The Archive, in St Michaels Church Milverton, covers the history of Milverton and the families that lived there, including documents, photographs, maps, paintings and objects. • 27 April 2017 - John Young will give a talk on Sir Edward Tylor, Father of British Anthropology, who was often regarded as the founder of modern anthropology. He was a Quaker and married a member of the Fox family. He lived in Wellington for some years, where he wrote his most famous books.

A Feast of Magnificent Mozart! It is a great pity that Mozart did not complete his two greatest liturgical works, the Requiem and the C Minor Mass. The Requiem of course was cut short by his untimely death, but the C Minor mass seems to have been a victim of domestic upheaval in the Mozart household. What there is of it was composed in 1782, the year in which he ‘resigned’ from the service of the Archbishop of Salzburg and married Constanze Weber, against his father’s wishes. The Mass was not commissioned by anyone – Mozart seems to have composed the work just for the sheer pleasure of it. Whether because of domestic pressures or other musical demands he never did finish the piece – it lacks most of the Credo and there is no Agnus Dei. It was first performed in Salzburg in October 1783 Musical Director - Andrew Trewhella Amici’s concert on March 18th in Guest Conductor - Gareth Dayus Jones St. James’ Church, Taunton will Saturday 18th March 2017 present this beautiful work as the composer left it – there have been St James’ Church, Taunton attempts to ‘finish’ it by other composers and arrangers but who can say what Mozart would actually have done? There will be C Minor Mass K427 (Great Mass) full orchestral accompaniment and Ave Verum Corpus a line up of exciting young soloists. Magic Flute Overture The choir will precede the mass by what must be his shortest ever Symphony No 40 in G minor composition for choir, the sheerly Tickets: £15 (students £10 / 16s and under FREE) Taunton Visitor Centre, Taunton 01823 340470 beautiful ‘Ave Verum Corpus’ or - only 48 bars long it is a true masterpiece and incredibly difficult to get exactly right! Several times in the past Amici have presented concerts where the orchestra have been allowed to shine on their own. That will be the case in March, and the first half of the concert will be Mozart’s overture to ‘The Magic Flute’ and possibly his most popular symphony, No. 40 in G Minor. The concert will be conducted by a guest conductor, Gareth Deyus-Jones who is no stranger to Amici, having sung baritone solo roles in past concerts. Our musical director Andrew Trewhella unfortunately cannot be with us this time round, but he will be back for our summer concert in July (watch out for details!).

own Council Newsletter ebruary & March 2017 CHRISTMAS LIGHT SWITCH ON

Saturday 3rd December saw crowds gather to see the switching on of the town’s Christmas Lights. The play bus was a great success with families, as well as the Fire Engine brought along by the Devon and Somerset Fire Service. Proceedings were compered by Puss from Wellington Pantomime Group’s, Puss in Boots being performed at the Wellesley Cinema at the end of January 2017. The main action was seen on and surrounding the stage, a trailer kindly leant to us by Ken Coles. The Town’s lights including those on the BIGGEST Christmas tree we have ever

had, kindly dontated by Langford Lakes, were switch on by Head Boy and Head Girl of Rockwell Green School – James King and Bryony Sellick Festivities were started by the Wellington majorettes who led Father Christmas into the town and performed a fabulous routine. Beech Grove School along with Rev. Selina Garner provided a fantastic nativity scene with a fabulous choir of carol singing pupils and a Christmas message. CRICKET CLUB GRANT £945 was awarded to Wellington Cricket club to assist with its winter coaching sessions for the young people of the area. This successful project had been made possible by the support of the Town Council since 2010.. ROCKWELL GREEN BY-ELECTION A vacancy had become available within the Town’s Rockwell Green Ward. Nominations for candidates to fill this vacancy must be received by 27th January. The by-election will be held on Thursday 23rd February. BUDGET The Town Council’s budget for 2017/18 was decided at the January Council meeting following an informal meeting of councillors that gave consideration to ideas and suggestions for the forthcoming year. The budget reflects the aspirations of the Council taking into consideration the likely reduction in income from other sources and the small level of increased precept necessary to fund the provision of services.The increased precept of £202,495 equates to a 40p per annum rise in the Town Council’s element of the Council Tax (1%).

WHAT SORT OF COUNCIL DO WE WANT TO BE? There is no doubt that local councils are a very important part of local democracy, working hard to improve the local community and ensure the delivery of local services. At the moment we have responsibility for very few services. We are, however, a very vocal and at times, effective pressure group. We are very good at dealing with grass roots issues that can easily be neglected by Borough and County Councils. But is this enough? The Council have indicated that it is keen to take on more powers and responsibilities. Aims, Aspirations and Priorities It was agreed that there was an opportunity to take back responsibility for some of the services carried out locally in the past. The areas the Council wishes to focus on are:• Improving the environment • Co-ordinating support for older people • Supporting families and young people • Be proactive in getting people into employment • Promotion of Wellington • Health and Well Being • Supporting traders and businesses • Transport issues • Community Safety It was acknowledged that much of this can be done by working in partnership with and by supporting other agencies. There would, however, be a cost involved. Devolution of Services As the County Council and Taunton Deane Borough Council continue to make further reductions, councillors have looked at how best the Council could maintain and improve services in the town The Town Council already make a considerable contribution to services that are the responsibility of the County and Borough Councils. This includes: Allotments, Provision of Tone Play Area, Grants to community organisations, School Crossing Patrol, Footpaths, Economic Development – Promotion of Wellington, Delegated Planning Decisions, Community Safety & Emergency Planning The current financial year has also seen expenditure by the Town Council on grass cutting, provision of litter bins, dog bins and grit bins. Devolution of services contd. We have made a significant contribution to Wellington One â&#x20AC;&#x201C; both in connection with the employment of the Co-ordinator and in service delivery. We have ensured that funds have been available to keep the Longforth Road toilets open whilst we complete the transfer of ownership. We have also supported Reminiscence Learning in providing services for older people and the Wellington Business Association in promoting the facilities available in the town. The grass cutting and weedspraying in the town is likely to remain at its current reduced level. The contribution originally made by TDBC towards Christmas lighting will now be discontinued. We continue to make significant contributions to enable the continuation of the Youth Service in the town. We also promote a Youth Voice group as a way of giving young people an opportunity to have their opinions heard. These are all services where the Town Council may wish to use its funds to continue and improve.

Royal Jubilee Warehouse / Northside By Colin Spackman

By the mini-roundabout where Bulford meets South Street there is an imposing red brick building with an impressive stone porch atop which is a carved sandstone royal coat of arms. Nowadays it is a part of Wellington School, known as Northside, but it began life a warehouse for Mr. Egerton Burnett. Mr Burnett (1835-1895) came to Wellington from Stogumber around 1867 which is when he bought a drapery business at 6 High Street the site now occupied by Boots. The business was successful and Mr. Burnett turned it into a limited company in 1873. However in 1883 he sold the shop business to his manager, Charles Baker, to concentrate on his pioneering international mail order clothing business. This venture, too, was successful, so much so that in 1887, when he was living in The Avenue - the large brick house in South Street opposite Northside - he had a warehouse built where he could see it from his front window. Like so many of Wellington’s imposing buildings of the late Victorian / Edwardian era, the warehouse was designed by E T Howard the elder and built with local William Thomas bricks from Poole. The company, which always seems to be referred to by its founder’s full name as Egerton Burnett’s, had, it appears received a royal warrant for supplying clothing to the Royal Family. Mr. Burnett decided to celebrate this accolade by getting a royal coat of arms carved, by a local man William Josiah Giles, and placed it on the porch of his fine warehouse and, appropriately, named his building The Royal Jubilee Warehouse. The warehouse was extended at the rear in both 1903 and 1910, so well did the business thrive. However in 1923 the company went into voluntary liquidation, and in 1926 the warehouse became part of Wellington School. Some years earlier the school had built Southside, in Eight Acre Lane, and it seems likely that as the new acquisition was at the northern extremity of the school’s grounds it was named Northside. In 1992 Northside was further extended to a design by P Moat of Taunton - a project which won a national architecture award. Egerton Burnett’s, the business, was restarted in 1927 by Frank, son of the founder, and continued in business locally until finally closing in the 1980s, The Royal Jubilee Warehouse played its part in Wellington’s considerable industrial history and now is a significant component of Wellington School. Its other contribution to the town is in adding architectural interest to the street scene so close to the town centre. Finger on the Pulse By Councillor Andrew Govier I hope that you had a good Christmas and that 2017 has started positively for you. I know that Christmas 2016 was made a lot better for a number of individuals and families through the efforts of many people who worked over the Christmas period. As well as the usual dedicated efforts of health workers; carers; the police and the other agencies that usually provide essential cover, this year their efforts were boosted by local voluntary groups and churches. Well done to all concerned! We are very grateful that Wellington has many excellent schools and pre-schools and appreciate the hard work and dedication of the staff in them all. This year has started with some positive news for Rockwell Green C of E Primary School and Rockets pre-school. It has been announced that the County Council has secured almost a quarter of a million pounds in funding for the school. The money will be used to install a modular building on the school site and will allow the pre-school to expand to take in 40 children instead of the existing 24. In addition, it will free up an extra space in the main school to allow for the increasing numbers wishing to attend the popular and successful school. I was involved in the original move of the pre-school from the village hall to the school site. Since then the pre-school has gone from strength to strength and provides an excellent start for the children who attend. The staff at Rockets are excellent and their hard work was acknowledged when they received an ‘Outstanding’ rating from Ofsted. The school will need to expand further if the latest proposals to develop more houses at Rockwell Green get the go ahead. Two schemes have been put forward by developers and would mean over 250 houses being built in the village. These schemes have come ‘out of the blue’ as far as the local councils are concerned. I am concerned that we already have plans to build hundreds of new homes on the eastern side of the town and we don’t have the infrastructure in place to support them. These new sites are not in the local plan, which identifies where houses should be built up until 2028, and this is one of the reasons why I, and the other Town Councillors, unanimously recommended to Taunton Deane that they should reject the first of these sites. The final decision will be taken by Taunton Deane. There has been much talk in recent weeks about the proposed merger between Taunton Deane and West Somerset councils. I remain sceptical that this is a good move for Wellington residents and I’m concerned that the costs involved are huge. I know that the councils say that these will be repaid over the years by savings, but with the town needing so many infrastructure improvements; I think the money would be better spent on them. I would encourage you to submit your views and participate in the consultation. I have written in the past of the work of Wellington One, the multi-agency team that works on issues in the town. One of the key partners, are the staff from Wellington Children’s Centre. They play a vital role in the town supporting families and children. They organise an impressive number of group sessions, including one which has developed their own plot at an allotment, as well as one-toone support for families when they need it. I was delighted to hear that they have been shortlisted for a staff award by Somerset County Council. This is deserved recognition for the hard work and dedication shown by all the staff at the centre. Thank you again to all concerned. Time for a new ISA strategy?

Article by Greg Sellers Investment Manager, Hawksmoor Investment Management A belated Happy New Year to everyone. The events of 2016 provide a salient lesson as to why it is foolhardy trying to forecast the direction of markets. Therefore, please excuse me if I do not indulge in the common New Year practice of making such predictions! However, this time of year is often a good time to reassess our investments and in this edition I suggest it could be time to review your Individual Savings Account (ISA) strategy, especially following the rather untrumpeted changes the now former Chancellor George Osborne made to the tax treatment of dividends since April 2016. To recap, a dividend is income paid by a company to its shareholders from a proportion of its profits. Such income is taxed differently to income classed as earnings (such as your salary) or interest (the income paid on cash deposits). I will not go into the detail of the previous system of taxation of dividends as space is limited. In summary, and thanks to Gordon Brown, ever since April 2004, we had the ludicrous situation where the only group of taxpayers to benefit from receiving dividends inside an ISA were those in the highest tax brackets (higher and additional rate taxpayers). Previously, the only tax advantage for most taxpayers of holding shares in an ISA was the exemption from capital gains tax (a tax perk that is still offered by ISAs). Hence, for those with a stocks and shares portfolio and paying tax at the basic rate, the usual investment strategy was to hold the potentially high growth (and typically low income shares) in the ISA part of the portfolio. The established and usually more pedestrian growth companies that distribute most of their earnings as dividend income (rather than reinvesting for growth) such as the utility companies, would normally be held outside of the ISA. However, since April 2016 a new dividend tax regime has been in place and, depending on your circumstances and overall income, it may be time to revisit your portfolio to see if it could be made more tax-efficient with a more judicious use of your ISA. Under the new rules, the government has introduced a tax-free dividend allowance of £5,000. Dividends under this threshold are exempt from tax, regardless of whether they are received in or outside an ISA. Above this limit and depending on your other income, you will pay 7.5% tax on dividend income in the basic rate band, 32.5% on the higher rate band and 38.1% on dividend income in the additional rate band. It is worth bearing in mind that some of your dividend income may also be covered by your annual tax-free personal income tax allowance of £11,000 (for most tax payers). This is best illustrated by the following example (see Box).

The new dividend tax does not apply for dividends received in an ISA and in the example shown above, the tax saving of switching the shares into an ISA could be up to £1,300 dependent on the level of dividends received on existing ISA holdings! Other examples are available on the website: https://www.gov.uk/government/publications/dividend-allowance-factsheet/dividend-allowance-factsheet#examples. Of course, there are other considerations: to move existing non-ISA shares into an ISA, you must physically sell and repurchase them (known as ‘bed and ISA’) so the costs of buying and selling (stamp duty, broker fees and so forth) need to be considered. You are also limited by the ISA allowance of £15,240 in 2016-17 (rising to £20,000 in 2017-18). There may also be capital gains tax implications. Nonetheless, as the example above shows, they may be significant annual tax savings to be made from this strategy. This article should not be treated as tax advice and you should consult your financial and tax adviser.

Small steps for easy waste wins Nick Cater is Senior Communications Officer at Somerset Waste Partnership, which manages waste and recycling services on behalf of all local authorities in Somerset. How are all those rashly-made resolutions from the turn of the year holding up, from giving up X, taking up Y or being a better Z? Perhaps the reality of February means it is time to forget grand gestures in favour of simple steps that you might actually take. To replace any of those commitments you have failed to maintain, here are a few small but perfectly formed ideas to help you and your family waste less, recycle more and save cash. Not resolutions but solutions, because they actually solve real problems, feel free to try one or more of these in the quest for easy wins worth repeating until they become routine: • Check somersetwaste.gov.uk to see what is collected every week, and what is not, so nothing is wasted that could be recycled and there is no contamination with unwanted extras that damage the value of the recycling. • Having taken the tops off, give all your containers a quick rinse, from the jars with food still uneaten in the bottom to bottles that will very likely contain some unused bleach or shampoo. • If possible, squash everything, except glass and aerosols, and flatten all cardboard boxes and cut up large sheets, so you get more into your recycling boxes and the crews get more into the recycling trucks. • Ensure every scrap of waste food, every last one, goes in the food waste container and none is discarded into your rubbish bin to end up in £100+ a tonne landfill, where it will decay for decades while polluting the air with powerful greenhouse gases. • Sort and segregate your recycling in the kerbside boxes to speed up everyone’s collections and help ensure the highest quality of what is recycled. Waste fact: saving just one second per house each week across Wellington and the rest of Somerset would mean 3,611 extra person hours a year available to ensure everything is done just right. • All textiles, clothes and shoes (double bagged to keep dry) can go into kerbside recycling boxes, while charity shops are keen to resell your outfits and other goods, and eBay or Freegle offer different ways to find unwanted items a good new home.
