Due to nature of the work, i.e. confidentiality, and for legal reason, heres brief outline, sequence of series of actions performed at detail level, from the stage of initiation of a program, and project, example, raising question, to answering queries over the telephone, email, fax, post, and booking meeting, continue to build network, and liaise with customers and suppliers, setting up batch codes, either on paperback and electronically, including on general ledger few to mention, either to setup business working number, customer, supplier number!, raising purchase, invoice number, and to raising credit note number, meanwhile, I also, oversee the management of this work, i.e. including administration duties performed in front and background, i.e. raising, reconciliation, and consolidation, and performance writeup review. The qualifications that I gained, would provide the professional license that I require, built on future outlook, i.e. the capacity to cope with change for modernisation in the ever evolving market. Now, the actual progress I made with my academic background, advanced side to side with my career progression, including obstacles, and challenges deliberately put on the way, on either direction. Now, during the industrial revolution, and up this point in the year 2013, it did not escape everyone notice, i.e. I built-up distinguished background in the area of politics, finance and bank, and also, letter of commendation from peers, the board and management team, Now, the role of project management accountant, was entrusted upon me, because of the personal knowledge, and experience of the area, both within politics, finance, and bank, built-up over past 20 years, to facilitate and cope with change in the council, i.e. provide the necessary support towards programs and projects, also, ensure the work is compliance with discipline that governs the laws, procedures, standards, and guidelines for good business and financial probity.

The government in Britain is under the leadership of a young democratic party's, in my opinion, a state governed in a such way, thats based on both capitalism and political system, one cannot survive without the other, else, on that path in the future. The government demands greater democracy, hold considerable power and influence the direction the country is heading, however, system is built on and is still under influence, and results driven of councils throughout the country, and is always under the public eye and scrutiny. The general consensus finding of perception of the community, i.e. modernisation plan, including social equality, the majority of the community were confident, and motivated, that they were under strong equitable leadership and management team, also, the progress made on reforms, i.e. council pledge, is in the open for all to see, i.e. schools built, traffic lights, cctv camera, and roads repaired, and built, however, the community demanded further modernising reforms. At the same time, the public interest was under the scrutiny of independent agencies, to make certain that the program and projects delivery, adhere to, including, laws, procedures, and guidelines for good management, and financial propriety, i.e . cpa, bvcop, cima, aat, prince2, acca, internal audit, and audit commission. Each step of the way, I would manage staff by requesting, and collating specific information, from that also surfaces ideas, how to further stream line services, meanwhile, opportunity how to manage department and costs, furthermore, the request of specific information, i.e. can I have specific information, at specific time, allows everyone opportunity to gain new valuable experience, also, opportunity of rotation and restructuring in near future. Also, building effective partnership was solely dependent on, how effectively, I went about putting to use the interpersonal and networking skills, the role itself was challenging, however, I was not putt off, and that was the reason I was offered the job!. Whereas, the councils throughout the country, are built in and around the government, and has power, however, power that are devolved down to them from government, i.e. to manage its own internal affairs including reforms, through solidarity of strength, and both government have one objective, i.e. modernising britain, including, economic reforms that are built on economy, consisting of both saving and profits. The reforms have one common objective, i.e. better built infrastructures, including, embracing modern ideas, and techniques to modernising Britain industry, including public services. The strategy to modernising Britain involves considerable amount of work, and is far from easy, through reforms from two level of government, a brief and dossier are prepared setting out programs and projects, and I was entrusted with the responsibility to coordinate, and support programs and projects, including bca/sca, and pfi few to mention, consisted of, community renewal, facility management, accommodation strategy, asset strategy, ict-technology, e-government, and corporate finance, i.e. build and modernise schools, parks, council building, and the repair and maintenance of both road, buildings, It equipment, including cctv, and traf fic lights, few to mention, with 3-4 years rolling projections. Now, to co-ordinate project from the initial stage, then closure and handover, demanded that I prioritize each project work through series of actions and processes, depending on nature, and the degree of importance aligned with the each project work and processors, to collectively bring resources together, to be able to manage, monitor, and report, i.e. from point of consultation, preparation of the brief/dossier, booking meetings, to set, prepare, and meet, project, budget, and deadlines, including make certain official paperwork is in order and approved. Meanwhile, I measure the fate of progress (money received, spent, banked every month, accounted for, and reconciles with varies ledgers), at each stage, warning check point are in place, i.e. is each action compliance to appropriate discipline, that governs the projects, i.e. laws, procedures, for good business and financial propriety, example, cpa, bvcop, aat, mtfs guidelines, cima, acca, internal audit, audit commission, and prince2 guidelines, these are few to mention, also, are resources and equipment in place, preceding, and during commencement of project, with one outcome, to facilitate delivery of the project each step of the way, also, enable everyone to take immediate action before it become issue .


15. Key Competencies - C8 Planning Strategically (Develops a clear longer term vision which is aligned with future demands, strategic direction and external influences)

The consensus findings from the independent governing body, preceding the General Election held in year 2010 in Britain, enabled the government in the country to gain additional insight of general population perceptions in the country, i.e. how and what reform might be needed, and would briefly touch base on, voters ranking response, i.e, industry perceptions of the future, and population popularity and feeling towards direction the country is heading. The consensus findings is partly based, how and what is needed in the reforms, i.e. how to go about effectively managing and tackling challenges, and most importantly modernisation of Britain. The councils are under considerable influence of Government in Britain, the general elections are held ever five years, and the last general election held back in the year 2010, where MP's gained enough votes and seats target of 326 to serve power in House of Commons. The powers from the government, is devolved down to councils, to independently govern its own internal affairs without exceeding structural walls set by central government at the last general election. The council would follow similar direction, towards preparing reforms preceding initial start of program and projects. The council delegates reach decision, that I be entrusted to take up the role of project management account, because of personal knowledge and experience I acquired over 20 years, qualified with license to lead, monitor, and oversee the delivery of program and project over the duration of 3-4 years, the work shapes on long term objectives and vision for the future, i.e. modernisation, and to create economy that built on wealth. The role demanded considerable results, therefore I had to be equitable, likewise, demand greater strategic democratic democracy! from everyone, at both department and unit level, from initiation of program, i.e. brief/dossier, budget preparation, setting, monitoring, and closure dates, likewise, from initiation of projects, setting, assemble, monitor, report and closure of projects with series of processes and actions, that are independent, and dependent to and from each other. The possible fate that awaits with every series of actions I perform, I would make certain that proceeding the initiation of the program, project, and closure, that there are warning check points, i.e. ground work and processes all in place, that takes form of deadlines, consultation and meetings with stakeholder, guidelines that reflect procedures, law, code and practise, to be crossed referenced regularly, and updated. In addition, I have to make certain that everyone are always 'updated, and aware' at all times, of the changes that existed, and possibly in the future, example, by encouraging everyone to participate including registering with appropriate governing body for good business practices, law, procedures, technology, environment, and health and safety guidelines. The aim and objective serves a particular purpose, and is solely dependent on how I strategically perform series of actions i.e. preparation and delivery, including, how I assemble information, resources, and the impact it has.

Now, the powers from government, is devolved down to council throughout britain, to manage its own internal reforms, to delivering modernisation plan, through solidarity of strength both within front and back-line services The council modernisation plan, consisted of varies programs and projects running over the course between 3-5 years, with value excess of ÂŁ28 thousand pounds. The personal knowledge and experience I acquired over 20 years, the powers were entrusted upon me to lead, likewise, provide the necessary support with the initiation, and delivery of both programs and projects, from initial stage of the preparation of the brief/dossier, consultation, monitoring, writeup review and presentation, to closure, i.e. initial hand over, including, filing of returns to government body, including private financiers, to ensure the work is compliance with discipline that governs their laws, procedures, standards, and guidelines for good business and financial and management probity of programs and projects. A brief outline example of disciplines in question are, CPA, BVCop, AAT, MTFS, CIMA, ACCA , Audit Commission, and Prince2, few to mention. The determination I shown early stage of the program and project, did not escape everyone notice, i.e. aware of obstacles and challenges waiting at initial stage of programs and projects. I arrived to a conclusion nothing could prepare for what awaits, unless I put in that extra time in, i.e. thorough background research i.e. reading, and review, to grasp insight how to further build on effective resource and time management deliver, of both program and project. The process and sequences of action I performed is briefly outlined here, i.e. how I went about delivering results, by the law that governs the program and projects, it was statuary obligation to submit on timely, on regular intervals each month and year, reports, including, annual statuary accounts to appropriate governing bodies. The council was solely dependent on the creditability of what was monitored, reported, and submitted , for that reason I was recruited into the role of project management account, to be entrusted with that duty. The work was far from easy, example, it was far be it for me, to rely on each department, to collectively provide information on timely basis every month, and every year, because of what ever limitation, i.e. other commitment, and conflicting deadlines, therefore during the time of appointment, I would look at historical figures and reports, to gain a background insight, collectively what was it everyone does, want, and the direction everyone were heading, from that I was able to prioritise my work into level of importance, processes that are dependance on other process, and risk associated each step of the way, from that point on I was able to provide that support help to each departments, to prepare figures, reports, proof read, consultation, and submission of material to appropriate governing body on timely basis. Meantime, I would priorities my work in same way, work with accuracy, and timely, attempt to maximise output in short space of time, that allows me to free up slacks, that allows me to move resources around in my dairy, meanwhile, being realistic about my limitations, also, how to get around constraints and obstacles, i.e. conflicting deadlines, here example, staying fit, getting enough rest, eating health, regular read as often as possible can, also, how to careful prioritise my work and private life.
