Canada's October 17 Cannabis Countdown Begins th

NEWS – On June 20th 2018 the Government of Canada passed the final vote on Bill C-45, the Cannabis Act given Royal Assent on June 21st. Since then, each province and territory in the country has been scrambling to put together their own set of guidelines on its sales and use, trickling all the way down to the municipalities, who in turn are creating their own rules. It's enough to make everyone a bit dizzy - without even having inhaled that first puff. Adding a little more to the full pipe of controversy are the legal challenges expected to take place in areas con-

travening the Federal Act - especially at the municipal levels where in some places they are making it near to impossible to smoke anywhere unless one is fortunate to own their own home, leaving the majority of users at a loss. On the other hand, there are a significant number of users who seem to think they have a right to blatantly smoke pot anywhere they want, imposing not only the pungent smell of the herb on others, but also the second-hand smoke effect, which when inhaled offers more than just tobacco - and that is fact.

Another very important issue not yet addressed, concerns the medicinal use of cannabis and how it will be enforced under the new drug-impaired driving laws which include roadside saliva tests. Medicinal users (who often use cannabis in the form of oil or edibles) are not 'high' when driving and in complete control, when used responsibly and correctly - as one builds up a natural tolerance over a short period of time. But their

THC levels could be perceived as way over the limit should they receive ďŹ nes or lose their license? It would be unfair. One thing for certain, when the stores open and pipes are slowly lit starting at midnight on October 17th 2018 in Newfoundland, becoming fully legal across the entire country 4 hours and 30 minutes later in British Columbia - many issues will still need to be addressed.

Shea Weber becomes 30 Captian th

SPORTS - The Montreal Canadiens announced today that defenseman Shea Weber has been appointed the 30th captain in franchise history. The decision was made by the club’s hockey management. Weber is preparing for his 14th NHL season in 2018-19, his third with the Canadiens. He was an alternate captain in his first two seasons with Montreal. The native of Sicamous, British Columbia, is the 25th Canadian-born player to captain the Canadiens, and the first since Vincent Damphousse (1996 – 1999). Weber is also the first defenseman since Chris Chelios (co-captain with Guy Carbonneau in 1989-90) to assume the team’s captaincy, the 11th in team history. Since making his debut in the NHL in 2005-06 with the Nashville Predators, Weber has recorded 189 goals in 867 games. He enjoyed three 20-plus goal seasons, including a personal-high 23 goals in 2008-09 and 2013-14. He twice led all NHL defensemen in goals in 2011-12 and 2013-14. An alternate captain with the Predators in 2009- 10, he was named captain of the team in 2010-11, and served until 2015-16. As far as individual honours are concerned, he was the 2016 recipient of the Mark Messier Leadership Award presented by the NHL to the player who exemplifies great leadership qualities to his team on and off the ice during the regular season. He has participated in six NHL AllStar Games and twice was named to the NHL’s First and Second All-Star Teams. A product of the WHL’s Kelowna Rockets, Weber helped his team take part in three consecutive Memorial Cup championships (2003 to 2005; alternate captain in 2005), winning the coveted trophy in 2004. Weber, 33, also represented his country on the international stage, namely the 2010 and 2014 Olympic Winter Games (in Vancouver and Sochi respectively; alternate cap-

tain at the latter), earning gold on both occasions. He also wore Canada’s colors at the World Championship in 2007 (gold medal) and 2009 (silver medal; alternate captain), at the World Junior Hockey Championship (2005, gold medal), as well as at the World Cup of Hockey in 2016 (gold medal; alternate captain).

World Alzheimer Month

COMMUNITY - World Alzheimer's Month, culminating in World Alzheimer's Day on September 21st, is to raise awareness of the global impact of dementia. I know I have written about Alzheimer’s in the past but feel the need to continue to talk about it so we do not forget those dealing with friends or family members affected by it. The number of Canadians with dementia is rising sharply. As of today, there are over half a million Canadians living with dementia - plus about 25,000 new cases diagnosed every year. By 2031, that number is expected to rise to 937,000, an increase of 66 per cent. www.mtltimes.ca

Worldwide every three seconds someone develops dementia Recognizing some of the warning signs might help families start to deal with changes early in the process. One of the most common signs of Alzheimer’s disease, especially in the early stage, is forgetting recently learned information. Others include forgetting important dates or events, asking for the same information over and over, and increasingly needing to rely on memory aids such as post-its everywhere or family members for things they used to handle on their own. 9

monthly bills. They may have difficulty concentrating and take much longer to do things than they did easily before.

People with Alzheimer's often find it hard to complete daily tasks. Sometimes, people may have trouble driving to a familiar location, managing a budget at work or remembering the rules of a favorite game.

People with Alzheimer's can lose track of dates, seasons

and the passage of time. They may have trouble understanding something if it is not happening immediately.

Sometimes they may forget where they are or how they got there.

For some people, having vision problems is a sign of

Alzheimer's. They may have difficulty reading, judging dis-

tance and determining color or contrast, which may cause problems with driving.

People with Alzheimer's may have trouble following or

joining a conversation. They may stop in the middle of a

conversation and have no idea how to continue or they may repeat themselves. They may struggle with vocabulary, have

problems finding the right word or call things by the wrong name such as calling a watch a hand clock.

A person with Alzheimer's disease may put things in un-

usual places such as vegetables and milk in the pantry. They may lose things and be unable to go back over their steps to find them again. Sometimes, they may accuse others of stealing. This may occur more frequently over time.

The mood and personalities of people with Alzheimer's can change. They can become confused, suspicious, depressed,

fearful or anxious. They may be easily upset at home, at

work, with friends or in places where they are out of their comfort zone.

All of these changes start slowly over time. In early stages

of the disease the person realizes that these problems are there but try to hide them from family members. They get

frustrated with those who question the changes and deny that they even occur. The sadness has just begun. It gets harder and harder to hide or deny that life is changing for 10

all close to her/him.
