Help to Buy gets 5,375 on the ladder THE first set of official Help to Buy figures have been published, showing how the scheme has assisted more than 5,000 buyers into a new-build home. The first phase of Help to Buy, which includes an interestfree loan from the Government – was launched by the Chancellor in the Budget earlier this year. It helped a total of 5,375 buyers during the first six months, according to the Government department Communities and Local Government. Participants bought properties with an average value of £194,164, using a Government loan of just under £40,000. It means the Government issued £208m in equity loans between April and September. The majority of homes bought as part of the equity loan scheme were made by first-time buyers, totalling 92 per cent. The Help to Buy scheme was announced by the Chancellor in this year’s Budget and has two parts – equity loan and mortgage guarantee. It is aimed at first-time buyers and home movers with a small deposit. Zoopla has a new Help to Buy section on its website, outlining how the scheme works. Under the equity loan scheme, the Government provides a loan of up to 20 per cent of the value of a new-build home, interest free for the first five years. Borrowers provide a 5 per cent deposit and a mortgage of 75 per cent. In the sixth year, borrowers will be charged a fee of 1.75 per cent of the loan’s value, after which the fee increases every year. The increase is based on the Retail Prices Index, plus 1 per cent. The scheme is only available on new-build properties. Under the new mortgage guarantee scheme, the buyer also only needs a 5 per cent deposit. The Government and the bank then jointly guarantees up to the next 15 per cent of the property’s value, in return for a fee paid for by the lender. The Government-backed guarantees are not being introduced until January, but lenders are already offering loans as part of this phase of the scheme, enabling buyers to move into their homes before Christmas. The Help to Buy scheme is available from high street lenders such as Lloyds and RBS. But as with all loans, the affordability of the scheme depends on the individual’s financial circumstances. It is not available to those with an adverse credit history as lenders need to know that borrowers can afford to repay their loans.

It’s no longer a buyers’ market so Denise O’Leary gets tips on the best way to put in an offer from local estate agents FANS of the popular Channel 4 property programme Location Location Location will be familiar with the sight of nervous househunters gathered in front of a roaring log fire in a pub, refreshing beverage in hand, watching presenters Kirstie or Phil as they haggle to get an excellent deal on their dream home. Putting in an offer on a property is probably one of the most difficult and stressful parts of the house-buying process and it must be helpful to have someone with expertise acting on your behalf. For most people, however, it is something they will have to deal with alone and they may be completely new to a procedure which can be both daunting and confusing. A house, after all, is usually the most expensive purchase you will ever make and the results of your negotiations will have life-changing consequences – but how do you decide what is a fair and reasonable offer? And how do you know that you are getting the best value for money? Unsurprisingly, all the estate agents we spoke to urged purchasers not to be too stingy in their offers. As Ian Mitchell of Plymouth Homes admitted: “People are going to think ‘well he would say that wouldn’t he?’ because our job is to get the best possible price for our clients.” But the universal advice is that it is not worth being too conservative in your offer and risk losing the home of your dreams because it is no longer the buyers’ market that it was, even a few months ago. With fewer quality properties available there may be fierce competition from several prospective purchasers and that means putting in an offer which is too low could mean you miss out on the house that would have been ideal for you. Paul Preen of the Plymstock office of Lang and Co said: “It’s not always wise to make a much lower offer if it is the house you really want. This isn’t a TV or a sofa or even a car where you have lots of different kinds to choose from. This is going to be your home and you may have found something that is absolutely unique and exactly what you want, so why risk losing it for the sake of saving

what in the grand scheme of things could be a relatively small amount?” Mr Mitchell added: “For those wanting to buy, my advice would always be to go to the highest price you can possibly afford when making an offer, especially in a sealed-bid situation and with more competition for quality properties, that is happening more frequently. I have two examples of that in the last week. “I seen too many people disappointed because they weren’t prepared to offer that extra few hundred pounds and if you have found the house you really want to buy it is a great shame to lose out on it because you were trying to hold back to get a bargain. “Of course do your research, look on the internet; there are plenty of websites now which will tell you what properties in the area have sold for and you can look at what other properties are coming on to the market for, so you can learn quite quickly what a fair price should be. People are much better informed these days. “But if it is the home that you really want and you have fallen in love with it then make a sensible offer that will secure it rather than risk losing out on it and regretting if afterwards. Unless you are intending to move again quite quickly this is going to be your home for the foreseeable future and will have a major impact on your lifestyle so it would be a shame to lose it because you didn’t offer a reasonable price. Yes be prepared to negotiate but don’t be reckless.” Russell Brighton of Connells First Time Buyer Centre in Plymouth agreed. “An awful lot of people are missing out on the property they wanted because they thought they could get it more cheaply,” he warned. “ Also don’t wait too long before you go back for a second viewing or before putting in an offer. It is a competitive market and again people are missing out because they are hesitating for too

long. It is no longer the buyers’ market that it was and if it is a good house there will be lots of people competing for it, so keep that in mind.” The other advice from Mr Preen is to: “First and foremost check your finances so you know exactly what offer you can afford to make. You would be surprised at the number of people who go to view a property, put in an offer, have it accepted and then find out that they haven’t got the money to back it up. They are wasting everybody’s time. First thing to do before you even start looking at houses is to see a financial adviser and work out exactly what your price range and limits are. “I would also say don’t be insulting to the vendor. By all means negotiate and make an offer but don’t make one that is so low it is ridiculous. This is their home, their pride and joy and they may have spent a lot of time preparing it for the market or spent years renovating it. Also until you have been inside you don’t know how it truly compares with the house down the road that sold for a few thousand pounds less. This one may have been completely gutted and refurbished and that one still be in its original state. “In this postcode of PL9 there are only 216 properties available for sale. This is in an area of 11,000 doorbells, where historically there are usually 350 to 400 houses for sale at any one time so our stock is low and that means that the competition for houses that do come to the market is strong. So if you really want a house, yes negotiate if you want to, but the chances are you will be in competition with other people who are willing to pay the full asking price so be prepared to be disappointed.” Mr Brighton says that first-time buyers may also benefit from having an extra pair of eyes to advise and guide them – a family member or trusted friend who can help to guide them through the process. Where several people are competing for a house the vendor may also take into consideration how ready a buyer is to proceed, so having your mortgage in place and not having a property to sell, or a long chain on your existing home, can also help you to secure a good deal.

City sales speed up

ON average it now takes just under five weeks (34 days) to sell a home in Plymouth – eight days less than one year ago – according to a new ‘City Rate of Sale’ report by Post Office Mortgages. This makes Plymouth one of the fastest places to sell property in the UK – on average three weeks faster than the rest of England and Wales. London remains the best-performing property market, but its performance overshadows a strong recovery occurring in many other areas, particularly cities outside the South East of England. Property owners in Birmingham especially have been benefiting from improved market conditions. Over the last year they have experienced on average a 16% fall in the time it takes to sell their home and a 2.6% rise in price. Some Northern cities such as Liverpool, Sheffield and Manchester are also showing signs of improvement despite slow price growth. The average time a property spends on the market in the North West has fallen from 90

days to 62 days over the last 12 months – indicating that demand in this region is firming. Liverpool in particular is recovering well, with properties in this part of the country currently only needing an average of 18 days to be sold – down a whopping 63% from last year and two weeks less than London. Elsewhere in England, cities including Brighton, Bristol and Derby have seen falls greater than 15% in their rate of sale. Even though some of these markets have not yet seen robust price growth, the falling average time to sell a property in these markets points to improving conditions. However, a number of cities have yet to show signs of a rebound in their housing markets. Swansea and Leicester, for instance, are both experiencing the double whammy of negative price growth and a lengthening of time it takes to sell a property. John Willcock, head of Post Office Mortgages, said: “2013 has been a real turning point in the UK housing market with annual house price

growth currently 3.4%, the highest level it has been since November 2010. “But house price data alone often hides a broader picture of recovery.
