Quality Observatory Testimonials

One of the relationships made explicit with the publication of ‘High Quality Care for All’ in June 2008, was the relationship between high quality care and effective measurement. This important document made reference to the fact that high performance in all aspects of quality is nearly always present in organisations that proactively and effectively measure their activity and use the information gathered to drive improvements forward. The South East Coast Quality Observatory has provided a comprehensive analytical function across the Kent, Surrey and Sussex since 2006. Key services provided by the team include: • • • •

Analysis to evidence innovation, variation and the impact of improvement programmes at a range of levels. The establishment of clinical dashboards (designed with clinicians) enabling clinicians to understand the inter-relationships between indicators across a pathway; Education and training focussed on how to interpret data/utilise information to drive improvements in quality, safety and cost; The provision of benchmarking to cover a wide range of services and settings;

The Quality Observatory has a track record of delivering high quality analytical tools to clinical teams. As a result of the Department of Health SHA assurance process undertaken in 2009 the Quality Observatory was awarded a level 4 (exemplary) rating with an acknowledgement that the team could provide leadership to others nationally. The Observatory has had papers published twice in the journal Clinical Risk and worked with numerous clinicians undertaking research in local provider trusts to provide analysis and evidence in support of papers which have been published nationally and internationally. The Observatory has supported the National Technology Adoption Centre, a number of regional improvement programmes, NHS Quest and the Department of Health Safety Programme. This leaflet contains selected testimonials from a range of clinicians, managers and organisations in support of the work of the Quality Observatory.

Director of Clinical Standards Royal College of Physicians Adam’s Dementia Metrics Work We would really like to thank you for presenting at the ‘National Dementia Strategy: Innovation in the South East’ event on Tuesday. It was very valuable and energising to hear about all the good work going on in the region. This was much appreciated by Professor Alistair Burns and we have since heard him referring to the good practice and experience that you shared on the day. Also, we have received very positive feedback from attendees, all saying that it was a worthwhile opportunity, so thank you for contributing to its success. The metrics are now being used not just in our own region in the South East but also nationally through Department of Health leads. Shortly the metrics will be available through the Department of Health dementia portal and we look forward to an increase in their use, an improvement in data quality and an enormous step forward in terms of the use of metrics in the development of dementia services. Outcomes Framework Dashboards This is great work! Professor Sir Bruce Keogh, NHS Medical Director Quality Observatory Support to a Surrey CCG For the last few months Surrey Heath has been receiving business intelligence support from the South East Coast Quality Observatory. Nikki has been our key contact in this role working both locally in Surrey Heath and also at the SHA. The support we have received enabled us to not only make the service and clinical changes we are striving for, but also helped us develop as an emerging CCG. Nikki has provided innovative reports to our board and to practices. She has helped to change behaviour and is respected by the practices, GPs and board alike. The service she provides is timely, and flexible and also insightful. We have used her reports in dealing with the acute trust and presentations to other stakeholders. The relationship has given us insight into how a service agreement with a potential CSS could work, with a named link person with access to further support when required. We have used her reports to inform our business plans, commissioning intentions and submissions for risk assessments. We have found this service to be excellent, we would not have made the progress we have without it and we would wish to continue the arrangement in the future. It’s a very impressive piece of work and thank you for sending your attachments as this will help me to describe the data sets which we could potentially include. At the moment there doesn’t seem to be much data reported regularly in terms of dementia and so there is an opportunity to start from scratch and if we can follow your example, I’m sure the PCT will be impressed with the level of detail we can demonstrate.
