A letter to our readers As a child, I always loved the story of The Little Engine That Could. The tale of an underdog and the perseverance he had to reach the top of the hill truly resonated. Any new enterprise takes time to build steam. Like the story, embarking on a new endeavor can be akin to getting a large train up to speed. It takes an enormous amount of effort to get the train going. Progress is always slow at the onset but as you keep moving the landscape outside becomes a blur and your forward progress is not only inevitable but it would take an equally enormous amount of energy to stop your momentum. And so it goes for the movement of industrial hemp and medical cannabis. For a time, all of us were saying “we think we can, we think we can.” Now that mantra is changing to “we know we can, we know we can.”

sales and marketing assistant We are at a point here in Colorado where we have built up so much steam on both fronts that we believe there is no way to turn the train back. Coloradans have been on the proverbial chain gang laying the tracks, and this November, we are looking to be the first state to not only regulate marijuana like alcohol but also allow full-fledged production of industrial hemp. This is why we chose to focus on the “hemponomics” of legalization. If you still aren’t convinced after reading our features on the subject, then you are probably never going to board this train. For The Hemp Connoisseur, our momentum is in direct correlation to the momentum of the movement. We started out as a fledgling idea that information on industrial hemp and medical cannabis can both be brought to you in a more sophisticated, stylized and informative package. From all of the great feedback we have received, we are told that we are doing just that. This is a very exciting time for all of us as well. Our new website is being officially launched this month at THCmag.com. Even more exciting is our announcement of the first annual “The Hemp Connoisseur’s Championship.” Please check out page 20 for more information on how you can participate in this landmark event.

Eco-Abstract

Artist Tina Cross captures landscapes through art Denver-based artist Tina Cross creates a wide ranging body of work that spans the representational to the abstract. Her contemporary series in particular, “Elliptical,” has bold washes of color that bleed into each other, showing a mastery of line and form with echoes of the landscapes she absorbed during her travels in the U.S. and abroad.

A BFS from Coe College and an internship with pop icon Peter Max in New York City inspired Tina to pursue her own style, and the result is playful—bold and subtle all at once. Her paintings as a whole reference the work of Jackson Pollock, Piet Mondrian, Frankenthaler, and Andy Warhol. Cross paints mostly on stretched fabric and wood panels, utilizing reused and recycled materials whenever possible, hence her eco-consciousness. Her most recent series, “The Evolving Doors,” incorporates interior doors that she recovered from landfills or building sites. She refurbishes them completely or partially before transforming them into a canvas for her paintings. Cross works out of her studio in downtown Denver with her sister Amanda (manager, web designer, and painter). Launch Party

Round-Up We came, we saw, and we boogied our polyester pants right off! April 19 was a monumental day for The Hemp Connoisseur—a celebration of two successful issues, with many more to come. Hosted by The Jet Hotel in downtown Denver, the formal launch party boasted a wealth of entertainment, fashion, food, and cocktails—not to mention costumes galore. The indelible decade of the ‘70s was the theme for the night, with fashion features from Hoodlamb, who orchestrated a glamorous fashion show, and hempdistilled

To boot, funds raised over the course of the night went to ACT for Colorado and CARE—both organizations that support the legal defense of Jason Beinor in the ongoing fight to ensure patients’ privacy and safe access to MMJ. The case is now at the state Supreme Court level, so all the money raised will be invaluable to Beinor’s success. All in all, the launch party was a fabulous success, bringing in more than 500 people over the course of the night—including MMJ patients, industry insiders, and supporters of the MMJ cause. Everyone relished the spins of DJ Mata, while sipping, snacking, and getting excited about what the future holds for THC. This was, after all, the first in what will be a long line of annual festivities celebrating hemp, MMJ, and the magazine that continues to bring them so much positive attention. —The Owners of THC 16

Hemp History An economic spotlight 300 BC: Carthage and Rome struggle for political and commercial power over hemp and spice trade routes in Mediterranean.

1535: Henry VIII passes an act stating that all landowners must sow 1/4 acre of hemp or be fined.

16th-17th century: Dutch arrive in the Golden Age through hemp commerce. Explorers find “wilde hempe” in North America. Hemp has wide cultivation in Europe for its fiber and its seed, which was cooked with barley and other grains and eaten. Dutch masters, such as Van Gogh and Rembrandt, painted on hemp canvas.

1631: Hemp used as money throughout American colonies.

1920-1970: Oil barons Rockefeller, Standard Oil, and Rothschild of Shell realize the possibilities of Henry Ford’s vision of cheap methanol fuel, so they keep oil prices at between $1 and $4 a barrel (almost 42 gallons in a barrel), so that no other energy source could compete with it.

2008: The Reason Foundation releases a report entitled, Illegally Green: Environmental Costs of Hemp Prohibition. Illegally Green attempts to show the impact prohibition of hemp has had on the United States by looking comparatively at hemp’s main competitors. It also discusses the applications of hemp, the current legal and technological hurdles to hemp production, and the possible future of the industry.

The Cost of Prescription Meds A first-hand look at the financial advantages to MMJ treatment Colorful, fluttering paper lanterns greeted me as I walked into BotanaCare {11450 Cherokee Street; 303.254.4200}, a medical marijuana dispensary in Northglenn, Colorado. Not being a MMJ patient myself, I was there to sit in on a medical marijuana roundtable and listen to the stories of some extraordinary patients. Each had a unique background and reason for seeking cannabis, but as they spoke, their tales became more and more interwoven. Ultimately, they chose to regain control of their bodies and lives with the aid of medical marijuana instead of treatments dependent on prescription medication.

“I sat in my bed and shook. The only way I could make it stop was to eat a pot brownie.” This was lucky indeed for DenverRelief {1 Broadway, Denver; 303.420.6337} Manager Andy Betts. Diagnosed with leukemia when he was 26, Betts underwent a stem cell transplant to save his life. It was an excruciating process—each one of the hospital-sanctioned drugs set off a landslide of side effects, requiring additional treatments. Betts spent anywhere from $1,000$2,000 per month on his chemo, painkillers, and other medications. Finally fed up with the drug assortment wreaking havoc on his body’s natural responses, he asked his doctor about medical marijuana, and transitioned into a cannabis regimen that cost about $100 a week. Making that transformation wasn’t simple. Betts—and other MMJ patients— said they experienced real addiction to the narcotics the hospitals had prescribed. One woman, who survived severe spinal trauma in a head-on collision, described the progression like a movie scene: “I sat in my bed and shook. The only way I could make it stop was to eat a pot brownie.” Other patients detailed their list of negative responses: constipation, nausea, allergic reactions, vomiting, dizziness, and drowsiness. None of the patients felt safe in their own bodies. They worried about overdosing and some said that they even felt unable to watch their kids because the opiates made them “feel fuzzy.” That’s when medical marijuana entered the picture, eliminating all of these anxieties. With marijuana, overdosing is almost impossible, and with the right recommendations and dosage, it allows for effective pain relief without the intoxication of narcotics. For somebody trapped living in a world of pain and debilitating side effects, it is an absolute godsend. One car accident victim testified, “Marijuana allows you to forget the pain while you’re still in command. It lets you wake up and say, ‘I will control my pain today.’ And that’s a peace of mind you can’t find with prescriptions.”

Medical Marijuana Helped Me A Patient’s testimonial

She was living in autism hell. Mieko Hester-Perez had a very young, autistic son and was losing herself in their shared misery. His erratic and violent behavior was only the beginning of her nightmare. At 18 months, Joey Perez was diagnosed with autism. According to the Unconventional Foundation for Autism (UF4A), founded by Mieko, autism is generally described as a complex developmental brain disorder caused by lack of neural development. Impaired social interaction and communication, as well as restricted and repetitive behavior, are characteristics of the disease. At 10 years old, Joey’s condition expanded to anorexia and malnutrition—he was a mere 46 pounds. This, combined with a daily dose of 14 different narcotics, prompted doctors to predict he would die in six months. The talk of his death was all Mieko could take, finally turning to a very unconventional method of treatment for help. “I’m not going to lose him. Not on my watch,” Mieko said to herself as she drove away from that doctor’s visit, looking at her son in the rearview mirror. Frantic, she wondered how she was going to get Joey to eat. (Autistic children often have gastrointestinal issues, so eating is a 24

problem.) By the time Mieko arrived home, she decided to tap into a new resource. With the help of a few experts, such as Dr. Alan Shackelford, Mieko educated herself on medical cannabis. Coming from a conservative, religious, and law enforcement background, she was hesitant. “I’m not your hippie mom,” she jokes. “I’m not a cannabis user. I’ve been in the legal industry for over 15 years and I’ve lived in a fairly conservative part of Orange County my whole life.” Despite her trepidation, Mieko realized cannabis could save Joey’s life. His treatment, developed by knowledgeable professionals, now consists of organically grown, indica-dominant strains baked into gluten- and casein-free brownies, served at about a quarter in size. Within hours of his first dose, Joey was smiling. “Over the last three years, cannabis has given life not only to Joey, but to me,” Mieko said. Once scared and unsure, this courageous woman has a grasp on what her purpose is as a mother and a mentor. Learning to embrace autism came with Joey’s increase in health and happiness. Cannabis is not a cure for autism. There is no

cure. It’s an alternative to the pharmaceuticals, which were slowly killing Joey. But cannabis has improved his quality of life, and Mieko found support through constant contact with other families dealing with autism. These days, Mieko has provided an open line of communication for other families coping with autism. She answers every phone call and email personally. In addition to UF4A, her blog, (joeysmom.blog.com), allows families to read stories about Joey’s success, share their own stories, and ask questions. Joey is doing better these days, but Mieko still faces one huge obstacle: “Dealing with families in non-compassionate states is very frustrating,” she says. If relocating isn’t an option, Mieko’s non-profit will write a letter on the parent’s behalf to the governor, encouraging medical cannabis as a treatment for children when traditional methods just aren’t working. “I believe my son has been the bridge between two misunderstood communities—cannabis and autism—and I was strong enough to take them both on,” she says happily. —Caroline Hayes

Adventures in Medicating products to take on the road

Clean and Green Proposed bill plans to study how industrial hemp affects soil “It is time for us to get past the giggle factor and recognize that hemp is a serious business,” Lynda Parker, leader of the Agricultural Hemp Initiative, says. One step in that direction is House Bill 1099, proposed by Rep. Wes McKinley, D-Walsh. It was created to conduct a scientific study on the growth of industrial hemp in polluted soils to demonstrate its ability to detoxify, allowing for reclamation. The bill passed through all committees, as well as the House and Senate, and the Governor has signed the bill. McKinley has encouraged this study based on the evidence that hemp plants are capable of absorbing toxic substances out of the ground (phytomediation). This would help prevent contaminants from harming the environment and the human population. The bill is cosponsored by House Agriculture Committee Chairman Rep. Jerry Sonnenberg, who told the Colorado News Agency, “There are so many possibilities for industrial hemp that it only makes sense to create win-win situations for agriculture.” Unfortunately, in the United States, growing hemp is illegal under federal law. The good thing about this bill, is that it does not require approval from the Drug Enforcement Administration before researchers put the hemp plants into the ground. This hemp initiative has been successful over the past few years because backers have provided political officials, law enforcement, and business owners with the proper information and the necessary knowledge about the plant. Hemp is often confused with its related, but very different plant, marijuana. Although both plants contain THC—the chemical that creates a “high”— hemp contains only trace amounts. Since the mid-1900s, hemp has been a controlled substance, both because of its competition with other big businesses, and because it is often confused with marijuana. Hemp is used for industrial purposes, but this misunderstanding

of the difference between hemp and marijuana is detrimental to its reputation. “For the sake of the environment, the economy, and agriculture,” Parker says, “we can no longer afford to indulge in this misconception.” Both McKinley and Parker strongly praise hemp as an extremely useful crop. They suggest the United States join other countries, from which the U.S. imports their hemp products, in legalizing hemp farming. “Simply put, [hemp] is feed, food, fiber,

fuel, shelter, and our tests will prove it’s also ‘filter’,” Parker says. In different areas of Colorado, over-farming, mining, and toxic waste deposits have created unusable land. Although this study focuses on the impact of hemp, which will include scientific lab testing and take 10 years to develop, the possibility of restoring this now unusable agricultural land is the driving force behind the passing of this bill. —Renee Goodman

Nikka T of Pink House How did you become involved in hash extraction? I grew up in orthern California and cannabis was extremely prevalent in my upbringing—specifically cannabis grown outdoors. With a lot of outdoor cannabis comes a lot of trim, and there was water hash around that was black and tar-like. It was getting me more medication than the flowers alone, but the taste wasn’t good. That’s what got me into making hash—making something with high potency but more of a turpine presence and better taste. How does water extraction work? It’s a mechanical separation of the trichome heads and stalks from the plant matter. When you look at a plant, you are going to see crystals that sparkle and that contain the active cannabinoids; these are the trichomes. We use ice and water. The ice is an agitator—mixed in with the water it helps agitate the trichomes off of the plant material. We collect them in various silkscreen bags.

How does your water extraction method differ from some of the other methods? Most water hash has been called bubble hash and it’s been on the market for years. The idea around bubble hash is that it’s dark and pressed. You can break it off and put it on your bowl or whatever. We wanted to get away from the dark product. We take into account different variables for different strains. We emphasize the specifics of our environment and agitate it differently. We’ve made it an art and a form of chemistry. I’ve also been developing my own extraction bags for our solventless product. When you are working with different strains, are you trying to get different elements out of each strain? With CBDs, it’s more about finding the proper strain. I really prefer some of our OG cuts that are getting nice CBD and THC numbers. As someone who loves OG Kush, I’m liking the strains that are coming out that have more CBDs. I’m in a nice place because I’ve brought some of my own genetics into the warehouse—we’ve got a Blue


Dream that’s amazing for women’s cramps. There are a lot of things we look for. Is your process still evolving? Yeah, especially with new strains being developed every day. If we get a brand new strain, we have new variables to deal with. We’ll start with light agitation and see how it turns out. We might try different temperatures, too. A lot of what we’re extracting is what our warehouses are growing, which is supply and demand. I’ve been in this industry a lot longer than it’s been an industry and I still feel like I’m constantly learning new things.

Bho Johnson of River Rock Dispensary How did you get involved with hash extraction? Most of my life, I was an air conditioning and refrigeration mechanic, so working around things that boil at room temperature, not to mention vacuums and pressures, gave me a good segue into the industry. What were some of your first successes working with the product? I moved here for access to hash oil; I didn’t come out here to actually make hash oil. I have a degree in entertainment and I came out here to make video games for a living. I made a batch of hash oil on the balcony of my apartment when I first moved here and a friend who tried it said, “You’re not a video game maker, man, you’re a hash-maker.” Can you describe your process? There’s no heat. Everything has to do with vacuums and different pressures. I’m able to get a cleaner purge than people who don’t use any, so I’m able to retain more turpines and flavor. That’s really where I transferred over my air conditioning and refrigeration knowledge. How do vacuums extract the THC? The vacuum doesn’t actually extract it. It runs the butane through the plant material which is actually doing the extraction of the cannabinoids. What the vacuum is doing is a purge. The extraction and the purge are two completely different conversations. The extraction is where you run your solvent through the marijuana and the purge is where you’re getting it all back out. That’s what the vacuum does. You put water into a vacuum chamber and it will boil at room temperature. Butane boils at 25-degrees Fahrenheit, which is way below room temperature. As long as I keep that pressure high enough, I can actually purge out the butane faster than I ever could using heat because I can apply much more pressure to it. Is the purge kind of the overlooked step in the process? Most people don’t realize how important that step really is. When I go back and look at the pictures of the first batch I made and it makes me sick to my stomach. Like, its actually wet with solvent—I didn’t know any better back then. Over time I was able to make a wax that was harder and tougher and drier. With this new process, I’ve actually

developed it to the point where it comes out like an amber powder. It’s increased the overall potency of my product from testing at 70percent to over 85-percent active cannabinoids, and I firmly believe it’s because I’m getting more of the solvent out at the back end.

Matt Ellis of ExtractionTek How did you become involved in hash extraction? I moved to Denver five years ago and was in telecommunications. I don’t smoke or use cannabis, but my wife does medicinally. We come from the South where there’s definitely a stigma attached to it. A friend of mine gave me two pounds of trim—I didn’t even know what trim was. So I did some research and made some butter and some cookies, which was pretty cool. Then I started researching different extraction methods and started playing around in my garage. Have you tried multiple extraction methods? When I started Organalabs, we were using CO2 extractors. Not everybody had one and we used those for about six months. I left Organalabs and started building my own products. Right now I’m working on my own butane extractor and doing some consulting work. I took my knowledge of CO2 extraction and put it into my Light Hydrocarbon Botanical Extraction System that can make over 500 grams of oil per day. How much has refining extraction methods improved the quality of the medicine? Hash oils don’t sit very well with my wife, for some reason. Ultimately, for it to be a medicine, you can’t be smoking it. No doctor is going to prescribe something that you smoke. The reason that this plant works is because of its genetic makeup. I want to develop the ability to take a complete profile of a plant and have a bucket of each one of the constituents—to isolate different cannabinoids—and then recombine them. Isolation and recombination. Is a vaporizer not a viable method for that? Well, a vaporizer still burns the material. I don’t see a doctor approving that. That’s why I’m interested in water-soluble delivery methods. It will help with better uptake. There are theories that this method would leave your system a lot quicker and come on a lot faster and cleaner and then dissipate properly. A tablet, for instance, could go straight into your bloodstream rather than having to get into your bloodstream through your digestive system. So you obviously believe in the medicine, it’s just not for you. Eventually, if there’s a pill I can take or an ingestion method where I can get the benefits of the cannabinoids without the psychotropic effects, I’ll take it every day. One of the first things I really got interested in when I started researching all of this was cannabinoids—they’ve been used to treat everything from cancer to alcoholism.

You mentioned that I need something to scan the bar code. Is there an app for that? Yes, there are many—and they’re available for just about any smartphone out there. For the iPhone, we like NeoReader. It’s a no-frills, point-andscan app that is highly reliable. For Android phones, we recommend QR Droid. It’s similar to NeoReader, but has a decidedly Droid interface. And how do these apps work exactly? It really is as simple as it seems—open the scanning application, select “Scan” (or make sure you have the scanner ready), and hover over the QR code you’re interested in. Once it’s been scanned, your phone will automatically take you to exciting, titillating content that will blow your mind. Can I make my own QR code? Absolutely! Evaluating the economic impact of medical marijuana legalization by Matt Snyders

For those immersed in the MMJ industry, there’s hardly any question as to the plant’s healing properties. But for those outside, there are questions needing to be answered and assumptions to correct. Part of what remains in shadow for those outside-the-know are the potential economic benefits of legalizing cannabis. Before we get to a place where that’s possible, however, we must understand—as a collective society—how valuable it is as a medical resource.

The Medical Potential of Cannabis Sativa

“The true healing potential of cannabis is so astounding, it’s hard for most people to accept,” Dr. Bob Melamede, president and CEO of Cannabis Science, says. “Legalization combined with greater acceptance would totally upend the health care and pharmaceutical industries.” In a decade that saw alleged “cancer-fighting” pharmaceuticals balloon into the highest-selling category of drugs in the world—a mark reached in 2006, according to IMS Health—a profound, almost unbelievable truth quietly began to emerge from various unaffiliated research teams across the world. Medical study after medical study noted a peculiar quality of cannabinoids: the active compounds in cannabis, particularly cannibidiol (CBD), are aggressively anti-carcinogenic. “Anyone who questions the veracity of these claims should go to PubMed,” Melamede says. “Type in ‘cancer’ and ‘cannabinoids’ and hundreds of studies from around the world come up.” A 2000 Spanish study, for example, found that THC substantially reduced, and in some cases eradicated, brain tumors in rats after just one week of treatment. Similarly, a 2007 Harvard study showed that cannabinoids given to rats with lung cancer shrank existing tumors by an average of 50 percent. In some cases, the tumors—and the cancer—were completed eradicated. Researchers have found that cannabis not only strengthens the general immune system, but cannabinoids seem to “turn off” VEG-F, the growth hormone whose uncontrollable growth accounts for the most deadly forms of cancer. It accomplishes this while protecting and feeding surrounding healthy cells. As if that weren’t enough, the curing properties of cannabis appear to extend well beyond cancer. Dr. Maurizio Grimaldi, director of the Neuropharmacology Laboratory at Southern Research, can remember the excitement he and his three-man team experienced back in 1999 when they made a break through in Alzheimer’s research. Dr. Grimaldi recognized that any compound that could stop or slow down oxidation in the brain would represent a serious ally in the war against brain damage caused by Alzheimer’s. The problem was, every antioxidant found in nature was unable to pass through the blood-brain barrier, the human body’s most discerning filter. Every antioxidant, that is, except for one. “We found [cannabinoids] particularly effective in halting brain damage,” he explained. “Whether that brian damage is a result of stroke, head trauma, Parkinson’s, or Alzheimer’s, cannabinoids are invisible to the blood-brain barrier, and are effective because of their bio-availability to the brain.” Grimaldi and his team conducted this research on behalf of the United States federal government, represented by the Department of Health and Human Services. Quite ironically, the resulting intellectual property— U.S. Patent Number 6630507, titled “Cannabinoids as antioxidants and neuroprotectancts”—grants the federal government exclusive rights to the use of cannabinoids in the treatment of Alzheimer’s, Parkinson’s, HIVrelated dementia, and brain damage. No doubt, these are only the beginnings of active studies and applications of medical cannabis, but they tackle three enormous health concerns in the U.S.—enormous because of their effect on quality of life, and on cost of medical treatment.

Economic Impact and Viability

As the medicinal qualities of cannabis are uncovered, industry insiders and politicians alike are asking more pointed questions about the economic benefits of legalization—would it indeed be a benefit, or are there more downsides that have not been considered? It’s important to keep in mind that Colorado’s medical marijuana (MMJ) industry represents a fraction of the total demand for cannabis product. Aaron Smith, executive director for the National Cannabis Industry Association, thinks of the MMJ industry as just the tip of an oversized iceberg. “We’ve seen a good pace [set by] the state’s MMJ program,” he says. “It has already created a significant market. But that’s still a small minority of cannabis users. Full-fledged legalization would add billions of dollars to the economy that currently goes into the black market. Legalization would create a huge tax boom for the state.” According to Matt Cook of the Colorado Department of Revenue, Colorado’s MMJ industry generates $5 million per year, a figure that plateaued in late 2010. But what if the state were to collect sales tax on all cannabis sales, not just those that are state-approved and medically related? In researching just that question in 2005, Harvard Economics Professor Jeffrey Miron examined self-reported cannabis usage rates across the country. Applying that data to Colorado’s demographics, Miron concluded Colorado would enjoy $18 million in cannabis-generated sales tax revenue—a $13 million net increase from what MMJ currently brings in. And that is just the money that goes to the state. Based on Professor Miron’s figures, Colorado’s fledgling MMJ industry represents but one-third of the total market potential for ingestible cannabis. As such, we could see a three-fold increase in every facet of cannabis production—instead of 1,000 jobs in the cannabis industry, we might see 3,000. More importantly, any entrepreneurial enterprise—especially one centered on growing, manufacturing, and producing cannabis and cannabis products— spills over into other, unrelated industries. The ones that most readily come to mind are some of the most pervasive: construction, real estate, and retail outlets. Even utility companies see more business, as it costs roughly $100 in electricity to produce one pound of cannabis indoors. It’s impossible to put an exact dollar figure on the aggregate economic activity full legalization might engender. We can, however, make reasonable conclusions regarding individual industries. And no industry would experience a more dramatic paradigm-shift than health care. Americans currently spend a combined $400 billion per year treating just three diseases: Alzheimer’s, Parkinson’s, and cancer. Imagine if the shift in our country’s health care prompted a reach to less-expensive cannabis. For some patients with Alzheimer’s, Parkinson’s, and cancer, racking up bills for treatment to the tune of $2,000 per month, a switch to supervised use of medical marijuana could easily cut that number in half. The question, then, becomes clearer than it once was. It’s not, “Should we legalize medical marijuana,” but “When will it be legalized?”

Eighteen and Counting Reviewing medical marijuana legislation in 2012 Since 1996, 17 states and the District of Columbia have passed some form of medical marijuana legislation that extends legal protections to patients using marijuana for medical purposes. These include Alaska, Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Maine, Michigan, Montana, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, and Washington. Legislation passed in Maryland recognizes the medical benefits of marijuana, but mandates only that patients can claim an “affirmative defense” for its use, meaning they must prove their need for it to avoid fines or imprisonment. Medical marijuana bills were introduced in 19 states in 2012, but either did not pass or were not voted on due to failure to be approved in committees in 10 of them. In New Hampshire, both houses of the legislature have passed a bill, but the governor is threatening to veto it, with legislators now working to gain enough support to overturn the veto if it comes. Bills have been introduced in the legislatures in Illinois, Massachusetts, Missouri, New York, Ohio, and Pennsylvania and are still under consideration in at least some of those states which have two-year legislative sessions. Bills failed in Alabama, Idaho, Indiana, Iowa, Kansas, Mississippi, Oklahoma, Tennessee, West Virginia, and Wisconsin. In Maryland, a bill to strengthen the legal protections extended to patients using cannabis for medical purposes failed in committees. A largely symbolic bill was introduced in Kentucky and has not moved out of committee due to the use of the word “prescribe,” which can be used only with FDA-approved medications, not medical cannabis.

The recent successful passage of medical marijuana legislation in Connecticut provides important lessons on how to conduct a campaign to pass a medical marijuana bill. Connecticut first passed a medical marijuana bill in 2007, but it was vetoed by the governor, and failed to pass for another four years. But supporters of the bill conducted a wellorganized campaign to demonstrate to legislators the positive personal impact medical cannabis had on people in the state. Many patients met with their elected representatives in one-on-one conversations. Others presented objective medical research data that supported the medical benefits of cannabis. And the pervasive misstatements about purported dangers of marijuana were countered one argument at a time. As New Hampshire state Senator Jim Forsythe (R-Strafford), that bill’s prime sponsor, recently said, “Most senators [in New Hampshire] now agree we have a moral obligation to protect seriously ill patients from being arrested in our state” while allowing those same patients to use treatments that improve the quality of their lives, sometimes dramatically. Approaching legislators in all 19 states that considered medical cannabis bills in 2012 or continue to debate them with serious, objective, personal experiences while citing the medical research that supports the use of cannabis as a treatment option will ultimately bring a great many other legislators to understand the benefits for their constituents, just as Senator Forsythe and many others have. It’s time to get busy. Emulate successful campaigns such as in Connecticut, and never despair. Millions of our fellow citizens who could benefit from medical cannabis are depending on us.

In Massachusetts, a voter initiative to allow the use of medical marijuana will be on the ballot in November, and a similar initiative in Arkansas is gathering momentum. Washington state and Colorado voters will have an opportunity to approve measures allowing adults over 21 to possess and use marijuana for recreational purposes outside the medical framework, taxing and regulating it like alcohol. When looking at individual states, it seems that the uphill effort to pass medical marijuana legislation is getting increasingly difficult, but taking a step back and considering the big picture provides a different perspective. At least five states still have bills under active consideration, or bills that could potentially come to a vote in the legislatures. And although bills failed in 10 states in 2012, they were at least

A Hemp Economy

The miracle plant that could save the world ... if we were allowed to grow it by Liz Mund While there are encouraging signs of the U.S. getting out of the deepest recession we have seen in decades, the economy remains in a state of flux. The automobile industry is booming and the manufacturing sector is coming back, yet Americans continue to struggle with high unemployment, rampant government spending, and a steady decline in economic freedom. Once a world leader, the United States— according to respected Washington think tank, The Heritage Foundation—has fallen in the Economic Freedom Index, slipping to tenth in the world, ranking below Canada for the first time in history. Based on the theory proposed over a hundred years ago in The Wealth of Nations, economic freedom is a measure of a nation’s economic success, referring specifically to the freedom of any person to enter into a transaction to

buy or sell something and conversely, the freedom of an entrepreneur to come up with a new product that the world didn’t know it needed. Two things that prohibit this freedom are regulations and government spending. Regulatory fees in 2010 cost U.S. businesses owners and consumers $1.75 trillion. To put things in perspective: one million seconds is about 12 days, one billion seconds is 31 days, one trillion seconds ... 31,688 days. $1.75 trillion per year. The few large corporations that can afford those hefty fees own the market, forcing small businesses, small farms, and burgeoning entrepreneurs out of the game. These days, only the big boys with the big dollars get to play. We need put the power back in the hands of the people—all the people. We need

to make room for new ideas, new jobs, new industries—or room for an old industry with new technology. Industrial hemp is a crop capable of producing food, fuel, clothing, and building materials—cheaper, stronger, and a smaller carbon footprint than current crops. Freed from the shackles of government regulation and using modern production technology, these products could be unleashed upon the American economy and provide the boom we need, giving financial freedom back to farmers, consumers, entrepreneurs, and our country as a whole. After Canada legalized hemp in the late ‘90s, The Canadian Hemp Trade Alliance reported farmers’ profits of $200 per acre of hemp, and retail sales of hemp seed products upwards


of $20 million dollars in 2010. The same year, John Baker, founder and president of Stonehedge Bio-Resources Inc. released plans to build the first bio refining facility in North America. The plant will produce the building material Hemcrete among other hemp products. The project anticipates the creation of employment opportunities for up to 200 farmers. Despite the fact that it is by-and-large illegal to grow hemp here, the United States has a retail hemp market—a big one. Claims by industry professionals and marketing research firm SIMS show revenues of $240 million in 2010 for hemp products (body and food only). Profits from industry giants Whole Foods and The Body Shop weren’t included in this number, but are estimated at an additional $160 million, for a total of over $400 million. Clearly there is a market to be explored, so why is it still illegal? The answer is three-fold: fear and ignorance play a part, but keeping it illegal makes money—just not for us. The fear comes from the DEA, who posit that legalizing hemp would allow farmers the opportunity to hide marijuana plants in hemp fields causing an increased burden on regulating government agents. The ignorance comes from a lack of education. So let’s have a little lesson.

Hemp and marijuana are lumped together under the same genus of cannabis sativa, of which all forms are considered controlled substances in the United States. Dr. Andrew Wright, an agronomist working in 1918, said that there were distinct types of cannabis sativa: “that grown for fiber, that for birdseed and oil, and that for drugs.” The variety grown for fiber depends on the development of the plant’s fibrous stalk, has little branching, and is grown in dense conditions where plants reach heights of 15 feet, with THC concentrations of less than 1-percent. The variety cultivated for marijuana is grown for its flowers, requires considerable space per plant, is low to the ground, highly branched, and possesses levels of THC anywhere from five to 20-percent. The two varieties may look similar at first glance, but preferred cultivation methods render the plants utterly distinguishable. Grown together, hemp would choke out the light and space needed for marijuana. Moreover, the two would likely cross pollinate: an undesirable outcome for both crops. The result would be lower levels of THC for the marijuana plant and a loss of seed integrity for the fiber hemp. Hemp pollen can travel up to seven miles, so no marijuana grower determined to maintain levels of THC would want to plant within that radius. Not to mention, David P. West points out in his report for the North American Industrial Hemp Council, there is

a legal crop that would be a far better place to hide marijuana—one that looks almost identical, has a longer growing season than hemp, and wouldn’t cross pollinate: Kenaf. Look it up. There is also ongoing research at the University of Minnesota, where Dr. George Weiblen is working on ways to physically alter the hemp plant in order to make the fiber variety more distinguishable. As far as an increased burden on police, according to reports in Canada and elsewhere, no such increase occurred with legalized hemp production. Hemp, also referred to as ditch weed, used to thrive in the U.S. and despite government attempts to eradicate it, still does. Cannabis sativa is an annual wind-pollinated plant. Translation: a weed. Eradication attempts typically cause seeds to fall, which then pollinate and create new plants. A gentleman from a Midwest farm reported observing several DEA agents destroying a patch of feral hemp on his father’s farm. They left after a half a day’s work, satisfied they had destroyed the patch. But the next year, the patch returned (albeit smaller) and again the year after that and the one after that… Tom Murphy, a Vote Hemp coordinator says, “Not only is the ditch weed eradication program a waste of money, it may even be

counterproductive. Much of the ditch weed eradicated is believed to be burned, turning a carbon consuming plant into a contributor of Greenhouse gasses.” The DEA’s Domestic Cannabis Eradication and Suppression program seized and demolished close to 7.5 million cannabis plants between 2000 and 2006. An estimated 7 million of them were outdoor plants, which begs the question of how many were feral hemp and how many were marijuana? In the same time period, the government estimates that annual U.S. marijuana production increased tenfold. The program costs taxpayers over $10 billion a year. The exact economic potential of industrial hemp in the U.S. may be impossible to predict, as numbers must be based on information gleaned from countries where hemp is legal (which it is, incidentally, in five of the nine countries ranked above U.S. in the E.F. index). However, there have been predictions. Several state governments have investigated hemp as a cash crop including Kentucky, where analysts estimated returns comparable to most existing

cash crops (excluding tobacco). The Colorado Hemp Initiative Project (using data from the U.S. Department of Agriculture, Department of Labor and Employment and the University of Colorado Boulder Business Research Division, among others) did their own study regarding hemp in Colorado. Assuming hemp cultivation took place on just 5-percent of currently dedicated farmland in the state, C.H.I.P. estimated 1,100 new jobs in the non-farming industry alone and a net impact of $107 million dollars a year to the state economy. And that’s just Colorado. Skeptics remain steadfast that there is little hope for the hemp industry based on current statistics, which report high costs and low demand. Economics 101—you can’t create a viable market for something without the technology and ability to deliver a product cheaply and efficiently. Yet we have the technology, as well as the land to make it cheaply and efficiently. Why aren’t we? Many just aren’t ready to abandon what already works: wheat, tobacco, and soy in

favor of an unknown crop with unknown financial success. And I doubt that a certain multibillion-dollar seed company is ready to give up its stranglehold on American farmers. I mean, why fix what isn’t broken? Well, because it actually is broken. Gluten (wheat) and soy allergies have skyrocketed in the last 10 years, and the tobacco industry is declining as health related issues rise. Genetically altered seeds have had an unknowable impact on biodiversity, not to mention possible adverse effects on our immune systems. The time for change has come. The change is not forward, the change is back—back to a crop that won’t need genetic modification to resist pests; one that can be grown and harvested almost anywhere in this country; a crop could give rise to thousands of new products, opportunities for new businesses, and new jobs. America, it is time to get our mojo back, move on, move forward, and remember what our forefathers did for financial freedom: they grew hemp.
