Retailers and Businesses are welcoming families again this December to find and name the knitted Sheep on display on counters or in their windows. Forms to list the names will be in the WWN office, the Public Library and other shops after the Switching on of Lights. The family with the highest number of correctly named sheep will receive a Prize at the Christingle Service on Christmas Eve at the Parish Church at 4.30 pm. own Council Newsletter hristmas 2018 COUNCIL BUDGET 2019/20

Councillors at Wellington Town Council have been giving some thought to how best the Council can maintain and improve services in the town now that it has become clear that the County Council and the Borough Council will be facing even more cuts. It appears that the principal councils will be reducing services to such an extent that in some cases they will be only carrying out those that are a statutory requirement. Recent informal meetings of town councillors have agreed that there is an opportunity to take back responsibility for some of the services carried out locally in the past. They want to do all they can to improve the local environment, co-ordinate support for older people, support families and young people. There would, however, be a cost involved and this is likely to be reflected in the Town Council’s element of the Council Tax for 2019/20. The Town Council’s portion of the Council Tax is currently £41.62 a year. The level of the Council Tax for the next financial year will be decided at the Council meeting on 7 January 2019. Members hope that the community will support its bid to improve services in the town. GRANTS Since our last newsletter the Council have been busy considering a large number of applications for grant. The Council have a limited grants budget and are not always able to help everyone that applies, however, the following grants were awarded:Wellington Cricket Club A grant of £985.50 was made to the Cricket Club in connection with its winter coaching sessions for the young people of the area. The Town Council have supported this initiative since 2010 and has been of enormous benefit to the health and well being of youngsters in the area. Wellington Wildcats The Wellington Wildcats Section of the Wellington Football Club had submitted an application for a grant of £1,000 to help grow its membership. This would give more local girls the opportunity to take part in this increasingly popular ladies sport. The Council felt that the Wellington Wildcats provide a valuable opportunity for increasing numbers of local girls to attend football sessions and a grant in the sum of £1,000 was agreed. Court Fields Community PreSchool An application for a contribution towards moving the Preschool into the Youth Centre so that additional child placements could be provided was also considered. The Preschool had anticipated funding from Somerset County Council, which had not materialised. When considering the application It was noted that the Preschool has an Ofsted rating of ‘outstanding’ and that the grant would help support the viability of the Youth Centre, as well as the Preschool itself. A grant of £1,000 was therefore agreed.

WELLINGTON PARK The Mayor, Councillor Gary James has congratulated those responsible for once again ensuring that our wonderful Park has deservedly been given The Green Flag Award. This scheme recognises and rewards the best green spaces in the country. The Town Council were happy to make a significant contribution to the Park by making a grant of £13,000 towards the cost of resurfacing all of the paths in the Park. The contribution from the Town Council enabled all the internal paths to be resurfaced at the same time ensuring that the overall result looked good and caused minimal disruption to Park users. CIVIC AWARDS The annual civic award scheme has started again with Year 6 pupils at Rockwell Green and Beech Grove schools. As part of the scheme Year 6 pupils from both schools recently visited the Council Chamber to find out more about the Mayor of Wellington and the Town Council.

They learnt about the role of the Mayor, his robes and chain, the work of the Town Council and its officers. Pupils were told about Twinning, the town crest and the relevance of the symbols within the Townâ&#x20AC;&#x2122;s history. Both groups asked extremely intelligent and inquisitive questions about Wellington and issues discussed by the Council. All the pupils were a credit to their schools.

REMEMBRANCE SUNDAY 2019 AND BEYOND Currently Wellington marks Remembrance Sunday each year with a Parade and Service in the Park in the afternoon. At a Council meeting in August the Mayor (Councillor Gary James), felt that following the transformation of TDBC there may be an appetite for a change in how we hold Remembrance Sunday. He felt that Wellington, as one of the largest towns in the area, should show its gratitude to the Fallen as the nation did at 11 a.m. in the Park rather than as we have traditionally done in the afternoon of Remembrance Sunday. The Council realise that this is a very emotive issue and agreed that a consultation exercise should be undertaken to ascertain the views of the local community. Those views will then be discussed with the local Branch of the Royal British Legion. The local Branch of the Legion take a different view. They have said that the last time it discussed this matter there was overwhelming evidence that the majority of the public in Wellington supported the Service being retained in the afternoon as it has continuously been since 1922. Amongst reasons advanced is that it would be far better attended than one in the morning. The numbers attending have been increasing in recent years. Those members who attend the Royal Albert Hall the previous evening feel that they canâ&#x20AC;&#x2122;t get back here in time. Some parents also feel it is easier to come in the afternoon and a number who have children involved have said they would not otherwise see their children take part. The Legion go on to say that a morning Service would also interfere with local churches in the town and surrounding villages who all hold traditional morning services and consequently there would be problems getting Clergy to attend. The local Member of Parliament may not be able attend here in the morning. The Branch respectfully point out that it is only the local Branch of the Legion who can decide on the time and venue as legally the Legion are the National Custodians of Remembrance on not only on a National level but also at a District and Local level. Finger on the Pulse By Councillor Andrew Govier After a rather depressing article last time, it is good to start with some positive news. It was announced last week that Wellington Community hospital is to reopen in January after being closed for a number of months. Somerset Partnership, who run the hospital, have also moved new services into the site. There is a review of community hospitals taking place at the moment and this is likely to result in some closures across the county, let’s hope that we can promote the vital role the hospital plays and keep it open for many years to come. Keeping with the positive theme. A local group who have had another successful year is the Wellington museum and local history society. This dedicated group of volunteers keeps the museum open throughout the year with extended hours during the summer. This not only provides an interesting attraction for visitors to the town but is a valuable resource for local people wanting to find out more about their family history. As well as a number of interesting displays there are many items of the town’s history that are stored behind the scenes, so if you want to find out something about the town, it is well worth popping in and asking. We have just commemorated the 100th anniversary of the end of the First World War. The local memorial march and service in the park was well supported again this year and I would like to thank the Royal British Legion and all their many volunteers for collecting another large sum for the Poppy appeal. I always find it very humbling to hear the names and addresses of those who gave their lives for our freedom. The impact that sort of loss must have had on a town, that was much smaller than it is now, must have been huge. Unfortunately, there is still great concern over the future of dementia services in the town. At last month’s town council meeting, a number of local residents expressed their concerns about the proposal to close Stratfield House. They fear that the excellent service and staff who work there will be lost to the range of services available for their families. While reassurances have been given that each person will receive a review and suitable services going forward, the lack of certainty is causing great anxiety. I am delighted that the outstanding Court Fields Pre-school is relocating to Wellington Youth Centre. The pre-school, which has been based at Court Fields School for many years, is moving into the centre in January. The move has required a complete refurbishment of the part of the building they are moving into. They appealed to the community for help. As usually happens in Wellington, the community responded with offers of help and they have managed to do all the work, to a very high standard and at a much lower cost. Well done to all concerned! Highway Robbery in 1821 by Colin Spackman The following is a verbatim news item taken from an edition of The Taunton Courier in 1821. Until 1860, when The Wellington Weekly News was established, The Taunton Courier, founded in 1808, was the local paper for Wellington. _________________________________________________ Highway Robbery. – On Sunday evening last, as Thos. Bray, servant to F. White1, Esq. of Wellington, was returning home from Taunton, he was overtaken near Bishop’s Hull by two fellows, who continued in conversation with him until they arrived at the Crown Inn2, Rumwell, when Bray, wishing to avoid them, went into the house to drink. On arriving at Chelston Heathfied, Bray passed the two men, and soon afterwards heard a man, who was standing on a high bank, call out, “Go it” upon which Bray was instantly knocked down. On endeavouring to rise, he was again violently struck and seized by one of the fellows, and while one of them was rifling his pockets, another of them presented a pistol, and threatened to shoot him if he resisted. They were in the act of extracting his watch, when the appearance of a stranger alarmed them, and they precipitously decamped towards West Buckland. The property which they took from Bray consisted of a 5l3 Bank of England note, with his name on the back of it, in red ink, and a 1l note of Messrs. Badcock’s Taunton Bank4. One of the robbers is marked with the pox, his left leg shorter than the other, and was dressed in a sailor’s jacket and trowsers (sic). A reward has been offered for their apprehension. The best potatoes are now selling in this town and neighbourhood, at from 2s. 6d. to 2s. 9d. per bag of 1 bushels5(sic) .__________________________________________________ Notes: 1, Frederick White snr. (c1772-1845) and his son Frederick White jnr. (1806-1881) were solicitors in Wellington. The elder is commemorated by a tablet in St. John’s church. One, and possibly both, of the Frederick Whites was the Steward of the extant Popham charity.. In the 1839 Wellington Poor Law Rate book a Frederick White owned a house and orchard in South Street, possibly The Avenue, with a rental value of £63. Most houses in the town at that time had a rental value of £3 or less. 2. This is the name to which The Rumwell on the A38 has recently reverted. 3. £5 in modern typography. In 1821 that would have been a considerable sum. 4. In 1821 there were probably not any banks in Wellington. 5. A bushel is a unit of volume not weight. It equates to 8 gallons or approximately 35 litres or, in imperial measures, 12” x 12” x 16”. 2s 6d (half a crown) = 12½p
