said. Quebec followed on Tuesday May 5th, officially asking public transit users to wear a face cover on buses and metro cars, as well as in places where physical distancing is not always possible. 'Wearing a face cover is highly recommended', was the advice coming from public authorities in a joint press release.They warned that 'even if you are wearing a face mask, physical distancing measures still must be maintained when possi-

ble' and also stated they 'wish to reassure users and workers that public transit remains safe and that all measures are being taken to ensure that activities in this sector will continue under the safest and healthiest possible conditions during the reopening.' The situation will be closely monitored and if necessary, 'other measures could be implemented'. More importantly, people who have symptoms of COVID-19 are asked to not take public transit.

Montreal's opposition party, Ensemble Montreal, called upon the Plante administration to make the wearing of face masks mandatory on local public transit with leader Lionel Perez criticizing them for 'strongly recommending rather than ordering that masks be worn'. In the meantime, Montreal's STM authorities announced last week, they would provide reusable masks for its own staff.

Quebec open or closed — is it a wise move?

non-essential retail businesses in the Montreal region this coming May 25. However, the debate on the issue is still on. Outside this region, the reopening took place as planned this past Monday. The discussion has also involved the return to school, which the government has set for May 19, despite strong opposition from many parents, teachers, and, especially, the English school boards. This return would only apply to elementary schools and daycare centres. Students in secondary schools, CEGEPS, and universities will only return to their classrooms at the end of August. To many people, the Quebec government determination to return to some kind of normal life, while indeed conditions are all but, seems incomprehensible, and even senseless. In fact, more than half of all the cases in Canada are in Quebec, despite having only a little over one-fifth of the country's population. Nobody has yet answered that conflicting question as to why Quebec is in such a bad position. Health care in Canada, under somewhat loose guidelines set by the Canada Health Act, has a relatively comparable medical care system across the country. Administered by each province, with very similar resources in relation to their populations, there wouldn't be any reason why the system in Quebec has been so overwhelmed by the virus. Although a large part of

the infected population is indeed concentrated in long-term care residences, which are not covered by the Canada Health Act, on the other hand, it is undeniable that to those and to other patients, the health system in Quebec has simply failed. Certainly, cuts in healthcare which has happened under governments of all political stripes in the last twenty or more years is a factor to take into consideration. Those cuts, inspired by the misguided notion of achieving balanced budgets at the expense of social programs, have been the main factor in taking Quebec into the dire situation in which it is now. However, other provinces indeed fell into the same practice

Demonstrations against cuts in health care and other social programs a few years ago: effects of these cuts are being suffered now. too, and so did the federal government, which has considerably reduced its contribution to health care nationally. One of the structural problems, more prevalent in the Quebec health system (and in other areas as well), is the presence of an omnipresent bureaucracy and the consequent mentality that it permeates throughout the system. Centralization in the decision-making process, at all levels, from government headquarters in Quebec City to the offices of minor bureaucrats in each of the public health agencies or insti-

tutions, is one of those characteristics that perhaps is more frequent in Quebec than in other jurisdictions. A sense of entitlement and lack of empathy could well be other characteristics of this bureaucracy. A piece by Amélie St-Yves published in Le Journal de Montréal this past April 30, quoted Dr. Marc Dauphin, a retired armed forces physician who noted that bosses in the long-term care centres were reluctant to help when the emergency stroke at their establishments: "It was up to our young soldiers to undertake the job that they were not able or willing to per-

form, or that they consider below their status, or simply were afraid to do." In the interview, Dauphin didn't spare words to criticize the bureaucrats: "You didn't need trained hands; (helpful) hands is all that it takes." Will Montreal reopen when the government wants? Would people send their kids to schools if they reopen so soon? Are the Quebec actions guided by the discredited, and scientifically unproven notion of "herd immunity"? The problem is that when we have the answers to these questions, perhaps it will too late.

Quebec’s restaurants need more working capital to successfully reopen A new survey from Restaurants Canada has revealed that most foodservice businesses in Quebec might not have enough cash flow to successfully reopen their doors to diners. As the province moves forward with lifting emergency measures, restaurants will need more support remaining viable until they are on a path to full recovery. Survey reveals most restaurants will struggle to resume dine-in operations About seven out of 10 survey respondents said they are either very or extremely worried that their business won’t have enough liquidity to pay vendors, rent and other expenses over the next three months. While the Canada Emergency Commercial Rent Assistance (CECRA) program might provide some restaurants with relief, rent obligations continue to be a challenge for many: At least one out of five independent restaurant operators are dealing with a landlord who is not willing to provide rent relief, either through the CECRA program or some other arrangement. 14 per cent of independent restaurants haven’t been able to pay rent for April and nearly 20 per cent aren’t able to pay rent for May, despite not having an agreement from their landlord to postpone those payments. Restaurants Canada to play an active role supporting reopening efforts “The resiliency of our industry won’t be enough to keep restaurants from facing financial difficulties over the next few months. As they gradually reopen their dining rooms, there will be a need for continued support,” said David Lefebvre, Restaurants Canada Vice President, Federal

If conditions do not improve, the province’s foodservice sales could be down by as much as $3.3 billion for the second quarter of 2020 and the industry might not be able to recover the more than 175,000 jobs it’s lost due to COVID-19. Restaurants Canada is optimistic that efforts to support the industry can improve these outcomes and avoid worst-case scenarios. Restaurants Canada is urging further action in the following areas where foodservice businesses continue to need support to have a fighting chance at survival: Commercial tenant

protections and rent relief. While the CECRA program responds to one of the greatest challenges for restaurants, many will be unable to secure any protection or relief through this mechanism, through no fault of their own. A broader rent relief program is needed to capture businesses that have experienced a significant decline in sales but do not meet the current qualifying threshold. Commercial tenant protections also continue to be needed for those not benefiting from this program to relieve pressure while all stakeholders come to the table to develop immediate and longterm solutions. Some provinces, like New Brunswick and Nova Scotia, have already taken action on this front. Quebec could follow their lead and place a temporary moratorium on evictions and distress actions to protect commercial tenants until solutions are reached. Help with cash flow and rising debt levels. Most restaurants are small and medium-sized businesses that were already operating with thin profit margins before COVID-19. With significantly reduced revenue coming in for

most foodservice businesses, many have already depleted their reserve funds, or soon will. Existing measures may need to be expanded and new solutions continue to be welcomed to ensure restaurants will have enough working capital to reopen their doors. Due to the perishable nature of their inventories, many suffered unrecoverable losses when physical distancing measures began and will also need support to restock as they reopen. Assistance with labour costs. While the federal government's 75 per cent wage subsidy is helping some restaurants keep staff on payroll, those that are now preparing to reopen are concerned about being able to access this support in the months ahead. Further assistance from the Quebec government in this area would be welcome, along with an extension of the Canada Emergency Wage Subsidy (CEWS) program by a few months. About the Restaurants Canada survey Conclusions cited above are based on responses to a Restaurants Canada survey conducted between May 1 and May 5, 2020. Restaurants Canada re-

ceived a total of 890 completed surveys from foodservice operators across Canada, representing 11,965 locations (as many respondents belong to multi-unit businesses). Canada’s commercial foodservice industry is made up of 97,500 establishments, including full-service restaurants, quick-service restaurants, caterers and drinking places. Team Hindu Mandir takes action for COVID-19 relief

hen the number of people in need became greater in the Montreal area thanks to the Covid-19 pandemic, many of the city's cultural communities heeded the call to action to meet those

Subhash Khanna, a DDO-based entrepreneur, along with colleagues Rajesh Kapoor, Vinod Verma and Kul Khurana, got together to establish "Team Hindu Mandir", based out of the province's largest Hindu temple, with its mission to rapidly collectively strategize and initiate some vital support projects to aid those West Island residents in need as a result of the widespread effects of the pandemic. It all started when they organize a group of volunteers from their temple to launch a grocery home delivery service that benefitted seniors who were members of the congregation. Then they managed to pool their resources and got 1000 KN-95 masks that were donated last month to the Lakeshore General Hospital for its front line medical workers, with another 1000 masks to be donated to the hospital in the near future. The next objective for Mr. Khanna and his group was to help the many international students who are attending McGill and Concordia universities and ended up being caught in the middle of pandemic's effects. me realize that people like seniors and international students couldn't easily get out of their homes. And regarding the students, the pandemic forced them out of their housing, and many of them lost their part time jobs when everything suddenly shut down. That's when we reached out to the community at large to collect monetary donations to help the people in our community who were hit with this sudden financial stress," he said during a recent phone interview. On March 30, Team Hindu Mandir launched a continuing food collection and distribution for these international students in need, which has so far distributed almost 300 much needed food baskets to them. As well, they recently started another community fundraising campaign, in which a total of $10,000 worth of food

t has been almost a month that the SAQ has allowed the direct sale of private

The importer chooses according to his or her criteria and what is available in their inventory. I love this idea because you can explore a particular style or a country. Furthermore, in a mixed case, there is a very good chance that you will get special wines that normally are only

reserved for the restaurants. If you are Montreal resident the importer will deliver to your home and in some cases, they will deliver off island. Really a novel concept due to the Corona virus, it is a win-win situation for both the agent, the SAQ and the customer. As the SAQ inventory goes down, it permits the agent to order new products. Veteran writer and author Danny Gallagher is one of those fans. So far, he has written five books about the Expos' glorious history on the diamond and their contributions to the world of Major League Baseball during their short 35-year existence, those tricolour pinwheel hats and Blue Monday notwithstanding. With his sixth book, Always Remebered, Gallagher has tapped into his vast knowledge of the team that will certainly foster

even more fond memories of the Expos and their unique collection of players who have literally stepped up to the plate. The book's subtitle is "New revelations and old tales about those fabulous Expos", and believe me, there are plenty of both to satisfy any Expos fan of any generation. Of course, there are stories that pay tribute to the players who put the franchise on the map, such as Rusty Staub, Gary Carter, Steve Rogers, Andre Dawson, Tim Raines, Larry Walker and Vladimir Guerrero. But Gallagher pays fitting tribute to the players and personalities who were the team's overlooked and underrated unsung heroes. They include Elroy former Expo who Face, the oldest living played during the team's inaugural season and posted a 4-2 record during his short time in Montreal; Mack Jones, the famed "Mayor of Jonesville"; Chuck Taylor, the relief pitcher who was one of the rare bright spots during the Expos' mid70s decline; Mike Marshall, also a relief pitcher (but a rather eccentric person off the diamond), whose skills on the mound lifted the team to its first wining season in 1973; and Russ Taylor, the veteran CFCF sports reporter who was one-half of the Expos' broadcast team with Dave Van Horne until his untimely death in 1977 from a sudden 26. were relegated to the clubhouse and for the most part, are being revealed for the first time, much to the readers' delight. You will discover for the first time about when actor/director Ron Howard, who is a big time baseball fan, put on an Expos uniform during a game at Dodger Stadium in 1982 (he was a good friend of then Expos hitting coach Billy DeMars), and hung out in the dugout, but was ejected by an umpire during the third inning, because news photographers kept on taking pictures of Howard in his Expos uniform, and they believed it was causing a distraction to the game. And then there was the time in 1995 when the team drafted a prospect who played as a catcher at his high

school in San Mateo, California. Although his skills as a baseball player was better, this prospect was offered a football scholarship to the University of Michigan. Encouraged by a great many people to take the scholarship, he agreed to do so, and ended up carving out quite an impressive career in the NFL. That almost Expo? None other than Patriots/Buccaneers quarterback Tom Brady. It's this mix of the familiar and the neverheard-before that makes Always Remembered such an entertaining book. Gallagher has done a diligent job digging up so many facts and stories with the endless resources that were at his disposal, not to mention the countless interviews he has done with so many former players, journalists, broadcasters and front office personnel, that makes the book the long awaited fitting tribute that the Expos so richly deserve. So whether you attended Expos games at Jarry Park or Olympic Stadium, remember Le Grand Orange, Bill Stoneman's no hitters, Dennis Martinez's perfect game and yes, even "Blue Monday", you will never forget the Expos' colourful legacy in Always Remebered. As well, it certainly solidifies Danny Gallagher's reputation as the authoritative chronicler of the team that we have always affectionately referred to as "Nos Amours". (Scoop Press, $24.50)

The Seller: Inspections are part of the process, and if you can be present during the inspection to answer any questions, things may go smoother than you think. - You can choose to have a PRE-SALE inspection before selling - Make certain necessary repairs prior to

selling - Offer the home at a reasonable price taking into consideration imminent repairs needed (roof, windows etc..) The Sellers Broker: May also be present at the inspection report, as the eyes and ears for the sellers. - Is very familiar with the property and can handle questions that come up - Will need to be ready to manage any unknowns or surprises that may arise. - Although this broker represents the Seller,

their main purpose is to collaborate with all parties for a smooth transaction The Inspector: A good inspector will provide explanations and point out things that need to be addressed and will not be an alarmist but will remain impartial. - In Quebec, your realtor can recommend a list of licensed inspectors who qualify with certain criteria. - Should definitely be chosen wisely, maybe through a referral. - Their main purpose is to inspect the home and provide you with real time knowledge, as well as a detailed report afterwards. It’s important to note, that having a family member with “construction experience”, or a friend who is a contractor be present during inspections, may be well intended but could lead to unnecessary negative consequences, as these individuals are not licensed property inspectors. Most inspections go smoothly, but some can also be the beginning of tough negotiations ahead. Make sure that you try to stay reasonable and work together with all parties of the transaction and come up with solutions that make everyone feel confident about moving forward.
