As I write this editorial Sport Relief dominates our screens. I have been impressed by the many celebrities who put themselves through considerable physical pain, mental anguish and sometimes embarrassment in order to raise funds for the very worthwhile causes. Davina McCall ran, swam and cycled over 500 miles and Alex Jones,The One Show presenter, climbed 1,200ft up the sheer-faced Moonlight Buttress in Zion National Park, Utah despite never having climbed before. At times they were both near breaking point but were driven on by the images of deprivation and despair that they had both witnessed at first hand when out on location in disaster areas. Between them they have raised well over three million pounds. However, while admiring their fortitude I was amused as at a particularly difficult part of Alex’s climb, when she was in tears as she inched up the sheer face of the mountain, one of the cameramen was hanging on the cliff - one-handed - nonchalently filming Alex. I also followed retired footballers Robbie Savage and Alan Shearer racing around Wembley Stadium sitting on every seat - some 45000 seats each. While their sore posteriors were testament to the five days of continuous bottom shifting I wondered how the contestants coped with the boredom of the challenge, but that is probably why the organisers chose footballers. While Sport Relief, Comic Relief and Children in Need do showcase celebrities raising money I think they have a much greater benefit in introducing the wider public and especially children to the problems other people, not only those from overseas, face in their every day lives. Schools up and down the Country have fun raising money and teaching their children about the wider world. Some of these children will, in the future, spend gap years working in deprived areas, others will have careers in the care industries and others will just be good citizens, giving much of their free time, skills and money to help other people. We have particularly seen this in Somerset over the last three months where so many people have given their time to help and support those affected by the unprecedented flooding. As well as good entertainment and excellent money raisers these programmes do touch our conscience Richard and educate both children and adults.

An Unusual Memorial by Colin Spackman

Walk down the right-hand side of North Street from the town centre for 150 yards and stop outside number 21. Look across the road and you will see, at first floor level, a stone plaque set within the brick wall. You may be able to make out the carved wording. However it is not easy to read - it is in an elaborate gothic script - so here is a transcription. MEMORIAL STONE This terrace was designed and erected by William Cape, builder of this town who was distinguished by his energy, integrity and perseverance. Died 2 Ap 1884. This stone was fixed by his employees as a tribute of esteem OMNIA VINCIT LABOR You may notice that the terrace looks a little newer than its neighbours further on down. This is because numbers 16 to 20 replaced a row of houses destroyed by fire in 1880 - and the ground floor fronts of 18-20 were renewed in 2013 when the building was converted to dwellings. The events leading up to the memorial are not clear. The memorial must have been placed on the terrace after Mr Cape's death, 2 April 1884, as that date appears on the stone. But the stone also tells us that the building was designed and erected by Mr Cape. So, was the stone inserted into the frontage some time after the building was finished? Or did Mr Cape die while construction was in progress? Mr Cape's attributes of energy and integrity can be imagined, but how had he shown perseverance, and in what circumstances? The Latin tag OMNIA VINCIT LABOR at the foot of this encomium translates as Work Conquers All. Was this was a favourite saying of the builder to encourage the men in his employ? The question of who paid for the stone is also not addressed - the stone was fixed by employees - did they also commission and pay for it. If they did then Mr. Cape was surely a remarkable employer. It would be interesting to know more about him. If you can add any information about the well-regarded William Cape please let the Editor know. This stone may not be unique but it is certainly a very unusual and a fascinating part of Wellington's historical townscape. Going to the dogs Dogs need a lot of mental and physical stimulation which can sometimes be hard to provide during Friendly and reliable the busy working days. Although some people may think small dogs don’t need much exercise this is often incorrect and they will be more than happy to go out for a long run. Socialising is a key part of the puppies training. It is important to take them to many different places and ensure they meet a variety of dogs as well as people and children. In regards to training, this is not something that needs to take up a huge part of your day. Short, regular training sessions of just a few minutes is all that is required.This is essential for puppies as well as adult dogs to learn basic commands to ensure they are well behaved. This can be something that the whole family can get involved in. It’s amazing how quick dogs can learn new skills through the use of force-free reward based training. By rewarding the dog with food or toys for good behaviour, they get a positive experience therefore making that behaviour much more likely in the future. I walk dogs from one household at a time which can be on or off lead. I also provide a pet sitting service while you’re away and one to one dog training to help you with things such as general obedience. I n t er vi ew with Martin Re ade r, H eadmast er Wellingt on School Martin Reader has been Headmaster at Wellington School for 8 years and leaves this summer to take up a new post at Cranleigh School in Surrey. I took the opportunity to interview Martin for The Edge on his time in the South West What are the main changes you have seen both in the School and in education generally?” I will be perhaps remembered for the things I have reformed such as removing Saturday morning lessons, changing the shape of the day, making everybody a tutor, better facilities for arts and teaching and sport and I hope continuing to improve standards. For me, I am most proud of strengthening what was already there, the sense of friendliness, purposefulness and commitment to community that have always been hallmarks of Wellington School. The major changes in |the world and in education appear to dilute or challenge the primacy of these things that give roots and security to young people. I have seen preserving and strengthening them as a vital task. “What have been your best moments?” The best moments have always been watching the pupils achieve something extraordinary – and it is not always the obvious ones. The usually quiet person who gets up on stage or performs for the first time is just as exciting as the astonishing achievement of a top sports performer or a stunning production such as ‘Evita.’ It is what we are all about and they happen most weeks. It is what makes a head’s job worthwhile. I will never forget the Centenary of the Corps of Drums at the Menin Gate. To hear the Reveille sounded by a Wellington pupil on the original bugle that the Somerset Light Infantry played at the first Last Post Ceremony was possibly the proudest I have felt since the birth of my children. Really memorable was the final unveiling of the restoration work of the Chapel, I think a jewel in the crown of Somerset architecture; Sir Andrew Motion’s opening of the Alan Rogers Centre; and David Suchet and Emma Kirkby opening the performing arts facilities. All of these moments have been about community, only possible because the whole Wellington family past and present came together to achieve them. “What will you miss about the School?” It will always be the people first. One of the joys of being a teacher is seeing your pupils grow and change and flourish, so it will be a shame not to see some of them finish or to be there when Old Wellingtonians return and share their stories. Although there are currently one or two sportsmen and women and a couple of singers whom I think I will see being very successful on a national stage. I think the Sixth Form at Wellington is the most special of any school I have ever worked at: the students seem to mature into such confident, assured and importantly modest young men and women. They really are inspiring to be around. I will miss sitting in Chapel listening to the Chapel Choir – they never cease to amaze me. And the spring colours of the trees in Sanctuary Wood as I look back from the cricket square towards the main part of the school.

Wellington Police Following reports of a planned reduction in the number of police officers together with a proposed rationalisation of police stations Sgt Helen Boyd had been able to say that our PCSO’s and beat managers are all safe in their roles as were frontline officers – there would be cuts from every rank but a lot of this would be as a result of natural waste, retirements, illnesses etc. Wellington Police Station was not closing, and would continue to be a base as it was now. The shifts and opening hours may change but the focus was on the public and being there at the right time with the right people. It was anticipated that this would strengthen the local Police and not weaken

WELLINGTON TOWN COUNCIL NEWSLETTER SPRING 2014 Longforth Road Public Toilets Reports in the local press and the TDBC Executive Agenda indicate that the Longforth Road toilets were to be closed. Unfortunately no prior consultation had been received regarding which, if any, of the facilities in the town were to be closed. Following this the Town Council enquired as to the running cost of the facilities rather than the ownership of the building. A quote in the sum of £11,628 p.a. for maintaining either of our toilet facilities was received. Discussions are being had as to which toilets (North Street or Longforth Road) would be the most problematic to be lost. However, with TDBC still funding one the Town Council will be funding the other for 6 months in the first instance during which time enquiries could be made from appropriately qualified other companies for the maintenance of Longforth Road

toilets.

Allotment Plot 1 Wellington Town Council’s Basin Allotment Plot 1 is vacant. This is a plot designed for people with limited movement or disabilities that could prevent them from having a standard plot. Junction 27 - Proposed Development Wellington Town Council have submitted an objection to Mid Devon District Council in regards to the proposal for the mass development of Junction 27 on the M5 shown in their emerging Local Plan. It was considered that such a large development would have a detrimental impact on Wellington. The proposals, if implemented, would create pressure on local facilities, draw shoppers away from Wellington and adversely affect the vitality of the town centre. Although full details were not currently available it was felt that by lodging representations at this stage it would help to preserve Wellington’s position

Finger on the Pulse

In the last week or so the weather has started to improve and most importantly it has dried up! The floods this winter have obviously been devastating for many people out on the Somerset Levels. The upside of this disaster has been the response of the rest of the Somerset community, including many from Wellington, who have given time, money and energy to support the stricken residents. Well done to everyone involved! On the subject of helping the flood victims, there is an exciting(terrifying!) opportunity to help to raise funds by abseiling down from the top of the tower at St John’s Church in High Street. The event is taking place on Saturday 5th April and is being organised by Sue White and Dave Rylatt. If you are interested in taking part, please give Sue a ring on 07592 599086. The Town Council recently agreed to object to the proposal to build a giant leisure and retail park just over the Devon border near to the Tiverton Parkway railway station. The plan also includes 2,650 new homes. Our reason for doing this is that we feel that this proposal could have a very detrimental impact on the economy of Wellington by diverting the hundreds of people from the Devon area, who use our local shops, away from the town. There are also plans for a new cinema and this obviously could put further pressure on the Wellesley. Now I accept that some people might welcome this development but we feel that the disadvantages outweigh the positives. I am pleased to report that a much smaller building project is progressing well at Wellington Sports Centre. The centre is enjoying a welcome revamp which will see the facilities further improved for users and staff alike.There have already been improvements to the floor in the upper hall; the main hall now has a better ventilation system; other facilities like the sauna are being replaced and the reception area will be made more user-friendly.We are so fortunate to have such an excellent facility in the town and we should pay tribute to the people who supported the idea over 40 years ago now. It is pleasing that the new developments that are springing up around the town are contributing funds to make sure that the centre remains a facility that we can be proud of. I would encourage anyone to pop down and visit the centre.The excellent, friendly staff are very welcoming and could advise you on how you could use the facilities to improve your health but also enjoy yourself (well most of the time!). On a similar subject, I was extremely impressed with the development of a local initiative. The ‘Walk well in Wellington’ programme started a few years ago and was organised by Tone Leisure. I supported the initial event with a small amount of funding and was invited to attend the first walk.The other day I met up with the group again and they have been hugely successful in increasing the numbers of people going on the walks.The group has also grown into a great social occasion with members enjoying other non-walking social events. It really does look a very good combination, something that is good for you but also enjoyable. Well done to all involved! LEGAL EAGLE - Charity Giving Leaving money to charities in your Will not only benefits the charity. Making a Will is an important part of planning for the future and, for most, is hugely important in ensuring that their family and friends are provided for. It can also be an opportunity to remember those less fortunate and indeed legacies under a Will represent a major source of funding for a great range of charities. Whilst leaving a set sum of money or a share of your estate to a charity is in itself a fulfilling act, it can also have financial benefits for your beneficiaries. The current Inheritance Tax threshold (commonly referred to as the ‘nil rate band’) is £325,000 per person (£650,000 per married couple) meaning that if your estate exceeds this figure the excess is very likely to be taxed at 40%. Any property that passes to your spouse or to charity usually passes tax free. In addition, if you have left 10% or more of your taxable estate (generally meaning the amount left after the nil rate band has been deducted) the inheritance tax charge on the rest of your estate is reduced to 36%. This can, in certain situations, mean that if you increase what you plan to leave to charities, your beneficiaries actually receive more. Take, for example, an unmarried person leaving an estate worth £1 million. If that person had left 7% of his or her taxable estate to charities and the remainder to friends or family then the tax bill could be in the region of £251,100. The charities would receive in the region of £47,250 and the friends or family would receive £701,650. If, however, the Will provided that 10% of the taxable estate was left to charities then although the charities would obviously receive more (in the region of £67,500) the friends and/or family would also receive more – approximately £713,800 – because the tax bill is reduced to £218,700. Where charitable beneficiaries are included in your Will, It is also important that your legal advisor discusses with you how any tax that may become due is paid. If you plan to divide your estate between charitable and non-charitable beneficiaries, care needs to be taken to clearly set out who bears the cost of any tax that might be due i.e. should all the beneficiaries receive the same or should the charities receive their share before the tax is then deducted. This is hugely important as not only does it affect what each beneficiary receives, but it also has an impact on the amount of tax actually due. Without a clear indication in the Will, the Inland Revenue will interpret the Will so as to ensure the higher amount of tax is collected. Including a charity as a residuary beneficiary of your Will (that is to say, leaving a share of the remainder of your estate to a charity) can have other implications. Charities are themselves subject to strict rules and regulations and some take a keen interest in how the Executors of an estate deal with the administration. Your Executors should be advised as regards their duties and obligations to the beneficiaries and we can assist with this when the time was appropriate. Moreover your choice of Executor would be something your legal adviser would discuss with you when you make your Will so that you are clear about the role and what you are asking of that person or people. Finally, leaving a bequest to a charity can feel extremely rewarding but it can also feel daunting due to the number and range of worthwhile organisations in existence. We would look to work closely with you to ensure that your intentions are expressed clearly, all the tax and other implications are examined and understood and that your estate will be administered in the way you would want.
