Montreal's new terrasse rules to simplify and save businesses money

There will also be provisions to offset tax increases on property values, by reducing taxes on outdoor terrasses from 9.5% to 4%. “We rarely see the city say now it’s going to cost you less for a terrasse or a measure like that… so I think it’s pretty huge, what we’re saying today," she said with her signature earto-ear smile. Tourist and Montrealers alike enjoy the terrasses in the warmer seasons and Plante's excitement was clear as she stood at the podium and spoke to

reporters. The new rules will also allow for 'European-style' terrasses, she explained. Although it will be at no cost, businesses will need to apply for permission from borough. They can only have a maximum of 3 tables and 12 chairs and must not be attached to the building. There must be at least 1.8 metres of space between the terrasse and the establishment for people to pass through on the sidewalk - and no alcohol sales will be allowed. In addition, businesses

can also apply to install 'placottoirs' at no cost. They are also known as 'parklets' (gathering and rest areas resembling outdoor terrasses installed in the parking areas in front of businesses), the likes of which have been popping up in many parts of the city. However, no sales or services will be allowed in these spaces. “They’re spaces to add life, where Montrealers can set themselves up and re-appropriate the public domain,” Mayor Plante said. The idea being to contribute in

attracting customers to the area. “We’re putting a lot of effort into Sainte-Catherine Street, which represents our vision of urban planning. But other arteries are just as important. We wanted to send a strong message that we’re listening." All in all, the new rules and lower costs will help businesses and certainly add to Montreal's wellknown 'joie de vivre'.

Listings are then combined on a monthly basis to calculate median asking rents for the top 24 most populated metro areas providing a comprehensive view of the current state of the market. And they just released their latest Canadian National Rent Report. The report is based on all

data available in the month prior to publication. *Any data that is reported does not include short term or

Airbnb listings. Although last month the median price of one and two bedroom units in Montreal fell

according the report, Montreal is still in the midst of a serious housing crisis. Given the city's lowest va-

cancy rate in 15 years and the fact many landlords have a penchant for taking advantage of the situation by

significantly increasing the prices of their rental units, coming in 5th out of 24 rankings should come as no big surprise. The report states that overall 10 cities experienced an upward trend last month, 5 downward and 9 remained flat.The top 10 markets were relatively stable with some movement in the middle, but with no new cities entering or leaving. Meanwhile, on a year-over-year basis, half of the cities had double-digit rental growth rates, signaling a hot market that will most likely continue to grow as we enter into the spring months. In terms of monthly changes, Victoria one-bedroom rent had the largest growth rate, up 5.3%, while Barrie experienced the biggest dip, down 5.2%. continued on Page 10

Two bedrooms dropped 0.3% to settle at $2,990. 3 - Burnaby BC saw one bedroom rent grow 1.7% to $1,760 and two bedrooms remain stable at $2,350. Notably, on a year-over-year basis, one bedroom rent is up over 12%. 4 - Victoria BC moved up 2 spots, and into the top 5 markets, to become the 4th most expensive city. CITIES WITH THE LARGEST MONTHLY CHANGES Upward: - Abbotsford BC ranked as the 17th most expensive city with one bedroom rent jumping 4.8% to $1,090. - London ON saw one bedroom rent climb 3.4%, settling at $1,220, and up 2 positions to rank as the 13th priciest. - Saskatoon SK moved up 2 spots to become 20th with one bedroom rent increasing 3.4% to $910. Two bedrooms had an even larger growth rate, up 4.9% to $1,070. Downward: - Barrie ON fell 1 position out of the top 5 markets, to rank as the 6th most expensive city. One bedroom rent dropped 5.2%, which was the largest monthly rental decline in the na-

Tests on platform screen doors - REM SYSTEMS AND OPERATIONAL TESTS: It will be a major turning point for the REM project in 2020, with a representative section being set up on the South Shore in the autumn to conduct the first operational tests. Over 2km of tracks were already installed last year and it will continue at the beginning of this year. In the spring, a second phase will see the electrical and communication systems being installed. EXCAVATION AT E D O U A R D - M O N TPETIT COMES TO AN END: It has been a technical challenge for the REM, but the excavation of the galleries at the Edouard-Montpetit station will be finalized towards the end of March.The galleries will be used for the circulation of people (mezzanine, elevators, escalators) and also for building services and ventilation. Green coalition calls ministry actions "scandalous"developers never refused certificates of authorization W hat began as a legal attempt to save one particular

No judgment has been handed down yet, but environmentalists of the Green Coalition find the testimony scandalous. In a court case heard this month,Valerie Plante’s “environmentallyfriendly” administration was named as a co-defen-

dant. Plante’s defense of construction of a new building in the largest wetland on Montreal Island is at issue.The Green Coalition asked for an injunction to stop the construction. The MEQ, which authorized the construction, was named as a co-defendant. “In a stunning development, MEQ has admitted in open court that it has never refused a developer’s request for a Certificate of Authorization,” Campbell Stuart, one of the lawyers on the case for the Green Coalition, wrote to The Times. “The Ministry’s admission reveals a terrible scandal at the heart of our environmental protection bureaucracy. We now know that it works for developers, not for the environment and not for the public,” continues Stuart. The Green Coalition demands an immediate public investigation into

the MEQ’s procedures for issuing Certificates of Authorization, including a review of the validity of all Certificates already issued and an immediate mora-

torium on the issuance of new Certificates until the inquiry is finished and the procedures are corrected. Stuart specifies that the Green Coalition’s injunction proceedings are an attempt to stop destruction of the Technoparc wetlands just north of Trudeau Airport. He notes that environmental studies done by Technoparc include bird counts conducted in the middle of winter when most species have flown south. Those studies—on which work authorizations were based–dismissed the area as being of little environmental importance. But, since 2016, birdwatchers in Technoparc area and adja-

cent federal lands just north of Trudeau Airport have counted 189 species of birds there according to the eBird website. This includes endangered species--such as Least Bitterns and Wood Thrushes--nesting on site. The area is now recognized as one of the top bird-watching spots in Quebec. A recent article in the Metro newspaper on this same topic cites Geneviève Jutras, working at Mayor Plante’s office, as saying Montreal has proven its support of wetland protection by actions. The Plante administration is intent on creating a 3000 hectare park on Montreal’s West Island, but this does not include the Technoparc

area on the border of Dorval and St-Laurent. Similar complaints about the Quebec Environment Ministry rubber stamping wetland destruction were heard in 2015 when environmentalist Tommy Montpetit told Radio Canada that: “the (MEQ) has become a machine to authorize work (to destroy wetlands).” At that time, on average, two such wetlands were destroyed every week in the Greater Montreal area. Most of these wetlands were less than 5 hectares in area. Wetlands can clean the water that flows through them, mitigate large flood events, recharge underground aquifers and sequester carbon. Wetlands are also the most biologically diverse of all terrestrial ecosystems, providing lucrative destinations for ecotourism according to websites like Conservation.org In 2016, construction work began in the Technoparc area, including access roads, cutting thousands of trees and draining marshes.This has already caused a serious decline in numbers of birds and other species writes Stuart.

Different ways Sun Youth feeds people

"Food security means that all people, at all times, have physical, social, and economic access to sufficient, safe, and nutritious food that meets their food preferences and dietary needs for an active and healthy life." -- United Nations’ Committee on World Food Security If you’re familiar with Sun Youth and what they do, then you know that the organization is a registered charity in Montreal that focuses primarily on helping the most vulnerable members of our city. But what you may not know is that they have several food programs. They offer: a Food Assistance Program, a community garden, a community kitchen and home delivery services. The Sun Youth Food Assistance Program has existed since the late 1950s. In 1981, the organization created the first food bank in Montreal. In complement to existing soup kitchens, the food bank allowed parents to bring food back to their house so they could cook for their children. It now serves around 2,400 families per month. In 2019, the average value of an emergency food basket was over 110 $. Part of the baskets content comes from donations from companies and food bought by the organization with money donation from the population; another part comes from the organization’s own community gardens. In 2019, the Sun Youth community gardens grew 1,961 lbs of vegetables for the

food bank users. Since its creation, more than 6,261 lbs of fresh food has been harvested. The gardens provide immediate food relief by bestowing the clients of Sun Youth’s food bank with organic produce, thereby increasing their food security. The gardens are also a safe space to connect with others and share knowledge. They offer a great opportunity to seniors and children to develop new skills, gain useful knowledge and be physically active. They also allows children to become aware of agriculture-related issues. Since many of the food bank users are recently arrived immigrants with no emotional support in Montreal, Sun Youth’s gardens also are an ideal location to develop a social network and break social isola-

oxic sunscreens are being banned. It is about time. The Republic of Palau, an island in the western Pacific ocean, has passed a new law, as of this January 2020, banning the sale and use of sunscreen skincare products that contain toxic chemicals.* This follows on Hawaii’s proposed ban of 2 of the toxic ingredients, oxybenzone or octinoxite , that will take place in 2021. Other tourist destinations (eg, Akumal, Mexico) warn visitors NOT to use sunscreen that will damage the coral. (Unfortunately, just last year, Miami Beach reneged on any ban, saying that there was lack of evidence.) Some heads remain buried in the sand. However, the ban in Hawaii will NOT be applied to medically prescribed sunscreens or makeup that contain the toxic oxybenzone or octinoxite. ‘Why not?’, I ask.There is makeup available without the harsh chemicals. A doctor can easily change the prescription to a healthier alternative if you ask. Toxins present in many sunscreens are destroying the coral reefs and damaging our environment.

We have already lost about half of the world’s coral reefs. Popular reefs are especially vulnerable. Palau's Government spokesman told the ABC's Pacific Beat program in November that on any given day, three to five gallons (about 20 litres!) of sunscreen ends up in the ocean at Palau's diving hotspots. Our wastewater systems transport sunscreens. Whether swimming, diving or showering it is said over 14.000 tons of sunscreen enter our oceans annually. Kudos to those who are doing something about it. It is not just sunscreens that wash down our drains. Years ago, I wrote an article ‘A Fish Called Wand’ illustrating tricolsan as a culprit for the sex change of the male fish to female. Check your suntan lotion.Whether at home, at the lake or the ocean, whether or not you are travelling to sunnier destinations, you SHOULD not be using any cosmetic with any of these banned substances. We can all do our part to save the environment. Refuse to buy them. Read the labels and choose something safer, better, healthier for you and the fish. White wines that use the term are aged for at least six months before bottling and then have to spend at least six months in the bottle thereafter.

Portugal has a number of wine regions but some of the most famous are the Douro Valley, the Minho, the Dão, Beiras, Bairrada, Ribatejo and the Alentejo. The wines from the Minho are just on the border with Spain and share a lot in common with their Spanish counterpart. The Douro Valley is undoubtedly one of the finest regions for making not just Port wines but also still red wines in Por-

tugal. That is due to the rocky schist soil, which helps to produce great wines the world over, and to the Douro River, which runs through it, creating the perfect microclimates for grape growing. Still wines are made from the same combinations of grape varieties that can be found in Port wines such as Touriga Nacional, Tinta Roriz (known as Tempranillo in Spain), Tinta Barroca, Tinta Cao and Touriga Francesca.

Already as a young lawyer, Lea Tsemel started defending Palestinian prisoners

By Sergio Martinez mtltimes.ca ea Tsemel is not your ordinary Israeli lawyer, for fifty years she has been defending Palestinian prisoners, not only those who may have demonstrated peacefully but also those who have taken a violent path. “The Israelis have no right to tell the Palestinians how to pursue their fight against occupation of their land” she says in one of the scenes of the documentary directed by Philippe Bellaiche and Rachel Leah Jones, who also wrote the script. The film takes the spectator through two of her most recent cases, one of a 13-yearold Palestinian who attacked some Jews on a Jerusalem street, the other, a woman accused of trying to blow herself up with a bomb at the Israeli border, which in

the end didn’t work. The present-day legal drama is interposed with interesting and very pertinent archival footage of this very special woman: her youth years, references to family members killed during the Holocaust, her army service, her student activism and her husband, also an activist. Above all, her strong belief –shared at the time by other fellow young Israelis– that peace with the Palestinians was possible and that for this to be achieved, Israeli occupation of Palestinian land should end. Certainly a controversial view then, and even more so now when right-wing nationalism seems so engrained in Israeli society. “Advocate” in a deeper sense, is not only a testimony of this Jewish woman defending Palestinians who are usually presented as coldblooded “terrorists” but it is also a chronicle of someone fighting for justice against all odds. Of course, to defend people who have indeed committed acts of violence resulting in the death or harm of innocent people, simply because it happens that they are Jewish is a daring and even perhaps provocative task. The stats are now available for the third quarter of 2019 and they indicated a sharp rise in prices and an increase in number of sales when compared to 2018. The Quebec Professional Association of Real Estate Brokers (QPAREB) compile all the sales registered in the provincial Centris database for the Montreal Census Metropolitain Area, which consists mainly of the Island of Montreal, Laval, South Shore, North Shore, Vaudreuil-Soulanges and Saint-Jean-surRichelieu. We are witnessing record-breaking statistics and shifts in the market. In September of 2019 a sharp increase in sales of 14%

was noted.This is a new sales record for a month of September. Condos for the first time are outpacing single family homes in price increase, as inventory declines. In terms of prices, new records were set for all home categories. Condos and plexes posted a 10% price increase since 2018- and single-family home prices rose by 6%. The other recordbreaking stat has to do with the number of properties for sale. This has decreased by 21%. The result is another record-breaking event which is that homes are selling much faster than ever, on average 5-22 days faster. We haven’t seen this since the fall of 2004-2005. With all the recordbreaking data, you can understand why I would strongly advise someone to sell their house, and perhaps get a little more than expected in terms of price. Some economists are predicting an overall slow down and perhaps a recession in 2020 or 2021. Other local economists are predicted continued growth in the Quebec real estate market. I believe prices will continue to rise slightly in 2020. If you have been thinking of selling and the time is right for you

on a personal level, then I would advise you not to hesitate. Take advantage of the fall and even this winter to sell your home. Here are three reasons to sell your home in 2019: • Inventory of properties is down 21% on average • Interest rates are still low • Demand is high Inventory of properties is down 21% on average The less supply there is available the higher the value of the good. The fact that there is 21% less homes for sale on the market, coupled with the high demand for certain neighborhoods and types of properties, is driving the prices up. This decrease in properties for sale will vary from one neighborhood to the next, so make sure to get the stats from your realtor to make sure not to over price your home. Even though prices have gone up, and continue to do so, the

best strategy is always pricing at market value. Buyer’s will come, and if there is more than one interested, you will most likely receive multiple offers. Interest rates are still low Mortgage interest rates have been on a bit of a bumpy road over the last few months, but they have come down. While it’s reasonable to expect mortgage rates to perhaps climb gradually throughout the next year, they’ll remain much lower than the historic high of more than 18 percent in 1981. It’s important to keep in mind that while mortgage rates tend to mirror the Fed’s interest rate activity, mortgage rates are based on the market in that moment, your financial status and the property you’re looking to purchase. A sudden increase in rates in highly unlikely, so buyers will take advantage of this now. Demand is high There is a higher demand for certain neigh-

borhoods and types of properties. Due to the increase positive net migration we are experiencing in Montreal, the demand for condominiums has jumped significantly. Neighborhoods with predominantly English schools and services are in higher demand as well as off-island affordable housing near transportation. Montreal to use right of first refusal to buy properties for social housing ith Montreal now facing its lowest vacancy rates

The city will be exercising their 'right of first refusal' on vacant land or buildings in areas where there are significant shortages of rental housing. Using the 'right of refusal' basically gives the city the right to be the first allowed to purchase a property on the market,

once an offer has been made by another buyer. The city then has 60 days to match the first offer, before it can be sold to someone else. It is not the same as expropriation, because it only applies to properties already on the market that have an interested buyer. “It’s a solution that will allow us to offer quality housing at affordable prices and to maintain diversity in our neighbourhoods,” the Mayor Plante said at the news conference. Although they are not on the market yet, they have already identified 300 properties they would like to turn into social housing - in Plateau Mont-Royal, Mercier-HochelagaMaisonneuve, Côtedes-Neiges/Notre-Dam e-de-Grâce, Verdun, Ville-Marie, Sud-Ouest and Villeray-SaintMichel-Parc-Extension boroughs. Letters will be sent out to the own-
