Perhaps Father Paul Cullen will most be remembered for his mantra, “Take it one day at a time.” During his tenure at Annunciata Parish, Fr. Cullen touched the lives of many in the community and surrounding areas. “It was just amazing to me, how many lives he touched,” said Melanie Wiejak, Annunciata Office Manager. “I don’t even think he knew.” Fr. Cullen was loved and respected, not only by his congregation, but he also made an immediate impression on those that didn’t know him at all. “What they liked about him was that he’d always put his two hands over theirs to say hello,” said Carol Miceli, Principal of Annunciata school. “He would look people straight in the eyes and always give that warmth and friendliness to people.” Fr. Cullen was an integral part in keeping Annunciata School in operation. A few years ago he was very instrumental in organizing a financial campaign that raised over $100,000 within a month. “I really

think that turned the school around and made everybody get on board again for keeping our catholic education vital in the neighborhood.” said Principal Miceli. Due to financial need, Fr. Cullen was called upon once again in December of 2010. This time he visited his previous parish, Assumption Parish, and raised almost $15,000. In fact, even Illinois Governor, Pat Quinn, who happened to be in the congregation, made a donation. He was very helpful in working with the Office of Catholic Schools to form a Board of Specified Jurisdiction for Annunciata School. He personally wrote all the letters to those that went on to form the board and they continue to be very active today. His love of the school continued down to each and every student. Fr. Cullen would light up around the students and they, in turn, were always thrilled and excited when he paid visits to their classrooms.

St. Francis De Sales High School’s Pioneers won vs. Westmont on Monday, February 13, which advanced them to the sectional finals against Aurora Central Catholic High School’s Chargers.

The Neighborhood House would like to thank everyone who joined us Saturday for our 1st “Record Hop Reunion Dance.” It was a wonderful event and all who attended had a great time. Seeing the outpouring of support from the community, for a common goal, made it a night to remember. Everyone enjoyed the delicious food and lively music, while celebrating the Neighborhood House and all it has stood for over the years. Project Update

P R O J E C T

This update by Navistar is about the ongoing field work at the Former Wisconsin Steel Works site, located east of Torrence near 109th Street.

South Tract/Coke Plant Area Field Activities Near Completion The former Coke Plant Area is the final portion of the original 176 acres of the clean-up project for the Former Wisconsin Steel Works site. Only 19 acres of land remain to complete the Illinois Environmental Protection Agency Site Remediation Program. The final engineered barriers have been installed and the surface grading is now complete. Following the surface grading, a survey of the sections was performed in November to document that the coverage met the specifications. Separately, an oily substance that was found contained in the F-50 Foundation was removed, transported out-of-state and used as fuel during a production process by a cement manufacturer. The foundation was remediated, then filled-in. Navistar’s environmental project team has completed the Remedial Action Completion Report for the Coke Plant Area and submitted it to the Illinois EPA. When the Illinois EPA finds a completion report acceptable, it issues a No Further Remediation letter approving the environmental remediation work performed. Once it is issued, the NFR letter issuance will fulfill Navistar’s responsibility regarding the property.

The South Tract’s Steel Production Area and Coke Plant Area will be sold once the entire site successfully completes the Illinois EPA Site Remediation Program.

North Boat Slip Approved by Illinois EPA Navistar enrolled the North and South Slips in the Illinois EPA Site Remediation Program in 2006. Following extensive review and sampling, the Illinois EPA determined that no clean-up action was necessary for the North Slip. Navistar’s environmental project team submitted the Phase II North Slip Risk Assessment to the Illinois EPA in August, 2010. The Illinois EPA issued a No Further Remediation letter on December 22, 2011.

Public Comments Invited on South Boat Slip Clean-up Plan In March 2011, Navistar’s environmental project team conducted a Geotechnical Investigation checking various aspects of the South Slip, including surface and depth measurements, water velocity and sediment thickness. Based on investigation findings and the earlier Risk Assessment, a South Slip Remedial Action Plan has been developed. The public is invited to comment on the Plan by February 27, 2012. Public comments should be submitted to the Illinois EPA. Details on the public comment period are published in a separate notice in this edition of Our Neighborhood Times. Illinois EPA approval of the Remedial Action Plan is needed before the field work can begin.

Former Wisconsin Steel Works SITE ENVIRONMENTAL MANAGEMENT PROJECT

Document Availability and Public Comment Period on the Former Wisconsin Steel Works South Slip Remedial Action Plan 2701 East 106th Street, Chicago, Illinois

Navistar, Inc. invites public comment on the recommended remediation method for the South Slip associated with the Former Wisconsin Steel Works site. The Former Wisconsin Steel Works South Slip Remedial Action Plan recommends the installation of a 2-foot-thick layer of sand as a barrier cap. The sand cap would be designed to physically isolate impacted sediment from the surface water and from disturbance by activity from marine life. Navistar enrolled the South Slip in the Illinois Environmental Protection Agency’s Site Remediation Program. All work performed is under the direction of the Illinois EPA and in accordance with industry standards. Copies of the Former Wisconsin Steel Works South Slip Remedial Action Plan are available for public review at the project’s information repositories located at the Vodak/East Side Library, 3710 East 106th Street, Chicago (312-747-5500) and the Calumet Environmental Resource Center (773-995-2964) on the campus of Chicago State University, 9501 South Martin Luther King Drive, Chicago. Copies of the document’s Community Summary are available for distribution at the repositories and other public locations in the community. The official public comment period is January 26, 2012 through February 27, 2012. Comments should be submitted in writing to: Ms. Mara McGinnis, Illinois EPA, 1021 North Grand Avenue East, P.O. The federal Earned Income Tax Credit (EITC) was enacted during the administration of Gerald Ford. Its goals were two: reward work and reduce the tax burden for low-income families. Ronald Reagan signed an EITC expansion, calling the bill “the best anti-poverty, the best pro-family, the best job creation measure ever to come out of Congress.” The EITC was further strengthened during the Clinton presidency. At least 20 states have built upon the success of the federal credit by adopting their own, in most cases tied to federal eligibility rules and benefits. Illinois joined on in 2000 but our benefit—5% of the federal credit—is less generous than most. Our maximum credit is $283, while

a New York family with three children gets $1700 and in Wisconsin that family gets a refund of almost $2000. I was pleased to sponsor this year’s initiative to improve the Illinois EITC. House Bill 400 will increase our benefit to 7.5% of the federal EITC this year and to 10% in 2013. While most states peg benefits at 15% of the federal EITC, this expansion will nevertheless make a real difference in the lives of Illinoisans most in need. According to the Institute on Taxation and Economic Policy, in 2007 our state’s lowest-income families paid three times as much as our wealthiest families, as a percentage of income, in state and local taxes. A study by the Congressional Budget Office found that tax changes that benefit low-income families do a better job of boosting the economy and creating jobs than does more general stimulus spending. Our expanded EITC will put extra cash in the pockets of low-income Illinois families. That money won’t stay put—it will be used to meet everyday expenses. In fact, a 2006 Brookings Institution study showed that every dollar a family saves through the EITC translates into an increase of $1.58 in local economic activity. The EITC rewards work and targets its benefits to those who need it most. I’m delighted the legislature adopted a new and improved Illinois EITC—and I’m thrilled the governor signed the measure into law.

Sixteen of the original Tuskegee Airmen who live in the Chicago area will be honored at the ceremony. “The Tuskegee Airmen overcame unimaginable odds to be able to defend

our country and our way of life,” Colvin said. “Dedicating a portion of Interstate 57 (I57) to honor their sacrifices and their legacy is but a small gesture to say thank you.” The Tuskegee Airmen is the popular name of a group of African American pilots who fought in World War II. Formally, they were the 332nd Fighter Group and the 477th Bombardment Group of the U.S. Army Air Corp. The Tuskegee Airmen were dedicated, determined young men who enlisted to become America’s first black military airmen. Interstate 57 is a major thoroughfare in the United States interstate system of roads which, in part, is situated through sections of the south side of Chicago and through the southern suburbs of Cook County. House Joint Resolution 28 sponsored by State Representative Colvin, State Senator Raoul and many other state legislators designates a section of I57 between Exit 339 at Sauk Trail Road, and Exit 358 at Wentworth Avenue in Chicago, to be named the Tuskegee Airmen Memorial Trail. House Joint Resolution 28 is a reflection of the efforts by state legislators nationwide to name sections of the interstate expressways in all fifty states, Tuskegee Airmen Memorial Trail. Fr. Cullen was a pillar in the community and was very active within the Knights of Columbus and all of the various charities they support. He was the Chaplain of Trinity Council as well as a member of the 4th degree. He was a very proud and active participant in organizing the annual Annunciata Fest. “He felt it brought the neighborhood together,” said Ms. Wiejak, “Whether he was feeling well or not feeling well, he would be out there with the neighbors, parishioners or not.” Ms. Wiejak continued saying, “He felt it was a good way to bring the area together for three days. He was very involved in the fest.” Fr. Cullen was a mentor to many and always kept a very non-judgmental approach. He would always say, “God

Priest, a solemn professed friar and priest of the Order of Friar Servants of Mary (Servites) - United States of America Province, passed away Friday, February 10, 2012 at Annunciata Priory, Chicago, IL. He was 72 years of age and a priest for 46 years. He was born Aug. 9, 1939 in Stewartstown, County Tyrone, Ireland, the son of the late Patrick and Isabelle, nee Hampsey, Cullen and baptized at St. Mary’s Parish, Stewartstown. Fr. Cullen entered the Servite Order on Aug. 23, 1957 at Our Lady of Benburb Priory, Benburb, Co. Tyrone, Ireland and was ordained a priest on Feb. 13, 1965 at St. Mary’s Church, Brussels, Belgium. Fr. Cullen served as Associate Pastor and Pastor, St. Domitilla Parish, Hillside, IL; Pastor, Our Lady of Sorrows Basilica, Chicago, IL; Pastor, Assumption Parish (Illinois St.), Chicago, IL and for the last 10 years, Pastor at Annunciata Parish, Chicago. Fr. Cullen was laid to rest in the Servite Section of Queen of Heaven Cemetery, in Hillside, IL.

Gas Prices Drive Me Crazy…

And Broke

When I heard the headline “Iran halts crude exports,” I knew that meant we were in for trouble. Never mind the ridiculous increase in gas prices that follows immediately Sam Gomez after such news, but more importantly, what more can go wrong with Iranian and American relations? Now they are halting crude exports? Wait, where? Britain and France? So, that means the cost of oil futures in the US has to reach a 9 month high? The price of oil futures goes up and this usually means we will all, immediately, start to feel it in our wallets. The fundamental problem with that correlation is that the oil used to make the gas we are buying today most likely cost the oil companies much less. This is really unfair to us, the consumers, but despite the fact that oil prices today really have nothing to do with gas price today, prices always go up right away. The Big Five oil companies recently announced they had made $36 billion in profits in the second quarter of 2011. That is billion my friend, with a big “B” in the front. I am sure I have given this example before, but I need to do it again, so you may grasp how large of a profit that actually is. If we put the difference between a million and a billion in terms of seconds a million seconds would be about 11.57 days, that isn’t too bad. That is a pretty decent vacation, but do you know how long a billion seconds is? It just so happens to be 31.71…YEARS! Well, for 5 companies, that happen to be in the oil business, to make 1,141 years worth of time, I would say, they are doing just fine. Despite all of that profit, the consumer never gets a discount. Sometimes I find myself looking at the pump price and thinking, whew, glad gas is under $3.30 that sure is better than when it was almost 5 bucks. At that moment, the realization hits me that just over ten years ago, we used to pay about $1 a gallon. I know many things happened in that time, terrorist attacks, wars and constant unease

in the Arabic region, but at times it seems the only people that paid for it was us. Almost every other industry was asked to make sacrifices, the auto industry and the air line industry just to name two. But not the gas and oil industry, they will talk about price to transport, weather conditions, pipes, etc. Then within minutes of talking about costs to produce and ship oil, we hear about a new disaster that involves a faulty oil well or other major catastrophe. All the while the profits keep rolling in. Unrest in Iran is happening again, not to us, but to France and England. The worst part about this is that France only imports about 3 percent of their total oil consumption from Iran and England hasn’t imported oil from Iran in about six months. This new unrest and “global market impact,” coupled with the customary nice weather increase has some analysts saying we will hit the $5 threshold again this year. Following almost immediately will be all the band wagon electric and hybrid car proponents. Loud calls will be made to end our dependence on foreign oil but another fact is that we import more oil from Canada than we do Saudi Arabia or any other country. As a matter of fact, we import almost double the amount of oil from Canada as we do from Saudi Arabia and Mexico is right behind. In 2011, we imported approximately 1,465,000 barrels per day from Saudi Arabia, however we imported an average of 2,324,000 barrels per day of crude oil from Canada. We even import nearly 1,100,000 barrels a day from Mexico. All you can really do is shake your head. Yes, we need to end our dependence on foreign oil. We need to figure out how to fix our electrical grid. We need to fund and develop working electric cars that have batteries that don’t cause consumers to have to choose between eco-friendly and major life style changes. Tesla Motors, Chevy and other car makers are all trying to get us there, but it takes very hard work and it shouldn’t only be on our minds when gas prices go up because I am so ready to buy a Chevy Volt or Nissan Leaf or anything over priced yet fuel efficient. Oh wait, did gas prices just go down? I’ll get back to you on that car, ok?

REVIEW: Well you can’t get more obvious of what your film is about with a title like ‘We Bought a Zoo’, but fortunately director Cameron Crowe’s adaptation of the British journalist Benjamin Mee’s autobiography possesses much more subtlety and nuance than what its title would suggest. The story of a grieving widower who makes the unusual decision to buy a rural property whose 18 acres includes the Rosemoor Animal Park. Even though it’s tinged with sadness, the tone of the film is never depressing because the film steers clear of both overdramatic as well as melodramatic moments. There’s hope and affirmation abound in this inspirational tale, and just because its message of acceptance and reconciliation may sound familiar doesn’t mean it is less authentic or touching for that matter. A worthwile film to watch either by yourself or with your friend and family. On a scale of 1-10, I give this one a 6. My 2¢ -B

St. Francis De Sales Alumni Raffle a Success on “Senior Night” By Abraham Carreon Acarreon@onwnews.com Hundreds of people waited in anticipation and in hopes that their ticket number would be the last one called for the $12,500 1st place prize. That last ticket number called belonged to Jim Kelly. On the same night of St. Francis De Sales High School’s “Senior Night” game, the 2012 Alumni Raffle was taking place as well. On Friday, February 17, the Pioneers hosted Seton Academy in their final home game. In the varsity game, the Sting put on an offensive display and routed the Pioneers, 89-66 in the Chicago Catholic League-South matchup. Meanwhile, St. Francis alum, along with family and friends, gathered for the annual reception. 500 tickets were sold at $100 per ticket, with food and beverages being included. The cash prizes were as follows: 1st $12,500, 2nd - $5,000, 3rd - $2,500, 4th

- $1,000, 5th through 20th - $250. There were other smaller raffles as well with prizes such as Chicago Bulls, Cubs and White Sox tickets. Other prizes included a mini refrigerator and an iPod docking station. Many of those in attendance were regulars who participate in the raffle yearly. Jure “George” Roguljic, for instance can’t remember how many years he’s attended the event. He’s not an alum but does have two children that graduated from St. Francis. His wife Helen Roguljic, also works in the business office at the school. Ray Nedohon, the President of the school, described the reception as a “long standing tradition. It’s a stand alone event that brings back the alumni.” He said that the raffle is not always tied together with a game, but this year it brought back an old tradition. Nedohon said that there were between 250-300 people at the reception. He also said that this was the first time in five or six years that all 500 tickets were sold. Last year there were less than 350 tickets

On Thursday, February 16, as the Pioneers faced off against Aurora Central Catholic Chargers, Isis Mance from St. Francis and Ashley Wilk from Aurora Central began the tip off of the game and Aurora Central’s Tess Alderman scored first. St. Francis’ junior players Francesca Gill, Tyler Brown-Henderson, Isis Mance, Taylor O’Bannon and sophomore Tasia Harris played for most of first period against Aurora Central’s Lisa Rodriguez, Ashley Wilk, Tess Alderman, Jacqueline Cardona and Katilyn Rosa. St. Francis was playing against Aurora Central, a team made up of mostly seniors, knew they had their work cut out for them but were excited to be making it so far for such a young team. St. Francis second leading scorer was Brianta McMorris with 15 points. St. Francis played a fierce game but got into foul trouble early on. “They are a young team and their potential for success is only going to get better and they will be a strong team for awhile,” assistant coach Rich Maggio stated. The final minutes of the game were most exciting as St. Francis’ Brianta McMorris made a 3-point score. Aurora Central’s Chargers drove through the St. Francis’ defense but Tasia Harris stole the ball and passed to Tyler Brown-Henderson for a St. Francis score. Lyric Lowe was put in for St. Francis when Tasia Harris got into foul trouble. In the last minute, Franchessca Gill scored 2 points, Tyler Brown-Henderson scored 2 points, Brianta McMorris made another 3 points and on her way down the court almost smashed into the stands as she tried to get possession from Aurora’s Jacqueline Cardona. An exhilarating game even in the final seconds took place as Tyler Brown-

were fierce and St. Francis’ McMorris tried but with no luck for another 3-pointer at the buzzer ending the first period with Aurora leading by five. In the second period, St. Francis De Sales’ junior, Tyler Brown-Henderson, drove through defenders, scored and later got fouled which made her able to get points. Fouls troubled St. Francis throughout the first half of the game including a technical foul made by Alanna Slaughter in a moment of frustration. “I didn’t mean to hit her, I was [just] throwing the ball back to the referee,” Slaughter said. As Brown-Henderson also got into foul trouble, junior Franchessca Gill got put into the game for St. Francis. During the second half of the game, Aurora Central kept the lead while St. Francis hustled but couldn’t quite catch up. Aurora Central made their share of fouls but Tyler Brown-Henderson was quick to benefit from them. She led St. Francis with 24 points scored in the whole game compared to Aurora Central’s high scorer, Tess Alderman with 16 points.
