ooking over the Edge

I have just returned from a couple of weeks away on holiday and spent several hours travelling. Actually that isn’t strictly true as I spent more time waiting for the transport than actually travelling. This gave me lots of opportunity to people watch, one of my favourite hobbies. At 5.00am in the morning at Bristol Airport the place was packed with travellers wearing sleeveless T shirts, shorts and flip flops the temperature was approximately 12c, the planes are generally even cooler and most were flying to the Meditteranean and would be at their destination before there was any significant heat in the day Why do people like to queue? As soon as they announced the flight loading there was a rush to be first on the plane . All had booked their seats in advance so there was no expediency to grab the best seat and they were not going to take off until the last person was seated. Similarly within 10 seconds of the seatbelt lights going off after landing there was an almighty scramble to unload the cabin baggage bouncing the duty free bags off the heads of those fighting to get to their feet. The aim was to be the first to get off the plane and interestingly one budget airline actually sells passengers the opportunity to be first off the plane. What I am confused about is what advantage do they get for being first in the baggage queue as the luggage (if it arrives at all) appears to be quite random in its off-loading. My other gripe about luggage is the wheel along cabin bags. Most of these bags are huge and just fit in the plane’s luggage rack, but it isn’t the size that bothers me it is the random dropping them down on the ground and extending the handles so that the bag falls unexpectedly in the path of innocent travellers walking a metre behind. By the time we returned home I had become quite a nifty dancer trying to avoid trips and spills. which was made much easier as I had changed out of my flip flops and into my cavalry twills and tweed jacket ready for the Richard temperatures in Bristol. pe

Putting Children first When couples separate it can be a very difficult and emotional time, especially when they have children. Following separation, parents will ideally reach an agreement together regarding the arrangements for the care of their children. Mediation is available, where parties can meet together with a trained mediator to discuss arrangements for their children, and many couples find this process useful. Collaborative law can also be used by parents to discuss, negotiate and reach agreement with regards to their children. This process allows parents to reach their own solutions rather than have Orders imposed on them by the Court, and there is a better chance for them to remain amicable in the future if they do not end up in a Court forum. This is important where they will inevitably have to meet in the future at child-related events. Where no agreement can be reached by parents, an application can be made to the Family Court for a Child Arrangement Order. Usually a Mediation, Information and Assessment Meeting must be attended before a person can make an application to the Court. There are exceptions to this, for example, in cases involving domestic violence or where an urgent application needs to be made to the Court. The law relating to children changed on 22 April 2014, when the Children and Families Act 2014 amended Section 8 of The Children Act 1989. Instead of the Court making “Residence” and “Contact” Orders, it now looks at Child Arrangement Orders, determining with whom and when a child is to live, spend time or otherwise have contact. The intention behind the new law is to reinforce the importance of children having an ongoing relationship with both parents after separation and to ensure, as far as is possible, in a way that is safe and in the children’s best interests, that both parents are involved in the upbringing and care of their children. The Court will arrange for CAFCASS (the Children and Families Court Advisory and Support Service) to identify any safety or welfare issues at an early stage. The Court may appoint an officer from CAFCASS to prepare a report for the Court. The Court will examine what is in the children’s best interests, taking into account many different factors, including their physical, emotional and educational needs and, in some cases, the children’s wishes and feelings depending upon their age and understanding. Contact can be face to face, including overnight stays or indirect contact such as by letters or cards. If necessary, contact can take place at a neutral venue such as a Contact Centre and can be supervised or supported. The Court can direct that parties attend the Separated Parents Information Programme designed to help support parents going through separation, looking at the impact of this upon their children. The Court can make a Shared Child Arrangement Order. Here the children do not have to spend exactly equal amounts of time with each parent but it is more a reflection that both parties continue to have an equal status in the children’s lives. Finger on the Pulse by Councillor Andrew Govier.

In the last few days while I have been thinking what to write in this article the weather has been fantastic. I always think it is nice if we get a good spell in September and October as it seems to make the winter slightly shorter. The summer events seem to have been blessed, in the main, with good weather again this year. This has meant that the concerts organised by the Friends of Wellington Park; the food fair; the Howard Road event organised by Churches Together and the Street Pastors; and the Welly Boot Day were all extremely successful. Once again, thousands of people from far and wide have enjoyed these events thanks to the hard work of those volunteers who put in so much time and effort. It is quite clear that on a number of fronts Wellington is starting to make real progress and this is being recognised by government at both a local and national level. A good example of this is the recent announcements of extra funding for the town. A group of councillors and officers have been regularly meeting to look at how we can improve support services for children, young people and families in the area. They submitted a proposal to the government and we have been chosen as one of the 120 or so projects in the country to receive funding. The ÂŁ17k we have received will allow us to make improvements to the way in which partners work together and how we deliver services to local families. We have also recently heard that a joint bid by the police and TDBC has been successful in getting Wellington a share of ÂŁ750k to combat anti-social behaviour in the town. This will provide a further boost to local services and help the agencies involved to help more people. Both of these grants are very welcome and reflect a lot of hard work put in by local councillors, partner officers and residents. Well done to all concerned! On the subject of funding, the County Council has recently announced that each of their councillors will have another ÂŁ5k to distribute to local organisations this year. The money has to be spent on projects that promote health and wellbeing. If any reader knows of a group that they think would benefit from this type of grant, then please get them to contact me using the contact details below. Cllr Ross Henley will also have access to these funds so if you live in the part of Wellington that he represents then I am sure that he would be pleased to hear from you as well. The issues surrounding the Jurston Farm development have continued to cause controversy over the last few months. Local residents are rightly worried about the impact that some the proposals will have on their quality of life. I am pleased that TDBC have agreed to ask for a number of these issues, in particular, the proposed road links to the existing estates; the provision of sports fields; and the need for the case for building only one larger school rather than two small ones to be looked at in much more detail. I, and other Wellington councillors, have been pressing for all of these things to be reviewed. Some New Street Names. by Colin Spackman Much can be learnt about a town’s history by looking into the origins of and reasons for its street names. Some names originated centuries ago, for example High Street and South Street, but most are much more recent. The expansion of Wellington since the end of the 19th century, and especially the last decade or so, has meant that many new names have had to be introduced. On the new Longforth Farm development there is now a Thomas Place, a Lillebonne Way and a Normandy Row. Thomas Place recalls the 19th century brick-making firm based at Poole - now the site of the recycling centre. It was William Thomas (1815-1872) who started the firm on his father’s farm around 1837. They started making bricks commercially in 1842. They built a Hoffman Kiln which, when it was completed in 1867 was the biggest in Britain. This kiln was kept burning for over 100 years apart from a 6 week break in 1924. The bricks produced by William Thomas and Co Ltd. have that distinctive orange colour that can be seen in many of the 19th and 20th century buildings in Wellington. The company was wound up in the 1960s; the business then had several owners until the making of bricks ceased in the 1990s.*

Wellington has this year, 2014, been commemorating the 50th anniversary of twinning with Lillebonne, in Normandy. This twinning was first recognised with the naming of Lillebonne Close, near Priory, in the 1970s. The town’s other twins have subsequently been recognised with Immenstadt Drive off Burrough Way and Torres Vedras Drive off the new Cade’s Farm roundabout. The idea of naming a street in the new Longforth development as Normandy Row, after the region of France in which Lillebonne sits, seems sensible but one wonders why Lillebonne Way as well - surely we haven’t already run out of people, places and events to commemorate. And won’t this be confusing as Lillebonne Close and Lillebonne Way are not near one another. The development of the old nursery site in Bagley Road, Rockwell Green has been named Barrington Road. Do you know why? If you do then please let the editor or this author know so that it can be recorded to satisfy the curiosity of future local historians. Finally, a suggestion. Wellington, like nearly every town in the country, has a Victoria Street which commemorates that queen’s golden or diamond jubilee. Wouldn’t it be appropriate, for the same reason, to have an Elizabeth Street on one of the current housing developments? * A history - Brickmaking in Wellington - is available in Wellington Museum; price £4.50.

Since our last newsletter we have given the following grant: Rockwell Green Institute - £880 – for maintenance of the building.

Drop in Sessions In an effort to ensure that the local community had every opportunity to raise concerns and influence the decisions that the Town Council were able to make and to give residents the chance to indicate what areas they felt we should be focussing our limited budget on, the Town Council will be holding two drop in sessions at the Farmers Market. These will be in Wellington on Saturday 4th October and Saturday 1st November from 10am -12noon. All are welcome.

Wellington Monument The Town Council received a presentation from representatives of the National Trust who explained its plans for the repair and refurbishment of Wellington Monument. The Trust was facing a complex engineering problem and would shortly be appointing consultants to find a repair solution. This would not be a quick process. Members of the public present were given the opportunity to ask questions of the Trust. It was agreed that the Trust would make an annual progress report to the Town Council so that progress could continue to be monitored.

WELLINGTON TOWN COUNCIL NEWSLETTER October 2014 Traffic Lights The County Council’s Traffic Control Team had looked at options to potentially provide additional capacity. In the interim a National Technical Expert on traffic signal operation had visited the site during peak hours in order to improve the way in which the signals operated under the existing control methodology. The Traffic Control Team felt that the alterations made had seemingly made a noticeable difference in reducing queuing, particularly on Longforth Road. However, these alterations would be reviewed over the next three months following which the Council would be updated further. As well as this, County would continue to progress the design of the controlled crossing at Longforth Road, providing their preliminary plans when completed. The final design would be progressed following the review period.

Meetings of the Wellington Town Council The full Council Meetings are at 7pm on the 1st Monday of each month at the United Reformed Church, Fore Street. They are preceded each month on the same day by the finance committee at 5.45pm and by the Planning Meeting of the Council which starts at 6.15pm. (Times may alter see Agenda on Wellington Town Council website www.wellingtontowncouncil.co.uk) All meetings of the council are open to the public. The public may speak and ask questions.
