Crossings and externalities  External shocks affect bridge system crossings NB POV – 2000 avg = 1.39 m | 2002 avg = 1.09 m | 2017 avg = 1.09 m

Vehicles – 2018 monthly avg = 1,089,500 (daily avg 35,819)

SB POV – 2000 avg = 0.44 m | 2002 avg = 0.36 m | 2017 avg = 0.33 m

Externalities 

CBP staffing shortages with higher crossing volumes

High influx of asylum seekers across U.S.-Mexico border 

Concrete barriers installed at all bridges (February 21-22)

Reassignment of 750 agents to aid DHS processing asylum seekers (March 27)   

Reduced open lanes for cargo, personal vehicles and pedestrians BOTA cargo operations closed on Saturdays (April 6) Fewer officers to work OT

IBD and BSC Efforts Managing and Facilitating Crossings and Trade

Interventions include ALOI, P3, UCP, empties program, ITS, bridge redesigns, infrastructure improvements, and traffic mgmt.

 P3 program with CBP is a critical component  Reimbursement amount not to exceed $1.65 million  Currently funding approx. 1,000 of overtime at PDN & Ysleta  Recently approved IBD CIP  PD traffic control at Stanton and Ysleta

 Thursdays, Fridays (4pm-8pm), and Saturdays (10am-2pm)  Currently funding 400+ hours a month – $28,300 approx.  Capacity to add more PD overtime, as needed

IBD and BSC Efforts Managing and Facilitating Crossings and Trade

Bridges Steering Committee Coordination Efforts  Extended hours at Ysleta Cargo, as needed  Aduana improvements & coordination efforts  Group chat with CBP, Aduana, City of El Paso & Transportistas to monitor traffic conditions in both Juarez & El Paso real-time  Regular updates from TxDOT on I-10 Connect project progress and traffic control issues  Asked for assistance from Transportistas & Maquiladoras diverting commercial traffic from BOTA to Ysleta during I-10 Connect construction
