 January 2018 during which those interested may make further representations, including that if a proposal is implemented it is with suggested modifications.

Wellington’s Playing Pitch Strategy Wellington Town Council agreed to contribute a £3,000 as a contribution towards undertaking Phase 1 of this project. £10,000 had been set aside as an Earmarked Reserve towards the implementation of the Strategy. Although they drew up the Strategy TDBC will not be responsible for its implementation. The aim of Strategy was to set out a “direction of travel” with a number of detailed actions, recommendations and options. It provided weight and enabled it to be used by TDBC, National Governing Bodies when bids were made to fund its implementation. Local authorities were no longer service providers in the way they may have been in the past. Moving forward should be in partnership with everyone involved. TDBC had committed to contributing £3,000 towards the cost of Phase 1 project management and subject to the affected clubs contributing the remaining £3000. Side Clearance of Hedges Alongside the Public Highway The surfaces of public rights of way are generally maintained by Somerset County Council Rights of Way group. The same applies to pavements alongside adopted road, which are generally maintained by the SCC Highways Department. Some verges alongside public footpaths, pavements and road are also maintained where necessary by either the Rights of Way groups of SCC Highways if they are included within the width of the public path/road/ pavement. Boundary hedges/fences/walls are not within the ownership, nor the responsibility of the SCC Rights of Way group, nor Highways, unless the land is owned by SCC or there been a previous legal agreement. These are owned by the landowner of the property bounded by the structure of hedge. Under Section 154 of the Highways Act 1980 landowners and occupiers have to maintain their boundary, except between 1st March and 31st July (bird nesting season) to make sure their hedge, tree or shrub does not obstruct highway users or lines of sight at junctions. Landowners must also remove any debris from the road surface to prevent nuisance and to stop it blocking surface water drainage systems.

Car Parking, The Well Councillor Marcus Barr has been approached by residents of The Well who had asked if the green area opposite The Weavers Arms development could be hard surfaced and used for car parking. The land was in the ownership of TDBC. It was felt that before any action was taken to remove this green area a full consultation with residents in the area should be undertaken to ensure the proposal was fully supported.

Planning Renovations This Year? If you’re thinking of a new extension, a bit of remodelling, or finally knocking down that old garage, have you checked for asbestos? Any property built or refurbished before 2000 could potentially contain ACMs (Asbestos Containing Materials). Commonly found in corrugated roofing sheets, it was also widely used in artex-type paint coatings, insulation material, floor tiles, other construction material, fixtures and fittings. Left undisturbed, these materials don’t present a health risk. However, when damaged the fibres easily become airborne and can be inhaled. Exposure to these microscopic fibres can lead to severe lung disease and cancer. In the UK, around 5000 deaths a year are linked to asbestos exposure, and it can take years for symptoms to develop. Invisible to the naked eye and normally blended with other substances, professional testing is needed to ensure asbestos is dealt with safely. Somerset Scientific Services, part of Somerset County Council, offer free impartial asbestos advice as part of our commitment to public health and safety. We also offer an expert service to identify and project manage the removal of any ACMs. Samples of suspect material can be sent to our lab for analysis and we’ll provide impartial advice on your next steps if asbestos is identified. For larger projects surveys can be completed on site by our specialist asbestos team if needed. Finger on the Pulse By Councillor Andrew Govier I hope that you had a good Christmas and that 2018 has started positively for you. I know that Christmas 2017 was made a lot better for a number of individuals and families through the efforts of many people who worked over the Christmas period. As well as the usual dedicated efforts of health workers; carers; the police and the other agencies that usually provide essential cover, this year their efforts were boosted by local voluntary groups and churches. Well done to all concerned! In the last edition I wrote about the excellent community campaign to stop the closure of Wellington Children’s Centre. Unfortunately, this appears not to have been successful. The County Council seems to have made its mind up before the consultation started and they have ignored the powerful arguments put forward. However, the campaign did make it clear to SCC that Wellington needed locally based staff and facilities and they are looking at creating what they call a ‘family centre’. I don’t understand why they haven’t chosen to use the existing children’s centre for this! There was great concern over the Christmas period about the future of Relyon following the problems with their parent company, Steinhoff. I am pleased that the local management have been able to issue reassurance that the future of the business is secure. We have some fantastic businesses in Wellington and we need to do all we can to allow them to develop and expand where required. The dedicated staff who have helped to put Wellington on the map as a major manufacturing centre in the south west deserve our support. The news from the High Street was less positive with the news that Barclays is the latest bank to announce that it is closing its local branch. I am aware that this is a national trend and increasing numbers of people are using internet banking, but I do think there are a lot of people who will be affected by this move. There are still a large number of people who deal with cheques and cash and they face having to use our already overstretched post office. It is not just the banks that are reducing services in the town and there are going to be further reductions later this year. Taunton Deane are planning to remove the payment machine from the community office. This is used by many local people to pay their rents and for other council services, as well as by others to book trips and event tickets. This will again disadvantage a number of local residents, particularly the elderly who don’t like to pay their bills via direct debit.You do wonder if there isn’t some way in which the council could work with the banks to deliver a modern way of paying for and depositing money. The other area of concern at the moment is over the future of the town’s library. The County Council has just started a consultation on its future and it is important that people give their opinions. The library provides a whole range of important services as well as the borrowing of books. I walk past it most days and can see that it plays an important role in allowing people to access services through the computer terminals or to socialise with other users. As a community, we need to be aware that with increasing levels of loneliness and isolation, certain services play a key role in keeping people integrated into society. A Stress Free New Year Chambers dictionary describes stress as ‘physical, emotional or mental pressure’ and ‘a disturbed physiological state resulting from being continually under emotional or mental pressure’.

It is important that we each accept personal responsibility for recognising when we are stressed and try to improve our situation. It affects many systems of the body and if it becomes long term it can affect health and well-being, and may eventually impact on everyday life, including work and relationships. It is a complex combination of nervous impulses and hormonal interactions within the body; these changes prepare us to deal with danger. This has a wide-ranging effect within the body and can affect us on many different levels. When we think of stress we usually imagine the extreme stress where someone is at the point of breakdown. But there are many different levels of stress and we should be aware of the initial signs so we can act early to deal with it. Some initial signs of stress to look out for: You Þnd it hard to concentrate or make simple decisions

Increase contact with friends and family - talking through our problems and concerns can help to lighten the load

Do something creative, such as drawing, painting, singing, sewing, learn a new language or learn to play a musical instrument Laugh more? Laughing and smiling are known to reduce stress levels

The WDAA formally registered in November 2016 with the Alzheimer’s Society when more than 30 people, representing professional bodies, the council, industry service providers and individuals from within the community came together with the common interest of helping work with the local dementia community with the purpose of making Wellington a dementia friendly town.

The Core Aim of the WDAA To transform the quality of life of people living with dementia and memory loss, their carers and families, to ensure they are treated with respect and dignity by our community. In the ensuing 13 months, since the group was formed, we have tasked ourselves with the objective of improving awareness of dementia into local businesses and their employees, to statutory bodies and to the public, asking them to consider the little things they might do to contribute to make life easier for those who live with this disease. In all we have delivered approximately 30 awareness sessions in the last year creating more than 300 Dementia Friends. Robust relationships have also been forged with a good number of the local care homes and day centres as we seek opportunities to link different aspects of our community. Over the last calendar year, the WDAA and its members have also organised several events in the area: Hand Made Well Being Exhibition; Dementia Roadshow; Nostalgic Cinema; Memory Walk; Concert for Dementia; Reminiscence Learning; Memory Cafe; Forget Me Not Ball Intergenerational Dementia Friendly Carol Service Over the coming 12 months we will be working towards ensuring the WDAA and its members (friends) are more easily identified and accessible. A website is imminent as is literature which will help sign post people to us. More social events are also on the horizon, designed to improve understanding and engage with people living with dementia and their families. Since 2015, according to the Office of National Statistics, Dementia is now recognised as the leading cause of death in England and Wales beating ischaemic heart disease for the first time to top spot. With everyone generally living longer and as yet no cure for dementia and better detection, evidence suggest that dementia will remain top for some time to come. Nationally just short of 12% of deaths are registered as dementia related, in the South West, this is somewhat higher. Now this is where YOU come into the equation. With dementia on the rise, we clearly need to ensure our community becomes more aware of the disease, that we remove any barriers that might prevent inclusion and participation for someone diagnosed with dementia, their families and carers and the first step to doing this is simple; Attend a FREE Dementia Friends awareness session. It will take no more than 1.5 hours of your life, showing you that in considering just the little things, you can make a huge difference. You are not obliged to anything other than that.The members of the WDAA contribute as a voluntary group and the awareness sessions we deliver to businesses, living well groups, statutory bodies and the public, is done so, totally FREE of charge. The events we offer and support are done in partnership with providers such as our local sports centre, care home management teams and local businesses and are done so on a non-profit basis. Looking for a little love and big savings By Nick Cater February is a good time to seek a little love around Wellington and Rockwell Green, and not just by sharing a tired rose, cheap chocolate and flat fizz with your latest squeeze, best beau or constant companion on Valentine’s Day. Indeed,Valentine’s Day itself can easily be a bit of a waste nightmare unless you pick and choose gifts that will be treasured and last, while ensuring you recycle all the remains of the occasion by adding the prosecco bottles to your kerbside box, the fading flowers to the compost bin, and every last chocolate to your waistline. Instead, how about looking for love that could make a big difference to your wallet or purse while helping you waste far less and recycle much more? Given that the average family with children wastes around £60 a month of food that could have been eaten, Love Food Hate Waste (LFHW) is a great free online resource that offers you a feast of year-round recipes and ideas to save on buying ingredients, and thus money, while quite possibly eating better, tastier and healthier meals together as a family. Or love, and take advantage of, the late night - to 7pm - Monday opening at Wellington (Poole) Recycling Centre and 10 other recycling sites. Finally, in this loving month, Somerset Waste Partnership (SWP) does have the solution to the relationship troubles suffered by some couples. Ray Robinson has always enjoyed eating smoked foods and often visited a Smokehouse in Suffolk on family holidays. This nurtured the dream of one day owning his own smokehouse and eventually Ray achieved that dream with the opening of Robinsons Smokehouse in November 2015. Once a storage barn on the outskirts of West Buckland. Ray with the help of Ronni Buckley, who ran the Suffolk Smoke House of his childhood dreams, has painstakingly renovated the barn to become a traditional Smokehouse. Visitors are welcome to visit the Smokehouse to see how the process is carried out and to sample and purchase the produce. Ray appreciates good food and is passionate about producing excellent smoked food and therefore he takes considerable care when selecting suppliers who are all local. Ray said "we have selected only the best produce as we want to provide our customers with a premium product that they will enjoy. We use local oak logs rather than wood chips which is the traditional way of smoking and imparts greater flavour. In particualr we do not use additives and preservatives". Two types of smoking take place on-site, cold and hot. The cold smoking is used to ensure optimum flavour in the product, whether it is meat, fish or cheese. The hot smoking is then used on some products to ensure it is tasty, crisp and ready to eat. When pressed, Ray, said that his favourite product was the ham hocks. He said they were full of flavour, perfect to cook and delicious to eat. The retail outlet at Robinson's has been designed to display all the produce which is reasonably priced and perfect for that special meal or dinner party. Spotlight on: Wellington Choral Society & their upcoming concert Wellington Choral Society was founded in 1940, but it has its roots firmly in the mid-nineteenth century. In 1855 William Manley, Schoolmaster at the National School in Wellington, presented his first concert at the Town Hall and his concerts became an annual event. He established the Wellington Harmonic Society in 1871 which continued until the early 1930s and, after a short break in activities, the Society was revived under its new name, the Wellington Choral Society. Wellington Choral Society is a friendly and welcoming choir incorporating a wide range of age and abilities. Membership is open to everyone with an interest in choral singing and new members are always welcome from all voices. We are a non-auditioned society but we do expect regular attendance at rehearsals, usually about ten for each concert. We rehearse on Wednesday evenings, 7.30 – 9.30 pm, at Wellington Methodist Church, Waterloo Road, Wellington, Somerset. If you are interested in joining us please pop along to a rehearsal. On Saturday 24 March 2018 at 7.30pm Wellington Choral Society will be performing the everpopular Handel’s Messiah at St John’s Church, Wellington. This much-loved oratorio, whilst traditionally performed at Christmas, was originally intended to be sung at Easter. It was in April 1742 that it was premiered in Dublin in aid of debtors incarcerated in debtors’ prison (a fate that Handel himself narrowly escaped). It is now hard to believe how this masterpiece, written in just 24 days (calculated to be equivalent to 15 notes a minute!), had a cool reception when first performed in London. This was, however, rectified when Messiah was put on at the Foundling Hospital on 1 May 1750 as a fundraiser for the Hospital. This charitable event was over-subscribed and was subsequently repeated annually for many years. Thousands of pounds were raised for the Foundling Hospital charity founded to accommodate, care for and educate babies and children abandoned by mothers forced to do so in the face of appalling poverty and high infant mortality in London at that time. There will be a retiring collection in aid of Somerset Trust for Arts & Recreation (STAR), a charity that provides opportunities for children and young people in need to build and develop resilience through taking part in music, sport, art and recreational activities.
