EXPERIENCE

1. Chief of Party

The COP will be responsible for the overall management and operations of the project. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders and other implementing partners

Master’s Degree in International Development, Business Administration, Social Sciences, Public Health, or a closely related field.

• Strong leadership qualities and depth and breadth of technical and management expertise with at least 8 years’ experience. • Management experience with USG cooperative agreements, grants, and/or contract. • Experience with OVC, HIV prevention, AGYW-focused programming (including DREAMS). • Experience in interacting with government agencies, host country governments and counterparts, and international donor agencies.

2. Deputy Chief of Party

Reporting to Chief of Party (COP), the Deputy Chief of Party will be responsible for working with the COP, as well as the technical and operational teams to lead the daily implementation of the project. S/he will support the project team to meet the project’s technical objectives, manage project staff and financial resources and liaise with project stakeholders and partners.

3. OVC/AGYW Technical Director

The Technical Director will provide technical leadership to ensure high-quality, evidence-based project strategy and service delivery related to OVC and AGYW/DREAMS programming. The Technical Director will be held accountable for any/all subgrantees’ (as applicable) technical performance throughout the life of project, including the realization of technical project deliverables, as well key project implementation strategies

MPH/MPA/MBA or Masters in relevant field

• Demonstrated leadership and technical skills, with at least 5 years’ experience • Relevant experience designing, implementing, and/or providing technical assistance in Lesotho and/ or southern Africa. • Experience working with adolescent and youth populations. • Demonstrated experience with organizational development.

4. M&E Director

The M&E Director will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have primary responsibility of reporting on project outputs and outcomes and for ensuring quality of interventions. H/she will responsible for all data submissions in accordance with PEPFAR and USAID requirements. S/he will provide technical guidance and support to any consortium members or sub-grantees (as applicable) in establishing and implementing their monitoring and evaluation systems for the project.

A Master’s degree in public health, epidemiology, biostatistics, demography, or related field.

• At least 7 years of experience in establishing / designing M&E systems and tools and managing data intensive health programs, preferably for PEPFAR/USAID-funded programs. • Relevant technical experience related to OVC care and treatment and AGYW prevention. • Experience with qualitative and quantitative M&E data collection and analysis methods. • Demonstrated knowledge of and experience with USAID reporting and MER indicators. • Demonstrated experience in designing and managing operational research and evaluations. • Experience in program quality management (both services and data quality) and quality.

The Finance and Administration Director will be responsible for the overall financial management of the project. S/he will oversee the effective and appropriate use of financial resources of the project, and develop effective mechanisms to monitor the expenditures. S/he will ensure implementation of administrative, financial, and human resource policies in line with USG regulations

Relevant degree in accounting, finance, business administration or related field.

5. Finance and Administrative Director

Experience in working with mobile health data systems (mHealth) highly desirable.

• At least seven years of relevant experience, with progressively increased responsibilities. • Experience managing the finances of USAID- funded programs.

UPGRADING TO BITUMEN STANDARD OF THE MARAKABEI TO MONONTŠA ROAD (±60Km) 1.1 Description of Works The Roads Directorate wishes to invite tenders for the Construction and Upgrading to Bitumen Standard of the Marakabei to Monontša Road, in Botha Bothe District in the northern part of Lesotho. The project road, about 60km long, is composed of earthworks, pavement layer-works, drainage structures and asphalt and concrete surfacing, a bridge across Hololo River as well as erosion protection works. Construction of basic border facilities at Monontša village, as specified in the Tender Documents, also forms part of the works. The works further include relocation of affected properties through the built-up areas. The road was designed in 2013. The Tender Documentation shall be available for sale on 21st May 2018. The Tender Documentation including drawings and the Bills of Quantities which shall be used as a basis for tendering and award. The Construction Contract for the works shall be executed as a “Plant and Design-Build” Contract. 1.2 Eligibility Road contractors of Category A (registered with Roads Directorate in the case of Local Contractors) or reputable International Contractors who have experience in Road Construction of similar nature and magnitude are eligible to tender. Joint ventures amongst eligible bidders in order to achieve the terms of tender is permissible. Quality and Cost Based Selection (QCBS) criterion is going to be used for award of the Construction Contract. Consequently, the Tender Documentation has been prepared in such a way that there shall be a separate submission of the “Technical Proposal” and the “Cost/Financial Proposal”, in two separate envelopes, as instructed in the Tender Documentation. The Individual Consultant’s services included under this project are as follows: 1. Develop gender mainstreaming strategy and implementation guidelines a. b. c. d. e.

Carryout the situational analysis, concerning gender affairs, at the Lesotho Revenue Authority (LRA); Develop the gender mainstreaming strategy; Develop the strategy implementation guidelines; Carryout skills transfer to ensure successful transition and sustainable implementation of the strategy; and Capacitate the LRA team to better support the gender strategy.

2. Carryout Organisational Review: a. b. c. d. e. f. g.

Develop a clear workforce transition plan; Provide resources to carry out the organisational review; Understand all the changes brought by Lesotho Tax Modernisation Project; Carryout analysis on how the change has affected the roles played by all LRA employees; Carryout job valuations; Advise on new units, sections or departments to be established/ merged; Implement the new structure needed to support the changes; and

3. Mange Change & Communication: a. b. c. d. e. f. g. h.

Develop a clear communication and change management plan clearly showing channels, materials, messages, target groups and expected outcomes; Provide resource to implement communication and change management plan; Develop a clear training plan for all stakeholders including project team, users and Taxpayers; Develop and implement a training programme to capacitate the LRA management to lead, supervise and manage in an automated environment; Develop and implement a clear training programme for audit of specialized sectors (including mining and telecommunications); Plan for and carryout leadership alignment workshops throughout the LTMP duration; Set up a back office responsible for collection and analysis of VAT-related transactions; and Develop and implement the programme to capacitate the LRA Organisational Development Team and as a way of skills transfer.

The above services are to be provided to LRA from January 2019 to January 2021. The Lesotho Revenue Authority now invites eligible consultants to indicate their interest in providing these services.
