launches its Policies on Tourism Paiboon Upatising

Chief Executive of the Phuket Provincial Administration Organisation After Mr.Paiboon Upatising won the local election on the 20th April 2008, he was officially approved and appointed to be the Chief Executive of Phuket Provincial Administration Organisation (Or Bor Jor) in May. Subsequently Mr Upatising has spearheaded the launch of some intensive practical policies to support and enhance Phuket’s sustainable development and growth. The policies which have been launched aim to ensure that Phuket fulfils its potential and makes the all important transition to the upmarket ‘world class’ destination that it aspires to and can be. The basic ethos of Mr Upatising policies have been summarised below; • Support and advancement of the governments strategic planning for Phuket’s tourism industry, to increase the value brought to the Island. This will be done through the progression of the MICE Centre development project; the promotion of Phuket as an international destination for Medical and Spa Tourism; and the highlighting of Phuket as a ‘shoppers paradise’.

• Through the promotion of tourism to Phuket Town in order to recover and stimulate its economy.

• The continued maintenance and conservation of the environment physically, socially and visually: Through the recovery and enhancement of natural attractions and culture.

• By the encouragement of cultural tourism.

• Through the improvement of the infrastructure so that it conforms to international standards.

• By raising and highlighting the importance of Phuket’s ‘old town’ through conservation of its old buildings in order to promote ‘historical tourism’

• By building up the OTOP fair centre to offer local Phuket products to tourists and therefore generate income for Phuket locals.

• By encouraging businesses and services involved within the tourism industry, to conform to, and meet international standards.

• By generally improving the standard of the tourism industry: Through the introduction of new tourist spots for nature and culture that local people and their way of life are integrated into the process.

• By persuading the domestic and international markets of Phuket’s attractive tourist qualities.

• By encouraging and increasing the quality tourism markets such as, health and medical tourism, MICE etc.

• Through support for human resource development in order to advance and augment activities involved within the tourism industry.

• By establishing a tourist information centre.

• By convincing academic institutions and entrepreneurs to co-operate; so as to help the continued development of tourism at every level. • By applying a dissemination strategy to expand the tourism market, eco-tourism as an example. • By further developing existing and new tourist attractions; to generate community tourism networks and enhance income distribution.

• Through the enhancement of individual liberty and human rights protection. • By creating a safe and secure environment for tourists. Please tell us briefly about your background? I was born in Nakornratchasrima but grew up in Bangkok. I studied dentistry at Mahidol University and when I graduated, I came to work in Phang Nga Hospital. After a year of work I was offered a chance to work in Phuket at Vachira Phuket Hospital. The pattern of my life was pretty similar to that of an ordinary person: After graduation, I started work, married, and had a baby. But with the arrival of my baby, life changed : I found that after giving birth I wanted to look after my child myself rather than work and have someone else look after her. So I quit my job as a dentist and started becoming a full time mum. Why are you interested in therapy? I think I have always been interested in issues to do with health care but my passion for the therapeutic side really took off whilst I was at University because I had more time to study it. The more I read the more interested I became and the more I wanted to read and learn about all aspects of it. In fact, I found that what I thought I knew was actually not a lot in the grand scheme of things and this triggered my natural curiosity to want to learn more. I wanted to explore new areas I had not discovered and broaden my knowledge so I could use it to benefit people. Another important factor for me was my child. I knew I needed to be a healthy person so I could best raise and nurture her. By quitting my job to pursue this it would also ensure I would be able to spend the maximum amount of time taking care of her.

Alternative Medicine’ and due to my love for my child as I know the benefits it has to offer her. Indeed, because of this I have begun seriously studying ‘Thai Traditional and Alternative Medicine’ and in particular the area of ‘unhealthy prevention’. For as the proverb states ‘An ounce of prevention is worth a pound of cure’. Thus has become my motto. Tell us about your conception of Sukko Spa? Actually Sukko Spa’s conception came out of the fact that myself and my family all tried to use natural harmless products in every aspect of our lives. When I began to learn and gain more knowledge regarding this I thought I would like to share my ideas or even what I knew about bio-organic consumptions with other people. Thus, because I personally enjoyed practicing Sukko Spa even though I knew it was not well known in Phuket I decided I would like to awaken others to its potential and benefits. As a result myself and my friend Khun Piyawan Kingkaew set up the Sukko Spa Academy to educate professional therapists. And after the Spa Academy? We have started our small Spa in the Srisuchart area and with our on going experience we believe we can expand and spread our ideas further. Ultimately it is our aim to tell the world about the pride we have in Thailand and the pride of our Thai Spa. Importantly we have learned that a ‘wellness retreat’ mirrors the Thai life style. With this in mind we moved to our current place and developed Sukko Spa to become the Thai Cultural Spa as it is known today.

Why has your major focus now become the Sukko Spa? As I mentioned before the two main reasons are because of my interest in ‘Thai Traditional and

Please define the Spa in your opinion? Spa is the art of detoxifying and activating the lymphatic system. Its methodology is in taking care of a person’s health by prevention not cure. If we fully understand the Spa process there is no reason to use products with pollutants when attempting to detoxify the poisons in our body. We use harmless products which do not incorporate sodium sulfate. The ingredients for our products are of the same standard of those used in pharmaceutical medicines. What is the next project for Sukko Spa? We are always looking to enlarge and expand Sukko Spa. We have launched or are launching activities such as; Muay Thai Chaiya, Yoga, and even Spa cuisine with anti-oxidant herbs and spices. Afterwards we will open our resort in August. We consider that the majority of tourists visiting Phuket are here for relaxation and leisure and this gave us the idea of incorporating their desires into the Thai way of life. Nowadays it seems like everyone is concerned about the issue of global warming. How can Sukko Spa help? In this respect we are not doing anything new because we have been adhering to a philosophy of “Go Green” since we first opened. Our Thai ancestors always told us about the importance of preserving nature. So we apply this point by protecting 3 things; the trees, the soil, and the water. We make our own plants and use them in the spa. We turn garbage into biological fertilizer so as to not destroy the soil, and we do not use sodium sulfate in our products so as to protect the water. How do you manage to make time for your family? I try to make work a part of family life and vice versa without impinging on either. I never think about office hours at all and I maximise my time through efficiency and effectiveness to get the best from both . This is the perfect match if you can do it.

Manus Nararatwanchai, the Owner and Project Director at the Phuket Plus Co.,Ltd., has been responsible for property development in ‘The Trees Residences’ project. Early in the year 2008, Manus also launched one challenge project which sold recently almost 90% within 6 months, Zen Space, is what we will talk about.

Manus graduated from Assumption University of Thailand. He has been working in property field of career since last 10 years. He began his work with one Japanese property company. His primary launched project in Sriracha was to construct hotels, golf courses, and condominiums. Then he started on the next following 3-4 projects for the reason that he got great responses. Five years before coming to Phuket, he as well, worked with another Japanese property developer. He did his project in Bangkok and Chiang Mai. Before coming Zen Space, a major reason that attributes his success to this condominium project is because of target markets in Phuket. He generally expertise in foreign customers, as his experiences, he always serve them with great services.

“Normally the foreigners prefer world class standard property with a reasonable price, the same as we always do. And we are not the one who pushes for selling, besides that, we rather push for what our clients should get and what they are worth for their investments” he said. One of the most important reasons for Zen Space is landscape; Kamala. Good use would need to be made of it, with a combination of modern and Zen living style, so that the lives of residences could be consistent with the project slogan; The Art of Living. “Inevitably the strong point of us is the unique design which made it to be different from the others.” Because of Manus, previously, was a designer. He recognizes how to improve and develop landscape in the most effected his inspiration; Zen design. “Zen style in interior decorating, in my point of view, is the art of calm and quiet environment which can provide just the sort of atmosphere one needs at the end of a busy day.” said him.

e absorbs many influences from Zen style, therefore he can represent all he concepts which can serve customers need. He told us more than 80% of his clients are from European countries, the same amount as another property developers can achieve. On the other hand he knows how to handle and expand his new market line; Chinese, Japanese, and Korean. Ideas were gathered from the Zen style, his team, and also from his interested. It seems like every step he takes is like a piece of cake. In contrast, he has obstacles either; production costs and sky rocketing price of oil. Because of Phuket has a thousand of property developers. Obviously it increases high demand and supply then follow by construction costs. Oil price changes day by day; higher and higher. However, Manus and his team, found the best way to solve these kinds of problems. “I assume from the last few years and I found that construction costs might change. Then we do it earlier, bought all the equipments such as steel rods for the whole project. We bought directly from our suppliers. That’s why we can still control the costs.” he said. He also told us about the main idea of after sale service. He said, “The progress of constructions, selling, and even transfer the ownership are just only our first 50%. Another 50% is all about after sale services.” “We divide our team into 2 groups; one for production team, and another one for service department. For the first team, we gain experiences from many projects we’ve done before. Our service department team also specializes in customer service. As everyone known, Phuket is one of the best hospitality cities, and then we realize that we must apply this strange point to our project; good after sale service.” Manus also ask for customers’ feedback, the more information he got the better knowledge he received. Then he can provide what exactly customers need. “We don’t want to abandon the tastes of our customers because we made it for them so we must listen to them simultaneously.” said him. Manus’s career so far does not only include The Trees Residences and Zen Space. He has also extended his reach to 2 following new projects nearby the same area he launched his first 2 projects, which at this time, is pushing progress in land development through numerous high-rise developments and resort projects.

Seafood Fusionist: Chef Tong of The Current of The Sea Get to know Chef Tong from ‘The Current of the Sea’ restaurant at La Flora Resort & Spa, Patong. How did a Thai chef became renowned for Seafood Fusion and what was his journey to success. When did you first realise you wanted to become a chef? “It was a long time ago but when I was at school I had a part time job as a cook helper in the evenings. I found that I loved cooking and decided I would like to work with it. As time passed I gained more experience and I realized I wanted to be an Executive Chef.” Where and how you were trained? “I started at the base position in the kitchen and worked my way up and up. I gradually learned and experienced cooking and I can say that I still learn new things everyday. I worked for Hilton when it was the Phuket Arcadia for more than ten

years. I then moved to be a part of the set-up team for a new hotel at Karon Beach. I was then asked to come back to work for Hilton again. However, now it’s my honor to be a part of the La Flora set-up team as an Executive Chef. I have been working here since November last year.” How did you get involved in ‘Seafood Fusion’? “I love to create new menus and therefore fusion is needed. When I’m in the kitchen, I start looking around to see what I have and then play around with ideas. Usually they are based around seafood in a European style of cooking and seasoned with the taste of oriental spices and herbs. A recent dish which I created is ‘Salmon with Turmeric’ and is very popular with our customers.” How do you go about creating new menus? “I will put a new dish as a promotion campaign on our restaurant’s menu first; our hosts will ask guests if they would like to try it. Feedback is then collected so that we can adjust or improve the dish. However, as the dish has taken lots of time to prepare and perfect over and over it is rare that changes have to be made. If the dish proves to be

popular with guests it will then appear on the menu as a regular dish.” What is your presentation style? “As I have mentioned I love ‘Fusion’. I am very interested in European food and then of course I am Asian so I like to combine these two different styles. I think this style is a wonderful challenge with lots of possibilities. I like to present my dishes in a modern style even though I am in Thailand and I also prefer allowing my customers to actually see the ingredients that I choose. I try to use whole or large pieces of herbs and spices in decorating especially when I’m using Thai herbs. That’s my style.” To become a good chef according to Chef Tong you have to firstly and most importantly love food and cooking. The more you practice the faster and more creative you will become. Then comes the knowledge of balancing and the sensitivity for flavours. Knowing what spices and herbs complement which foods and being able to improvise with what’s on hand and when needed is essential. These seem to be the key ingredients to the success of Chef Tong.

The owner’s of the Master Butcher; one of Phuket’s best food product suppliers, therefore provides you with guidelines on how to select your meats so that you can make your culinary dishes deliciously tasty;

Chicken: Chicken is one of the most versatile, affordable and delicious meats to cook with. When buying there shouldn’t be even the faintest ‘off’ smell. Make sure the limbs, flesh and skin are undamaged and the meat is firm and plump.

More tips about each cut of beef for cooking; Fillet: Choice tenderloin, the most tender cut. Nice to pan fry, roast, broil or grill and is the most expensive beef steak. Sirloin: A steak cut from the hip which also tends to be less tough, resulting in a higher price tag. Round: From the rump of the animal. A true grilling steak with good flavour though it can be tough if not cooked properly. Pork: The meat should be firm grained and smooth to the touch. Pork should be grayish to pinkish in colour and should have just a bit of marbling. Avoid cuts of pork that have an abundance of fat around the outside. Beef: Good beef should be hung for 3-4 weeks. The meat should be cold, and bright red in color without bruising or discoloration. Also look for even marbling in little flecks of white fat, and make sure it’s a bit firm - not too soft when you touch it. The package should not have a lot of blood or liquid in it. Buffalo beef will be coarse-grained and less tender. Duckling: choose those with tender and meaty breasts,brown-red in color and covered with firm white skin. It is also important to note that fresh duckling will have a strong smell.

Property Purchasing Guide Buying land or property in Thailand is an attractive prospect for many non-Thai citizens either for investment purposes, for residence or retirement. Although nationality restrictions are placed on land and condominium ownership, it is still possible for foreign nationals to acquire land and property in Thailand since there are various exceptions in the law regarding this issue. Here offers a summary of some basic principles.

The options for a foreigner buying property in Thailand: Land Leases: Thai law allows a foreigner to acquire Thailand Land through a 30 year lease, with the possibility of renewing the lease for additional 30 year periods twice, giving a total of 90 years, effective ownership.

Registered Thai Company: Thailand registered companies with majority Thai ownership are able to buy land in Thailand. You structure the company formation to ensure that, whilst your stake is no more than 39%, the voting rights are weighted so that you retain the controlling interest in the company.

Thai Spouse: A Thai spouse of a foreigner may be allowed to buy land or property in Thailand in his or her own name. However, the married couple is required to sign a declaration at Land Department to state that the funds used are

For those who have been in the hospitality industry in Phuket for a long time how do they feel Phuket has changed? “Travelling to and from Phuket is now very convenient; you are able to reach many parts of the world easily whether it be Hong Kong, Singapore, Japan or further a field. Phuket has changed a lot since it became a very popular holiday destination and there have been both positive and negative effects. People here have a very high quality of life compared to many other parts of the world. The pollution problem is a big concern though. Another face of the professional Michael Brasier has been captivated with the game of golf since being a small boy, from cutting greens at the age of 11 until now, where he is currently within Red Mountain’s management. Michael who is fluent in Thai and English and has a long bloodline in professional golf with Douglas Brasier being the first British professional to endeavor to Sweden coaching Europe’s royalty and then went on to design 22 of Sweden’s golf courses. However, the major influence in his life has been his father Brett Brasier who has been a member of 7 PGA’s and has planted the Brasier footprint on golf in South-East Asia. “I now have experience coaching and playing in Europe, last year I played a few events here in Thailand. Golf Management has always been interesting to me and I jumped at the chance to be a part of Phuket’s new Red Mountain Golf Club” Michael said with a smile. “The course is one of a kind and I love every hole! The 17th signature Par 3 seems to be the talk of the town with its 150 feet drop from tee to green” Michael, whose parents are British, was born in Germany, spent many years in Australia then Singapore and now Thailand. “I’ve been to the States, Australia, Europe and Asia. Smarter Home Technology Experience with Ben Hobbs Ben Hobbs is the Managing Director of H3 Digital; a Phuket based smart home company specializing in home automation, lighting control, multi room audio and home cinema systems. Ben has been specifying exclusive smart home systems into luxury properties throughout Thailand since 2004, with the goal to improve quality of living, enjoyment and net-worth of high end properties. It’s all part of the service for Ben who admits to living and breathing technology, when he’s not working he spends hours tinkering away in his home cinema, automating his home or investigating the latest technologies. One person behind that high profile achievement is Khun Apple, CEO [Chief Executive Officer] of Paradise Group. Phuketindex.com met up with her for an informal chat and learned the following;

On her beginning’s with the Paradise Group “An opportunity arose for me with a Hong Kong property tycoon, Dr. Allan Zeman, 5 years ago on that day we had a chat about a villa project at Leam Singh Beach. Since then we have fully committed ourselves to the property development business: The Plaza Surin has ‘kicked off’, as has Silk Restaurant & Bar and Andara Resort Residence. Whilst the future will see some more expansion.”

On the specialist businesses of the company Khun Apple is responsible for overseeing companies in the group and their areas of special expertise; there are land lease companies, developer companies, property management companies, property consultant, architectural and interior designs company, restaurant and bar, boat… etc.

Do not overlook or ignore a small problem as it can become bigger and harm the entire process if you do.” Showing a sense of humour she states “By the way, you also have to know what you are doing!” Before continuing “It helps if you know where and how to start. You have to take action right away, do not ignore the problem or put it off since it will only get worse and likely ensure work flow becomes completely stuck.”

On getting along with staff, Khun Apple observes; “I treat them with sincerity, care and respect. Teamwork is very important as well, we always share and communicate. If there are any mistakes or problems, I’ll advice and help look in to them. I tell them not to be afraid of problems - when they are trying to work out a solution, there is always a way.” “At this moment, our team has become much bigger. We started with only a few at the beginning, yet time has passed and we have almost 200 people now. All of whom are welcome to call me anytime if they require advice or help.”

On taking care of herself “Normally, on my day off or when I have free time, I like to stay at home. But I do go out sometimes with people who I trust to enjoy myself. I am kind of easy going and enjoy good food and nice places. I also like to ask my team if they want to have an ‘outing’ or to hang out and have some drinks as part of team building.”

On her way of life “Matters of Fact, Straightforward, believe and honest to yourself and I also believe in Cycle of Cause and Effect.”

Therefore, when they have free time, her and her single daughter always find something to do together. A favourite pastime of theirs is to visit Central Festival Phuket; a one-stop shopping and non-stop entertainment complex for Phuket’s residents and tourists alike. They usually leave home ‘early-ish’ so as to reach Central before lunch time. Then it’s first off to book a ticket to see a movie, before having lunch at their favourite Japanese Restaurant – Fuji, where they enjoying the healthy menu on offer. When both the movie and lunch are finished, they always spend time shopping; clothes, shoes, and accessories of the latest fashion their standard investments! B2S Bookstore is another place you might run in to Khun Apple and her daughter. The store provides an excellent selection of books in both Thai and International languages for adults and children alike. Khun Apple and her daughter therefore like nothing more than searching out a good book that they can enjoy at their leisure.

For Khun Apple, true to form this would likely be a business case study or some lifestyle pocket book, whilst her daughter enjoys typical youth novels and in her mothers mould, tutorial books for planning and the future.

Ultimately for Khun Apple this is the perfect way to relax when not at work or resting at home with her daughter and a good book. Central Festival Phuket provides a variety of activities they can enjoy together and an ideal way to treat themselves. However, Khun Apple also stresses the importance of keeping fit in leading a healthy personal and professional life, advising that before her and her daughter go shopping, she and her team trusted companion like to walks up high mountain around Phuket or nearby to exercise. This helps keep Khun Apple in good shape and or sometime also justifies a trip to the beach which both her and her daughter enjoy! WHAT IS THE SOI DOG FOUNDATION? Soi Dog Foundation (SDF) is a non-profit organization run by volunteers. Its aims are to reduce the population of unwanted stray dogs and cats through humane sterilization and to treat and improve the lives of the remaining animals. It operates a center in Mai Khao incorporating an animal hospital, education center and a shelter for approximately 250 dogs that are victims of cruelty and abuse and have nowhere else to go. Every baht raised by SDF goes directly to helping the animals. All administration costs are met by the volunteers themselves but to continue its work serving the community it needs to raise new funds. All help is welcome. SOI DOG FOUNDATION PROGRAMS STERILIZATION At the end of April 2008 SDF had sterilized over 18,000 animals in Phuket alone, including over 14,000 dogs. It has been proven that if over 75% of a dog population is sterilized then the population will start to fall. SDF are close to achieving this figure but need donations to continue this work which benefits not only the dogs, but the island itself. TREATMENT SDF treats sick and injured animals who would otherwise not receive veterinary treatment thereby preventing suffering and the spread of disease. It also responds to emergency calls from the general public but it can only do this through donations. SDF receives no financial support from the government yet Phuket has just been named Thailand’s first Rabies free province. SDF vaccines the island’s stray dogs against this disease and it has been working extremely well. FEEDING PROGRAM SDF was created in memory of the late Leone Cosens who died going to the aid of others in the 2004 Tsunami and who had previouly cared for hundreds of animals in the south of the island. SDF provides nearly 2,000 kgs of food per week to volunteers who feed animals at temples and other locations. This benefits the island due to the fact that the dogs do not leave these locations to go onto the streets in search of food. HOW YOU CAN HELP Soi Dog Foundation has been recognized all over the world and has received several awards including one from the Humane International Society. One of its founder members was recently named an ‘Asian of the Year’ in Singapore. SDF is supported in its work by the World Society for Protection of Animals of which it is a member society.

It is a registered Thai Foundation and the current president is Dr. Prasit Koeysiripong. To continue to solve the problem of stray animals in Phuket, it needs more funds to complete its work. In addition it is now expanding its work to other areas including Kao Lak and Koh Lanta where the local authorities have requested our help. Even if you do not like animals you can support the work of SDF as it is drastically reducing the number of animals on the streets and beaches. Euthanasia is not possible in Thailand except in extreme cases so it is extremely important that SDF can continue its already impressive work. Donations can be made directly by bank transfer.
