Five Lucan soccer clubs has joined forces to apply to the Department of Transport, Tourism and Sport for a significant grant to build an allweather facility. The Lucan Soccer Partnership, initated by local TD Derek Keating, will cater for the needs of 1200 young soccer players. Following months of meetings and planning, an agreement was reached between Arthur Griffith Park FC., Ballyowen Celtic FC., Beech Park FC., Esker Celtic FC., and Lucan

United FC. to launch the sensational plan to develop an all-weather full size football pitch. The joint application for €300,000 will be submitted to the of Department Transport, Tourism and Sport and will outline the numerous advantages such a development would bring to the greater Lucan area.

‘Nothing but the best’ was the agreement between the five clubs to ensure that the application gets the best possible chance to

succeed. Lucan has world class GAA facilities excellent golf, track and field facilities and now, hopefully, the very best soccer facilities when the all-weather pitch is completed. With over 1200 boys and girls playing soccer every week during the season, all five clubs have plans to expand their training, competitions and facilities. “Soccer is now at an exhilarating stage with our national team playing in the European

Sinn Fein Dublin Mid-West representative Eoin O Broin has called for "a rethink on the proposed poster ban for Clondalkin Village". The call comes after disagreement has arisen over the proposed ban. O Broin said that "A number of Councilors have called for a poster ban in Clondalkin Village. This call has been supported by the Clondalkin Tidy Towns Commitee. However the proposal has generated a considerable amount of disagreement among politicans, community groups and local traders. "Sinn Fein does not support the idea of a total poster ban in the Clondalkin Village area. Posters are a valuable tool for political parties, community organisations and local businesses in advertising as well as raising awareness and increasing turnout at elections and referenda. "Having said this the current status quo in not an ideal

situation as some posters are often left up in the village long after the event has passed, and cable ties remain on many of the lamposts within the tidy towns catchment area. "Sinn Fein has put forward a compromise proposal aimed at balancing the need of organisations to advertise events and candidates with the need to keep the village tidy, especially given the great work of the tidy towns committee.

"The proposal is: 1. Implement a ban on posters within the tidy towns catchment area for the months during which the competition is judged (July/August) 2. Agree a code of conduct for the errection and removal of posters for the remainder of the year (up no more than 7 days in advance of an event and down within 5 days after the event) 3. Agree to significantly

reduce the number of election/referenda posters within the core village area during elections/referenda 4. Organise political party/candidate clean ups post elections to remove ALL cable ties from within the tidy towns catchment area 5. Agree a name and shame policy whereby the tidy towns committee will publically highlight those individuals and/or organisations who breach the rules

"We have presented the proposal to the Clondalkin Tidy Towns Committee and will be tabling the proposal to the Clondalkin Area Committee in the coming months. We hope that a sensible compromise can be found which assists the work of the Tidy Towns Committee without undermining the ability of organisations and businesses to advertise in the Village centre."

Local Fine Gael TD and Minister responsible for the OPW, Brian Hayes, has handed over “Fabian” an Irish Draught Horse to Fettercairn youth Horse Project. Speaking at the event in Fettercairn which was attended by students from St Annes Primary School, Minister Hayes stated, “Fabian is an Irish Draught Horse, a traditional Irish Breed. He is 9 years old and has spent the last number of years on the Farmleigh Estate in the Phoenix Park. In fact during last years Royal visit both the Queen and the

Duke of Edinburgh were particularly complementary of Fabian during their stay in Farmleigh.” Minister Hayes continued, “A number of weeks ago I was informed by staff in Farmleigh that Fabian would benefit greatly from increased handling and daily contact with professional horse trainers. On that basis I suggested that Fabian should go to a community facility that would be of benefit to many people. I am very much aware of the excellent work done here in Fettercairn by Laurence and his team and its contribution

The national Crime Victims helpline confirmed a 7% increase in calls to the helpline for the first quarter of 2012, with a noticeable increase in the calls related to burglary. The total calls have increased from 783 to 838. While the number of burglary related calls is not large, the underlying trend reflects the national crime statistics, which also show an increase in figures for burglary. Maeve Ryan, Co-ordinator of the National Crime Victims Helpline said: “The recently published national crime statistics, for the first quarter of 2012, show a reduction in overall crime. However, they do show an increase in burglary, theft and fraud. This national trend is being reflected in calls to our helpline. This is a crime which can have serious effects on the people affected. One of the main effects

we hear about is the fear people experience after a break-in, because once it has happened the fear is that it will happen again. There is also the loss suffered when cash, jewellery and other items are stolen. And there are many other issues such as repairs to damaged doors and windows, with difficulties insurance claims, the need to upgrade your security, and for many parents the worry about the impact of the crime on their children.

We urge people who wish to have some assistance in coping with the effects of a burglary, or indeed any crime, to call us and we will be able to provide support. We can also link callers in with local services that offer face to face support. Maeve Ryan went on to say, “Many people who experience crime will deal with it themselves, often with the help of

Dublin South West Sinn Féin TD Seán Crowe has called on Government Ministers to explain why people wishing to avail of training that would allow them to install water metres are being charged €1000 by private contractors when in the past this type of training would have been carried out by FAS. He also said that the Minister needed to publicise the fact that completing this course will not necessary guarantee a job. Crowe raised the matter with Education Minister Ruairí Quinn and Junior Employment Minister Ciaran Cannon during a meeting of the Jobs, Social Protection and Education Committee.

Deputy Crowe said: “The ongoing fiasco surrounding the Government’s attempts to introduce water charges has taken another twist with the news that a private company is to charge up to €1000 for training that would qualify people to install water meters. This makes a mockery of the Government’s positive spin which claimed one of the benefits of introducing water charges would be the creation of thousands of new jobs. “The Minister needs to clarify why anyone wishing to avail of the training will have to pay such a hefty fee. He also needs to publically state that if a person completes this training then then they will still not be guaranteed employment.

“Some people already have paid for this training yet there are thousands of unemployed plumbers and tradesmen with job experience and the skills that are needed to install meters. It is unlikely that many people who pay €1000 for upskilling will get a job upon competing their training.”

Dublin Sinn Féin South West TD Seán Crowe has said that only a Government led stimulus package in job creation will address the ultimately lead to growth and recovery.

Deputy Crowe said: “The Austerity Treaty would prevent the type of Government led investment which is needed to kick-start economic recovery in this State. “The newly elected French President Francoise Hollande and Chancellor German Angela Merkel will meet to discuss the Treaty and the issue of austerity versus growth. This is the choice which faces the Government and they cannot have it both ways.

“Sinn Féin has put forward positive proposals on job creation in every year since the crisis began. In each of our budget

submissions we have argued for the need to invest in jobs and job creation in the private sector; to remove the banking burden from taxpayers and to reduce the deficit through fair taxation and eliminating public spending waste.

“It is clear that the Fine Gael/Labour Government is not serious about job creation. They have talked about employment but they have refused to any introduce meaningful jobs investment programme since taking office and they have done little to help the domestic economy. “The result is that there are 440,000 people signing on, with a further 70,000 forced to emigrate in the last year. Long term unemployment is endemic and on the basis of the

Government’s own projections, by 2015, unemployment will still be at least 11.7%. Most commentators consider this a conservative estimate. This is not good enough.

“Sinn Féin is calling for a three year investment package in the region of €13 billion focusing on infrastructure and new enterprises. This money would be sourced from discretionary the portfolio of the National Pension Reserve Fund, matching from the funding European Investment Bank and an investment from the Private Pension sector. Such a fund would directly create in the region of 130,000 jobs over three years, or an average of 40,000 jobs per year. “This level of investment could save potentially €800 million per annum in social welfare and bring in a massive increase in

revenue receipts, directly and through the wider economy. In addition a €600 million job retention fund could keep up to 96,000 people in their jobs for one year.

“This is the kind of money needed to kick-start the Irish economy and to create jobs. Similar proposals have been made by the Irish Congress of Trade Unions. They have proposed a €15 billion investment package. SIPTU have also a major proposed investment programme of €10 billion.

“Such an approach is simply not compatible with the harsh rules contained in the Austerity Treaty and its ratification will significantly tie the hands of this and future Governments to lead the kind of investment required to tackle the unemployment crisis."

Following a nationwide ballot of students the Union of Students in Ireland (USI) has re-affirmed its policy of campaigning for ‘free fees’. This was the first time in the union’s history that every student had an opportunity to set USI’s policy through an online vote.

Delegates from across Ireland gathered in UCD for special congress to ratify USI’s policy on third level funding.

The 2012 South Dublin County Council Gum Litter Awareness campaign was launched in the Square Shopping centre Tallaght on Thursday, May 17th, 2012 by the Mayor of South Dublin County, Cllr Catriona Jones. Run by the Gum Litter Taskforce (GLT) in association with local authorities throughout Ireland, the National Gum Litter Awareness campaign aims to reduce littered gum in the most sustainable way; by changing irresponsible disposal behaviour – the root cause of the issue – by encouraging the public to dispose of their gum responsibly. The GLT includes representatives of the chewing gum industry; Department of the

Environment, Community and Local Government; Food and Drink Industry Ireland; local authority representatives and civic society. Speaking at the launch, Mayor Jones said: “The key to tackling the gum litter and all forms of litter is education. This approach to education builds awareness and influences behaviour in order to deal with the problem at source and stop people from disposing of gum irresponsibly. The campaign has delivered very impressive results in the past in terms of reductions in gum litter levels and I hope to see similar success in our town/county/city this year”. The theme of the 2012

The onus in this respect lies with parents, teachers and other adults who are influential in the lives of young people to ensure that student councils and other forums of discussion are available for students to engage in a two-way stream of communication with teachers.

“Minister for Children, Frances Fitzgerald, and Minister for Education and Skills, Ruairí Quinn, today launched an Anti-Bullying Forum and I strongly suggest that cyber bullying be addressed through this forum. There is a clear need for existing guidelines on bullying to be updated to include cyber bullying, as we know that it can occur at any time outside of the classroom.”

Local Fine Gael TD and Minister of State with responsibility for the OPW, Brian Hayes, has announced €333,000 for flood relief works in Tallaght. Minister Hayes stated “Flooding problems arising from the Killinarden Stream and its tributaries has been a persistent problem in the West Tallaght area for many years. It has especially been a problem in the Knockmore Estate. We

all saw the consequences of the floods last October and the impact it had, destroying a number of houses and businesses and cutting off access to many estates as well as the closure of the N81.”

Minister Hayes continued, “A total of 66 homes and a number of commercial premises were destroyed last October with the high volume of rain. The

flood prevention measures in place were not able to cope with the sheer volume of rainwater. Minister Hayes further stated, “In the aftermath of the flooding I visited a number of families whose homes were affected and saw at first hand the damage. It’s hard to believe that over a short space of time the water levels in hallways and kitchens were above radiators and kitchen presses. I together brought officials from South Dublin County Council and my own Department – OPW and asked that they work together to put in place measures to ensure that something like this never happens again. ” Commenting on the works to take place, Minister Hayes stated, “The works will involve four principal elements. Firstly three screens

located on the Jobstown and Killinarden Streams will be redesigned. The building of a new swale and the increase of the existing wall at Knockmore Park and Avenue will compliment this in order to divert flood flows from residential areas. The third element is the installation of two new screens and headwalls at the N81 and DeSelby. The final part of the works will involve improvements to the maintenance of the stream located between Hazelgrove Golf club and Jobstown Inn.”

Minister Hayes concluded, “These works will finally address the major problem of flooding in these areas and will also give greater protection to householders. I hope that these works will be completed in the coming months.”

mINISter BurtoN HIGHLIGHtS tHAt PrSI INceNtIVe ScHeme ALSo APPLIeS to JoBBrIdGe INterNS Substantial savings in PRSI for employers who create jobs and take on eligible employees, including JobBridge interns, after 1 January 2012.

The Minister for Social Protection, Joan Burton T.D. has reminded employers that they may avail of the Employer Job PRSI Incentive Scheme until the end of 2012.

Minister Burton said: “Under the scheme, if an employer takes on an eligible worker who has been unemployed for 6 months or more, they are exempt from paying employers PRSI for 18 months. The job must be new and additional, be for at least 30 hours a week and last for at least six months. “It is a great incentive for businesses who currently host JobBridge interns to employ them on completion of their internship and given that many of the JobBridge internships are now close to completion, it is an opportune time for employers to consider

this option. Almost 900 interns have progressed directly into employment and, in many cases, the companies employing these people are availing of the PRSI Incentive Scheme.

“I would really like host organisations to benefit from this opportunity and the Department will be reminding them of the support and savings available when they are closing off the internship. We have provided a new link on the JobBridge website www.jobbridge.ie which provides full details of the scheme.”

Minister Burton continued: “The amount of PRSI savings to an employer depends on the PRSI band which applies to the specific employee but, for someone being paid €350 per week, an employer would save €1,160 per year.

“While the scheme does involve a cost in terms of social insurance forgone, it should be borne in mind that by supporting the creation of employment the scheme benefits the Exchequer in terms of reduced social welfare and increased tax revenues (paid by employees) while providing employers with an incentive to employ people which in turn provides stimulus to the economy. I would be very happy to see even more businesses of the availing scheme.” In conclusion Minister Burton noted: “Department of Social Protection customers supported in via self-employment the Back to Work Enterprise Allowance or the Short Term Enterprise Allowance schemes can also avail of this incentive where they find themselves in

a position to expand their businesses. “Also, 3,500 people are graduating this month from the first phase of Springboard 2011. Many of these graduates have been supported under the Part Time Education Option (PTEO) in my Department which allows them to engage in part-time studies and retain their Social Welfare payments while an entitlement exists. Not only do they have up to date qualifications relevant to sectors such as ICT, pharmaceuticals, medical devices and financial services, but also a wealth of experience and workforce skills. As many of these graduates will qualify as eligible employees under the PRSI exemption scheme, employers will be able to avail of the PRSI exemption scheme if they take on an eligible Springboard graduate.”

ASH Ireland have launched a new website, The Tribe, www.thetribe.ie specifically designed to engage with young people on smoking and tobacco related issues. This interactive website, will deal with health, environmental and addiction issues, as well stressing the many other downsides to smoking, such as drying of the skin (wrinkles) loss of hair quality, damage to teeth, loss of fitness and nicotine poisoning of young people who work in the tobacco fields in developing countries.

Dr Angie Brown, of ASH Ireland and Medical Director of the Irish Heart Foundation said today, “We are very aware that young people do not engage effectively with websites, which are designed for adults. The new website, which we had evaluated by young people’s focus groups, is specifically designed to meet the needs of young people. We have provided information, together with a range of videos and pictures, which highlight the many issues and dangers associated with tobacco and smoking. The Tribe idea, is essentially a ‘tribe against big tobacco’ and all this big industry stands for; including massive profit, aggressive marketing of a killer product and a major influencer of

governments all around the world”.

At the launch transition year students from Drimnagh Castle secondary school, who had reviewed the website presented their assessment on the possible impact of www.thetribe.ie.

Jason Nolan, transition year student at Drimnagh Castle said, “ www.thetribe.ie is accessible and very helpful for people of my age group and school goers; as there is a lot of smoking in the vicinity of schools. I was also taken aback with some of the statistics; I learned, for example, that most people who die from lung cancer are smokers”

Cameron Hazel, another transition year student from Drimnagh Castle said, “I was particularly taken by the information on ‘big tobacco’, the enemy as they are referred to on www.thetribe.ie . John Scottus School has been working alongside the Loreto Order since 2002 aiding education in poor rural areas around Kolkata in India. Fine Gael Senator for Dublin South West, Cáit Keane, has urged the Minister for Health, James Reilly, and Minister for Children and youth Affairs, Frances Fitzgerald, to develop a youth mental health strategy. “A ‘My World’ survey, the results of which were released by Headstrong – the National Centre for youth Mental Health – and the

UCD School of Psychology, has shown that one in three young people have experienced mental health problems, and more than a fifth have engaged in self-harm.

“Crucially, the survey highlighted the importance of a supportive adult figure in a young person’s life; more than 70% of young people said that they received high or very

Q. I signed a Separation Agreement with my husband over 15 years ago now. At the time, we did not have a great deal and I had to buy him out of our family home. The maintenance was very low. I was bringing up three young children at the time and could not go out to work. He has since gone on to be very successful and I am wondering if I apply for a Divorce now if I might be able to improve the settlement I got in the Separation Agreement.

A. The law regarding chances for either spouse to obtain a “second bite of the cherry” has changed fairly dramatically since late 2011. Prior to an important Court decision in 2011, the

spouse who had not done well financially as part of a Separation Agreement, was often (usually the wife) compensated due to the improved circumstances of the other spouse (usually the husband). The case in question involved a couple who were married in 1978 and separated in 1996. A Deed of Separation was entered into by the parties in 1997 and as a result of which the husband agreed to pay maintenance of €100.00 per week for a number of years until the children achieved their majority and thereafter decreasing. There was also a lump sum of €50,000.00 and an agreement to provide a house for the wife. The Deed stated that it was in “full and final settlement” and that it was intended as a settlement of all

high levels of support from an adult they trusted which had a positive impact on their self-belief, confidence, coping skills and optimism about the future.

After the Deed of Separation was entered into, the husband did well financially. He bought and sold land and became quite wealthy. The wife continued to live in the house provided for her at the time of the separation and the lump sum was spent but not invested in any wealth producing activity.

The wife applied for a Divorce and it came before the High Court in May 2009 by which time the husband’s assets were worth over €12,000,000.00. The High Court made a number of Orders in favour of the wife which included the provision of a substantial sum for the purchase of an annuity to provide a Pension. Maintenance of €35,000.00 per annum, increasing annually in line with inflation and a lump sum of €700,000.00 for the purchase of a second house for the wife with an additional lump sum payment of €300,000.00. The husband appealed the Order to the Supreme Court on the basis that the amounts awarded to the wife by the High Court were excessive having regard to the law applicable to the making of “PROPER PROVISION” for her. The husband argued that the High Court had failed to give any

real significance to the original Deed of Separation and had simply embarked on a “REDISTRIBUTION OF wEALTH”. The husband’s legal team further argued that the Court should only make proper provision if there is some “MATERIAL CHANGE” in a parties personal NON FINANCIAL circumstances or if there was some deficiency in the initial provision. As a result of this Appeal, the Supreme Court laid down some general principals which must be applied in all future Divorce hearings which are based on an original Separation Agreement and they are as follows ; a. A Deed of Separation should be given SIGNIFICANT wEIGHT by a Court when determining what is proper provision on Divorce particularly if it contains a FULL AND FINAL SETTLEMENT clause.

b. If the circumstances of the spouses have changed significantly since the separation, the Court is required to make proper provision but there is no requirement on the Court to REDISTRIBUTE wealth between the parties. Such change to circumstances might include, for example, changed needs of a spouse due to illness or the bursting of a property bubble which has altered the value of assets so as to render an earlier provision unjust.

c. If a spouse acquires wealth AFTER A SEPARATION that is UNCONNECTED to any joint project during their married life then, there is no automatic right of the other spouse to provide further monies or assets.

d. The greater the length of time that has passed since the separation, the less likely a Court will be to alter arrangements entered into at separation. e. Assets that are inherited by one spouse will not be treated as assets of the marriage.

f. A spouse should not be compensated for their own incompetence or indiscretions to the detriment of the other.

In applying the above principles to the present case, the Supreme Court made a number of findings. The Court found that the initial level of maintenance was too low and also that the Deed of Separation did not provide a sufficient level of security into the future. However, the Court found that the overall level of financial provision made by the High Court for the wife was excessive. In particular, the Court allowed the appeal of the husband in certain respects and held the following ;

a. The sum of money allocated for the purchase of the second house should not be paid over.

c. The Court found that where one party failed to maximise resources acquired under a Deed of Separation, this in itself is not a basis for further provision to be made. In this case, the wife did not maximise her capital resources. However, in the particular circumstances her health had deteriorated and the Court found that she was entitled to increased maintenance. d. Where there is a great improvement in one parties finances following a “full and final” settlement, the concept of “proper provision” should not be dominated by that change. However, if there is a new or different need then, that may be met from the resources that now exist. The Court stated that the general standard of living of a spouse should be commensurate with that enjoyed when the marriage ended. Importantly, the Court stated that the standard of living of a spouse, when the other party has achieved further

wealth, is not entitled to be elevated on that basis. In the case before the Supreme Court, the Court found that the husband had acquired his wealth “AFTER SEPARATION” and, as such, his wealth should not be relevant to making proper provision for his wife except if there is a requirement for a special consideration such as ill health. In this particular case, the Court found that increased maintenance would deal with the present circumstances.

On the basis of this decision, the Courts must take into account what the Supreme Court has decided. It may well be that the provision for you at the time of separation was inadequate but this would only be ascertained after a detailed consultation. Certainly however, the fact of itself that your husband’s circumstances have improved significantly since the separation is not a deciding factor in the possible outcome of any subsequent Divorce case. We would suggest an early appointment with a Solicitor to discuss matters in more detail.

In a statement from Humphreys, Kevin Labour Party TD, said that “The figures from the Central Bank show that over 10% of mortgage holders are in arrears of 90 days or more. This shows clearly the need for Permanent TSB to cut the high standard variable rate (SVR) of interest that it is charging to mortgage customers. “At the bank AGM during the week, customers described themselves as being ‘prisoners’ of the bank,

Local Fine Gael T.D and Minister for Children and youth Affairs, Frances Fitzgerald, has welcomed the announcement of €33, 333 worth of funing for the CPLN Local Area Partnership. The funding was awarded to the CPLN Partnership through the Equality for Women Measure from the European Social Fund and is one of 36 positive action projects to receive funds nationwide. “This is a huge boost to women across Clondalkin, Lucan and This Palmerstown. money will be used to support women’s initiatives and further increase women’s participation in the workforce. “Breaking glass ceilings is something some women still have to do in work places throughout the country. We see it all the time in politics where women are hugely under represented and I am supportive of any initiative that equips and informs people on how to become more actively involved in community, their democracy or business,” said Fitzgerald.

As a former Chair of the National Women’s Council, Frances Fitzgerald undertook a number of actions to help support women and advance their

rights. She initiated and served on the second Commission on Women, chairing the Employment Sub-Committee. She also held the first conference on Women and Decision Making and championed the cause of introducing

proofing equality mechanisms. Fitzgerald works closely with women’s groups throughout her constituency and holds an annual campaign aimed at increasing awareness of women’s health issues in the community.

“There have been many milestones reached in improving opportunities for women and I look forward to working with my colleague, Minister Lynch, in advancing equality for all of our citizens, regardless of gender,” concluded Fitzgerald.

A group of slimmers from Newcastle / Rathcoole area held a party to celebrate losing an incredible 81 stone- The equivalent of 57 car tyres – as part of a 12-week community weight loss challenge.

The Let’s Beat Obesity Together in Newcastle / Rathcoole challenge was launched in February by Slimming World to encourage family and friends to support each other to lose weight together and make Newcastle / Rathcoole a healthier

The Mayor of South Dublin County Council, Cllr. Caitríona Jones was present in County Hall, Tallaght today to announce the launch the new ‘Fix your Street’ Smartphone Application. Using the Android mobile phone ‘app’ a member of the public will be able to locate the exact location where they are via their phone’s GPS (global positioning system) in order to position a report, and send details of an issue they encounter with photograph attached if (fly appropriate tipping, pothole, graffiti, etc.) to the ‘Fix your Street’ service.

Mayor Jones commented that “the website www.fixyourstreet.ie has been a great success to date; only recently I accepted three prestigious e-Gov awards on behalf of the council for the initiative and I very excited to be here today to launch the new smart phone app. I would also like to highlight South Dublin County Council’s continued work towards the delivery of high quality customer service to our citizens through the innovative use of technology.” The app will allow users to report an issue anonymously or they

can provide their name and email address. If they are not at the location where they wish to report i.e. if they were at the office or from home, they can check Google’s street view to ensure they are at the correct location of the fault before reporting. When they have the correct location, they can fill out a very brief form (title of report, description, and location details) and attach a photograph of the issue if available. Their issue gets uploaded directly into and ‘fixyourstreet’ automatically distributed to the relevant department who can begin to tackle

the matter straight away. A user can also view other public reports which have been logged previously - either on the map or as a list, to check out if their issue has already been reported or just to see whether there are any related issues of interest to them in a particular area. As with all reports to ‘fix your street’, there is a commitment to reply within 2 working days on the ‘fix your street’ website. The ‘fix your street’ app is free to download for android devices and will also be available shortly for iphone users.

The Rehab Group, has been providing quality vocational training programmes and employment opportunities for people with additional training and support needs for over 65 years. IT/Business Studies is a two-year course that develops the knowledge, skills and attitudes required to work in information technology, office/administration or finance area. This is supported by work experience to aid their learning and job readiness skills.

The IT by Distance Learning programme is aimed primarily at those who are not able to attend the centre. Learners, who are supplied with IT equipment, study at home and gain IT and enterprise skills to prepare them for jobs in their local communities, in home-based enterprises, in teleworking or to enable them to progress onto further education. Fast Track to Employment is a programme designed to provide learners, by the split approach of centre based training and on the job specific skills training, to gain employment in the services sector and the specific fields of retail, hotel & leisure and distribution. Funded by the Health Service Executive (HSE), National Learning Network Tallaght also provides two rehabilitative training programmes. Connections is designed for people who have had a major medical setback or have a physical disability. It enables participants to develop life-coping skills to manage their environment and gives them the opportunity to experience health and social gains and progress to further training or employment. The Access programme is a new programme designed for early school leavers who require a mix of social skills and personal effectiveness training, career exploration and vocational skills sampling. This programme also aims to encourage participation in the community and provide an awareness of community initiatives together with literacy/numeracy supports and independent living skills. All of the programmes in National Learning Network Tallaght provide nationally recognised certified training programmes with certification provided by FETAC and ECDL.

SoutH duBLIN couNty couNcIL to HoSt ‘coNNect wItH eNerGy’

With the purpose of supporting and engaging South Dublin homeowners, businesses, schools and other stakeholders in reducing their energy costs, saving money and creating jobs, SDCC is hosting a ‘Connect with Energy’ initiative from Monday 11th to Friday 15th June 2012 in ‘The Big Picture’ exhibition venue in Tallaght Town Centre, located beside the LUAS red line terminus. This initiative will comprise an interactive energy centre in the Council’s ‘Big Picture’ multimedia venue; suppliers of energy related goods and services in the County will be available to meet with business people, homeowners, individuals interested in learning more about how they can save money on energy consumption within their businesses, workplaces, homes and other premises. The ‘Connect with Energy’ initiative will be launched on the morning of Monday 11th June 2012. Minister Pat Rabbitte, Mayor Caitríona Jones and County Manager, Philomena Poole will launch the event. The event has been organised as part of SDCC’s commitment to acting as a focal point for energy efficiency and is also represented by current involvement in a range of energy projects and initiatives. The two major programmes currently being undertaken by SDCC are the EU

Intelligent Energy Europe (IEE) funded Leadership for Energy Action and Planning (LEAP) project and the Sustainable Energy Community (SEC) Programme supported by the Sustainable Energy Authority of Ireland (SEAI).

The (LEAP) project has a two year timescale and involves SDCC and eight other local authority partners across the EU. LEAP aims to increase the ability of EU local authorities to act as mentors in the promotion of sustainable energy measures in the local economy and so take a leading role in the move towards a low-carbon local economy. The key output of LEAP is the preparation of a countywide, cross sectoral Sustainable Energy Action Plan (SEAP), which will include a series of short, medium and long term actions addressing energy in South Dublin County to 2020 and beyond. The ‘Connect with Energy’ event is a key milestone in that process. The event will also showcase SDCC’s own track record in piloting and developing sustainable energy measures.

Following a competitive bid process, the Sustainable Energy Authority of Ireland (SEAI) designated Tallaght as one of three new exemplar Sustainable Energy Communities (SEC) in Ireland. This

programme, to operate for a five year period from the beginning of 2012, aims to develop a series of Irish communities as ‘living laboratories’ to establish a culture of energy innovation, by carrying out locally focused projects to increase energy efficiency and reduce energy costs.

The week long ‘Connect with Energy’ event will comprise exhibitions and targeted workshops. Energy advisers for homes and businesses will also be available during the event. A full programme of events will be advertised in the SDCC area during the coming weeks. All workshops and consultations will be registered events. Mayor Caitríona Jones has welcomed the announcement of the event as an opportunity for local businesses and homeowners to become more energy efficient and reduce their energy costs. This will improve business competitiveness and job creation in South Dublin.
