GENERAL INFORMATION y y REMINDER: All events will use online ballots through Tabroom.com. yy Please report to all rounds on time (or early!), but do not enter a room unless the judge is present. If a room is locked, or the judge does not show up within 15 minutes of the round’s scheduled start, please ask a tournament official for assistance. Please respect the competition spaces. yy Speech contestants who are cross-entered within a pattern should report to the room where they’re scheduled to speak earlier first, ask to speak as early as possible in the round, and then immediately report to their other event. yy When you leave each round, please respect other rounds still in progress and walk quietly to your next round. yy Observers are permitted in all competition spaces and rounds. No one may deny the ability for someone to observe them. Anyone who chooses to observe must be respectful at all times during the competition. yy Do not record rounds on mobile/cell phones or other digital devices. This is for the privacy and safety of all concerned. No exceptions will be granted to this rule; final rounds will be videotaped by staff for instructional purposes. yy Please silence cell phones and other noise-emitting devices. yy Debate Final Rounds: To be eligible to receive championship honors, a school “closing out” (e.g., two entries in finals) must hold a debate that is videotaped and open to the public for educational purposes. No winner or loser will be declared; we will declare the entries co-champions. yy Awards Assembly: Please make this ceremony dignified by refraining from yelling and screaming. For safety, please keep aisles clear. You may not reserve seats.

INTERNATIONAL PUBLIC FORUM On Thursday we will hold an exhibition round for the top two international teams that do not advance to elimination rounds in Public Forum Debate. Tab will notify the teams that advance and schedule the round with a panel of judges. These teams will be recognized at the Middle School Awards Assembly on Friday.

REQUIRED SCRIPT TURN IN All DI, HI, DUO, PRO, POE, and STO quarterfinalists are REQUIRED to turn in the original source(s) to the Tournament Office in the Press Club room between 2:00 p.m. and 7:00 p.m. on Thursday. Photocopies are not acceptable. In addition, contestants must turn in the script highlighting all of the words used and noting any words added for transitional purposes only. Contestants must also turn in a printed, typed copy of their cutting. OO quarterfinalists are REQUIRED to turn in a printed, typed copy of their manuscript and works cited page during the same time. Any contestant failing to produce these materials will not qualify for the final round of competition.

JUDGE BOND INQUIRIES If all judges from a school complete all judging assignments, including semifinal and final round judging assignments, the $200 judge bond will be returned by July 31, 2019—either in the form of a mailed check OR as a credit applied to the school account, per your selection made through the online registration process on Tabroom.com. You can log in to your Tabroom.com account to view your selection.

For judge bond questions or disputes, please contact info@speechanddebate.org. NO JUDGE BONDS WILL BE RETURNED IN CASH AND NO CHECKS WILL BE RETURNED AT THE TOURNAMENT. Failure to report for a judging assignment or pooling assignment will forfeit your judge bond of $200 for the first round missed, and a $100 per judge per round penalty will be assessed thereafter. A school will not be permitted to gain membership or compete the following year unless all outstanding fees have been paid.

AWARDS PICK UP SPEECH yy Students in Quarterfinals of Speech events who do not advance to Semifinals will pick up awards outside of Tab beginning at 3:00 p.m. on Thursday. They must be picked up before 12:00 p.m. on Friday. yy Semifinalists and Finalists in Speech will receive their awards on stage.

This opportunity can exist only when each member of our community is assured an atmosphere of mutual respect. The NSDA prohibits all forms of harassment and discrimination. Accordingly, all forms of harassment and discrimination, whether written or oral, based on race, color, religion, sex, gender identity or expression, sexual orientation, marital status, citizenship, national origin, age, disability, genetic information, or any other characteristic protected by any applicable federal, state, or local law are prohibited, whether committed by participants, judges, coaches, or observers. CONTACT AN EQUITY OFFICER If you have a concern about how people are treating you that you want to make known to the NSDA and, if appropriate, legal authorities, or you have witnessed behavior that is inconsistent with our Harassment and Discrimination Policy, please report to the Tournament Office to reach an equity officer. You will be asked to fill out a form sharing your information and describing the violation. You will then discuss the grievance informally and on a verbal basis with the equity officer, who shall in turn investigate the complaint. Whenever possible, please connect with an equity officer in person first. The Tournament Office is located in the Press Club room. You may also call the NSDA Help Line at (920) 748-6206. A WORD ABOUT ELEVATORS The Sheraton Dallas Hotel (North, Center, and South Towers) and adjoining Conference Center feature many elevators and escalators to get you to your competition rooms in a timely fashion. However, it is the fundamental responsibility of all contestants and judges to arrive on time to rounds. Travel issues (in or outside the hotel) will not be an accepted excuse. Arriving late to a round can result in disqualification or loss of judge bond. Due to the large volume of attendees at the National Tournament, you are strongly encouraged to arrive at least  90 MINUTES PRIOR  to the start of the first round to allow adequate time to board the elevators at least ONE HOUR in advance of round 1. To access competition rooms via elevators, you must board from the first floor. If you are staying in a guest room and need to switch towers or make your way to the Conference Center, you MUST be downstairs prior to 7:00 a.m. each day to ease the burden on the elevators. Keep in mind that many rounds will be held in unoccupied guest rooms and other larger meeting spaces located up to 37 floors above the first floor lobby. Whenever possible, please consider taking the stairs if your competition rooms are within one, two, or three floors of each other. This courtesy will allow faster elevator access to other judges and competitors who need it most. 9

Cultural Competency Standards for Judging An important part of making the National Tournament equitable, safe, and educational for all competitors is ensuring that our judges are well-trained. Please share this course with all of your judges! Regardless of their experience level, all judges can use a reminder of how to use cultural competency standards while adjudicating our students. This free course is about seven minutes long. At the end, you can watch a sample DI performance and compare your comments to the ones curated by our staff.
