f you plan on visiting one of Calypso’s popular water parks and hotels this summer, either in Ontario near Ottawa or here in Valcartier, Quebec - you might see the results of a new dress code. Not only are men allowed to go shirtless around their pools, but now women have the right to go topless as well, if they choose to do so.

plaint basing it on the Ontario Court of Appeal’s 1996 decision in Regina v. Jacob, which stated the practice should be tolerated in a public place if ‘the standard of tolerance of the community’ considers that the gesture is not ‘unduly sexual’. Then in July of 2017, the CalypsoValcartier Group decided that it would still prohibit women from showing off their breasts in all its water parks. But somewhere down the line it appears that Calypso did indeed change the rules. It was noted in the newspaper’s report that just recently the Calypso Water Park dress code requiring woman to wear tops, no longer mentions this prohibition. Their policy does state that ‘bathers of all genders are required to wear an appropriate swimsuit bottom’ - and also states that it ‘reserves the right to determine if a swimsuit is appropriate’. “Our priority was really to have the most welcoming environment possible,” spokesperson for the group, Marie-Ève Hudon, was quoted as saying. There is no distinction between men and women, everyone is welcome in Calypso, just as in Val-

cartier.” In 1991, toplessness as an indecent act was challenged in Guelph, Ontario, by Gwen Jacob, who removed her shirt and was charged with indecency. Part of her defense was the double standards between men and women. Although she was convicted, it was overturned by the Court and she was acquitted in December of 1996 by the Ontario Court of Appeal - on the basis that ‘the act of being topless is not in itself a sexual act or indecent’. Court records also state, ‘There was nothing degrading or dehumanizing in what the plaintiff did. The scope of her activity was limited and was entirely non-commercial. No one who was offended was forced to continue looking at her’ and that furthermore ‘the community standard of tolerance when all of the relevant circumstances are taken into account’ was not exceeded. The case determined that being topless is not indecent within the meaning of the Criminal Code. How do you feel about? he construction of the REM station is part of a much larger project, the cityside development program, which will include rebuilding the multi-level parking complex and the drop-off/pick-up zones at YUL, access infrastructures that are at the end of their useful life and at full capacity. A new space, YULtransit, will also be built underground where modes of public transport will converge. Representing an investment of more than $2.5 billion from ADM, this program is one of the largest private infrastructure projects in Québec and marks a new milestone in the history of Montréal-Trudeau Airport.

Montreal World's Fair is a cool idea, but transportation needs fixing first

was the high point of Canada's Centennial celebrations showcasing our ingenuity and achievements to the world. Few would quibble that Expo 67 (or Expo for short) put Canada on the map of the "global village" a catchphrase from the 1960s coined by Canadian philosopher and media guru Marshall McLuhan. Montreal was "cool" in the vernacular of the 60s, meaning it was a fun place with a creative edge. Two years ago on Expo's 50th anniversary, the McCord Stewart Museum hosted an exhibition on this milestone event Fashioning Expo 67 highlighting Expo's modern mix of fashion, art, architecture, technology, and design. The intrepid city councillor for the Snowdon district in the Côte-des-Neiges–NotreDame-de-Grâce borough has been fighting the good fight for Montreal for 36 years, no mean feat. He's banking on garnering enough public support to kickstart the discussion for another world's fair here one which must engage the powers that be in Ottawa & Quebec City and not just Montreal. Inevitably, the question arises as to why the City of Montreal should take on this kind of project when so many vital services are wanting and things need fixing. A World's Fair for Montreal is a great idea but public transportation must be expanded and improved first. This is Rotrand's area of expertise. From 2002 to 2017, he served as the Vice-Chair of the Montreal Transit Commission and later had a brief stint on the STM's board of directors. He was awarded a prize by the Canadian Urban Transit Association for Distinguished Service to Transit in Canada after being booted from the board for evidently partisan reasons. Still, Rotrand could leverage his know-how and contacts to rally support for a Montreal world's fair if improved public transit was a component of a sustainable project. Besides favoring a green economy the Montreal Métro is the fastest most efficient means of moving large numbers of people around Greater Montreal. Upgrading the subway system and bus network is a priority when considering a megaproject like a world's fair that would bring millions of tourists into the islandcity putting pressure on our already strained transportation system. Modernizing transportation means more than simply expanding the existing métro system by adding a "Pink Line" - a pet project of Mayor Valérie Plante - putting more buses on the roads, moving to 100% electrification, or constructing the REM. Current weather forecasts make clear that we are experiencing more extreme weather conditions than ever before yet there is a disconnect between the continual virtue-signaling over climate change and the lack of provision of "cool resources" to en-

able citizens to cope as the planet purportedly heats up. Nowhere is this gap in service more glaring than in the area of public transit. Few of the buses are airconditioned, unlike Ottawa's buses and those of other cities. While the strategic plan of the Société de transport de Montréal (STM) calls for growth in ridership this involves making public transportation more attractive. Come summer, the old métro cars are sweat-boxes with passengers crammed in like sardines during rush hour. The new AZUR metro train's ventilation system creates an annoying wind tunnel providing some relief from the heat but this still doesn't cut it in the midst of a heatwave. Why not call a cab, schedule a ride with Uber, or rent a car in the dog days of July when most tourists descend on our fair city? Better to cool your heels in an air-conditioned car than risk heatstroke from heat exhaustion in an overcrowded bus or métro car. Of course, more cars on the roads mean worse traffic congestion and more pollution but for reasons that aren't clear in Quebec, Legault's Government hasn't connected the dots yet between investing in public transit full-stop and traffic-calming measures. There is an ongoing debate about whether access to air-conditioning is a human right along with other rights like equality, privacy, freedom of ex-

pression, food, clothing, housing and time off work.After all, Canada has laws against turning off the heat on a tenant in the winter. Why shouldn't everyone have equal access to cool air in the summer? The World Health Organization (WHO) states that air conditioning offers immediate protection from heatwaves, as well as from the impacts of heavy outdoor air pollution hotspots but adds a cautionary note: A/C is highly energy-intensive, with significant demands for electricity and fossil fuel use which can undermine energy security. The debate isn't merely academic. Every year in mid-July news media report on the mounting death toll from extreme heat and humidity. The refrain is always the same: the deceased didn't have access to A/C or "cool places" and their deaths were preventable. Meanwhile, Environment Canada issues heat alerts emphasizing the risks to individuals with pre-existing health conditions. So, how do we balance these competing priorities? Getting Montrealers moving is a signature initiative of Mayor Valérie Plante. À Montréal, on bouge! So goes the slogan.The problem Rotrand says is that Plante's Projet Montréal administration has an inordinate focus on cycling. Everywhere along the urban corridor, you can spot helmeted cyclists peddling to and from work in their perspiration-soaked button-

downs. It's obvious to even a casual observer that cycling has fused with the sports and fitness culture despite pretensions of being a green alternative to cars. However, the world isn't made up only of young, fit, fashionistas. Demographics belie an aging population and any serious public transit policy ought to take this fact

into account. Unfortunately, there aren't enough seats on buses or in métro cars the assumption being that commuters can stand. By the same token, outdoor benches are largely a thing of the past. The métro system actually has no heating. So in the winter, the entire network of tunnels is heated

by the train movement, adjoining buildings, as well as the body heat of passengers. This may be ecologically sound in theory but the design is flawed. The same factors exacerbated by overcrowding create conditions for overheating when the outdoor temperature warms. To neglect to provide effective cooling in the public transit system in summer is a health hazard and can only encourage travel by car despite problems motorists face with road and bridge closures as the annual "orange cone festival" gets underway in the good ole summertime. Everyone knows that we need better and more efficient transportation options. Public officials at all levels need to get serious about revamping public transit regardless of whether the City of Montreal makes a bid to host a world's fair here in 2030. On the other hand, what some might call a vanity project might be the catalyst to generate the enthusiasm and thinking outside the box that is so necessary to find creative solutions to complex problems and worthwhile challenges.

DO YOU THINK THE CONES ARE ACTUALLY HELPFUL WITH THE WORK THEY DO? JG: I think they can be helpful, but I think a lot of them are very misguided… we often are driving down the highway and there’s just a line of a hundred cones – and they are doing nothing. Drivers can’t understand why they’ve been placed there when there doesn’t seem to be any roadwork going on and they just don’t pick up the cones. I hope these cones are getting paid double or triple time for their work. CARS HAVE BEEN SEEN DRIVING RIGHT INTO THE CONES, KNOCKING THEM OVER – DO YOU THINK THERE SHOULD BE PENALTIES FOR THAT… LIKE DEMERIT POINTS? JG: I think there should possibly be group therapy sessions for all the drivers in Montreal, I think that would help! I don’t blame them, they’re frustrated – but then you feel bad for these little, lonely cones that are just trying to do their job; but at some point, when they’re not serving a purpose in the moment, I can understand why drivers run them over (she laughs). DO YOU THINK THE CONES COULD USE SOME GROUP THERAPY OR SUPPORT GROUPS TO HELP THEM DEAL WITH THIS SITUATION? JG: I’m sure they could use it, just as much as all of us can too… you know, we might all end up in the same support group together! There will be concerts, a theater performance, an opera, car shows, a film festival, and many other events. Therefore, the REM’s higher frequency will result in that many more seats being available. During the morning rush hour, the trains will also

have the ability to accommodate up to 42,120 passengers with close to 7,000 seats (128 per car) available. Still, as the trains gets closer to Central Station in downtown Montreal, some people will find themselves having to stand up, but the cars are designed to address the issue with poles, bars and larger spaces. Commuters from BoisFranc will have the possibility of boarding trains coming from the airport, at a frequency of one in four trains, which will have less people and therefore more space. In addition, should ridership numbers be more than expected, the frequency of the trains can be increased - without having to reconstruct the existing infrastructure. ontreal’s anticipated Réseau Électrique Métropolitain REM (LRT) system is well into its construction phase and many are beginning to wonder what it will really be like for commuters. With 67 kilometres of double tracks, it will be one of the largest automated transportation systems in the world (after Singapore, Dubai and Vancouver) and the largest public transportation infrastructure since Montreal’s metro system was inaugurated in 1966. Few wines symbolize summer quite like Vinho Verde. These refreshing, young wines are fun, simple to drink and the perfect companion for the outdoors in the sun. They’re also quite affordable. These are wines of pleasure that serve their purpose perfectly, to enjoy the playful nature of summer. Made in Portugal, Vinho

Verde literally means “green wine” in Portuguese and its name implies that the wine has to be drunk in its youth when the wine is alive. Even though it’s not carbonated, as a result of their youth Vinho Verde’s can have a slight effervescent quality ( frizzante) that accentuates the wine’s refreshing acidity. For some novice wine lovers, drinking a glass of Vinho Verde can evoque memories of quenching down a lemonade.

One in three Canadians will have a mental health problem in their live

t is estimated that one in three Canadians will have a mental health problem at some point in their life. Many Canadians do not realize the impact that poor mental health has on families, communities, health systems and the economy. Mental health is as important as physical health to a person’s well-being, but understanding and awareness of mental illness is lagging far behind other health conditions

such as cancer, diabetes or heart disease. In part, this is because the information available about mental health is fragmented but mostly it is because people do not want to talk about mental illness. Mental Health Finance According to survey data in 2010, close to one in five people have diagnosed mental disorders, both in Québec and in Canada. Anxiety disorders, (10%) depression (5%) and schizophrenia (1%) (ISQ, 2010). An analysis of a 2002 population survey demonstrated that in Québec, as elsewhere in Canada, most people who have mental disorders do not consult health professionals. Given the lack of good information about mental illness and the unwillingness to talk about it, how can we begin to deal with this disease? How can we even begin to know the scope of the disease if so many do not seek help? Those who do get diagnosed with mental illness often do not follow the medical plan. They don’t

We deal with some families in our home care business that are struggling to cope with family members who have a mental illness. There is not much help out there and people are grasping trying to do what they

can without the expertise to do so. Mental illness falls between the cracks when it comes to treating and paying for help. We have to do something about this! Mental illness afflicts about 20% of Canadians, gets 7% of health funding Mental illness afflicts some 6.7 million Canadians — roughly 20 per cent of the population — and costs the economy

an estimated $51 billion each year. If our government does not see the need for a commitment to improving the care for those with mental illness because of the human catastrophes maybe they should be motivated by the economic impacts. House for sale by the owner? Buyer and Seller Beware…

preparing an offer for a buyer, I diligently do the research, to make sure the property is worth a certain price. After researching the “history” of the property (taxes, leans, previous listing information etc.), this revealed a previous Seller’s Declaration from the previous owner, mentioning mold in the attic and decontamination work, amongst other things. Having not received this information by the seller from the beginning, raised an alarming flag to my buyers. The building inspector advised them to back out of the offer. The buyers were very disappointed to say the least! What happened next was that the sellers panicked and realized that despite their good intentions, they misrepresented the property by not knowing exactly what was expected of them from a legal standpoint.
