irbnb has created controversy since it first arrived in Quebec. The online 'home-rental hub' founded in 2008, offers tourists and travelers access to millions of accommodations in over 190 countries - with lodgings available in houses, condos, villas and more. And now the Quebec government will be putting forth new regulations this autumn, aimed at curbing some of their practices. One of the main issues back in late 2015, was when a study by McGill University's David Wachsmuth and his team, showed a small number of commercial property managers had been generating a majority of Airbnb's overall revenue and cutting into available housing rentals for Montrealers, as well as driving up rent prices. They also

found that two or three per cent of the housing available in Montreal's more popular PlateauMont-Royal and VilleMarie boroughs, were being run by property management companies offering short-term rentals. The provincial government put forth Bill 67 to regulate them - requiring those who rent out their properties to get a certificate from Quebec's tourism ministry, pay a lodging tax and if they were not the property owner, advise their landlords they would be renting to tourists. Considerable fines were in place for those who didn't follow the rules - but it still wasn't stopping many from breaking them. When the new regulations are in place this autumn, people who rent out their homes for less than 31 consecutive days will be required to get a

registration number and a permit costing somewhere from $50 to $75 and they will be required to include it in all rental documents and listings. As well, tenants in duplexes or triplexes will need permission from their landlord for any short-term rentals, with condo owners needing the same from their condo association or syndicate. According to Caroline Proulx, Quebec's Tourism Minister, the aim of these new regulations are in order to keep track of those renting out any shortterm property so that they pay Revenue Quebec's 3.5% Accommodation Tax - and in turn 'help even the playing field for those in the industry who are struggling since the massive hike in Airbnb rentals in Quebec since 2016'. Whether it will be effective or not remains to be seen.

The end for single-use plastics

ferent problem could be for water bottlers since the idea of putting spring water into small bottles started just a few decades ago and was done in plastic from the beginning. However, some of those same companies that mass market the small 500 mL plastic bottles already produce upscale bottled water for restaurants, which means that they also would have the capacity to wash and reuse glass bottles for their massive consumers. It remains to be seen

whether the government will take on big soft-drink corporations such as Coca Cola or Pepsi Cola, forcing them to deliver their products in glass bottles as they used to do it until the 1980s. Plastic is cheaper, and these big companies don't have to deal with the containers once the customer finishes drinking their products, I guess they won't be too happy if the government decides to include plastic bottles on the list of banned products. continued on Page 5

forward on a sciencebased approach to establishing which harmful single-use plastics we will be eliminating as of 2021," those were the words with which Prime Minister Justin Trudeau announced the end of single-use plastics in the country. He was speaking this Monday at the Gault Nature Reserve in Mont St-Hilaire, just outside Montreal, four months before the federal elections scheduled for October, an occasion on which environmental issues are expected to be an essential subject of the campaign. The move announced by Trudeau also signals the will by the federal government to retake the leading role that, as a national government, it should play • June 15, 2019

regarding environmental matters, since already some cities, including Montreal, have been adopting policies designed to curtail the use of plastic bags, for instance. The announcement was not specific as to what items would be included in this ban, leaving the decision for a later time, after some sort of scientific panel or commission reports on what are the

most harmful products that should be banned. In any case, some of the most notorious culprits have already been identified: straws, plates, cutlery, cups, are among the most frequently mentioned. However, one of the most ubiquitous items is the plastic bottle generally used to drink water, although practically all softdrink companies use them too, especially for

their biggest formats. The case of sodas is especially significant since until just a few decades they used to employ glass bottles even for their 1 L size formats. Moreover, bottlers had the equipment to wash and reuse the containers, it was a very sustainable practice and an environment-friendly one since glass once discarded doesn't pollute and could easily be recycled. MONTREAL - West Island - Every month, thousands of homeowners are faced with the stressful dilemma of whether to buy first or sell first. You see, if you buy before selling, you could run the risk of owning two homes. Angela Mancini, Chair of the English Montreal School Board was cited as saying in a CTV report, “I’m extremely disappointed in the education minister for having made such an announcement in the media during a 7 o’clock interview that he did, leaving us a little bit in the lurch… I feel it is a bit irresponsible for the minister to have gone this particularly route. We’re very disappointed with the way in which he is acting… we are not able to get any answers from the ministry at this time in order to be able to re-

Even though the school transfers need to be approved by the province's cabinet, which is expected to be discussed sometime between June 21st and 24th, the EMSB will be holding an emergency meeting this evening, Wednesday June 12th, to discuss the expected transfers and the option of a legal challenge to block the decree.

Education Minister criticized for announcing English school transfers on French radio

His ministerial decree was heard on Tuesday June 11th during a 7:00am interview on CHMP-FM 98.5 with host Paul Arcand. Disappointment echoed throughout the English community. As of Tuesday afternoon the EMSB had yet to hear from Minister Roberge, who turned

Global Peace Index places Canada th at 6 most peaceful country

T

here are many great things about Canada and being ranked the 6th most peaceful country, out of 163 in the world, is certainly one of them. To put it into better perspective, the USA was ranked at 124. It is the twelfth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of

peacefulness. The top five countries from 1 to 5 were Iceland, New Zealand, Austria, Portugal and then Denmark. The bottom five countries from 159 to 163 were Somalia, Iraq, South Sudan, Afghanistan and then Syria. The factors that are looked at to determine the rankings include: GPI Indicators, Perceptions of criminality, Security offi-

cers & police, Homicide, Incarceration, Access to weapons, Intensity of internal conflict, Violent demonstrations, Violent crime, Political instability, Political terror, Weapons imports, Terrorism impact, Deaths from internal conflict, Internal conflicts fought, Military expenditure, Armed services personnel, UN peacekeeping funding, Nuclear and heavy weapons, Weapons

exports, Displaced people, Neighbouring countries relations, External conflicts fought and Deaths from external conflict. The report was produced by the Institute for Economics and Peace (IEP) and covers 99.7% of the world’s population, using '23 qualitative and quantitative indicators from highly respected sources, and measures the

state of peace using three thematic domains': the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarization. The research is used by governments, academic institutions, think tanks and non-governmental organizations and by intergovernmental institutions like the OECD, The Commonwealth Secre-

tariat, the World Bank and the United Nations. As the IEP states on their website: "We aim to create a paradigm shift in the way the world thinks about peace. We use datadriven research to show that peace is a positive, tangible and achievable measure of human wellbeing and development". fter a long, cold winter, Montrealers can now finally look forward to summer activities such as swimming outdoors and pool parties. An in-ground pool can be a terrific asset in your backyard. But pools require proper maintenance and who do you turn to for professional service? Refecto Aquatique is a Montreal area-based company and specialist for in-ground pool renovations, painting, repairs, tiling and coating, pool deck maintenance, sand-blasting old paint, and even pool demolition. “Refecto differentiates itself from competitors by doing both commercial and residential projects with the same quality materials," explains Martin Beaulieu, an engineer at Refecto. "About 60% of our business is residential and about 30% is commercial; the balance is institutional. Our team at Refecto is experienced and equipped to solve, build or repair any problem with your existing concrete pool." The renovations men-

tioned above can give a new look or design to existing pools, even those with structural problems. Painting can be done with latex paint (1-2 years durability), rubber paint (4 years), or with epoxy products (7 years). The repairs offered are for the pool cement, pumps, and plumbing. Properly installed, new tiles on the market offer much greater durability than earlier tiles while providing a chance to change the esthetic look of your pool. "A typical backyard pool might contain 80 to 120 tons of water. If there are cracks, water loss issues can involve movements of soil or concrete paving blocks, holes forming in the ground, and the loss of up to 3 inches of water a day. You might also have excessive use of the water heater," notes Beaulieu. Sand-blasting is, of course, the most practical way to remove old paint, a necessity before putting down a layer of new, more durable paint. Refecto offers sand-blasting

from cement and metal surfaces, including machines and furniture. Demolition of a pool is an option that can make sense with poorly-maintained pools that require a lot of investment. Refecto offers partial or complete demolition to free up space in your backyard. While offering a vast array of services for inground pools, Refecto does not service aboveground pools. With 15 employees, Refecto covers the entire province of Quebec and sometimes elsewhere in Canada with hotel projects. Regarding prices, Beaulieu says: "Pool renovation costs can start at $1,000 and can go up to $50,000 or more, depending on the project. And of course, we offer free estimates!" y two boys are 12 and 13 years old, and they are the rough and tumble type... especially my youngest. He has always been quite competitive with his older brother and all of his older brother's friends. He's spent most of his life keeping up, keeping active and being physical. I am the type of mother who says things like, "The dirtier you get, the more fun you're having", "Who needs shoes when you're running through the forest climbing trees?", and "Sure, you can climb off the balcony to the tree and up to the top." I can be over-protective in many ways, but when it comes to moving your body, connecting with nature, having fun and pushing your limits, my kids have free rein. It shows in their agility, flexibility and comfort in their bodies. Sometimes accidents happen, and I have to always be prepared. My eldest has never broken a bone, (knocking on wood as I type). The worst accident he endured was playing in the ocean. We were in Costa Rica, he had finished a surfing session and was just playing in the waves. He hadn't noticed that the tide had come up and covered the reef and I was too busy having a margarita on the beach talking with a friend. Not my finest hour as a mother, I swallow my guilt as I share what comes next. I look over and to my horror, my child is making his way out of the water with blood

covering his mouth and chest. At first, I thought it was a nose bleed, but his expression told me different. He was in a shock-induced kind of pain. I dropped my drink and ran to him with a towel in hand. Pressing the towel to his wounds, I realized they were scrapes from the reef. He had dove into them. Deep scrapes covered his mouth and chest. We were lucky it wasn't worse, and there were no barnacles, but it took hours for his shock to dissipate. I cannot imagine how much it hurt. Lots of love, cold fresh water and emu oil, and he survived. I survived too. If you are a mother, you know it can sometimes be just as hard on us! My youngest hasn't had a bad accident in years (still knocking on wood). But when he was younger, we had our fair share of hospital visits with this wild creature. Broken wrist, sprained wrist, branch in the eye ball! The latter was a scary endeavor, but all turned out fine, thanking our lucky stars. Both boys have had their fair share of burns, scrapes, sprains, splinters, bruises, bumps, gashes, cuts, infections and wounds that have been dealt with by yours truly. My washroom emergency kit looks a little bit different than the one I had growing up. No chemicals for this family! We use Emu Oil for EVERYTHING. Burn? Emu. Cut or scrape? Emu. Bruise or sprain? Emu Emu Emu. It's anti-bacterial and anti-inflammatory. It's also good for scarring! There's really nothing more we need.

But I do keep a few other goodies around. Neem Salve is wonderful on warts, rashes, fungus. Anything questionable. If we aren't sure what something is... Grab Neem Salve. Soothing Oil is lovely for headaches, muscle aches, or anything that requires soothing! The smell of healing peppermint, and the feeling of the MSM, gritty on the skin, has replaced Vicks Vaporub from my childhood. A few drops of Eucalyptus in a bowl of hot steamy water, with a towel covering your head does wonders on congested lungs and stuffy nose. Here's what makes up our Modern Day Emergency Kit: Emu Oil Neem Salve Soothing Oil Essential Oils (see below) Castile Soap Ice Pack Hydrogen Peroxide Bandaids of all shapes and sizes Butterfly Bandages Gauze & Tape Sprain Wraps Thermometer Essential Oils: Frankincense- Boost Immune Lavender- For insomnia, infections Eucalyptus- Congestion Peppermint- Allergies Lemongrass- Digestion We stand behind our products. OFF-JFL & Zoofest unveils line-up for its 11th edition

t’s been dubbed as a “festival of discoveries”, and when Patrick Rozon and his organizers revealed the line-up for the 11th edition of the OFF-JFL & Zoofest at a press conference that was held on June 11 at the Monument National Theatre, comedy fans are about to discover the wide array of stand-up, improv, sketch, concept, musical and alternative comedy shows that will

By Stuart Nulman mtltimes.ca

involve about 200 of some of the world’s best and brightest comics at eight venues across Montreal between July 11 and 28. And the other things that comedy fans will discover about OFF-JFL & Zoofest is that these shows, usually about 60 minutes in length, will take place in small, intimate venues offering up close and personal top notch comedy at affordable ticket prices. To start with, one of my favorite OFF-JFL shows will once again be part of the festival line-up. Midnight Surprise is just what

the name implies; a late night show that starts precisely at 11:59 p.m. with a roster of top comedians that will remain a surprise to the audience until the moment they are introduced by the host. And speaking of hosts, this year’s Midnight Surprise series is being helmed by Donnell Rawlings (“Chappelle’s Show”) and SNL cast member Chris Redd. OFF-JFL will also present a wide variety of solo stand-up comedy shows that will be headlined by an impressive group of AList and longtime festival favorite comedians such as Brad Williams, Brian Posehn, Cameron Esposito, Nish Kumar, Matteo Lane, Mark Forward, Ron Funches, Liza Treyger, K. Trevor Wilson and Andy Kindler. There will also be a large selection of multi-comic and concept shows for fans to choose from, such as “Ari Shaffir’s Renamed Storytelling Show”, Rapp Battlez, the Hosts with the Most series, a marriage-related show called “Would You Bang Him” starring married couple Rich Vos and Bonnie McFarlane; and Big Jay Oakerson’s popular crowd work show “What’s Your F@#king Deal?”. As well, OFF-JFL & Zoofest will have 25 shows as part of its Canadian Spotlight series that will showcase some of Montreal’s and Canada’s best comedic talent. “Having shows at OFFJFL, especially staging comedy shows that lack borders, is both magical

and exciting, because it gives us a chance to show audiences a type of comedy that is usually underexposed,” said James McGee, a Montreal improv comic who is returning to OFF-JFL with two improv shows that he produced, which were hits last year: “Dice of Destiny” a comedy show with a Dungeons and Dragons twist to it, and “Blender”, which improv comics pair up with performers who have never done improv comedy beforehand, such as clowns, actors and stand-up comics. McGee is also bringing two new shows to OFFJFL: “Carousel” and “High Rollers”, which combines

improv and campy classic game shows from the 1970s. “This show is going to bring back the spirit of The Price is Right and Match Game, in which performers will bid and gamble on which improv situations will work best. We are also going to bring back those garish set design colours, so were going to use a lot of oranges, yellows and browns,” he said. *** In other Just For Laughs news, organizers recently announced more additional shows and hosts to give their already increasing star-studded line-up much more star power. For example, Anthony An-

derson, star of the hit ABC sitcom “Black-ish” will take up hosting duties for his very first gala on July 28. Popular stand-up comic and podcast host Marc Maron will be making two appearances at this year’s Just For Laughs festival; first, he will bring his current “Hey, There’s More” Tour to the Cinquieme Salle of Place des Arts on July 26, and then on July 27, Maron will join “GLOW” co-star Betty Gilpin and co-creators Liz Flahive and Carly Mensch for “Netflix presents GLOW: A Cast and Creators Panel”. Canadian singer Jann Arden, who is now the star of her own hit sitcom on CTV, will

talk about the show with its co-creators Leah Gauthier and Jennica Harper on July 25 at the Grand Salon Opera at the DoubleTree by Hilton Montreal. And veteran comic – and Emmy Award-winning actor – Louie Anderson will recount his 40 years on the comedy circuit, as he delivers the keynote address for this year’s ComedyPro conference on July 26 at 2:30 p.m. Tickets for these newlyannounced Just For Laughs, as well OFF-JFL & Zoofest, shows and so many more shows, are now on sale and can be purchased by going to www.hahaha.com.

Within a group, keep eye contact and laugh, until all people in the group are happy. At home, look in the mirror and welcome yourself. When you look into the mirror there is always something to laugh about. Think the mantra: "May all beings be happy. Let there be a world of laughing." See all people in the world and see ourselves as laughing Buddhas. At the end of your Laughter Yoga, sing the mantra "Om" for one minute. Sing it with your own melody. Working by Robert A. Caro

or the past 45 years, best selling author Robert A. Caro has set the bar quite high when it comes to writing biographies of powerful people. And yet during that fourand-a-half decade period, Caro has concentrated his diligent, exhaustive efforts in biography towards only two powerful American figures: New York City urban developer Robert Moses, and former U.S. President Lyndon B. Johnson.

By Stuart Nulman mtltimes.ca And the end result were massive volumes about these two men: The Power Broker and The Years of Lyndon Johnson (which produced four volumes, with a fifth and final volume being written as of now). These books have not only earned Caro overwhelming critical acclaim and topping many best seller lists, but also two Pulitzer Prizes and two National Book Awards. But if you have read any of Caro’s tomes and wondered how he accomplishes such monumental literary tasks as a master biographer, he finally answers those questions quite capably in his latest book Working. Basically a collection of original writing, magazine 18

montrealchimneys@gmail.com

articles and interviews, the book gives a cohesive look at Caro’s life and career (which began as a crusading reporter for the Long Island-based newspaper Newsday) and the tricks of the trade he uses to tell the monumental lives of these monumental figures and how they represented different types of major political power, and how they used and abused it. Although he prefers the old school method of writing his drafts in longhand on long white pads of paper and transcribing his notes and drafts on an electric typewriter, Caro is a believer of diligent research and digging deeper than any other author who tackled the same subject. For example, he and his wife Ina, in order to delve into the world of Lyndon Johnson before he went to Washington as a junior congressman in 1937, moved into the Texas Hill Country where he was raised and spent three years there interviewing as many people as possible who knew or worked with Johnson during his formative years. Two stories stood out for me in this category; one was the interview with Luis Salas, an enforcer for George Parr, a major Texas political boss during the 40s, who knew the secret behind “Box 13”, the ballot box for political Precinct 13 that somehow helped get Johnson elected to the U.S. Senate during a tightly-contested election in 1948; the other was with Ella So Relle , a classmate from Southwest Texas Teachers College, who told Caro that Johnson’s true nature was “all there in black and white” in the pages of the college’s 1930 edition of

its yearbook, in which Caro got a copy of, only to find out the pages that featured Johnson were carefully excised from that copy and many other copies of the 1930 yearbook. And for fans of the four volumes that make up Caro’s epic biography “The Years of Lyndon Johnson”, he ends the book by offering a sort of sneak preview of the final fifth volume of the biography, which focuses on the Johnson presidency, from the 1964 election, to his vast array of Great Society social programs and legislation, to the Vietnam War, the conflict that would forever bring him down and tarnish his years in the White House. One preview, which symbolizes Caro’s habit of giving detailed historical background to an aspect of Johnson’s life and career, was how two popular songs defined the two major events of the 1960s that defined the Johnson presidency: “We Shall Overcome” (the Civil Rights movement) and “Waste Deep in Big Muddy” (the Vietnam War and the anti-war protests). It is rare that a book on how to be a writer and writing methods can be so interesting and become a seminal work on how difficult it can be to write a nonfiction book, and Robert A. Caro’s Working is such a book. It proves that writing a biography of any major historical figure is a major task that can be interesting, frustrating and rewarding. It certainly ranks up there with other books of that nature such as Strunk and White’s The Elements of Style and Stephen King’s On Writing.

Selling like a pro: pay attention to the 3 P’s of selling your home ble closing dates. Ask your realtor which high traffic web sites or social media your property will be featured on, since 98% of buyers will find your property on the internet. Professional photography and staging is a must! In our agency we sell our client’s properties using these philosophies and tailor it to suit each individual property.

Once you decide to sell, your home becomes a product, like with any market it needs to be competitive. If you can afford the time, and effort a huge clean-up is needed, from windows, walls, floors and everything in between. This step is crucial, in showing your property it it’s best light. Next you need to consider if there are any major or minor repairs the property is in need of. If your property is a fixer upper, then consider selling it “as is” at a competitive price. The preparation stage should take up quite a bit of time and effort, which will pay off. We had a property that took 30 days to prepare, and only 1 week into the listing, we had 3 visits per day and an offer accepted after the first week! More time preparing and pricing properly, will equate to less time on the market and more offers! 3- Presentation and Promotion Depending on your property’s category (condo, single home, plex etc..), the presentation and promotion stage may differ. First impressions count a lot, now that all buyers watch HGTV! Think about the product

you are selling, and who it will appeal to? Now make sure that the way your product is being promoted matches the potential buyers. Your realtor will provide more of the work in this part, but will need your cooperation. For example if you are selling a single home in a family area, the home should be presented in such a way that appeals the most to families – rooms and basements should be kid friendly, assets such as a large finished basement, backyard and extra storage spaces need to be showcased. As a condo seller, your condo needs to compete with the new modern construction condos being sold- sleek, clean and modern without too much fuss. As part of promoting your property make sure there are incentives and added value provided by you the sellers or your realtor such as notary fees included with condo purchase, high end appliances included, and flexi-

I see, is pricing according to the neighbors. Your professional realtor will research the sold properties in the area, and do a complete CMAComparable Market Analysis. By adjusting the prices of recently sold homes, the analysis gives you a very clear price of what a potential buyer will pay for your property, “on paper”. With the estimated market value in hand, a savvy realtor can take that number and project how much higher your property will go for. This will hinge on any positive “variable factors” which may not have been accounted for in the market analysis. I am not talking about a pool here. As a broker who has been through several hundreds of transactions, I can tell you exactly what buyers are willing to pay more for. Example, a completely renovated and move in home will sell for higher than market value, because everyone wants a renovated home. With the help of your realtor and what you feel comfortable with, you can price your property above market value, around market value or under market value, and attract multiple offers. 2- PREPARING

he traditional way of selling a property was to “Put up the Sign, Place the listing on the MLS site, and Pray”. Homes used to sell like this for many years. Presently, the market conditions and consumers have evolved, and I can tell you from experience that the old 3 P’s just don’t cut it anymore. Even in a seller’s market where supply of homes is low, and demand is high, you need a solid strategy to sell a home at top dollar. Our job as realtors is to get the most people in the door, since real estate is a numbers game. The more people in the door, the higher the chance of obtaining offers, the more offers the higher the sale price. To start the momentum and get the best qualified buyers to come through the door, the new 3 P’s of selling are essential. 1- PRICING If your asking price is too high it drives people away and by the way if your property is NOT selling, this is the #1 reason. You are helping other properties to sell. The tendency I see is that sellers often OVERPRICE because they want to “leave room for negotiations”. The other mistake
