• Residents can vote during regular business hours at the City-County Building, 311 Hauss Square, on the second floor, 8 a.m. to 4 p.m. Early voting will end at noon May 2. There will be nine sites available for early voting Saturday, April 23, and Saturday, April 30, from 8 a.m. to 4 p.m. Those sites are: Floyd County Clerk’s office; New Albany-Floyd County Public Library, 180 W. Spring St.; Sojourn Church, 2023 Ekin Ave.; Silver Street Park, 2043 Silver Street, 4-H Fairgrounds, 2810 Green Valley Road; Trinity United Methodist Church, 2796 Charlestown Road; American Legion Post 42, 4530 Paoli Pike; John Jones Automotive, 9249 U.S. 150; and CrossRoad Church, 6614 Ind. 64, Georgetown. The potential sale of Floyd Memorial Hospital and Health Services is by far the most pressing issue facing this office. ciple ($150 million) should be invested in an interest-bearing account and protected for long term stability. The interest should be deposited in the county’s rainy day fund as new revenue. Paving & striping of roads, enhancements to the parks system, pay increases for the county employees, infrastructure upgrades to government buildings, and more police officers are all needed. These things should be paid out of the interest only through a multi-year capital improvement plan. First is an increasing case load primarily in cases where children are removed from their parents by the Department of Child Services (CPS) because of substance abuse and neglect. As a result, other than ongoing criminal cases, civil cases are taking longer to resolve as the children cases and criminal cases take priority. The only solution to this issue is to work harder, longer and smarter. My staff and I meet this challenge on a daily basis. The second issue is reduced budgets for all of our Courts and

a lack of funding for Adult and Juvenile Probation Services. The only solution to this issue is for the County Council to provide consistent adequate funding for the Judiciary, the Third Branch of our Government. Fortunately the County Council is working with the Floyd County Judges to solve this ongoing program in a collaborative manner. Clark County’s budget is the most pressing issue not only for the Commissioner’s office, but for every office in our county. The highway department is particularly limited in the work it can perform. Finally, I have no illusions about this role being easy. I know our coroner’s office deals with people who can sometimes be at their worst because of what has happened to a loved one. I am prepared in every way to calmly recognize and mitigate explosive anger, hysteria, and unpredictability. I know there can be criminal aspects to this work and that the coroner sometimes even receives death threats. But, I am blessed with good health, a calm and stable disposition, a very supportive partner and employer, and the flexibility and opportunity for responsiveness that comes with not being in the midst of child rearing and family responsibilities. I am free to focus on service to this community and respectfully ask for your vote. WHAT IS THE MOST PRESSING ISSUE FACING THIS OFFICE AND HOW DO YOU PROPOSE HANDLING IT? As with most other issues in our county, good financial stewardship of very limited taxpayer dollars tops the list. My first step would be to centralize and return pathology services, which are currently being outsourced with individual pathologists from as far away as Indianapolis, to the local Louisville Medical Examiner’s Office. Other nearby counties

We, the Commissioners and others, actively continue to pursue and identify available funds to help subsidize the highway budget. We have communicated with State Representatives to obtain funds for roads and bridges in Clark County. The use of county employees and equipment has allowed the highway department to increase road paving and bridge repairs. Well maintained roads and bridges keep our commutes to area destinations safe for all Clark County residents. WHAT SPECIFICALLY WOULD YOU DO TO BETTER THAN CHANCE THAT CLARK COUNTY RESIDENTS AND BUSINESSPEOPLE CAN EXPERIENCE A SMOOTH TRANSITION AS THE EAST-END BRIDGE OPENS? Commissioners and the highway department are working with INDOT on enhancing Old Salem Road near Utica. The existing road is a one lane, dead-end road that leads out of Utica. The Old Salem Road project will increase the width of the road to 22 feet including four foot shoulders on either side. The improvements will increase the overall safety of the road. The improved

area will then connect to the newly constructed Old Salem Road Interchange on SR-265. This road and interchange on will provide area residents of Utica direct access to the East End Bridge and the River Ridge Commerce Center. It will also provide another opportunity for residents of Kentucky to experience the welcoming community of Clark County Indiana. WHAT IS YOUR SPECIFIC PLAN FOR MAINTAINING AND REPAIRING THE COUNTY’S ROADS AND BRIDGES? A master plan has been developed to increase paving of our existing roads and bridges. It identifies priority areas and goals for the Highway department. Our current estimates are to pave a minimum of 30-miles of road per year. Several roads are being considered for improvements that will improve safety. In addition to our roads, the plan identifies county bridges in need of repair. The county receives a County Bridge Inspection survey every two years. It identifies bridges that are inadequate or approaching minimal safety standards. In order to maintain the safety and efficiency of our bridges, we have reinitiated the County Bridge Crew. A re-

cent survey completed by LTAP, (Local Technical Assistance Program), rated the Clark County bridge system as one of the safest systems in the State. WOULD YOU BE IN FAVOR OF A WHEEL TAX IN CLARK COUNTY? WHY OR WHY NOT? The Wheel Tax is a resounding, NO. The tax once distributed out to the municipalities would not alleviate Clark County’s overall budget problem. The revenue from a Wheel Tax can only be used for road and bridge improvements. The burden it would place upon the taxpayers would outweigh the benefit received by the county. DO YOU SUPPORT THE EXPANSION OF THE CLARK REGIONAL AIRPORT? The regional airport of Clark County is important to the overall economic future of Clark County. The airport provides an alternative to the Louisville International Airport. The airport is primarily used by private and domestic flights, but should experience substantial growth in the number of flights once the runway is expanded. The number of occupants will also expand once the runways are expanded. The airport provides a fourth mode of transportation that enhances the River Ridge area.

Secondly, I place a very strong value on hiring and regularly training the most skilled deputies possible. The more we hire the best deputies available, and offer frequent training and skills development in the Floyd County Coroner’s Office, the more cost -efficiently and effectively we can all work. Third, after conducting several listening sessions with those who frequently work with this office in advance of my candidacy, I quickly saw that cost savings could most likely be improved simply with better communication and transparency all-around. I’m eager to nurture strong bonds of trust, respect, and integrity with our law enforcement professionals, medical community, mental health and social services partners, funeral home and cremation facilities, county council members, and all who relate to the work of this office. The coroner’s office can only function at its best when we all work together as trusted, mutually-respectful partners in serving our community. In addition to the issue of finances, my other priorities include improving response times for coroner calls with law enforcement officials and shortening wait times for families (whenever legally possible) when it comes to death certificates and other documents related to the coroner’s office. I believe the next Floyd County Coroner has, first and foremost, got to be a dedicated leader in community education around this issue. As I described in an earlier section of this questionnaire, I am already at work with several community volunteers planning a program in April around heroin and opiate abuse. I have seen enough tragedy in my work as a funeral director and in my time working in mental health services that I feel compelled---simply as a community volunteer--to help raise up this issue as a major and ever-growing cause of deaths in this community. If elected Floyd County Coroner, I would also quickly gather a task group to develop an effective plan for dealing with the family systems aspect of this crisis around death calls. A variety of research has demonstrated that, if we come to a home and discover a deceased heroin or opiate victim, there is a significant chance that one or more other members of that household or family system are also using. We have a real opportunity, through a sound referral process, to explore what is going on within that family system and derail future deaths, especially among our children and youth. I realize our commu-

nity drug-related professionals are all currently overwhelmed with cases. I know tax funds are limited. But, I also know without question that, when it comes to just about any human needs-related issue in our midst, there are always opportunities to bring together a talented coalition of energetic and devoted people in this community---individual professionals, volunteers, governmental partners, business leaders, education specialists, civic organizations, the medical community, social services agencies, retired persons, churches, communicators, and funding resource organizations. A coalition like this can do remarkable work and make great things happen. We have seen major mobilization before around other human needs in this community---from flood/storm damage to hunger. These kinds of partnerships for human assistance are one of the very best things about being a Floyd County resident and a proud Hoosier. It has to ultimately be about a commitment to identifying, gathering, and empowering those who can help. I have the organizational skills, knowledge, and passion to serve as a leader and partner in helping to make something like this happen. I am very active on the Council and served as Council Vice President and President in previous years. In addition to attending the County Commissioners bimonthly meetings, each month I attend 8 to 9 meetings representing the Council: monthly Council meeting, I am serving my 10th year on the Planning commission; I attend Redevelopment Commission monthly meetings, Emergency Management Agency quarterly meetings, New Albany/Floyd County Animal shelter monthly meetings, Floyd County Soil & Water Conservation District monthly meetings, Alcohol Tobacco and Other Drug-ATOD committee meetings. WHAT IS THE MOST PRESSING ISSUE FACING THIS OFFICE AND HOW DO YOU PROPOSE HANDLING IT? There are several pressing issues facing this office. Our Motor Vehicle Highway (MVH) and Local Road & Streets (LRS) state funding has taken a big hit since 2010, losing about $500K annually. Within the past two years, MVH and LRS funding have increased back to 2006 levels; $2.5M. With passage of Senate Bill 67, 75% of the $3.7M will be used for road construction, maintenance and repair. By applying for matching state and federal grants, we can leverage these funds to accomplish needed repairs & maintenance and build new infrastructure. We must seek proper legal and financial council to wisely invest the proceeds from the hospital sale to generate an annual rev-

next Commissioner, I will reach out to reform County Government and create an efficient organization that spends within its means without resorting to lawsuits to fund basic government services. This issue demands leadership. WHAT SPECIFICALLY WOULD YOU DO TO BETTER THAN CHANCE THAT CLARK COUNTY RESIDENTS AND BUSINESSPEOPLE CAN EXPERIENCE A SMOOTH TRANSITION AS THE EAST-END BRIDGE OPENS? To be honest, the transportation project itself is largely out of the County’s control. What the County can do is ensure that supporting infrastructure, such as county roads that lead to the roads that lead to bridge are functioning. We can also look to make sure that county offices provide services are adequately funded. A businessperson who seeks to locate a business in Clark County need not encounter “roadblocks” because a county office is underfunded. Prospective residents need to be confident that Clark County is safe and has adequate resources

for law enforcement. We can also provide leadership to help the county’s cities and towns to interact with the various levels of government to get what they need to have a smooth transition. The days of government operating in a vacuum or in open warfare are over. We all need to work together. As your next Commissioner, I will do that. WHAT IS YOUR SPECIFIC PLAN FOR MAINTAINING AND REPAIRING THE COUNTY’S ROADS AND BRIDGES? As a County, we have largely reacted to problems that arise rather than plan for them. We need to get out in front of our road issues. As your next Commissioner, I will conduct a survey to create a list of priority road projects. Once we have the list, and once we have plans to pay for the projects, we will tackle the list. I pledge to have bi-weekly meetings with the highway district foremen to check on the progress of the projects. WOULD YOU BE IN FAVOR OF A WHEEL TAX IN CLARK COUNTY? WHY OR WHY

NOT? I am not in favor of a wheel tax. Taxation on the use of roads and the purchase of fuel has been the model of funding road improvements for years. The Ohio River Bridges Project’s use of tolling shows that taxing use or fuel does not generate the required funds for major road improvements. It also places an undue burden on businesses and farms that use vehicles to earn their livelihood. DO YOU SUPPORT THE EXPANSION OF THE CLARK REGIONAL AIRPORT? I do support the expansion of the Airport if it can be done in a cost-effective manner. Clark County has the unique position of being an “intermodal” transportation center – a place where roads, rail and water transportation all come together. The Airport brings another mode of transportation into the mix. While we are now focused on the roads component of transportation, it only makes sense to focus on the air component as well. Clark County deserves every advantage it can afford.

We need to be proactive in addressing the heroin use and alcohol abuse in Floyd County and dirty needles in our neighboring counties. We need to partner with them, our local and state health department to offer counseling and medical services and fiscal aid to solve this problem. I am ready to resolve these issues but there are many important issues. Communications and teamwork are necessary to successfully tackling them. WHAT IS THE BEST WAY OR WAYS THE COUNTY CAN USE PROCEEDS ONCE FLOYD MEMORIAL HOSPITAL IS SOLD? The Board of Commissioners and the County Council need to collaborate and reach out to the department heads to create a list of capital projects that have been neglected due to lack on finances, then prioritize the list and work with the County Council to appropriate the funds. Our county jail needs some major upgrades and repairs, totaling over $6M. Proper renovation of this facility will prevent having to build a new facility in the near future. Over the years, funding for maintenance and paving of our county roads has declined. We need to set up an aggressive schedule, leverage state & federal funding, develop a long term plan using our annual Local Road and Street and Motor Vehicle Highway funds along with some of the hospital sale proceeds to properly fund maintain & pave our county roads and improve the county infrastructure. We need to review our outstanding debts,

bonds, obligations and liabilities, develop a sensible and leveraged payoff strategy and therefore making those funds available for use elsewhere. Finally, we need to collaborate with the DLGF, seek expert legal and financial counsel to invest and protect the principal; SECTION 3. IC 36-1-14-3 of Indiana State Code provides one option. We can generate an annual interest revenue string and invest in Floyd County’s future. WHAT STEPS WOULD YOU SUGGEST FOR THE COUNTY TO IMPROVE ITS RELATIONSHIP WITH THE CITY OF NEW ALBANY? There is a lack of communication and trust between city and county government. We need to partner with the city, I believe an ad hoc committee of less than majority of City elected officials, County Commissioners and County Council members meeting regularly to discuss and resolve the common issues that we may be in close agreement. Once the relationship has been improved, then tackle the issues we are 180 degrees apart, we may agree to disagree but each party would have a better understanding of their reasoning. The key to improving relationships and resolving problems is communication & working together to develop a partnership in solving problems. HOW SPECIFICALLY CAN THE COMMISSIONERS AND COUNTY COUNCIL FIND COMMON GROUND ON ISSUES AND IMPROVE COMMUNICATION? The key to finding common ground and improve communications is to communicate regularly and then collaborate to resolve issues. I understand this as a project manager for a large company. This works for large corporations and county government is NO different. Regular joint meetings are extremely important and

outside of these meetings; communications between the leadership of both bodies and communications within these bodies is essential; if nothing other than giving a heads up with a quick email, text or phone call. WHERE SHOULD THE COUNTY CONCENTRATE ITS FUTURE GROWTH? ARE YOU IN FAVOR OF COMMERCIAL GROWTH IN THE COUNTY? The key to economic development is to create an environment to attract businesses. The areas of future commercial growth are outlined in our Comprehensive Plan. As a member on the committee to update the 10 year Comprehensive plan this year; we will listen to public and business input to ensure proper zoning protecting the rural and residential environment but still focusing on areas for sensible future residential and commercial growth. I also serve on the Redevelopment Commission where we created a Tax Incremental Financing (TIF) for the Highlander Point/ Edwardsville Gateway. The TIF revenue will be used to build and improve infrastructure to attract retail business, restaurants, hotels, etc. Last year, in the Maplewood Industrial Park, a business relocated from Louisville to Edwardsville and an existing business expanded resulting in an increase in EDIT of $26,000, increase valuation of assessed property in excess of $2 Million and create and retain well over 70 full time jobs. I am in favor of commercial and light industrial growth at Edwardsville and Highlander Point Gateway; in those areas zoned for such growth. We can continue to attract businesses while maintaining the rural environment, balancing the needs and create economic development that is vital to the future of Floyd County.

We must insure these funds are available for future generations and not spent all at once. This can be accomplished by keeping the principal in escrow with the interest earmarked for spending. In this manner the interest, estimated around $4 million/year would be available for local community projects thus preserving the principal.

WHAT STEPS WOULD YOU SUGGEST FOR THE COUNTY TO IMPROVE ITS RELATIONSHIP WITH THE CITY OF NEW ALBANY? For one, I pledge to attend the New Albany City Council meetings in order to foster trust and understanding of their needs. I will build upon that trust and take an active role to promote the City. New Albany is the economic engine of Floyd County and should be treated as such. At the same time the rest of the county shouldn’t be ignored. Funds from the wheel tax are restricted just for the purchase materials for road repair. Although no one like to hear the word ‘tax’, maintenance of infrastructure is vital. DO YOU SUPPORT THE EXPANSION OF THE CLARK REGIONAL AIRPORT? Yes. A growing community must have an adequate public transportation in order to facilitate the movement of its residents and commuter business community. There are also studies that show that good quality public transportation can lower the cost of providing many public services, creates jobs and attracts business development.

We will have to work closely with the commissioners as well as the county office holders to determine a long term plan and vision for Floyd County. We must be willing to take a serious look at many of the needs/issues that have been pushed to the side for way to long and begin to triage them. We must be very calculated and strategic with how any of the

I will not raise taxes. With a balanced budget, utilizing interest income and managing the principal responsibly we should never have to raise taxes in Floyd County again. Investing back into the community with quality of life enhancements will attract new families, new businesses, new patrons - this will all generate a larger tax revenue stream for the county. ARE YOU IN FAVOR OF COMBINING SOME SERVICES/DEPARTMENTS AS A WAY OF SAVING MONEY? WHY OR WHY NOT? Absolutely, this is not the government’s money; this is the

taxpayer’s money. We must continually look for ways to be more efficient and we currently have a lot of duplication between the city and county governments. I recommend a third party study be completed that would assess both city and county governments and see how we can be more productive and efficient working together. ARE YOU IN FAVOR OF FUNDING AND MAINTAINING A SOLID WASTE [RECYCLING] DISTRICT? WHY OR WHY NOT? I think we have a global responsibility to provide such a service if the citizens of the county are in favor of it and will support it. WHAT DO YOU THINK IS THE BIGGEST MISTAKE THE COUNCIL HAD MADE IN THE LAST FOUR YEARS AND HOW WOULD YOU HAVE HANDLED IT DIFFERENTLY? Not balancing the budget has been a real issue. They have known about it, but seemed to continually ignore it. This led to drastic cut backs that hit county departments very hard. In my opinion, communication could have been much better between the council and the various departments. They could have pro-actively worked their way into a balanced budget that would not have been such a huge hit all at once.

These communities are strong because the people in them are committed to help each other and to do what is right. There’s an understanding that we might not always agree, but we will never give up on each other. I believe this with all my heart – and this is how I will govern. As a current Monroe County Council member, I focus on making government efficient, responsive, and transparent. I make it a priority to listen to constituents and to lead with them in mind. I consistently support a balanced budget while also supporting workforce development, protecting infrastructure, and improving vital services, all of which lead to more and better jobs. We must focus on bringing and keeping quality, high-paying jobs to the communities of central and southern Indiana – all without giving away the store. Indiana has a great tradition as a manufacturing state, and when technology changed or companies relocated, our communities struggled to replace good jobs. In Congress, my priority will be to make investments in our workforce, both for new entrants and for those who need advanced training for the 21st-Century economy. In addition, economic empowerment throughout the 13 counties of the 9th District will require an infrastructure development plan that makes the necessary investments in roads, bridges, appropriate high-speed rail, and expanded broadband. We can and must make these responsible investments in our economic future so that entrepreneurs and small businesses will locate here. Working families can once again realize the promise of America if we only give them a chance. WHAT SPECIFICALLY WOULD YOU PROPOSE BE DONE TO COMBAT ISIS? We

must continue to contain ISIS in the Middle East by using our best intelligence to seek out and expose criminals. To defeat ISIS, we must support its opponents in the region, such as Saudi Arabia and Jordan, to handle the threat directly. Placing US military sons’ and daughters’ lives in harm’s way must be a last resort. WHAT CAN BE DONE AT A NATIONAL LEVEL TO COMBAT INCREASED DRUG USE IN INDIANA AND ISSUES RELATED TO THAT? Indiana’s 9th District, especially rural areas, has been hard hit by illegal trafficking in prescription narcotics and opioids, including heroin. We must ensure that suppliers of illicit drugs, whether pharmaceuticals that are diverted and sold illegally, or alcohol or other drugs that are provided to youth, are prosecuted to the full extent of the law. We must direct public-health resources for treatment and intervention to communities, where health happens. All who are sickened by misuse of and addiction to alcohol and other drugs must be treated in parity with any illness. Working together, we can improve the health of our citizens. POLITICAL DIVIDES BETWEEN PARTIES CONTINUE TO GROW. DO YOU PREFER STICKING UP FOR YOUR PARTY OR WORKING ACROSS THE AISLE FOR COMPROMISE? By refusing to participate in divisive actions, we can restore civility to our public discourse. This is the true meaning of government reform. As now, I will work with anyone who has the best interests of our citizens at heart, and I will push every day for legislation that will help

our citizens, not special interests, to succeed. Fighting and finger-pointing are for children – I will work as an adult, using civil language rather than obstruction as a way of operating. We are elected to serve the people – not ourselves. Government service is an honor, not a license to be disrespectful. I will never forget that. IF YOU COULD AUTHOR AND AUTOMATICALLY PASS ONE BILL THE DAY YOU TOOK OFFICE, WHAT WOULD IT BE AND WHY? On my first day in office, I would address our country’s outdated and deteriorating infrastructure. In the 9th District alone, there are over 1000 bridges deemed deficient and in need of structural repair at an estimated cost of $86 million – and that cost grows with every day of inaction. To compete globally with other countries, it is imperative we improve our infrastructure. We will increase road safety, provide quality jobs, and invest in our children’s future, having a lasting effect on generations to come. WHAT’S YOUR OPINION OF THE CURRENT PRESIDENTIAL RACE? WHO DO YOU SUPPORT, IF ANYONE, AND DO YOU THINK THE AMERICAN PEOPLE HAD ADEQUATE CANDIDATES TO CHOOSE FROM? I am running to Change Congress and will leave Presidential politics to others. My promise is to represent 9th District interests and citizens at the federal level. If an idea is good for America and the 9th district, I will support it. The elected officials must work diligently to reinstate this. We cannot continue to operate on judicial mandates. We must work with

office holders, state elected officials, and local elected officials to solve the current financial crisis. WHAT SPECIFIC STEPS WOULD YOU TAKE TO IMPROVE THE COUNTY’S FINANCES? The County finances cannot only be fixed by local leaders, it has to be done with assistance of state legislation. I will continue to work with our state legislators to change the law so that the levy can be fixed and the county can return back to fiscal independence and not have to run the County Government by judicial mandates. LIST SPECIFIC WAYS THE COUNTY COULD INCREASE ITS REVENUE STREAM? Most of the county’s revenue is set at the state level, we are using every possible tool, and resource within our power to try and run a fiscally responsible government. There are many ways to increase county revenue, specifically additional taxes and fees of which I would not be in favor of. This issue needs to be addressed at the

state level. WOULD YOU BE IN FAVOR OF A WHEEL TAX IN CLARK COUNTY? WHY OR WHY NOT? I would not be in favor of a wheel tax for two reasons. First, the majority of Clark County residents I have spoken with oppose such a tax. Secondly, the money it would generate does not go into the County’s general fund and would not provide immediate relief to the current fiscal crisis. WHAT DO YOU THINK IS THE BIGGEST MISTAKE THE COUNCIL HAD MADE IN THE LAST FOUR YEARS AND HOW WOULD YOU HAVE HANDLED IT DIFFERENTLY? I believe the majority have worked hard and have tried to run the County in a fiscally responsible matter given the parameters set forth by state laws and regulations. I think the current Council, one that I serve with, should and will continue to press state legislators to rectify the errors in state law and regulations so that Clark County can return to fiscal independence.

What was a system “by the people, for the people” has been turned into a system “by politicians, for politicians.” OUR voices are drowned out by lobbyists, special interests, and party leaders that promise campaign contributions and bigger offices. I have personally reached out and listened to the concerns of over 10,000 Hoosiers at their doorsteps. I have pledged to each one of them that I will fight for term limits and serve no more than eight years because we all deserve better than the “go along to get ahead” political insiders who place the next election ahead of the next generation. I am the most experienced candidate running for county commissioner, having served three terms on the Jeffersonville City Council. I have experience working with developers and new businesses to bring them to Jeffersonville. There is not enough money coming into the county, and with the state cutting $1 million from this budget cycle the County’s ability to meet needed services has become continuously more difficult. County officials are doing their best to meet the needs of their constituents, but it has become increasingly frustrating for them with the state cutting the bud-

The River Ridge Commerce Center, The Port of Indiana, Clark County, the City of Jeffersonville, Indiana Department of Transportation, and the Kentuckiana Regional Planning and Development Agency partnered together to fund the construction of the heavyhaul corridor. This will help to relieve Ind. 62 of commercial traffic. A stoplight has already been placed on Salem-Noble Road to help traffic safely cross Ind. 62. If the Clark County Council chose to establish a wheel tax, the majority of the money raised would be given to the municipalities because the distribution is based on population and not the number of miles of roads. It is used by the businesses in River Ridge, Port of Indiana-Jeffersonville, and other businesses and is essential for their continued development. There are two major issues facing our county. The process or proposed sell of the hospital has not been transparent to the community. Is it in the counties best interest to sell or keep it as a county hospital? I have concerns and I am asking questions about it. The other issue is our county budgets are a million and half dollars more than the state will allow. This has prevented the county from paying into budgets for animal control and solid waste. Our county is constantly moving monies around from account to account playing catch up. Sometimes, the revenues are not available for programs like animal control and solid waste. These programs were not completely funded last year. The

Once I am elected, the first thing I would do is rebuild our military forces to a much higher number and add more and better combative training, modernized weapons and modernized equipment that works! We must get back to where trusting the leadership of our military forces to make those tough decisions and the right calls when the time arises is much more favorable in the eyes of America. My personal opinion is that we should have destroyed ISIS from the beginning so we never had this level of threat to deal with. I would also open the door so the people can get their hard earned money back in their pockets and out of crooked government officials. WHAT’S YOUR OPINION OF THE CURRENT PRESIDENTIAL RACE? It is in my opinion that the two political parties are not hearing the people’s voice; it’s as though they don’t care what the people have to say. The republicans say they will not accept Donald Trump and the Democrats are trying to wipe out anything Bernie Sanders has said. Every voice matters too me. I am the candidate that listens to both sides of the isle. I support Bernie Sanders because of his experience in our government and his standing for the truth. The American people have Bernie Sanders to choose from. There is no other adequate candidate besides him.

My opponent in the general election (no matter which one) is on the county council now and has voted for this year’s budget which has put us in debt and causing problems. Finally, the county council members admitted to not doing there jobs last year in producing a balanced budget. I am the most responsible candidate. WHAT IS THE BEST WAY OR WAYS THE COUNTY CAN USE PROCEEDS ONCE FLOYD MEMORIAL HOSPITAL IS SOLD? Monies should be set aside for future purposes. I think a long range plan should be considered over a short term approach. County budget problems should not be fixed with these monies. The council needs to get the fiscal matters of the county un-

der control without using these monies. That is being responsible. WHAT STEPS WOULD YOU SUGGEST FOR THE COUNTY TO IMPROVE ITS RELATIONSHIP WITH THE CITY OF NEW ALBANY? I have no problems working with the city. In fact, I feel I have a very positive relationship with the city administration. You have to work together to get things done. The biggest problem has been funding for budgets. The county has had revenue problems like I stated previously. The budget problems of the county has caused a tension between city and county government. Solving the budget problem will make relationships with the city better. Again, communication between the city and county is so important. HOW SPECIFICALLY CAN THE COMMISSIONERS AND COUNTY COUNCIL FIND COMMON GROUND ON ISSUES AND IMPROVE COMMUNICATION? The key word is communication. Having joint meetings can solve most problems. In the

past when both bodies have worked together, good things came out of it. Leadership has a lot to do with it. I have proven with my experience to get this accomplished. WHERE SHOULD THE COUNTY CONCENTRATE ITS FUTURE GROWTH? ARE YOU IN FAVOR OF COMMERCIAL GROWTH IN THE COUNTY? The Edwardsville area, Highlander Point area, and Charlestown Road area are growth areas. We need to work with the city as well. Planning for future growth is so important. As commissioner I lead in getting our comprehensive plan, subdivision control, noise, animal, and other ordinances in our county revamped. It is time for us to do it again. Public input is so important in the process. We did it before by inviting the public, contractors, developers, educators, and concerned citizens into the discussions. The communication and cooperation from everyone was awesome. We got things done. We can do it again.

As a graduate of the Naval Academy and intelligence officer in the Marine Corps, I have the experience to address the threats we face. I support a strong national defense that protects our borders, pushes back against radical terrorists and does not back down to dictators who threaten our nation. Back in November following the Paris terror attacks, I laid out several tactics that should be part of any decisive military strategy to destroy ISIS. These tactics are important as ever as it becomes more apparent that ISIS has been training for and directing attacks from its safe havens in Iraq, Syria, and Libya. 1. Rapidly increase frequency of sorties to gather intelligence like we did over Bosnia in the 90’s. 2. Deploy additional special operators to increase effectiveness of airstrikes and target ISIS leadership. 3. Work with allies to consider establishing safe and no-fly zones for noncombatants. 4. Indiana is currently facing an unprecedented opioid epidemic, affecting thousands of our friends, families and neighbors who are addicted to prescription pain drugs, heroin and other opiates. In order to combat this epidemic, we can ensure local law enforcement and medical professionals are knowledgeable and have access to the most effective treatments and preventative measures. I strongly support legislation recently introduced by Congresswoman Susan Brooks to help local officials gain access to these resources and knowledge. I’ve also taken a hands on approach to aid those most unfairly hurt by this epidemic - children. I introduced legislation, which recently passed through the U.S. House of Representatives, to alleviate strain on the foster care system by speeding up the process of placing children in permanent, loving homes. This problem has only intensified as more and more children are put into situations where parents or guardians have become addicted to opiates. IF YOU COULD AUTHOR AND AUTOMATICALLY PASS ONE BILL THE DAY YOU TOOK OFFICE, WHAT WOULD IT BE AND WHY? Two options: I would repeal Obamacare and replace it with a market-based solution that keeps costs low and outcome quality high and

leaves healthcare decisions between Hoosiers and their doctors. One problem Obamacare has created that I’ve worked to fix is the definition of full-time work. Under Obamacare, the definition of full-time work has been decreased to 30 hours. Under this provision, hourly wage workers are having their hours and take home pay reduced by 25% in order to comply with the mandate. I’ve passed legislation out of the House that restores the full-time definition to 40 hours so hourly wage workers no longer have their wages cut to comply with burdensome Obamacare mandates. This has hurt Indiana school districts who are laying-off teachers and staff. A close second would be legislation I’ve introduced and passed through the House known as the REINS Act. The REINS Act would ensure unelected bureaucrats in Washington can’t pass burdensome regulations without congressional approval. This bill is vitally important to putting Hoosier farmers, small business owners, landowners, and manufacturers in the best position to succeed. Currently, unelected bureaucrats in Washington write many of the laws we live under every day. POLITICAL DIVIDES BETWEEN PARTIES CONTINUE TO GROW. DO YOU PREFER STICKING UP FOR YOUR PARTY OR

WORKING ACROSS THE AISLE FOR COMPROMISE? I understand why Americans are frustrated. I’m frustrated, too, and that’s one of the reasons I’m running for the U.S. Senate. As a Hoosier conservative I’m focused on fighting for Hoosiers and working to generate concrete accomplishments. That’s why I am committed to repealing Obamacare and rolling back Obamacare’s anti-work rules. I’ve fought to eliminate Obama’s red tape and worked for real, effective spending reforms that have cut the deficit in half. I will fight for a conservative change in Washington that will get our nation back on track. Public money should be used for public schools. I do not support vouchers in any form nor do I support any other backdoor method of funding private schools with public money. We should be also using public money to support early childhood education. Studies show that expanding early learning projects would benefit society with returns of $8 for every $1 spent. Why are we not investing in our children? We also have a huge teacher retention problem in Indiana. Young teachers are moving to other states where the salary, benefits and working conditions are better. Some are leaving education for the private sector. There is only one way to reverse this trend and that is through proper compensation for these hard working teachers. We have great administrators and teachers in our public school system. The war against public schools which had its roots in the Governor’s

office and is supported by the legislature has got to stop. DO YOU SUPPORT EXPANDED ALCOHOL SALES ON SUNDAYS? WHY OR WHY NOT? Yes. it makes good business sense for Floyd County and other areas which closely border a neighboring state that allows Sunday sales. Hoosiers are giving their personal dollars and tax dollars to other states every Sunday. WOULD YOU ADVOCATE RAISING GASOLINE OR CIGARETTE TAXES TO HELP PAY FOR ROAD REPAIRS AND UPGRADES? WHY OR WHY NOT? Raising the cigarette tax for infrastructure improvements does not make sense. Nicotine addiction in the U.S. is declining. Any proceeds from the sale of cigarettes should be used for further public initiatives to get people to stop smoking. This helps prevent serious medical conditions which in turn should lower medical and insurance costs for everyone. Also, as the downward trend in the sale of cigarettes continues, as I hope it will, there will be a diminishing amount of tax revenue available each year.

Raising the gasoline tax is a possibility, but I am reluctant to raise taxes on anything in the current economic climate that would hurt middle class Hoosiers. The legislature and Governor’s office have been hesitant to act over the past few years even though funds have been available. Before I would consider raising the gasoline tax I would like to ensure that current roadway funds are not being diverted, promote innovative and cost saving design solutions and dedicate a larger percentage of the state’s reserves to help alleviate the problem. WHAT CAN BE DONE AT A STATE LEVEL TO COMBAT INCREASED DRUG USE AND ISSUES RELATED TO THAT? I think state law enforcement is doing all it can but they are facing overwhelming odds. As a nation we have been losing the war on drugs for decades. Addiction is a disease and must be treated as a public health problem not a crime. Only through treatment, education and prevention will we be able to turn the tide. While this could be a costly venture, it is not near as costly as the long-term incarceration of low level drug offenders.

As Attorney General I created Indiana’s Prescription Drug Abuse Task Force in 2012 and have used the resources of my office to combat “pill mills”, physicians who overprescribe addictive substances and worked to create ways to take back drugs to keep them away from being abused. I’ve worked to provide law enforcement officers with Narcan, a life-saving antidote to drug overdoses. But this is a national problem that requires Congress to address the prescription drug epidemic that grips our country. We need a national prescription

drug policy that brings the Federal Drug Administration, Drug Enforcement Agency and other federal agencies into a common effort to address this problem. The political divide between the parties is what has led to the dysfunction in Congress. As Attorney General I have worked with members of both parties for the best interest of all. The best thing that can be done is to improve the economy and expand manufacturing jobs so young people have more employment opportunities. Many people turn to drugs out of desperation and then they are hooked. Every community needs these good, stable middle-class jobs. Our country has lost 7,000 manufacturing plants and 5 million jobs in the past 20 years. The labor participation rate is at the lowest level since 1977; 94 million Americans are not in the labor force. POLITICAL DIVIDES BETWEEN PARTIES CONTINUE TO GROW. DO YOU PREFER STICKING UP FOR YOUR PARTY OR WORKING ACROSS THE AISLE FOR COMPROMISE? I prefer to stick up for conservative principles and not for the party bosses. I will not be a puppet of the party leaders. I will listen to the concerns of my constituents and work with other congressmen who support individual and economic freedom and will follow the U.S. Constitution. I would author the Fair Tax Bill because it will dramatically improve the economy and bring back jobs lost to China and Mexico. It is a consumption tax on new products either domestic or foreign-made. It will also eliminate the IRS, business and personal income tax, payroll tax, capital gains tax, and inheritance tax. It will be collected by the states and bring in the same revenue as current income taxes. WHAT’S YOUR OPINION OF THE CURRENT PRESIDENTIAL RACE? WHO DO YOU SUPPORT, IF ANYONE, AND DO YOU THINK THE AMERICAN PEOPLE HAD ADEQUATE CANDIDATES TO CHOOSE FROM? I am excited about the presidential race and we had exceptional Republican candidates to choose from. Donald Trump or Ted Cruz would make a better president than either of the Democrats. I have met Ted Cruz a couple times and think he has a better chance of winning the general election. Ted Cruz will make the best U.S. president since Ronald Reagan.

This would allow us to shore up the annual budget and still leave room to fund needed projects. With careful and creative planning, the county will be in good financial standing for decades. With the sale of the hospital, revenue shouldn’t be an issue. I would not consider raising taxes and there should not be a need for that in Floyd County. I would go a step further and take a look at other assets the county owns. If those assets are not being utilized to their potential, I would look at selling those as well. I don’t believe county government needs to be in the real estate business. ARE YOU IN FAVOR OF COMBINING SOME SERVICES/DEPARTMENTS AS A WAY OF SAVING MONEY? WHY OR WHY NOT? I am always looking for ways to be more efficient. If certain services are redundant or cross over into another department, I would definitely look at ways to streamline those areas. Government needs to be more responsive to the needs of the citizens and improving services and being more efficient is the cornerstone of that effort. ARE YOU IN FAVOR OF FUNDING AND MAINTAINING A SOLID WASTE [RECYCLING] DISTRICT? WHY OR WHY NOT? Yes. Solid Waste plays an important role in the effort of residents to recycle. I prefer the current method to the forced recycling styles of other counties. I am in favor of continuing the funding of the Solid Waste District. WHAT DO YOU THINK IS THE BIGGEST MISTAKE THE COUNCIL HAD MADE IN THE LAST FOUR YEARS AND HOW WOULD YOU HAVE HANDLED IT DIFFERENTLY? Politics is sometimes a messy endeavor. It really shouldn’t be on a local level though and I believe the council sometimes didn’t achieve more of a consensus when acting on certain things. Communication is key when dealing with all the departments that are funded through the council and that is where I would have handled things differently. I will keep all lines of communication open and will work with agencies if issues should arise.

ADEQUATE CANDIDATES TO CHOOSE FROM? The current presidential race is quite frankly embarrassing. Some of the rhetoric has been divisive and has failed to address the serious challenges our country faces. Having served in the White House I have a great deal of respect for the Office of the President and have found that the focus on debates turned the election into “reality-TV” and media entertainment. Unfortunately, this has kept many who might seek the office out of the race and those running for President have been all too willing to appeal to the fear and anger in the public rather that showing the leadership to appeal to “the better angels of our nature.” But I have faith in the electorate and our constitutional system of government that we will survive this election and be stronger in the future.

I would work with our state legislators to reinstate our funding to at least pre-2008 levels. This is absolutely necessary. LIST SPECIFIC WAYS THE COUNTY COULD INCREASE ITS REVENUE STREAM? User fees for county-provided services would be a start. I also believe that allowing TIF districts to sunset is very important. WOULD YOU BE IN FAVOR OF A WHEEL TAX IN CLARK COUNTY? WHY OR WHY NOT? No. The amount generated is not enough to justify how difficult it will make it for a single mother of two trying to make ends meet. The wheel tax won’t even cover what we spend now on

I think this council has done well with the hand they have been dealt, but I do believe that they could have done a better job of educating our community about the direness of the county’s financial position. If the people were aware of how much money is being spent to finance our debt and how it affects every entity of our county government, they would be more likely to provide this council the support they need when presenting our case to the legislature. Fairness is important to all voters, so why is our county provided with a budget that ranks 90th out of 92 counties in Indiana? How can those who represent us allow this to continue?

Politicians will always find ways to spend the money, so it is of the utmost importance to me to protect it and see that Floyd County only spends off the interested earned, which would keep taxes low for decades to come. WHAT IS THE BEST WAY OR WAYS THE COUNTY CAN USE PROCEEDS ONCE FLOYD MEMORIAL HOSPITAL IS SOLD? As I mentioned in my previous answer, the best way to use the proceeds from the sale of Floyd Memorial Hospital is invest the principle, protect it for long term stability and use the interest as new revenue for the county. With this new revenue, we can balance the shortfalls in the budget and address the much needed capital improvements. For example, we can pave and stripe roadways, fix building infrastructure issues, increase the wages of county employees, enhance our parks system, and hire more police officers. LIST SPECIFIC WAYS THE COUNTY COULD INCREASE ITS REVENUE STREAM? IF NOT LISTED IN YOUR ANSWER, WOULD YOU CONSIDER RAISING TAXES AS A MEANS OF INCREASING REVENUE? WHY OR WHY NOT? The most specific way to increase revenue for Floyd County is the sale of the hospital. If this deal goes through, there would be no need to raise taxes in Floyd County at this time. I would not be in favor of raising taxes in lieu of the sale of the hospital. If the sale of the hospital does not go through, we as a community need to have a serious conversation about what to do to fix the budget shortfalls long term and plan for the future of Floyd County. ARE YOU IN FAVOR OF COMBINING SOME SERVICES/DEPARTMENTS AS A WAY OF SAVING MONEY? WHY OR WHY NOT? Yes. I believe that if the government is duplicating services, than that means that government is bigger than it should be and

most likely it is costing the taxpayers more money. A thorough review of government services and departments should be done every few years to make sure we are looking out for the citizens of Floyd County. ARE YOU IN FAVOR OF FUNDING AND MAINTAINING A SOLID WASTE [RECYCLING] DISTRICT? WHY OR WHY NOT? Yes. As a current board member of the Solid Waste District, I have personally come to know how important this program is for Floyd County and our local environment. The district director travels to various schools in Floyd County teaching the students about the importance of recycling and the effects it has on the environment. We as a district give scholarships to high school seniors every year who plan to major in environmental services. When we had to cut some funding in resent years to this program, I heard from several citizens around Floyd County on how important this program is to them. WHAT DO YOU THINK IS THE BIGGEST MISTAKE THE COUNCIL HAD MADE IN THE LAST FOUR YEARS AND HOW WOULD YOU HAVE HANDLED IT DIFFERENTLY? Communication. In my opinion, the council has not done a good job in communicating effectively with other office holders, directors, and the public. Relationships between the council and the people who do business with the council have been strained in recent years because we have had are hands tied by budget constrains and a wedge was created by no fault of anyone involved. As President of the council this year, this issue has been one of my leading concerns in moving forward as a council. I have met with many of the office holders and directors to improve this relationship. Talking about issues before a vote is taken is a welcomed improvement by all parties. This is one of two goals that I have as President of the Council. The other goal is to get Floyd County on better financial footing for long term stability.

Myself along with the Council assembled by the voters will do our best to work together and set personal differences aside to always have the best interest of our county in mind.
