KERBSIDE COLLECTIONS OVER CHRISTMAS For kerbside collections in and around Wellington, nothing alters until Christmas Day. But collections of rubbish and recycling will not take place on Christmas Day, Boxing Day or New Year’s Day. The first festive week will see collections two days later, and pick-ups in the second week will be one day later: • Collections due Monday 25 December will be on Wednesday 27 December. • Tuesday 26 on Thursday 28. • Wednesday 27 on Friday 29. • Thursday 28 on Saturday 30. • Friday 29 on Sunday 31. • Then Monday 1 January on Tuesday 2 January. • Tuesday 2, Wednesday 3, and Thursday 4 January all one day later. • And Friday 5 on Saturday 6 January. Clinical and assisted waste collections follow the same pattern, while garden waste pick-ups are suspended from Monday 25 December and resume from Monday 8 January on usual days. The Christmas holiday period is a wonderful time to look back with gratitude and to celebrate the coming year with optimism and enthusiasm. As I personally reflect on this past year, like most of you, it is with mixed emotions. The sadness of so many tragedies due to terrorist acts, natural disasters and political uncertainties. But on the upside being elected your Mayor, having the chance to visit so many of the voluntary groups who do so much good work in our town, the birth of another grandchild “Trixie”. All of these elements come together to make my year. The Mayoress and myself have been to numerous engagements already on your behalf, and learned about the tremendous amount of work done by local groups and charities supporting the people of Wellington, this has been underlined by the Town Councils support with Grants and Funding for many groups. The Christmas season gives us the opportunity to reflect and give thanks for what we have. We are very fortunate in this country, as I believe living here, “you have won the lottery of life”. But let us not forget to care for those who are less fortunate than ourselves including the elderly, infirm and bereaved and all the vulnerable people in our town. Also, we should give our gratitude to those who over the Christmas Holiday who will be working, such as our armed services at home and abroad, the hospitals, doctors, emergency services staff and those who give their time to help the homeless over this festive season. On behalf of all the Town Councilors and Staff at Wellington Town Council, my wife Bee (Mayoress) I would like to wish you all a Very Happy Christmas and hope that 2018 will be a prosperous and healthy year for us all. Wellington Cemetery Following concern, Wellington Town Council enquired about the ongoing and future maintenance of Wellington Cemetery and have been informed that there were to be improvements in the upkeep of the cemetery site. Somerset County Council salts alternative format. over 1,400km (870 miles) of its roads in anticipation of frost, snow and ice. What we do Road salting is carried out in order to assist the safe movement of highway users in conditions of snow and ice. Resources are not available to treat all roads. Criteria have been used that meet national guidelines to enable the Pre-Salting Network to be defined. This has been done to ensure a consistent approach across the county and achieve a responsible balance between cost and level of service. The criteria used to define the routes are listed below in order of importance. 1. Strategic and County Routes 2. Freight Routes 3. Links to Emergency Locations 4. Links to Adjoining Counties 5. Links to Major Settlements 6. Links to Settlements above 500 feet 7. Links to Urban/Rural Schools (Major) In some parishes salt bins are located at key points to encourage self-help. We provide salt at these places on the understanding that it is used for highway purposes.

Can I clear snow myself? There is no law stopping you from clearing snow and ice on the pavement outside your home or from public spaces. It's unlikely you'll be sued or held legally responsible for any injuries sustained if you have cleared it carefully. Only the busiest roads are salted, most are not - drive safely. In icy conditions braking distances can increase tenfold. Regularly check your tyre treads throughout the season. It takes time for salt to become effective. Rain can wash salt off roads. In very low temperatures even salting does not prevent icing. Extra caution is needed when driving in bad weather.

Winter waste services Severe weather can disrupt kerbside collections and recycling sites. Somerset Waste Partnership will try to maintain usual services, if safe. If collections are missed, crews aim to make a return pick-up as soon as possible. All recycling sites take household waste, including excess materials, such as cardboard, but check if open before travelling. Please assist vulnerable neighbours. Remembrance Saturday 11th November 2017 saw the Town Centre come to a halt for the 2 minutes silence at 11am to mark Armistice Day. Standard Bearers led the Mayor, Councillors, and members of the Royal British Legion, Cadets and Wellington School CCF in a short parade to Town Centre.

Sunday 12th November 2017 marked Remembrance Sunday on which the annual parade through the town from Wellington School to the Park was held. This was followed by a service. Representatives from many local organisations turned out with the Town Council, Churches Together and the Royal British Legion to mark this event. Many wreathes were laid at the towns war memorial as names of those who had sacrificed their lives were read.

Christmas Lights Switch-on The Christmas Light Switch On will be taking place on 2nd December. The fun will begin at 4pm, with Santa’s arrival followed by exciting performances by the Wellington Majorettes, Wellington Pantomime Society and Wellesley Park School Choir. The PlayBus will be back again this year, plus officers from the Police and Fire Service. Langford Lakes have also kindly donated what promises to be a fantastic tree. The lights will be switched on at 6pm this year by selected pupils from Beech Grove School. This year sees the town get NEW Christmas Lights! The Town Council hope this will be a free and enjoyable evening for all the family.

Civic Award Another academic year marked the start of the Civic Award, with Rockwell Green and Beech Grove Primary Schools both taking part. The Civic Award is designed to enable Year 6 pupils to improve not only their own skills, but also to develop their contributions in school with new roles of responsibility and then also realise the positive affect they can have on the wider community. Once pupils are introduced to the award the come to the Town Council Offices and meet the Mayor and learn a lot about the Town’s history and what the Town Council do. Both schools are marking Children in Need this Year with Beech Grove putting on a Pay to Play event that the Mayor and Mayoress both attended.

Finger on the Pulse By Councillor Andrew Govier Where has 2017 gone? I can’t believe that it is time to write for the Christmas edition of The Edge, this year seems to have flown by! I wrote in the last edition about the consultation regarding family support services and the future of the Children’s Centre. The response of the town has been really impressive with local parents, churches, voluntary groups and councillors supporting the centre’s retention. I would particularly like to thank local mum, Rachel Condick, who organised a petition that attracted over 660 signatures. The Town Council voted strongly in favour of keeping the centre open and keeping the excellent staff working in Wellington. Let’s hope the County Council listens to the clear voice that the town has spoken with. There was some positive news on the other item I mentioned last month with the government partially reversing the huge funding cut that hit Somerset Skills and Learning. I am not sure what impact this will have on the local services they provide as there is still a significant shortfall in the level of funding that they have been receiving. There seems to be growing concern about the future of Wellington Community Hospital. It recently received some bad headlines recently due to the number of trained nurses that it had available. I raised this matter at the County Council’s scrutiny committee and was advised that this is regarded as acceptable by the trust, because of the close proximity of Musgrove Park Hospital. I think of far greater concern is the emerging Sustainability and Transformation plan produced by the County Council and Somerset Clinical Commissioning Group. This plan is aiming to dramatically reduce the number of community hospital beds across the county. The hospital is another vital asset to our town and anything that threatens its future is of great concern. I will be seeking more details on these proposals and will keep you informed of developments. Despite all the pressures on public services, I think that we are well served in the town by the various agencies. Our loyal street cleaners do all they can to keep our streets litter free and I am always amazed how efficient our waste and recycling service is. We also continue to be supported by our local police force who work hard to protect us, despite their diminishing numbers. Across the town there are lots of ‘unsung heroes’ who make the community tick and we are grateful for their efforts. It was wonderful to see such a huge turnout for the various Remembrance events that took place last month. The parade on the Sunday seemed even more impressive than last year. I believe that the local Royal British Legion raised around £13,000, well done and thank you to all concerned! On another positive note TDBC will again be offering free parking on all the Saturdays in December and we hope that this will encourage people to do as much Christmas shopping in the town as possible. There are many great shops, old and new, in the town and the Christmas period is vital to them. As December approaches, we look forward to celebrating the birth of Jesus with various events in the town. The churches throughout the town will be organising many services and looking to provide help and support to the vulnerable. I am very pleased that this year there will be a Christmas lunch organised by local Christians for those who would otherwise be on their own on Christmas Day. Ray Robinson has always enjoyed eating smoked foods and often visited a Smokehouse in Suffolk on family holidays. This nurtured the dream of one day owning his own smokehouse and eventually Ray achieved that dream with the opening of Robinsons Smokehouse in November 2015. Once a storage barn on the outskirts of West Buckland. Ray with the help of Ronni Buckley, who ran the Suffolk Smoke House of his childhood dreams, has painstakingly renovated the barn to become a traditional Smokehouse. Visitors are welcome to visit the Smokehouse to see how the process is carried out and to sample and purchase the produce. Ray appreciates good food and is passionate about producing excellent smoked food and therefore he takes considerable care when selecting suppliers who are all local. Ray said "we have selected only the best produce as we want to provide our customers with a premium product that they will enjoy. We use local oak logs rather than wood chips which is the traditional way of smoking and imparts greater flavour. In particualr we do not use additives and preservatives". Two types of smoking take place on-site, cold and hot. The cold smoking is used to ensure optimum flavour in the product, whether it is meat, fish or cheese. What happens during a treatment? Yes, you’ve read it right! Do you look after your car? If we don’t, we run increasing risk of car breakdown or finding ourselves on the hard shoulder of the motorway. Cracking Christmas in seven low-waste days By Nick Cater (Nick Cater is Senior Communications Officer at Somerset Waste Partnership, which manages waste and recycling services on behalf of all local authorities in Somerset. How can families in around Wellington get through Christmas with less waste, more fun and even some cash in their pockets? Simple planning will help make Christmas easier to manage, so here is a seven-day schedule that should ensure things go well. Start on day one with a top-to-toe tidy of the house, checking each room for anything to recycle ahead of Christmas, from aerosols and old magazines, as well as rubbish that must be gone before 25 December. Then tidy some more by clearing clutter, especially those items – from unused furniture to clothes never worn – that can be sold, given away, donated to charity or even, call it being mean and generous at the same time, used as free gifts. On day two, free space for all that Christmas food and save money for gifts by starting eating into the forgotten contents of the fridge and freezer, ensuring nothing is wasted when the turkey, or what remains of it, demands its place in the cold. By day three, it is time to think gifts. Just like the risk of excess food shopping when hungry, never go gift seeking without a clear idea so impulsive buying is kept in check. Ask for wish lists so every present is wanted. Go digital – subscriptions, games and more – or seek out quality in physical presents that will be valued for years. And consider giving a bit of you in home-made gifts, from jam to the offer of time and skills to help with something important that need doing. It is already day four, and the house needs decorating.You could spend a fortune on easily-broken plastic and glass, or go traditional with greenery from your garden or elsewhere that can be composted later. And think about future: while the seeds from festive mistletoe are unlikely to grow – March-April is better, and check the net for the complex details – the seeds from Christmas holly berries can be grown to make free decorations for years to come. Back to food on day five. Audit cupboard contents and what is left in the fridge or freeze to plan days or weeks of meals – free help and great ideas available at lovefoodhatwaste.com – including how any leftovers will be reused. Only then go shopping or order in food so nothing goes to waste. And never let any food go in the rubbish: the food waste container is the place for every scrap and plate scraping. Let us get radical on day six, when it comes to cards, and suggest that what many people may prefer to receive instead of an identically-scribbled, information-free festive robin or angel is a real live telephone call or visit. Revive the dying art of conversation by calling those old relatives or new friends, and even pop round to see those that live locally. And for those cards that do arrive, recycle all except those that will make good gift tags or can be turned into a bauble for the Christmas tree. Ah, the tree, on day seven. Decorate with personal and unusual baubles created from recycled materials, from pine cones to old costume jewellery and keys, and get children to make their own from old Christmas cards, reused ribbon and household bits and bobs. when can you recycle Christmas? Spotlight on: Walking for health in Wellington • • • • •

Have you been recommended by your Doctor to walk, after surgery. You want to go for a walk but don’t want to walk on your own. Feeling Low and would like some company. Maybe you are new to Wellington and would like to get to know the town and the people. You want to get fitter Then come and join the Welly Walkers. Walking for health is a Nation-wide scheme set up by the Government to encourage people to get fit. There is no charge. It is run by volunteers and there is no commitment to how many times you have to attend. We are there for whenever you want to join us, but we hope you will become a regular. The Walk Walk Well in Wellington programme is managed by GLL, who operate the Better leisure centres locally in Taunton Deane. We walk in and around the Wellington area twice a week. There is a 1 hour walk (A) and a 30min walk (B). The A walk sometimes involves stiles and inclines and the B walk is slower with no stiles and the occasional incline. We walk in and around the Wellington area. The Welly Walkers are a very sociable group and we have extra activities and Social events such as skittles evening, curry evenings days out which usually include a longer walk with lunch. Visits to the theatre, pictures or Pantomime together. We also have a monthly lunch club. A GOOD READ AKEA The Power of Destiny by Elizabeth Jade

Local Wellington girl, Elizabeth Jade has just released her first book, a powerful children’s story about Akea a young husky whose destiny is stronger than staying within the safe environment of her family and the pack. At 19, the Author draws experience from a tough few years where she suffered from depression and anxiety and recently found out that she suffers from Aspergers. Young people with Asperger syndrome often have difficulties in social interaction and in expressing themselves. This can lead to difficulties at school and in making friends. It is therefore understandable that young people like Elizabeth can suffer from depression, although receiving a diagnosis helps build understanding and improve self-confidence. It is all the more remarkable that someone suffering from Aspergers can produce such a readable and enjoyable book. In Elizabeth’s own words “I don’t write stories, I just put a bunch of words onto paper and the characters do the rest”. This is a very fair reflection as the characterisation is excellent and the reader is quickly drawn into the husky family and the mind of Akea, the lead character, and the author clearly identifies with the journey the young husky embarks on. Where I would disagree with Elizabeth is that, in my view, she does write stories as the book ebbs and flows through the mundane working life of a husky pack to the free wheeling world of the Wolves. Children’s books, or should I say, books primarily aimed at children, are always difficult to clasify to a specific age group. The publisher has put this into the 8 to 12 category, although I could see it being enjoyed by older children as it is written in a mature style but with a light touch. Elizabeth has left the story of Akea open for future books and younger children will enjoy watching the stories develop as they also mature. This is a lovely book and while Elizabeth’s own difficult teenage years provide an intriguing backdrop, it should not detract from her talent to develop a character and tell a story. The book also includes some lovely illustrations. I recommend “Akea” as a good buy for the Christmas stocking. As well as Amazon, Akea can be purchased/ ordered from WH Smith. The perfect lifetime Christmas Gift…

Article by Greg Sellers – Investment Manager at Hawksmoor Investment Management. With Christmas rapidly approaching, it seems an apt time to consider the subject of investing for children and grandchildren. With the spiralling costs of further education and housing to consider, giving a child a financial kick start in life could be the best Christmas present you will ever give. I should start by suggesting you consider taking tax and/or financial advice before embarking on any investment scheme and that this is only a limited overview of the options available. Moreover, there is no single answer of what is ‘best’ – personal preferences and risk tolerance are key. Having said that, the joy of investing for children is a lengthy investment timeframe; a child will be blissfully unaware of the short-term fluctuations of many investments. The government provide several tax-incentivised savings options for children. There is the junior ISA (JISA) which offers parents or guardians an opportunity to save up to £4,128 annually (in 2017-18) for their loved ones. As with the adult ISA, all income and capital growth is free from UK tax. Another surprising option is a pension scheme! An annual contribution of up to £2,880 (and topped up to £3,600 by the taxman) may be made to a child’s pension scheme. As with a JISA, there is no UK tax due on income or capital gains. If you want to invest more, an alternative is the bare trust, although it does not enjoy the same tax benefits as the JISA/pension route. Indeed, if the child earns more than £100 in a year on money gifted by a parent, that income will be taxed as if it is the parent’s and so this is often used by grandparents. Although children are liable to tax on the investments in a bare trust, they benefit from the same allowances as an adult and therefore, unless the investments made are substantial, this is unlikely to be an issue. Another benefit is that gifts to a bare trust are classed as a ‘potentially exempt transfer’ for inheritance tax purposes by the taxman. In other words, seven years after the gift, it is completely out of the donor’s estate. An important consideration of the various routes is access. With a bare trust and JISA, children may use the funds when they turn 18 and this is not always desirable! Indeed, parents may wish to maximise their own ISA allowances before considering a JISA and use this as a vehicle to give funds to their children at a time of their choosing. With a private pension scheme, the money is locked away until age 55 (rising to 57 from 2028 and higher for future years). Investing for children is surprisingly cheap. For example, children’s investment trust savings schemes start from as little as £25 per month. A regular savings scheme like this provides a disciplined approach to investing and ensures you are emotionally detached from the whims of the market. With a suitable investment strategy, time and the magic of compounding should build a useful nest egg by the time the child reaches adulthood.
