I

welcome

I extend a warm welcome to all visitors, potential real estate investors and new citizens to Antigua & Barbuda and assure you that your investment in our twin islands is a decision you’ll find truly rewarding. For those contemplating a second citizenship, Antigua & Barbuda stands out as the perfect choice. The historical construction of luxury homes and villas spanning the islands has been so successful that it has spurred further development. This phenomenon traces back to 1947, when an enclave of wealthy US citizens pioneered luxury housing for its club members. These homes have been passed across generations of the original proprietors, and additional sales of houses and undeveloped land have been made within the enclave, ultimately leading to remarkable profits. While various avenues exist for citizenship by investment, choosing the real estate option is undoubtedly an extremely wise choice. By investing in real estate, you position yourself to witness the appreciation of your investment’s value over time; a choice particularly appealing to those seeking long-term gains.

“While various avenues exist for citizenship by investment, choosing the real estate option is undoubtedly an extremely wise choice.”

Today, Barbuda is the choice of a handful of high-income individuals who are building super luxury homes on premium coastal plots of land on the 62-square-mile island. Furthermore, Barbuda’s metamorphosis into a green-energy island positions it as an emerging environmental role model and the envy of many. The value of the investment in Barbuda’s real estate is astounding. All across Antigua, luxury homes and villas are being constructed to entice members of the diaspora and those who have an enduring love for the island state to establish generational roots here. Evidently, this strategy is bearing fruit as the number of buyers continues to surge. Now is the time to invest in the nation’s profitable real estate sector. We welcome you!

Acquiring a property can be a momentous decision in your life. Whether it is your primary home, a second residence, or an investment property, making the right choice is crucial. Buying in Antigua & Barbuda seems like a no-brainer. This stunning corner of the world offers the perfect setting for your real estate dreams to become a reality. Picture yourself owning a property overlooking a dazzling palmfringed beach lapped by shimmering turquoise seas. It’s the kind of paradise everyone dreams of. But Antigua’s allure extends far beyond its picturesque beauty - although its 365-picture-perfect beaches, translucent waters and lush landscape are hard to resist. This captivating island boasts world-class yachting and sailing, highend restaurants, the UNESCO World Heritage Site of Nelson’s Harbour and countless other attractions. Luxury real estate developments continue to spring up across the island, offering something for every taste. Not to be outdone, Antigua’s sister island, Barbuda, is also receiving its fair share of developments. This island is a dream come true for beach lovers and was Princess Diana’s favourite escape. Imagine setting foot on one of its incredible, famous pink-sand beaches where your footprints often remain the only ones. Barbuda is also home to extraordinary natural wonders, including the largest Frigate bird sanctuary in the Western Hemisphere. It offers a different but equally attractive way of life to its larger sister. If you have a family and are considering purchasing a property, rest assured

that Antigua & Barbuda has you covered. The country has a range of public and private schools, including one that offers the International Baccalaureate, along with a wide range of tertiary education options, including the fourth-landed campus of the University of the West Indies. The country has a good health system, a robust banking and financial sector, reliable telecommunications, a stable government, and a thriving economy. What more could you ask for? Furthermore, with convenient daily direct flights to North America and Europe, the islands offer easy access. Just four hours from New York and eight from London, you can easily meet your business appointments whilst indulging in your island lifestyle. But here’s the real kicker: with purchasing real estate being one of the options in the Citizenship by Investment Programme, not only can you purchase your own piece of paradise by buying one of the high-end luxury villas or apartments on one of the fabulous developments across the islands, but more importantly you have the opportunity to become a citizen of this remarkable nation with all the freedom-to-travel and other benefits this entails. And with the necessary investment starting at just US$200,000 for a share of a property, you could also be on your way to generating a rental income in no time. Antigua & Barbuda’s CBI programme is in the top five of the 2023 Q1 Henley Passport Index. Citizenship to the islands allows visa-free travel to over 160 jurisdictions, including Hong Kong, Singapore, the UK and Schengen area.

If there’s one thing that the last few years have shown us, it’s that life can be unpredictable. Never has it been more important to have a robust Plan B in place for the unexpected – no matter what life throws at you. If your Plan B doesn’t already include a second citizenship, perhaps now is the time to think about it to protect those you care about the most. With flexibility for your wealth management needs, no tax on your worldwide income nor inheritance tax, you can rest assured that your family’s best interest is served both now and in the future. Furthermore, not only is Antigua & Barbuda amongst the fastest-growing economies in the Caribbean region and an international financial centre whose legal system is based on British Common Law, but there are countless investment and business opportunities available in a variety of sectors. Visa-free access to over 160 jurisdictions across the globe allows you to jump on a plane to that business meeting or conference at a moment’s notice. The world is indeed your oyster. We welcome you to Issue 18 of Antigua & Barbuda The Citizen! With a slew of luxury developments being constructed in both Antigua and Barbuda, the real estate sector is truly booming. Our cover story in this issue delves into the myriad reasons why Antigua & Barbuda is the perfect location for every type of real estate investor, including those who choose to invest in the Citizenship by Investment Programme. The Citizenship by Investment Programme itself celebrated its 10th anniversary in November, defying all the expectations cast when the programme commenced. Charmaine Donovan, CEO of the Citizenship by Investment Unit, shares the successes and challenges of the Unit’s past, present and future. You may recognise multitalented performer Reno Wilson from one of his over 90 on-screen projects, such as Mike and Molly or The Cosby Show. He talks to us about his body of work, Antiguan heritage and his passion for Louis Armstrong. Another versatile performer, Iranian-American actor and screenwriter Mozhan Marnò, is best known for her role in the critically-acclaimed series, The Blacklist. On the back of her recent visit to Antigua, she tells us about her journey through the world of entertainment and her commitment to raising awareness about the plight of Iranian women. Antigua & Barbuda has welcomed a new citizen, Hind Laricihi, who upped sticks from Morocco and crossed the Atlantic by catamaran, where she discovered and fell in love with the twin islands. Hind tells us about her exciting life and why she decided to become an Antiguan citizen. Mark Brown stands as one of Antigua’s foremost contemporary artists whose work graces international exhibitions and resides in prestigious collections, including the home of none other than Diana Ross. Mark reveals some of his remarkable and often provocative pieces with us. Our featured Antiguan photographer, Roddy Grimes-Graeme, is fascinated by water both above and below the surface, with his photography focusing on sailing and underwater life. We discover some of his shots of Antigua and learn more about his life as a commercial photographer. One of the creatures Roddy regularly encounters in his underwater work, the shark, is probably the most misunderstood and feared animal in the world. Our conservation piece aims to dispel their portrayal as monsters of the deep, revealing how their crucial role within the ocean’s ecosystem means they should be considered the guardians of the seas rather than the villains. Despite a devastating fire at the Antigua Yacht Club Marina, the 62nd annual Antigua Charter Yacht Show remarkably unfolded in December - just two months later - showcasing the resilience inherent in the spirit of Antigua & Barbuda. We look at this event’s enduring popularity and significance in the international yachting calendar. We hope that you enjoy this issue of The Citizen. On behalf of the team, I would like to thank all our contributors and readers for their continued support. Happy reading!

LONDON

T A decade’s triumph: The evolution of the Antigua & Barbuda Citizenship by Investment Programme By Charmaine Quinland-Donovan, CEO of the Antigua & Barbuda Citizenship by Investment Programme Unit

When the Citizenship by Investment Unit (CIU) officially launched in October 2013, most people had not cast their eyes this far. At best, a five-year lifespan was expected. But, in true Antiguan and Barbudan style, with resilience, ingenuity, strong leadership, commitment and hard work, we are celebrating our 10th anniversary.

26

THE CITIZEN

The establishment of the CIU through parliamentary mandate was a groundbreaking initiative aimed at attracting foreign direct investment (FDI) to revitalise the economy after the 2008 mortgage crisis and subsequent global financial upheaval. Simultaneously, it served as a strategic avenue to bolster the country’s primary economic driver, tourism, by increasing room stock through the real estate and business investment options. This has led to the success stories of Nonsuch Bay, Verandah Resorts, Verandah Estates, Tamarind Hills, Awesome Developments (formerly Stanhope Shepherd), the construction of a number of luxury villas, and other ongoing developments. Additionally, beyond its tangible impact, the Citizenship by Investment Programme (CIP) serves as a catalyst for economic activity when successful applicants utilise tourism services such as transportation, accommodation and food during their five-day visit requirement. Moreover, this requirement adds a sense of belonging by nurturing a bond between our new citizens and their adopted country, transcending a mere transactional acquisition of a passport. Underpinning its efficacy in economic activity further, only the citizens of Antigua & Barbuda who are ordinarily residents in this country are eligible

to become licensed agents for this programme. This, therefore, ensures a continual circulation of funds within the economy. The CIP’s inception owes much to the foresight and dedication of the original task force comprised of patriotic Antiguan and Barbudan professionals, led by Fitzmaurice Christian, who studied the programme's viability and brought it to fruition. Their resounding vision was clear: this programme was an economic development initiative and not about selling passports. Undoubtedly, the economic impact of the CIP cannot be understated. According to Prime Minister Browne, it has generated approximately US$37 million annually, contributed a total of US$370 million in direct cash contributions and an estimated US$740 million in overall economic impact. Consequentially, it accounts for up to 10-12 percent of the country’s total revenues and more than 60 percent of non-tax revenues, funding vital sectors such as healthcare, education and infrastructure. With a strategic long-term plan, its potential yields are envisioned for the coming decades. Notably, we have processed 4,200 citizenship applications over the past decade. Unlike some smaller OECS countries that have processed tens of thousands of applications and where the number of successful applicants has reached as high as 50 to 80 percent of their populations, in Antigua, a conscientious decision was taken as a nation to manage the potential demographic impact. Our

As a complement to the robust due diligence, the restricted countries policy is a unique feature of our programme and acts as a first-level filter for sanctioned persons and entities and other bad actors. Escalating scrutiny from first-world countries concerning the access that new citizens have to countries in the EU and UK behoves us to remain focused on our gatekeeping duties, as the safety of our collective borders remains top on our minds. Our unique five-day residency requirement was once viewed as a disadvantage and an inconvenience but is currently being recognised as an asset as it is the foundation of a genuine connection between the new citizen and his/her new country of citizenship. Unlike other Caribbean programmes without such a prerequisite, a residency requirement demonstrates to the international community our commitment to integrity. When new citizens come to our shores, it helps to foster important connective experiences

with our people and culture and can unlock economic opportunities beyond their initial visit spending. We also know they tend to fall in love with the twin-island nation’s beauty and return for annual vacations and investment opportunities. Even citizens who had selected the National Development Fund as their qualifying investment option have chosen to make further investments in real estate or other ventures after experiencing the country’s endless possibilities. While it is the CIU that establishes regulations and policies, it’s the international market agents/authorised representatives who determine how the programme gets packaged and promoted. As another component of our comprehensive due diligence framework, we will continue the work on enhancing our partnerships with each authorised representative to ensure that the marketing of the programme is in line with standards. Going forward, the Unit will focus on enhancing these facets, particularly with the appointment of Jeffrey Hadeed as Chairman of the Board. As we commemorate a decade of the CIP, we stand at the threshold of a promising future. These past ten years mark only the beginning of our journey toward continued growth, innovation, and economic impact. With unwavering commitment and a customer-focused and transformative approach, we stride forward, poised to exceed the successes of the past and embrace a future filled with boundless opportunities for Antigua & Barbuda.

Reno Wilson 30

THE CITIZEN

Interview

Describing Reno Wilson, the word ‘versatile’ immediately springs to mind. Born and bred in Brooklyn, New York, to an Antiguan opera singer mother and a blues pianist father, it was almost inevitable that Reno would become a performer. His first taste of fame came with a role in The Cosby Show, showcasing his comedic timing and leading to appearances in numerous other shows. His more renowned role is arguably as Carl in Mike and Molly with his good friend Billy Gardell and Melissa McCarthy. He has also appeared in Good Girls, the series Fatal Attraction and in the feature film Bolden as the legendary Louis Armstrong. He shines in both comedic and dramatic roles, is a multi-talented musician and singer and an accomplished voice-over artist, recognised for creating distinctive voices in several Transformers movies and computer games. With over 90 on-screen projects under his belt, Reno has more than demonstrated his versatility in the entertainment industry. The Citizen caught up with him to find out more about the myriad layers of his career and passions.

You come from a family deeply rooted in music and entertainment. How did your upbringing shape your passion for performing? I guess performing is all I know! As far as families go, I thought it was The Jacksons, The Sylvers, The Osmonds and us, The Wilsons. I thought everyone had a piano and a drum kit in their living room. My older sisters Marie, Patricia and Yolanda were all performers; they did plays and sang in groups and so on. I travelled with my mom as she hopped from opera troupe to opera troupe around the tri-state area. I always heard stories about my dad and his blues band. We watched a LOT of television and did skits around the house, so I really had no choice. My family was very influential in my love of performing, and they were 100 percent supportive. As a music lover and a classically trained pianist, how does music play a role in your life outside your professional career? Music is a constant in everything I do. I play the piano for myself mostly; it calms me and gives me something to focus on. I love to listen to all kinds of music. My wife Coco and I own a spin and yoga studio here in Los

Angeles, and she’s basically a DJ on a bike, so she listens to a lot of music. My kids Deni and Renzo love to play and make music, which also keeps me current. How has your Antiguan heritage influenced you and your career? I grew up in East Flatbush, Brooklyn, a West Indian community surrounded by people from all parts of the Caribbean: Jamaicans, Trinidadians, Haitians, etc., allowing me to take in the music, food, accents and culture. I was fortunate enough to spend time with my grandfather and pick up his accent and various sayings when I was a child. In my work, I’m always looking for an opportunity to make a character West Indian or have some kind of island background, so you might hear a little ‘ting and ting’ here and there if you listen. You were honoured at the Caribbean Heritage Organisation Awards for your contributions to the arts and entertainment. How did it feel to be recognised for your heritage and work? It is such an honour to be acknowledged by the Caribbean Heritage Organization; I consider them friends and love

Interview

“I’m always looking for an opportunity to make a character West Indian or have some kind of island background, so you might hear a little ‘ting and ting’ here and there if you listen.”

You are nothing if not versatile with a career spanning voice acting, stage performances, television and film. How do you navigate between these different mediums, and which one holds a special place in your heart? Thank you. I think acting is acting. No matter the medium, the craft is the same. However, there are different rules for each one. That’s where the creativity and fun lies. You’ve been involved in a one-man show and a podcast about Louis Armstrong, as well as playing him in the film Bolden. What is it about him that fascinates you so much? Well, I could talk all day long about Louis Armstrong. Suffice to say, there is no hip-hop without him. Moreover, there is no modern music without Louis Daniel Armstrong. He was the first pop star. His story hasn’t been told in a stand-alone film or TV project. I’d like to put an end to that.

biggin’ them up whenever possible. They really got me more excited about going to Antigua, which I’m ashamed to say has not happened yet. But it will soon come. You’ve spoken about the lack of West Indian representation in film and television. What do you think can be done to remedy this situation? I think they sprinkle characters here and there, and there are most certainly a bunch of West Indian actors in the business. Like anything else, the stories are there to be told; they just need to be given a chance by the people who are buying. I’m excited about being a part of the process and creating shows and movies that tell those stories.

32

THE CITIZEN

What do you think makes Antigua & Barbuda such a special place? Thankfully, my sister took my mother there before she passed away. I have no firsthand experience of the island myself, but from the people I have met and my family’s history, Antigua is an especially resilient and beautiful place. The people are hardworking but quick to smile and are genuine. My family is the London Family, which goes back to 1806 in the St Philip parish, and I believe my great great grandparents Robert and Joanna London were born enslaved and worked on the sugar plantations. When slavery was abolished in 1834, they were set free and relocated to Freetown. I can’t wait to go home and fully discover my history. What is next for you? I have a movie coming out called Above the Line, which is about a Hollywood holiday heist.

Hind Lahrichi, a Moroccan-born entrepreneur, and her husband are two of Antigua & Barbuda’s new citizens. Currently the owner of Sora Fisheries, in 2020, Hind embarked on a daring adventure when she and her husband-to-be crossed the Atlantic on their catamaran to reach the Caribbean. Upon arriving in Antigua, Hind instantly fell in love with the island and its lifestyle. The Citizen caught up with her during her stay in the twin islands to delve into how she became a citizen of Antigua & Barbuda.

36

THE CITIZEN

HIND LAHRICHI Can you please tell us a bit about your life? After graduating from business school in Morocco, I worked in a fishing company, which sparked my interest in this sector. However, my path to becoming a shipowner was far from linear. Prior to this, I was involved with many different things, like insurance, agriculture, hospitality, real estate and introducing the first billboards into Moroccan airports and the first barcode machines into supermarkets. Yet, amidst all these ventures, I always dreamed about sailing the Atlantic and exploring the Caribbean. You eventually fulfilled your dream. How did you end up in Antigua? I crossed the Atlantic with my customised Sunreef 50 catamaran. When I set sail, I was fully aware of the risks involved and didn’t know whether I would see my children again. Nevertheless, I was determined to pursue this dream. Throughout the crossing, we encountered various hardships, which we managed to overcome. However, it was undoubtedly the greatest adventure of my life. We departed from Agadir in Morocco and arrived in St Lucia 18 days later. We then travelled through the Caribbean until we reached Antigua. What were your first impressions upon arrival? Arriving in English Harbour, I was taken aback by its beauty. As I discovered more about the marina, I became even more impressed by the reception, the services provided, the efficient administration, the kind-hearted people and its charming surroundings. I fall in love with Antigua a little more each day. The more of it I discover, the stronger my attachment becomes. Why did you decide to become a citizen of the twin islands? Initially, I fell in love with the island for its beauty and the kindness and warmth of its people. But then

I began to feel at home, and I believe that when you feel comfortable somewhere, you should stay. I could envision myself preparing a painting exhibition here, as I am also a painter, and having a house and investments here. Can you tell us about the process of donating to the National Development Fund to apply for citizenship? I chose this route because I found it logical, feasible and efficient. I was also happy to contribute, even in a small way, to the development of this island. Antigua deserves to be the shining star of the Caribbean! How long have you been in Antigua? In French, we say, “When we love, we don’t count.” Initially, I came for a week, but I extended my stay to over a month, and now I don’t want to leave. I feel like I’m at home! What would you tell potential new citizens concerned about fitting in here? In my experience, anyone can fit in here; there is absolutely no racism. I once attended a Sunday church service, and despite being Muslim, everyone made me feel completely at home. I am grateful to everyone for the warm welcome we received in the house of God. Where is your favourite spot on the island? Every place has its own charm and energy. At first, I wanted to live in English Harbour, but after seeing Blue Waters, I wanted to stay there. And then, after discovering Hodges Bay, I loved it there too! It’s not easy to choose just one place in Antigua. What would you tell someone considering Antiguan citizenship? Antigua has something for everyone. Writers can find inspiration to write their best novels, given its rich history and open people. For artists, the diverse landscapes and vibrant energy serve as sources of inspiration. Investors will find significant development potential here. And for retirees seeking a happy life in the sun, Antigua is the ideal island where people from all walks of life live in harmony. You can never be bored here!

TO BUILD OR NOT TO BUILD

When choosing to live or invest in property in the beautiful twin islands, to build or not to build, well, that is the question, isn’t it? Embarking on the journey of building your own home – purchasing a plot, finalising the design, and overseeing the construction process – all whilst managing the complexities of everyday life - may seem an overwhelming task and certainly not for the faint-hearted. And whilst in some places around the globe, you may be considered crazy to consider building your own home, that is absolutely not the case in Antigua. With plenty of land available for construction - often comprising of fabulous plots on already designated developments – and excellent professionals who provide a turnkey service from the initial plans to the final luxury

However, the construction route is most definitely not for everyone. Even if you have enlisted the expertise of one of Antigua’s specialised companies to handle the whole procedure with your minimum involvement, it’s essential to recognise that it comes with its own set of pressures. Budgets are notoriously unpredictable, and it’s easy to get carried away when adding all those customised extras. Furthermore, to state the obvious, construction doesn’t happen overnight, and unknowns can always extend the project completion timeline. So, if you want to move quickly, enjoy a (relatively) hassle-free purchasing process and start living your new life as soon as possible, then buying a property might align better with your needs. With a wide variety of ready-made homes available for all budgets and tastes – either new

Finding the right professional, whether a local real estate expert who can guide you through the purchasing process or an experienced architect and contractor who knows the ins and outs of building in the tropics, is vital. touches, the process is a lot less intimidating and stressful than you can imagine, even if you’re on the other side of the globe during the building process. And with several of these developments offering the opportunity to gain citizenship of the twin islands, it is a desirable option for many. Do you want an infinity swimming pool with a swim-up bar? Your own observatory for stargazing? Somewhere to fit your grand piano? No request is too outlandish when building your own home from scratch. Adding these extras during a retrofit of an existing property would be infinitely more challenging. The icing on the cake is that building a state-of-the-art home requires less maintenance (at least for the first few years), and every ecological energy saver imaginable can be incorporated in the process.

or preloved - including cosy cottages, luxury beachfront villas or modern condos – there is something for everyone, whether you are looking for your own place in the sun or a rental property. And again, many new developments offer that all-important chance of obtaining Antigua & Barbuda citizenship. Whatever decision you ultimately make, finding the right professional, whether a local real estate expert who can guide you through the purchasing process or an experienced architect and contractor who knows the ins and outs of building in the tropics, is vital. So, to build or not to build – that is the question that only you can answer.

THE ESSENCE OF ULTRA LUXURY by Craig Noblett

Ultra luxury in real estate has always been an elusive concept, as it means something different to every client. There is no one-size-fits-all. For some, it encapsulates having a home designed by a world-renowned architect. For others, it may be procuring the best finishes or having a home filled with the latest smart technology. Understanding a client’s passions, interests, and dreams is the cornerstone to delivering exactly what they desire. With the definition so subjective, a standard “checklist” for what makes a development ultra luxury simply doesn’t exist. Saying that, however, there are a few common themes that arise time and time again. Without doubt, the first is location. A premium view or plot, and how it’s positioned in the landscape, is something that all ultra-luxury clients take a keen interest in. Purchasing the right site can, in itself, be the statement the client wishes to deliver, whether that is a spectacular beach or waterfront location, an incredible mountain view, the “right” street, or overlooking a cityscape of skyscrapers. Epitomising comfort is also a key driver in any ultra-luxury development. This is often achieved by creating places and spaces where clients dream of relaxing, entertaining, working and playing. Real estate at this level often includes multiple swimming pools, home cinema, bar, wine cellar and cigar room – the opportunities really are endless, as cost often takes a back seat. They are one-of-a-kind and specifically constructed to intrinsic detail – the imagination can run wild. But ultra luxury isn’t just about opulence and material items but also intangible things like safety and privacy. Buyers of such properties are usually high profile, and safety is often paramount. And for individuals in the public eye, the ability to lead their lives free from intrusive gazes is priceless. Contractors need to walk their clients through that journey, ensuring all of their needs and wants are accounted for, no matter how outlandish they may be. There are as many interpretations of ultra-luxury real estate as there are seekers. But, at its core, it represents more than opulence – it serves as both a prestigious status symbol and a lasting legacy for a person or their family, proving the ultimate statement of success.

PLAN B IS MORE THAN A SECOND PASSPORT

I

by Brian Dobbin

It’s one thing to get a second citizenship for another country and give yourself the advantages it brings, but it’s a different level of Plan B to have a home in that country. In a nation like Antigua & Barbuda that has a long history of westerners buying property for a lifestyle escape, the combination of a second citizenship and second home is unbeatable. And what a time to think of getting a property in Antigua or Barbuda! To say the country is exploding with international attention and incoming investment would be an understatement. This year, there has been a myriad of announcements of top luxury brands planning their entrée into the tourism market here – and brands that fit well the islands’ reputation for boutique luxury at a human scale. Names such as One & Only, Rosewood, Nikki Beach, and Nobu highlight what is likely the busiest year in the country’s history when it comes to planned development, and growth such as the redevelopment of Jolly Harbour and new additions to the Royalton presence are already well underway. Being approved under the CIP while acquiring a personal retreat villa in Antigua or Barbuda is truly the stateof-the-art choice in the world today for backup plans. With the societal stresses we have seen over the last decade in the West and more and more personal freedoms we’ve taken for granted our whole lives under direct attack, this combination of property and passport is the best hedge one could possibly have against the direction it appears we are heading in. When we arrived in St Kitts twenty years ago having had a successful experience

with the Canadian immigrant investor programme, I was surprised to learn that St Kitts & Nevis had had a CIP since 1984 - albeit with only about 400 new passports issued over that previous two decades. When we brought our Canadian citizenship legal expertise to meet with the government of the day to outline the international potential of their programme, we did it as real estate developers because we could see the appeal of citizenship plus property. Fifteen years ago, we did the same thing in Antigua, and numerous briefings, seminars, and meetings later, Antigua announced its CIP in 2014. It is my belief that the CIPs in all five of the current Caribbean countries offering citizenship by investment will eventually need to convert at some stage to property investment-only or go extinct, given the current ratcheting pressure from European and North American governments on the donation programmes. And so they should - a property purchase truly ties the new citizens to their new country and offers substantive repeating benefits to the host nation that a one-time donation to the current account can never match. From the CIP investor’s point of view, a property and a passport together in this country are unequalled and represent the best safety deposit box one could possibly imagine for their family’s security, wealth preservation and personal freedoms. These individuals are also the catalyst for direct foreign investment, economic expansion, transfer of technologies, and a diversity that will help to make Antigua & Barbuda the most desirable place in the world to live.

To say the country is exploding with international attention and incoming investment would be an understatement.

REDEFINING LUXURY IN ANTIGUA’S RENTAL PROPERTIES by Michael Eutrope

When deciding where to stay on your vacation, there are many reasons why someone would choose a luxury rental instead of a luxury hotel. It’s a tough choice to make indeed, but while both options boast their own merits and may be suitable depending on where, for how long and with whom you are travelling, luxury rentals can sometimes pip luxury hotels to the post by offering a sense of seclusion, privacy and freedom. A place where high-net-worth individuals feel they can let their hair down with no prying eyes. Imagine gathering a large group of friends or family in a stunning house or villa adorned with gardens and a private swimming pool exclusively for your use. Such accommodations bring a sense of togetherness under one roof - an experience that luxury hotels typically cannot match. With dedicated services like butlers, private chefs, and personalised concierge assistance, every whim can be catered to, matching the finest five-star hotel experience. The added advantage? The exclusivity of enjoying these services solely among your family and friends. Luxury, however, like so many things in life, is subjective. And in Antigua & Barbuda, the meaning of luxury is redefined. Here, luxury isn’t defined by opulence like golden taps and marble facades. Instead, it encapsulates the islands’ breathtaking natural beauty,

perfect climate and Caribbean vibes, which become an integral part of the guest experience. Renting a luxury property in Antigua & Barbuda offers a wonderful barefoot experience, connecting guests with the islands’ untouched natural wonders. This eco-friendly concept seamlessly blends all the comforts associated with highend accommodations with the islands’ pristine beauty, ensuring a harmonious blend of both. Most of these rental guests already live their everyday lives in luxury – often in urban locations. For those looking to recreate this sense of opulence on their vacation, Antigua may not be for them Dubai or even St Barth should perhaps be on their radar instead. The twin islands offer a different allure – a serene charm accentuated by soothing trade winds replacing air conditioning, the feel of powdery sand just steps from your living quarters, and the pleasure of savouring succulent lobster served within hours of being plucked from the ocean. The pinnacle of luxury of an Antiguan rental property lies in its ability to tailor an exclusive experience for each guest, catering to their unique tastes and preferences – after all, there are different strokes for different folks. This personalised approach defines the epitome of luxury for discerning travellers seeking a bespoke vacation experience.

Marnò

Mozhan Marnò, a multifaceted talent born in Los Angeles to Iranian parents, has carved a successful path in the entertainment industry. She is best known for her work on shows, such as The Blacklist, House of Cards and more recently, Fleishman is in Trouble. Beyond acting, Mozhan is an accomplished screenwriter and playwriter and received rave reviews for her one-woman show, Nine Parts of Desire, in which she portrayed nine different Middle Eastern women. Mozhan’s life has been a journey across cultures, having called France, Germany, Sweden and Argentina home at various points, and she speaks an impressive five languages. Mozhan utilises her platform to raise awareness about the plight of Iranian women and is a fervent advocate for an end to the executions that followed demonstrations in Iran, where people have been fighting for their freedom. Fresh from her visit to Antigua, The Citizen caught up with Mozhan to delve into her experiences, activism, and compelling journey through the world of entertainment.

“I met such kind people everywhere I went. And it’s absurdly beautiful.”

Can you tell us about your journey into acting and what inspired you to pursue a career in the entertainment industry? I am an only child and spent a lot of time by myself when I was small. Therefore, I ended up reading a lot, writing in a journal, playing piano, and daydreaming. I was always drawn to storytelling in some shape or form. I stumbled upon acting in junior high school - I got a tiny part in a school play - but soon found out that I really liked it. That’s how it started. And I suppose it never stopped!

Interview

Your performance as Samar Navabi on The Blacklist received critical acclaim. How did you prepare for this role? I read up on FBI training, I had gun and weapons training, some fight training, and then there was all the character background study that I do for every role; all the things that contribute to who this character is at the moment they enter the storyline of a show. Leaving a successful series was a brave decision. Why did you decide to do it? After doing nearly 100 episodes of a show, I wanted to experience something new and explore a new character. The producers totally understood and graciously let me out of my contract.

What message do you hope to bring to the world about what is happening in Iran? I think that very often - and I’m guilty of this myself we regard conflicts in other, far-away lands as having nothing to do with us. But we really are one world - we are seeing this now with the crisis in Gaza - and the repercussions of a political conflict in one country are very often felt all over the world. That’s what I’d love for people to think about more. Every single thing reverberates and eventually, in some way, directly or indirectly, affects everyone. I’d also love for people to distinguish between the Islamic Republic of Iran (the government) and the people of Iran. The people of Iran want an end to this tyrannical government. They want their basic freedoms. The government in no way represents them.

“What stood out for me was the sense of community. Everyone I met seemed to have a very strong community of friends and family.”

You made a video with over 50 celebrities protesting the executions in Iran, including Cate Blanchett, Samuel L Jackson, Jason Momoa and Selena Gomez. How do you see the role of artists and celebrities evolving in shaping public opinion and driving change? With the situation in Iran in particular, our main goal was to raise awareness about what was happening. Donating wasn’t really possible; it’s hard to get money to people in Iran. For a very long time, the American press was lagging in coverage or was simply inaccurate in how they covered it. We in the Iranian diaspora felt it was up to us to spread the word. And for better or worse, people pay attention to celebrities. We brought a lot of attention to the situation in Iran with that video, which was our goal.

56

THE CITIZEN

Can you tell us about your recent trip to Antigua? It was unbelievable! I had the good fortune of crossing paths with Dean Fenton, the Director of Tourism for Antigua & Barbuda, and he essentially arranged the trip for me. I stayed at Blue Waters Resort and had an incredible time there. I met such kind people everywhere I went. And it’s absurdly beautiful.

What stood out about the island, and was there anything that surprised you? What stood out for me was the sense of community. Everyone I met seemed to have a very strong community of friends and family. This is something that, sadly, many Americans don’t have. I asked one Antiguan woman if she knew anyone who suffered from depression - she had to think long and hard about it and finally thought of one person! I told her practically everyone I know in New York suffers from depression, at least sometimes. That can’t be random! What’s next for you? Once the SAG (Screen Actors Guild) strike is over, I will begin production on a Netflix mini-series called Zero Day, starring Robert DeNiro - someone I’m told often comes to Antigua!

I absolutely loved my experience at Regents Park. From consultation to the day of therapy, everything went smoothly. Very professional and organized, extremely ON TIME (which I love). The procedure was great and my results were amazing! Can’t wait till my next appointment!”

Anchored in resilience: The Antigua Charter Yacht Show When Antiguans woke up on the 3rd of October to the news of the devastating fire that took place during Tropical Storm Philippe and ravaged the Antigua Yacht Club at English Harbour, not only was the whole country naturally shocked at the news, but it seemed impossible that one of the biggest events in the island’s annual calendar, the Antigua Yacht Charter Show, would be able to take place just two months later.

58

THE CITIZEN

T The 62nd edition of this premier event for the world’s finest yachts once again heralded the commencement of the Caribbean and Antiguan yachting season.

The blaze engulfed the main business complex at the Antigua Yacht Club Marina, which housed the Marina Office and other restaurants and service providers. Although, unfortunately, many people lost their businesses and livelihoods, the yachting community, just like the rest of the people of the twin islands, always bounce back and makes the seemingly impossible possible. Indeed, remarkably, almost two months to the day later, the Antigua Charter Yacht Show took place, continuing and even bettering the legacy of its preceding 61 successful events. Today, it is a major, world-renowned event, although it had much humbler origins when, back in the 1960s, it was simply a small gathering organised by a group of yacht brokers. The 62nd edition of this premier event for the world’s finest yachts once again heralded the commencement of the Caribbean and Antiguan yachting season. Spanning six days, brokers from across the globe have unparalleled access to a range of spectacular superyachts, enabling them to explore these vessels’ exquisite designs and facilities as well as meet their captains and crew. Such interactions equip brokers with invaluable insights to cater for their affluent clientele seeking to rent a superyacht over the season. There truly cannot be a better backdrop for these magnificent yachts than the UNESCO World Heritage Site of Nelson’s Dockyard Marina, Falmouth Harbour Marina and the Antigua Yacht Club Marina. This terrain is not only spectacularly beautiful, but it also offers an ideal geography for yachting enthusiasts. This year’s show had over 60 registered yachts, over 200 charter brokers and a host of yacht support companies and media. Some of the biggest names in the business jet into Antigua for this event full of business opportunities, networking and some serious deals going down. The buzzing social programme is another of the reasons why this event is one of the highlights of the Caribbean sailing and yachting calendar. The welcome party this year changed location to the spectacular Clarence House, built in 1804 for the Navy Commissioner and a location for visiting dignitaries. Broker lunches, evening yacht hops, activity days and barbeques to the tropical sound of a steel pan band complete the non-stop fun for those visiting the event, providing more opportunities for mingling. The Concours de Chef is also one of the event's highlights and is one of the most respected culinary contests in the charter industry. This year marks the 23rd anniversary of the event, and it focuses on global cuisine with an emphasis on sustainable products. The event's success is only the beginning, as the superyacht season is anticipated to be one of the busiest yet. Marinas, including Falmouth Harbour, have undergone improvements, meaning that even the largest vessels can be accommodated. Superyacht tenders are also increasing in size, which has led to the construction of a new tender dock. There is good reason why the Antigua Charter Yacht Show is still running after 62 years. Not only is it one of the premier events in the Caribbean yachting and sailing calendar, showcasing some of the most incredible yachts in the world in a sublime historic location, but attendees also get the chance to enjoy everything beautiful Antigua offers. There is no doubt this event will run and run. Here’s to the next 62 years!

What made you interested in photography? When I was four, we moved from Guyana’s muddy creeks to Antigua’s crystal seas, and my brother and I were fascinated to be able to see everything in the clear water here. Our first swim at Long Bay started my lifelong immersion in all things marine. My first photography motivation was to bring home images of what I saw while I was on or in the water to friends and family who could not get out there themselves. I first learned on my dad’s Nikon equipment, and when I went on to do a Marine Biology degree at Dalhousie in Nova Scotia, I found myself using photography in fieldwork, which helped sharpen my skills.

How has your photography changed now that you are a commercial photographer? I see my role as showing how a yacht, villa, hotel or even a person fits into nature, as well as how the sunlight reveals the relationship between the subject and whatever part of the natural world it exists in. Commercial work aims to encourage sales, so you must be able to balance technical ability to describe the product while also conveying a sense of wonder that makes people desire it. Mixing the technical with the artistic to create something special is my primary motivator in commercial work. What is the best part of your job? You learn a bit about a wide range of things and people when you have to explore them visually in order to tell their story. Above all, though, I love

having the chance to get into natural places with a camera and explore them. Getting the shots you envision in that realm is very difficult, so it’s a never-ending quest. What makes Antigua such a great place for photographers? Antigua is great for photography because of its Caribbean light and remaining natural spaces - especially coastal ones above and below the waterline. However, if we want it to keep being great for photographers, we all need to support policies that protect our coastline. We can have development and do this simultaneously, which is something we really need to do. Amongst your photos, is there one that stands out as your personal favourite? This changes all the time, but at the moment it would probably be an air-to-air shoot I did in North Dakota with a Mustang and a Spitfire over a Badlands canyon in wintery sunset light. It still seems like a dream that I got to do that. What would be your dream shoot? I’d have to say going somewhere completely remote and shooting nature and wildlife. It almost wouldn’t matter if it were polar, jungle or underwater, but I’d like to see somewhere completely wild - a bit like I remember Antigua’s waters used to be when I was younger. Where is your favourite spot on the island? I’m afraid I can’t reveal that...

Drawing inspiration from his heritage, religion and complex inner world, his larger-than-lifesize canvases confront the viewer with challenging questions regarding life, choices and journeys. From an early age, Mark exhibited a natural aptitude for art, garnering recognition amongst his peers even before completing his secondary education. Balancing his role as an art teacher, he continued to hone his craft whilst designing stage sets for major local events, working as a stylist and curating high-end wedding experiences. After studying for a Bachelor of Fine Arts in Barbados, his career began to take off to greater heights, earning him numerous accolades. Renowned globally, his art resides in prestigious collections and, private homes - including that of the singer Diana Ross - and has had exhibitions in New York, Toronto, France and across the English and French West Indies.

A shark’s tale: from villains to vital guardians Among the myriad creatures inhabiting our planet, none elicit so much fear and fascination as the shark. And ever since the iconic film Jaws sent shivers down our spines in 1975, one of man’s biggest fears is what may lurk in the deep. As a consequence, these majestic predators have been unfairly vilified and misunderstood. However, as our knowledge deepens and awareness grows, it becomes increasingly evident that sharks are not the monsters depicted in movies. Indeed, as well as their invaluable role in the ocean ecosystem, the majority of sharks pose no threat to humans.

Sharks have survived five massive planet extinction events, including the one that led to the dinosaurs’ demise 65 million years ago. Regrettably today, in this fleeting moment in the planet’s history, sharks are facing an unprecedented threat – this time, not from nature but from us. The average of 10 yearly fatalities caused by sharks is merely a drop in the ocean compared to the tragic toll humans are inflicting upon these incredible creatures. Unfortunately, the impact of overfishing and shark finning has meant some shark species populations have dwindled by almost 90 percent, with an estimated 70 to 200 million sharks killed annually due to the high demand for shark products, including shark fin soup. Others die tangled in so-called ‘ghost nets’ - fishing nets left or lost in the ocean. Unsurprisingly, recent assessments paint a grim picture: a third of species face the looming threat of extinction. Unquestionably, sharks are extraordinary creatures. With their impressive evolutionary history spanning over 450 million years, they stand as a resilient testament to survival and adaptability. To put this in perspective, sharks predate trees by over 100 million years and dinosaurs by a staggering 200 million years. With a remarkable diversity spanning over 400 species, sharks reign in every ocean of the world, and new species are still being discovered every year, especially in the deep, dark depths of the ocean. From the colossal yet gentle 18- metre (59-foot) whale shark to the tiny dwarf lantern shark barely exceeding the length of a human hand, their sizes vary widely. Among these diverse species are intriguing anomalies like the mysterious and aesthetically challenged goblin shark and viper dogfish, the diminutive cookie cutter who takes precise circular bites out of larger prey - but leaving them alive - and adaptable species like the bull shark, equally at home in saltwater and freshwater environments. As the world’s largest known predatory fish and the ‘star’ of Jaws, the great white shark is both the most feared and instantly recognisable amongst its species. But it is that charismatic appeal that makes them the poster boy for marine conservation. These apex predators are considered a vulnerable species, and efforts are being made to protect them. Like most sharks, they play a critical part in regulating marine ecosystems. In their case, ensuring that the populations of seals, sea lions and other marine mammals do not explode, maintaining biodiversity in the ocean around them and cleaning the ocean through their scavenging behaviour.

Although great whites are not found in the Eastern Caribbean, a wide variety of sharks, such as the Caribbean reef, nurse, blacktip, and lemon shark, can be spotted by lucky scuba divers in Antigua & Barbuda’s waters. Shark attacks are extremely rare in the region, with Antigua never having had a shark attack in recorded history. The Caribbean reef shark is probably the most common shark to be encountered. These generally unaggressive creatures typically reach up to about 2.5 metres (over 8 feet) long. They are crucial in controlling the number of smaller prey species on the reefs, thereby preventing overgrazing on seagrass

THE CARIBBEAN HOSTS AROUND 50 SPECIES OF SHARKS. THE MAKO IS THE FASTEST SHARK AND CAN SWIM IN BURSTS OF UP TO 68-70 KM (42-44 MILES) PER HOUR. MOST SPECIES LIVE BETWEEN 20 AND 30 YEARS, ALTHOUGH THE GREENLAND SHARK IS THOUGHT TO HAVE A LIFESPAN OF BETWEEN 250 AND 500 YEARS.

SHARKS HAVE BEEN AROUND FOR OVER 450 MILLION YEARS. INTERNATIONAL HUNTING BANS ONLY EXIST FOR THE WHALE, BASKING, AND GREAT WHITE SHARKS. ANTIGUA & BARBUDA HAS IMPLEMENTED MEASURES LIKE THE ANTIGUA & BARBUDA SHARKS NATIONAL PLAN OF ACTION (NPOA) TO SAFEGUARD THESE CREATURES. 70 TO 200 MILLION SHARKS ARE KILLED ANNUALLY DUE TO THE HIGH DEMAND FOR SHARK PRODUCTS. THE YEARLY GLOBAL AVERAGE OF FATALITIES CAUSED BY SHARKS IS ONLY 10. 97 PERCENT OF ALL SHARKS ARE HARMLESS TO HUMANS, AND 95 PERCENT OF ATTACKS (EVEN FROM GREAT WHITE SHARKS) ARE NONFATAL. SOME SHARKS LAY EGGS; SOME HAVE LIVE YOUNG. THEIR GESTATION PERIOD LASTS FIVE MONTHS TO TWO YEARS. THE WHALE SHARK CAN TAKE UP TO 30 YEARS TO REACH MATURITY AND START BREEDING. THE GREENLAND SHARK CAN TAKE UP TO 150 YEARS. FEMALE SHARKS CAN OCCASIONALLY REPRODUCE WITHOUT MALE FERTILISATION, CALLED PARTHENOGENESIS.

SHARKS CONTINUALLY SHED AND REPLACE THEIR TEETH, WITH SOME SPECIES LOSING UP TO 35,000 TEETH IN THEIR LIFETIME! A SHARK CAN GO INTO A TRANCE-LIKE STATE (TONIC IMMOBILITY) BY FLIPPING THE ANIMAL UPSIDE DOWN.

and coral. Additionally, they remove unhealthy or weak fish from the population. Once more, sharks’ indispensable function in marine ecosystems cannot be overstated; their absence could lead to collapse and devastation. Hunting and overfishing aren’t the only threats sharks face. The destruction of their habitat, like reefs and mangrove forests, coupled with changing temperatures of the oceans due to climate change, are exacerbating their challenges. And although there are increasing global efforts to protect these ancient creatures, such as the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the establishment of marine protected areas (MPAs), sustainable shark tourism, and legislation against shark fin products, many conservationists don’t consider it goes far enough. But while protection orders offer a lifeline to sharks, they aren’t a swift solution. The root of their vulnerability lies in their slow reproductive rates. Sharks take a considerable time to mature, have few offspring and a long gestation period. As people increasingly believe it to be a privilege rather than a curse to see a shark and continue learning more about their vital role in the world’s oceans, we must shift our perspective from fear to appreciation and conservation. The existing global initiatives are steps in the right direction, but additional efforts are needed to protect these ancient and magnificent species for generations to come. Education is pivotal in this endeavour, as it fosters awareness and understanding of sharks, encouraging responsible behaviours and advocating for their conservation. Sharks are not the monsters of our nightmares; they are the guardians of our oceans, and it is our responsibility to ensure their survival.
