The early morning flight from Bristol involves the activity of handing in the car keys at the car park and dragging the suitcases on to a bendy bus before shuffling along the check in queue. Having rested for a while to regain my strength I then use considerable energy in removing my shoes while trying to hold my trousers up having divested them of their belt. Further energy is taken up by standing on tip toe so that people do not notice that I have holes in my socks. Having regained my dignity I can now relax in the departure lounge for a couple of hours before catching up with sleep on the flight or strenuously sucking boiled sweets to help my eardrums acclimatise. On arrival at my destination which is normally somewhere hot and sunny with good beaches, lots of interesting restaurants and very little in the way of culture to distract me from my activites and fitness regime. I park the hire car further from the apartment than I would at home. Having been to the supermarket to top up the fridge with beer I take a leisurely stroll to the balcony and wrestle the click click bed into a sunny position, open my kindle which uses different muscles than a book as i vigourously swipe the pages over whilst occasionally wrestling with a bottle opener and testing the beer or wine. own Council ewsletter pril 2015 Our Place Project

Wellington Town Council is a key partner in the Our Place project in the town. Our Place aims to give people more power over local services and budgets in their areas, aligning these with the other resources that the community can bring. 1 in 16 of the population, now resides in an Our Place community. Our Place is funded by the Department for Communities & Local Government (DCLG) and is being ‘rolled out’ by a group called ‘Locality’ with the Local Government Association. Ultimately, DCLG’s vision is that local service providers will pool / align their budgets to fund these new-styled community services Locality supports communities, and public service organisations,to develop a joint Operational Plan to make sure that things work in the best way for local people using the Our Place approach and funding, communities can influence how local services are designed, planned and delivered, e.g. Setting up after-school activities for children Improving quality home care such as linking elderly people to volunteer helper Creating jobs locally; e.g., working with businesses to offer apprenticeships Our Place aims to support over 100 local neighbourhoods to work collaboratively with their communities to address a shared priority or local service. The aim for each area is to complete an operational plan that details how the local services they have prioritised will be transformed. •

A number of key partner organisations are working collaboratively to build on existing support for families and young people in the Wellington area. We want to empower families and young people to take a pro-active role in their health and well-being’ building resilience and encouraging creativity.

One of the Our Place priorities is to develop and enable communities to share skills through creation of community led initiatives. Through this approach we hope to help those finding it hard to get back in to work and improve skills and employment opportunities within the Wellington area.

The project will improve provision and support for young adults. We are currently consulting and engaging with young people in the Wellington area to inform what approach this support will take.

Wellington One This project, which involved taking a multi agency, one team approach to statutorily provided services had now been launched and was developing. After the success of Halcon One in Taunton central government has given a team headed by its co-ordinator, Paul Chamberlain to look at working with the Police in order to help Wellington’s community.

St Johns School Council The Mayor Councillor David Mitton met with pupils of St Johns School Council ranging from Year 1 – Year 6. They discussed what it meant to be a Councillor both in school and in the town. As well as this they spoke about the role of the Mayor, responsibilities in the community and making a difference. A fantastic, well behaved group, and a credit to their school and classmates as their elected representatives.

Town Council Grants Churches Together Wellington: £500 for the 2015 Big Tent event a children’s and youth holiday bible club that aims to present Christianity and the stories of the bible to young people in a fun, action packed way. Wellington Quakers: £300 for the Celebration of Light event in the town. Councillors agreed that this was a brilliant event that was both well attended and appreciated in the town. Reminiscence Learning: £1098 for regular weekly community activity projects in Wellington aimed at the older person and their carers or family members, in particular those living with dementia.

Town Council Grants contd. Wellington Without Parish Council: £300 for a group of 10-15 soldiers in Napoleonic uniforms that would set up camp and perform marching displays, as well as firing rifles and a Cannon near the Monument to mark the Battle of Waterloo’s Bi-centenary.

0300 123 2224 A new number for Somerset County Council Why have they made this change? The single number makes it easier and cheaper to contact them. People don’t have to decide which 0845 number to use and the single number will be easier to remember. On average it will be cheaper for people to call them. Exact charges depend on landline and mobile phone packages, but calls to 0300 numbers are charged at the same rate as calls to any number starting with 01 or 02. Also, anyone with free minutes as part of their landline or mobile call plan will automatically be able to call 0300 123 2224 for free (so long as they are within their free minutes allocation), which was not the case with the 0845 numbers. How are the calls answered? Callers are asked to choose one of four options: ‘Services for Children’, ‘Adult Social Care’, ‘Roads and Transport’ and ‘All other enquiries’. After that the experience is the same as before, which may include additional options, for example a safeguarding option if the call is to Children or Adults services. The contact centre Somerset Direct has a good record of responding to calls quickly and has the same number of well-trained staff in place so there will be no change to the service provided. All other services including support for Type Talk, email and SMS text are unaffected by the change. What do they need to do? A year ago there was a question mark over the future of Wellington in Bloom. But thanks to newcomers and the continuing loyalty of the committee, it was agreed at the March Annual Meeting Wellington in Bloom will continue working for the town in 2015, under its chair Isabel Ward,Vice chair Jenny Taylor: Secretary Anna O’Donoghue and Treasurer Jenny Vickery. Cherry Hitchcock and Jenny Vickery will continue for the present as Pre-Schools Officers. Simon Ratsey continues as Tree Warden, and publicity, with committee members Terry Milton,Val Vickery, Eileen Dyde and ex-officio John Morton, Tom & Eunice Borg. The committee welcomed Sharon Bates. Niki Evans, and Susan Horsington are also newcomers to the team. Wellington in Bloom will be joining in the events to commemorate the 200th Anniversary of the Battle of Waterloo. We are planning on planting 30 ‘Wellington Boots’ with the preschools and schools, retailers and businesses as part of a walking trail around the town. We also want to mark the Anniversary by planting the Wellingtonia trees at strategic locations. If your land has room, please let us know. The Schools Competitions will be focused on identifying different sorts of bees, and growing bee friendly plants and herbs. PROFESSIONAL New company to Wellington recommends apprenticeships CJ Systems have recently moved to Wellington and I was able to talk to Director, Jonathan Sealby about the company and why they had chosen to base themselves here. CJ Systems are primarily a Managed Service Provider – what that means is we provide high quality, flexible, outsourced IT support for small to medium sized businesses throughout the South West. We also provide a number of cloud solutions to businesses: Office 365, Google Apps, cloud backup and storage, web design and hosting, Desktop and Server Virtualisation. We’re happy to support, help and advise businesses with any aspect of their IT We recently moved into our new office in Westpark 26, having outgrown our previous office we needed somewhere modern, accessible and affordable, where we can get high speed internet and access our clients as quickly as possible – remotely or on-site. We’ve been growing steadily since 2010, with 100% client retention, and now employ 4 staff. Our second apprentice Harry Bukin started October 2014 and will learn all the skills that Daniel has. We went down the apprentice route so that we could attract young people keen to learn on the job, and pick up the skills needed for them to get a career in IT, and enable us to grow the business and support our growing client base. Somerset College were really helpful in finding a group of individuals each time and we interviewed a number of applicants and chose Daniel and Harry from those. Apprentices work normal office hours with one day in College, and we train and educate them hands-on, with real-life experience. Assessors come in once a month to check on the in-work progress and the Apprentice’s Portfolio. For us it has been a great opportunity to take on staff, be able to teach them the skills they need, and to be able to offer them a chance to earn money and work towards a full-time job at the end. We’re very proud of our apprenticeship scheme and it’s working for us too as we grew 30% last year. We’d certainly recommend it to any small businesses in the area with an opportunity to teach skills and give experience to young people, and we’d recommend it to young people as they can get paid whilst they learn!

Care costs later in life If you have an elderly relative or friend who needs care, the funding options and your responsibilities can prove to be quite the minefield. With an ever increasing elderly population – 10 million people in the UK are over 65 and 3 million over 80 – we must be mindful of the impact that this has on us as a society. Lasting Powers of Attorney are crucial documents which allow us to look after and manage not only property and finances but also the health and welfare of a donor. Without such a document, assets can be frozen and family members or friends will be simply powerless to act. All is not lost if powers of attorney have not been put into place in time. We can assist with applications to the Court of Protection for the appointment of Deputies. Deputies are effectively court appointed attorneys. If there are no relatives or friends able to take on this role, we can be appointed as Solicitors to act on your behalf. However, Court of Protection applications are notoriously protracted and costly affairs. While the application is processed, funds are frozen – large debts can mount up over this period. As we all live longer it is increasingly important to plan for your old age. Simply taking advice at the right time can avoid these problems. If your income and capital levels are low, you may qualify for an exemption from the Court fee in making the application for powers of attorney. The time to make powers of attorney is when you are fit and well and fully able to understand the implications of putting the documents in place. By having a valid, registered Lasting Power of Attorney, your attorney is then able to assist with putting in place a suitable care package. Increasingly, doctors and care providers are requesting sight of health and welfare powers of attorney. Such documents give legal standing and protection. The Care Act comes into force in May of this year but with a phased implementation of changes. Commentators, however, are concerned that already stretched Social Services will be unable to cope – currently only 1 in 5 of us are likely to have no care costs at all and it is those with modest means who are most affected. The deferred payment scheme will also become more widely available. This allows individuals to retain property but with the local authority placing a charge against the title. The local authority will then meet the cost of care but the debt is repaid on death or the sale of the property. Interest charges would apply. The new regime is set to introduce a “care cap” of £72,000. There are concerns, however, as to precisely how this is made up and what it means in real terms. It may be that certain aspects of care are not taken into consideration if the provision 22

PROFESSIONAL provided falls outside of the ‘independent personal budget’ figure. The reality is that you could have spent a great deal more than £72,000 before you reach the cap. The intention is that there should be greater accountability and wider choice. The advice is to be well prepared. Make sure you have Lasting Powers of Attorney in place – for health and welfare and property and finances – and irrespective of the changes there is still a need to safeguard assets. NEW SENSORY ROOM AT FIENNES HOUSE SeeAbility, founded in 1911 as the Royal School for the Blind, is a specialist registered charity enriching the lives of people who have sight loss and other disabilities, including learning and physical disabilities, mental health difficulties, acquired brain injury and life-limiting conditions. SeeAbility’s Fiennes HouseWellington is a welcoming modern home, with an emphasis on light and colour contrasts throughout, designed to assist young adults with a range of needs including sight loss, autism, cerebral palsy and learning disabilities.The emphasis is on a ‘can do’ attitude and where participation in the home and local community are actively encouraged. The trained staff team, supported by SeeAbility’s own Rehabilitation Practitioners and Speech and Language Therapists, develop new teaching techniques appropriate and relevant to each person’s skills. Trained volunteers the sensory room support individuals with a range of differing activities. The accommodation consists of twelve single bedrooms all with en-suites, a fully accessible large communal kitchen, a shared lounge with separate dining area, a large conservatory and large patio area with a sensory garden.

Wellington Rotary Club has supported Fiennes House for a number of years, mainly by providing practical assistance with maintaining the grounds. In his year in officeWellington Rotary Club President Chris Cardwell wanted to take the Club’s involvement one stage further and following consultation with the Volunteer Manager Andrea Lane and the Resident Manager Annie Northover the Club agreed to support the creation of a Sensory Room which will enable the residents to maximise the use of their faculties.

For example visually stimulating lighting effects, audio equipment and tactile items of equipment will help residents to develop physically and mentally and improve their quality of life. Funds raised by Wellington Rotary Club, augmented by a grant from the Rotary Foundation (the Rotary Movement’s own Charity), amounted to £2000 and have enabled the equipment to be purchased. Club members constructed and installed the shelving required to display and deploy the equipment. SeeAbility’s own Speech Therapist and Occupational Therapist will train the local staff and oversee the use of this exciting new facility. The project was successfully completed and handed over on Friday 9th March 2015.

Finger on the Pulse By Councillor Andrew Govier I must start by congratulating Richard and all the team for the continued success of the Edge. Ten years is a notable landmark and I think it is clear that it has become a real feature on the Wellington landscape. As I have said before there are a number of positive initiatives going on in the town at the moment and they are coming together in April. We are holding a number of events throughout the month to encourage people to access services and facilities within the town. On 1st April at Rockwell Green Primary School between 11am and 3pm organised by Project Wellington. This event will be a fun day with an Easter theme providing fun activities for young children and their families. The Wellington One Team is organising a health check-up with a specialist NHS health vehicle in ASDA car park 10am – 4pm 24th April when the final report of the Our Place initiative will be launched at Wellington Young People’s Centre between 1pm – 5pm. All these events are open to the public and will hopefully be very informative and interesting. There is another excellent programme which is currently running that may be of interest to anyone who hasn’t done any exercise for years and would like to start to improve their health. Tone Leisure are running this supportive programme and will provide one-toone support to get you started. If you are interested in giving it a go, please contact Wellington Sports Centre on 01823 663010. I mentioned in the last edition that we were expecting the visit of the Police and Crime Commissioner for Avon and Somerset, Sue Mountstephens. This visit did take place and Sue updated us the changes that are being made in the Wellington area. I have to say that there was concerned expressed by us at the changes that are being made. For many years now Wellington has had a sergeant based in the town and covering a large but manageable area. Due to funding reductions from central government, the police have changed this, and we now have a sergeant that covers a huge part of western Somerset including Williton and Minehead. We are also having a reduction in staffing numbers in the town and there could be further reductions in the next few years. This obviously raises concerns and increases the need for good partnership working between the police and the local authorities, we have an excellent record of achieving this and it will need to go up a level in the future. Our local officers continue to do an excellent job and we need to give them all the support we can. I was delighted that TDBC recently agreed to keep all three sets of toilets in the town for another year. There has been a great deal of concern in the town over the budget proposal that would have seen either the Longforth Road or North Street ones closing. The Town Council has agreed to look at taking over the running of these but there are a lot of outstanding issues that need to be explored before a final decision can be made. This reprieve gives us an opportunity to look at all the issues and hopefully come up with a positive solution. We all know that the councils have to make funding reductions and cut services but alternatives need to be explored before changes are implemented. Wellington takes the lead on waste by Nick Cater

Once again, Wellington is at the forefront of innovation

in how Somerset tackles the challenge of its waste, from its excellent record on recycling to the regrettable levels of refuse that must be sent to fill expensive holes in the landscape.

First there was the trial last year with hundreds of homes in Wellington to test how a range of factors would influence the recycling of food waste. It followed a survey showing that the barriers to food waste recycling include household concerns about hygiene and the cost of caddy liners, reluctance to recycle mouldy food or raw meat and fish, and the problem of food waste collection bins that are missing or damaged. Wellington residents were given an advice leaflet to ensure they had the right waste containers and understood that all food – from anything mouldy to raw meat, plate scrapings to bones, frozen meals to stale bread – can be recycled, a roll of free liners for kitchen caddies, and a reminder sticker on their refuse bins. Then Wellington played its part in the Recycle More short term trial last autumn of changes to kerbside services, from materials collected and new containers to the frequency of refuse and recycling collections. In Wellington, food waste recycling and refuse collections were unchanged but all the “dry” recycling was picked up every fortnight from homes in the Longforth Road, Holyoake Street and Waterloo Road areas. And several extra materials – plastic pots, tubs and trays; beverage cartons; household batteries; and small electrical items – were added to the existing paper, card, glass bottle and jars, cans, aerosols, plastic bottles, foil, textiles, clothes, shoes, and even vehicle batteries. A legacy of the Recycle More trial, which ended before Christmas, is that Wellington Recycling Centre has a trial underway to add plastic pots, tubs and trays to the 30+ materials it already accepts, including those household batteries, electrical items and beverage cartons. Now Somerset Waste Partnership is launching a third set of trials. Drawing on the lessons from the first food waste trial, all homes in Wellington have received an updated food

RECYCLING waste leaflet and a free supply of compostable caddy liners. Importantly, they have also got very clear message in large red letters stuck on their rubbish bin: “No food waste, please; remember to use your food recycling bin.” Why is that necessary, surely everyone recycles all food waste? Many do exactly that but, shockingly and against all advice, food waste is the largest single recyclable material added to refuse bins, followed by garden waste, paper, cardboard, textiles and footwear, plastic bottles, glass bottles and jars, cans and aluminium foil. Anonymous analysis shows that, around half the average rubbish bin is food waste and other materials that could easily and conveniently be recycled in household kerbside containers, and more could be taken to Wellington Recycling Centre. That is at least £6 million of council taxpayers’ hardearned cash wasted on landfilling recyclable materials that decay over decades while producing the powerfully polluting greenhouse gas methane. Yet all that food waste could be generating electricity and creating agricultural compost through Somerset’s own anaerobic digestion plant, while the rest – paper, card, cans, bottles and all the rest – could be earning tens of thousands of pounds from “recycling credits” of almost £55 a tonne to support vital services through Taunton Deane Borough Council. Thanks to the earlier trial in Wellington, waste experts are hopeful the new effort could make a significant difference. The results of all the trials will be analysed and, while they will not lead to any immediate changes, they will be considered as part of long-term planning of waste services throughout the county when new vehicles and improved services are expected from 2016/17 onwards. But Wellington’s leading role does not end there. The Poole Brickworks recycling centre – which is open Tuesday, Wednesday, Saturday 8am-4pm, Sunday 8am-1pm and Monday 8am-7pm – is among 10 sites across the county pioneering chargeable services for residents to recycle or dispose of vehicle parts, from body panels to brake pedals. And in a separate development, Wellington Recycling Centre and nine other sites have starting accepting a wide range of commercial waste from small businesses and tradespeople, which could also help cut back the crime of fly-tipping. A Somerset Waste Partnership spokesperson said: “It is great to see Wellington taking a lead to recycle much more, waste a lot less and save money. During the open day there will be the opportunity to see how fleeces are prepared and spun into beautiful yarn, how the large floor looms are prepared for weaving rugs and cloth for making unique outfits, blankets and throws whilst the smaller table looms are prepared to produce a variety of designs for items, such as cushion covers, scarves, table mats and bags etc. With the wide variety of yarn available the weavers are able to create individual items with amazing texture and colour. Visitors will be able to talk to students and tutors to find out more about the crafts and will also be able to ‘have a go’. In addition, there will be a wide range of completed items on display including the tapestry depicting Somerset, which is nearing completion. The workshop is situated in Staplehay, Taunton, TA3 7HG. Wellington School Appoint two new Deputy Heads Wellington School is delighted to announce the appointment of two new Deputy Heads. In an unusually busy period of recruitment, Dr Holly Barker has been appointed Academic Deputy Head and Rowan MacNeary will take over as the new Pastoral Deputy Head. Dr Barker has a PhD in German, has taught at Exeter University and is currently Head of Modern Foreign Languages at Uffculme School. Mr MacNeary has been a Housemaster at Millfield, Head of Art at Queen Elizabeth’s Hospital and is currently Head of Sixth Form at Sherborne Girls School. In an additional management role, Alastair Anderson, current Head of Boarding has been appointed to the new role of Assistant Head, Co-curricular. Dr Barker and Mr MacNeary replace Dr Andrew Daniel and Jeremy Hallows, who will take up positions as Headmasters of Monmouth School and Bromsgrove respectively. “We are delighted with these appointments, which will put a strong team in place for September,” commented Headmaster Henry Price. “I wish Andrew Daniel and Jeremy Hallows every success in their future roles and am pleased that Wellington School staff move on to such illustrious schools – it is indicative of the level of academic rigour within the school that our staff are so highly regarded”. “I believe that Holly, Rowan and Alastair will be ideally placed to help Wellington School move forward for the next generation of Wellingtonians. Reflexology As A Holistic Therapy What is a ‘holistic therapy?’ The word holistic comes from the Greek word ‘holos’, which means whole. As a holistic healing technique, reflexology views each individual as an entity of body, mind and spirit. It does not treat symptoms of disease and does not work on a specific system in a technical manner. Reflexology works with the whole person. It aims to restore mind, body and spirit and create a state of balance. The view of a holistic practitioner is that everything about us is connected; our thoughts (mind), our physical health (body) and our emotional state (spirit) are all intertwined, and each aspect has an effect on and is interdependent on the others. When one part of the whole is out of sync it affects all aspects of our being.

Reflexology as a holistic therapy In reflexology, the feet have been mapped out with reflex points that relate to all parts and systems of the body. E.g. the toes relate to the head area, the balls of the feet relate to the chest area, and the inside edges of the feet running along from the big toes, relates to the spine and all nerves running from the spine to the internal organs.

An example of this is: • You are about to give a presentation, you feel nervous and are rehearsing your lines in your mind. You notice that your palms are sweaty and you start to feel nauseous and develop stomach ache. Another example is this: • You have had an argument with a friend, partner or spouse. You cannot let go of what has happened and you start to have negative thoughts about the incident. These negative thoughts build and build and you find you are consumed by them. During this time, you feel lethargic, develop a headache and feel you do not have the physical energy to perform day to day tasks. These physical responses have occurred as a direct result of our thoughts triggering a chain reaction through the many internal systems of the body. It is the action of the mind having a physical affect on the body.

During a reflexology session, all reflex points on the feet are worked in a systematic way by applying pressure with the thumbs and fingers. By stimulating every reflex we are working the entire system as a whole, thereby aiming to creating a balance within mind, body and spirit. A holistic balance that will affect every aspect of our well-being.
