A belated Happy New Year. A lot has happened since the last issue of the Wellington Edge as the Edge and Wellington Town Guide are now part of Edge Publications. This change of status reflects the development of the magazine over the years and coincides with our 10th Anniversary and the need to become VAT registered. Both magazines will retain their names. We started in February 2005 with a 24 page black and white A5 magazine delivered to 1500 homes in the new estates on the edge of Wellington - hence the name. We now deliver to 7000+ homes in a glossy full colour bigger - B5 magazine that is popular with both residents and advertisers (or so they tell me). We are also a member of the Independent Publishers Association where both the Edge and the Town Guide receive considerable praise for content and presentation.

CHRISTMAS LIGHT SWITCH ON

Once again the people of Wellington turned out to see the Switch On of the Christmas Lights marking the beginning of the festive season. 2014 saw the event being held a week earlier on 22nd November due to requests from some of the traders in the town. The celebrations saw a wonderful performance by the Wellington Majorettes and characters from this year’s Wellington Pantomime Group’s performance of Scrooge.

Crowds enjoyed performances by local singers Christina Green and Charles Dyke as well as a scene from pupils of St. John’s School depicting the Angel Gabriel appearing to Mary. Rev. Tim Trainer gave a Christmas

message to the town and the lights were switched on by 2 competition winning pupils from Wellesley Park School. During all this excitement surrounding the stage there were other interesting and exciting things taking place in the town centre including the Police display, the Celebration of Light in the Peace Garden, fairground rides and Father Christmas’ grotto. A big Thank You must go to all those that were involved in the event as well as those that attended. POLICE AND CRIME COMMISSIONER The Police and Crime Commissioner for Avon and Somerset Police Sue Mountstevens will be coming to Wellington to discuss the local policing plan for the area. Members of the public are invited to attend from Wellington and the surrounding parishes. The meeting will be held on 29th January 2015 at 6:30pm in the United Reformed Church Hall.

TOWN COUNCIL CIVIC AWARDS We are excited to once again be working alongside schools with the Civic Award. Year 6 pupils from Beech Grove, Rockwell Green and St Johns Primary Schools have come on board. All have been to visit the Mayor in the Council Chamber and learn about the role of the Town Council. The Civic Award is undertaken by Year 6 pupils throughout their last year of primary school. It enables them to learn new skills and understand how themselves both individuals and a group can have an effect on the wider community.

ASDA CAR PARK Members of the public may have noticed a piece of pavement now missing at the exit of Longforth (Asda) Car Park. Wellington Town Council paid for this to be removed to ease congestion so that those leaving the car park could form two queues turning either left or right.

TOWN COUNCIL 2015/16 BUDGET The Town Council agreed on an increase to its element of Council Tax by just under 10%. Faced with the prospect of having to pay for public services that will be cut or reduced by Taunton Deane Borough and Somerset Council Councils the Town Council decided at its budget meeting to increase its tax to ensure that it had sufficient reserves to meet these anticipated extra demands and provide local residents with the services they want. Councillors agreed to put up the Town Council tax by £2.45 per year for Band D properties from April 2015 taking the annual total up to £27.40. The Town Council is only a small proportion of the overall council tax bill. Due to final decisions yet to be made by the County Council or Taunton Deane the Council must put a significant some aside in order to pay for any extra services should the Town Council wish to take them on. Wellington will still have the lowest precept for any town council in Somerset and far lower than some parish councils. The Town Council’s ability to raise funds may be limited in the future, it is therefore essential to make sure that any services the people of Wellington wanted providing in the town, could be. Currently as it is some services in the town would be completely stopped if the Town Council did not support them. One such example is the Youth Service. The Finance Committee reported that it had met TDBC Cllr Catherine Herbert, the portfolio holder for sports, parks and leisure, who said she would like to begin discussions with the town council about the possibility of devolving the management of facilities such as the playing field, recreation ground and the Dobree Park playing field in Rockwell Green to the Town Council. It was reported that the Council Tax Support Grant from TDBC would be reduced by 10% to £13,770 and that it was very unlikely that this grant would be paid in future years. The Town Council’s precept for 2015-16 of £122,816 includes £46,000 for salaries, £27,000 for devolved services, £15,000 for grants, £12,000 for Christmas Lights,

£7,500 for youth action, £6,000 for the promotion of Wellington, £5,000 for elections £5,000 for Youth Council, £3,000 for councillors allowances, £2,000 for collection of dog waste, £2,000 for community safety and £2,500 for all insurances. In regards to income £20,000 is estimated from TDBC for public conveniences – if Wellington Town Council take over the running of Wellington’s public toilets. £7,000 is also estimated to be received from TDBC for festive illuminations. JURSTON FARM DEVELOPMENT Wellington Town Council held a special planning meeting on Thursday 8th January. The meeting was to consider its comment and observations to be made on application 43/14/0130 Outline application with all matters, except the access, reserved for future approval for a mixed use development of up to 650 houses, community and commercial uses, a primary school, equipped and informal public open space, community woodland and associated infrastructure with the development to be served by a new primary vehicular access at West Buckland Road (A38) and secondary vehicular access connecting to Cades Farm development along with pedestrian, cycle and emergency access connecting to Beech Hill and Laburnum Road and pedestrian and cycle access to Jurston Lane on land at Jurston Farm, Wellington. Many members of the public came to the meeting and spoke on the application. The planners and their agents were also present as well as a TDBC Planning Officer. The final decision on this application will be made by Taunton Deane Borough Council’s Planning Committee. TOWN COUNCIL Town Council has consistently opposed the principle of residential development on this site. In its opinion there are other more appropriate sites available elsewhere. However, in the event of planning permission being granted by the Local Planning Authority the Town Council wish to make the following points: (a) further improvement needs to be made to the overall infrastructure of the development and how it would affect the wider area of the town; (b) TDBC and SCC need to work together to ensure the ability of existing medical and education facilities to cope with the amount of extra persons the development would generate; (c) further thought should be given to provision of sports pitches and recreation facilities on this and surrounding sites. It appeared to the Council that the town would end up with a series of smaller play areas when what was needed was a more coordinated approach; (d) consideration should be given to installing solar panels on new properties and every effort be made to ensure the development is environmentally sustainable; (e) it was recognised that that the Environment Agency appeared to be

satisfied with the measures proposed to avoid any flood risk and that there would be a minimal risk of flooding on the site. However, in view of recent incidents of flooding, the Town Council would want to be satisfied adequate steps are taken to mitigate any further flooding that might be caused by the development; (f) the development will inevitably create additional vehicular traffic and consideration should therefore be given to widening and improving the existing junction of the A38 with Chelston roundabout; (g) use be made of the New Homes Bonus to improve facilities in Wellington. LITTER PICK Town Councillors and members of Wellington in Bloom took part in a litter pick in Rockwell Green. Volunteers picked up rubbish from Hilly Head all the way up to Golden Hill Pet supplies. This litter pick was initiated after a member of the public expressed a concern for the amount of dumped refuse and volunteered herself to pick it up.

Stamp Duties – what do the recently announced changes mean to you? With all the extra challenges we have faced in the mortgage market over the past twelve months, it is pleasing to see a real difference being made for 98% of all homeowners going forward. The stamp duty changes, in particular for those looking to purchase between £250,000 and £350,000 will see real savings in the cost of buying a house. Somebody looking to buy or move at a purchase price of £275,000 would have previously paid £8,250 stamp duty but will now pay £3,750. Finger on the Pulse By Councillor Andrew Govier I hope that all of you had a good Christmas and hope that 2015 has started well for you. In my last article I paid tribute to volunteers across the town and already this year I have been reminded of the fantastic efforts that people put in. Last week I was invited to attend a retirement party for Derek Ridgeway, one of the town’s retained firefighters. Derek has served the town in this capacity for over 36 years and during this time has been available for over 8500 calls out of under 10000. What remarkable dedication, being available literally morning, noon and night every day of the year. We should be extremely grateful to Derek and all his colleagues who do so much fantastic work, largely unseen, to keep us safe. There has been much debate about the developments that are either happening or our planned for the town. In recent weeks there has been a lot of criticism of local councillors for the decision that they made over the planning application for Jurston Farm. Although, because I live adjacent to the site, I haven’t been able to participate in the meetings, I think that the town council got its response to TDBC correct. I have always thought that the development will go ahead and have said so publicly. Local councils are under extreme pressure from central government to build more houses to help to tackle the acute housing shortage we face in this country. This means that every community has to take its share and local councillors have to do their best to get the facilities that are needed to support it. Simply opposing any application will achieve very little and it is far more important to try to shape the final development. I am pleased that a number of the issues that local residents have been concerned about have been addressed and there is still more that can be achieved if we all work together. I know that many councillors are working on this and other problems that the town faces. As I say there has been quite a lot of criticism of the local council and local councillors over the last few weeks and months. Some of this is probably justified as we all accept that we are far from perfect as individuals and as a council but some of it is ill-informed and unjustified. I honestly believe that Wellington has a number of opportunities in the coming years, if we are prepared to take them. In May there will be elections for the town and district councils, I know that a number of councillors are standing down and there will be a number of vacancies. I would urge people who are interested in the town and its future to consider standing for election. It can be a very fulfilling, if challenging, role and if anyone is interested I would be happy to speak to them about how they can make this happen. You may remember that there has been considerable controversy over the creation of the new Police and Crime Commissioner posts to oversee local police services. The Town Council has invited the Avon & Somerset PCC to attend a meeting in the town to discuss local policing and changes that have been made. The meeting will take place at the United Reformed Church Hall, in Fore Street at 6:30pm on Thursday 29th January and anyone interested would be very welcome. FOOD & DRINK Fruits & vegetables are good for you, we all know that. Scientists have proved it with numerous clinical studies aiming to show which particular plants or bits of plants prevent which particular disease, or slow down the ageing process. Phytonutrients are natural compounds found in plant foods such as vegetables, fruit, whole grain products and legumes. These plant compounds have beneficial effects working with other essential nutrients to promote good health. It is difficult to show specific results, probably because each fruit or vegetable may consist of about 10000 different ingredients, each of which may be of benefit for different reasons and react differently when together—the synergy effect. This is why a broad definition such as a “Mediterranean Diet” makes it easier to illustrate benefits. Does it make a difference whether the apple a day keeping the doctor away is a Golden Delicious or a Granny Smith? Perhaps, but either is better than none and the specific nutrients will vary more because of the soil in which they’re grown, the stage at which they’re picked and how they’ve been kept since then. Eating the wrinkly apple in your fruit bowl is still better for you than not eating it. The other tricky thing is that each of us is unique and our nutritional requirements vary, day by day. So what’s the answer? Just eat more - a lot more! And if possible they should be raw, or as near to that state as you can manage. How can you know whether today is a day you need 3 tomatoes, 100 grams of Savoy cabbage, 2 carrots and some pineapple? Or red cabbage, some melon, an orange, peppers, a pear, celery, broccoli, sweet potato, blueberries and kale? Some studies suggest 14 portions, so that’ s all of them. Don’t worry, they’re not fattening so almost unlimited is fine for most people. A lot more veg than fruit is a golden rule too. Doesn’t seem possible? Aim for variety over the period of a week while ensuring the 5 a day minimum includes plenty of fibre and basics like cabbage, so you get prebiotics as well. Following these guidelines can help your body cope with most, if not all of the harmful effects you may encounter. It is impossible to avoid these completely – the very acts of living; cell division, breathing and doing any exercise require oxygen which will be found from somewhere in your body if not readily available in your blood¬stream. Many phytonutrients have antioxidant properties that help prevent damage to cells throughout the body and have been shown to reduce the risk of cancer, heart disease, stroke, Alzheimer’s and Parkinson’s disease. Crucially, and rather wonderfully, a lot of damage in our bodies is reversible simply by making healthy lifestyle changes including increasing consumption of fruits and vegetables. For me it brings optimism and positivity as I associate the coming of spring with new growth and awakenings and aromatherapy is a great way to do this. One of my favorite oils is Geranium, its heady floral, warming aroma is delightful and it is a fantastic balancing oil. I like to use it in this blend in a burner to conjure up feelings of warmth and summer:Geranium (Pelargonium graveolens) 3 drops Ylang Ylang (Cananga odorata) 2 drops Lavender (Lavandula angustifolia) 1 drop

LOCAL HISTORY

A Brief History of Wellington's MPs. Another excellent insight into the History of Wellington from Colin Spackman. In May this year there will be a General Election. Wellington's constituency is considered a marginal - in the last 5 elections the winning candidate has never had a majority of more than 4,000 votes. Modern democratic elections date from the 1830s with the passing of two Electoral Reform Acts, in 1831 and 1832. From 1832 to 1885 Wellington was in a two-member West Somerset constituency. Edward Ayshford Sanford of Nynehead Court, a Whig, represented the constituency between 1832 and 1841. But for the next 44 years the constituency returned two Conservatives. The 1885 election was different. Firstly it was named the Western or Wellington Division of Somerset. Its all male electorate of 50,000 (women did not get the franchise until 1928) covered Somerset west of a line from Minehead through Williton and Bishop's Lydeard to the outskirts of, but not including, Taunton - although certain landowners in that town could also vote in Wellington's constituency. This was the first election in which male farm labourers were given the vote. Sir Thomas Dyke-Acland was elected - and for the first time Wellington's representative at Westminster was a Liberal. However the defeated Conservative candidate prevailed in a by-election in 1886 and his party went on to hold the seat for the next 36 years. In 1921 the constituency was recast and renamed as Taunton. Wellington was again briefly represented by a Liberal but then Conservative candidates then won every election between 1924 and 1945. The 1945 election was very different. It was won by Victor Collins of the Labour party. This is the only time that Wellington has had a Labour MP - since then the winners have been either Conservative (13 times) or Liberal Democrat (3 times). Most of those Conservative victories were achieved by (Sir) Edward du Cann, who lived at Easterlands in Sampford Arundel, winning 9 in a row and serving for 31 years between 1956 and 1987. The last 5 elections have proved less consistent, returning 4 different individuals split between 2 parties; 1992 Conservative; 1997 Liberal Democrat; 2001 Conservative; 2005 and 2010 Liberal Democrat. Some final points. Gender balance often crops up in political discussion. Wellington has been represented only once by a female, Jackie Ballard 1997-2001. Does our constituency follow the national trend? No - not since 1992 has the constituency returned an MP representing the largest party in parliament. And at no election in the last hundred years or more has the local constituency been more than a two-party affair even though those parties have varied from time to time. For many reasons then, from an historical viewpoint, will the 2015 General Election result for Taunton Deane (the constituency was renamed in 2010) prove interesting.
